DEFINITION
Under the direction of the Director of Engineering, this position provides engineering support to NCPA’s Power Generation Service department.  The Power Generation Service Department includes the “State of the Art” Lodi Energy Center (LEC) Combined Cycle Power Plant, our green Geothermal Power Plant, our Hydroelectric Power Plant, and includes our hydrogen fuel source with a mission to provide green and renewable energy to our 16-member agencies in Northern California.

This position is based out of Roseville, CA.  Roseville’s nearby recreation areas attract new residents who are looking for a great place to live and work! Roseville is located in Placer County, just 16 miles northeast of Sacramento, the state capital. Within one hour, you can enjoy water sports in nearby lakes and rivers, hike the beautiful Sierra foothills and ski the High Sierra. ESSENTIAL DUTIES
Manage and assist with power plant improvement projects, performance monitoring, and other initiatives. Conduct feasibility analysis, and justification, and prepare plans, and budgets.
Lead or assist with Root Cause Analysis (RCA) to investigate incidents that cause “forced outages”, equipment malfunctions, failures, or performance degradation at plants.
Provide administrative and end-user support for NCPA’s Computerized Maintenance Management System (CMMS) and Plant Information (PI Historian). Ensure that users are properly trained and the application is used in an optimal fashion. 
Support compliance with NERC/WECC reliability standards.  Assist in the preparation, review, collection, and organization of compliance evidence and associated procedures.

MINIMUM QUALIFICATIONS
Education 
For all levels, the qualified candidate will have a Bachelor’s degree from an ABET-accredited college or university with a focus on Mechanical or Electrical Engineering.

THE POSITION
The Utilities Field Services Supervisor supervises, plans, schedules, and reviews activities related to the installations and maintenance of water mains and appurtenances, including water mains, service lines, fire hydrants, backflow prevention devices, and water meters, within the City's water system.   This position also oversees the City’s meter reading and cross connection control programs, and assists the Utilities Operations and Maintenance Manger in the overall planning, administration, and management of Utilities Operations and Maintenance functions.  
 
DEFINITION
Under general direction, to supervise, plan, schedule, and review activities related to the  installations and maintenance of water mains and appurtenances, including water mains, service lines, fire hydrants, backflow prevention devices, and water meters, of the City's water system, as well as field customer services.

DISTINGUISHING CHARACTERISTICS
This is a management classification allocated to the Utilities Division of the Public Works Department reporting to the Utilities Operations and Maintenance Manager. The Utilities Field Services Supervisor is responsible for the field installations and customer services related to water meters and backflow device maintenance. The position is also responsible for supervision of meter reading and performing supervision and management in support of the Utilities Division's goals and objectives.  The position is also responsible for assisting the Utilities Operations and Maintenance Manger in the overall planning, administration, and management of Utilities Operations and Maintenance functions. This position is distinguished from that of subordinate utilities classifications by its responsibility for the supervision of two maintenance work groups (i.e., Field Services and Customer Services).  This position is distinguished from the Utilities Operations and Maintenance Manger position by the latter position's overall responsibility for the management and administration of the City's water distribution and sewer collection systems, the Storekeeper position, and administrative and clerical staff.

Duties may include but are not limited to the following:
 
Field services, including installation of water mains and appurtenances for City projects and/or private developments, maintenance of the water mains and appurtenances, leak repairs, water meter installation and repair, backflow prevention device installation, repairs, inspection, and testing, and meter reading program.  Field Services may be required to assist in smaller repair jobs to the sewer collection system. 

Coordinates operations with the needs of the public, outside agencies, and other City divisions.  
 
Assists the Utilities Operations and Maintenance Manager with budget preparation and performs other administrative work as assigned. 
 
Receives, investigates and responds to public inquiries, concerns, and complaints, and requests for service. Works cooperatively with City staff, residents, businesses, property owners, and other utilities and outside agencies.
 
Confers with developers and contractors as needed to ensure that the City's water system standards are met.
 
Identifies water mains and appurtenances maintenance needs in the utility system, discusses them with Utilities Operations and Maintenance Manager, and initiates proper action to resolve the problems. Ensures that the meter reading program is always on track and meeting its goals.  Assures that emergency staff is available 24 hours a day to take necessary action.
 
Oversees the development of schedules and establishment of assignment priorities for the Field Services section, as well as the Customer Service section.  
 
Develops and maintains specifications for water main and appurtenances materials and equipment and recommends purchases.  
 
Prepares and maintains specialized water system records and forms, and reports to regulatory agencies. Prepares all correspondence needed to ensure effective coordination between the Utilities Operations and Maintenance, other functions within Utilities Operations and Maintenance, Public Works, other City departments, and the general public. 
 
Reviews, evaluates and prepares comments on construction plans, drawings and specifications related to water system infrastructure projects including mains, connections, valves, equipment, and other systems.
 
Ensures that all Underground Service Alert (USA) markings for the City's water and sewer mains, and fiber optic cable are done in a timely and accurate manner.
 
Participates in interviews and selection of new employees under the positions responsibilities, and training of employees in work procedures, standards and safety practices. 
 
Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.
 
Actively participates in the Public Works Department's Safety Committee.
 
Performs other related duties as assigned.

JOB RELATED ESSENTIAL QUALIFICATIONS

Knowledge of: 

• Water transmission and distribution operations and maintenance, and underground installation programs; and safe work practices.
• Principles of hydraulic theory as it applies to water distribution system, water transmission systems, pressure zones and pressure regulating valves.
• Current methods, codes and regulations governing underground work and water main and appurtenances installation.
• Supervisory Control and Data Acquisition (SCADA) systems including data propagation methods, and associated hardware and software.
• Modern work order development and processing.
• Principles of management and supervision including work planning, direction, training, and evaluation of work and staff performance.

Ability to: 

• Direct the daily field services of a municipal water distribution system, and field customer services functions.
• Supervise, train and evaluate subordinate field, technical, and support staff; and coordinate schedules to insure the timely processing of the public's request.
• Communicate both orally and in writing to prepare clear and accurate maintenance and safety reports, lead discussions, and present information to City staff, contractors, and the general public.
• Review and evaluate construction plans, drawings and specifications related to field services projects including underground infrastructure, and related equipment.  
• Calculate field assets historical and instantaneous performance using a variety of data, formulas and equations.
• Make reasonable assessments as to repair or replacement of water main, valves, and other related equipment; and advise Utilities staff, design consultants, engineers and contractors in acquisition and installation of new equipment.
• Make informed judgments concerning maintenance parameters of water system; and make independent judgments during emergencies. 

EXPERIENCE AND EDUCATION
Any combination of experience and training that could likely provide the required knowledge and abilities would be qualifying.  A typical way to qualify is:
 
Experience: Four (4) years of progressively responsible experience in the Field Services of a water system including one (1) year of responsible supervisory or lead position experience in a distribution system classified as a D4 system or higher by the California Department of Health Services.
 
Education: Completion of twelfth grade or possession of GED, supplemented by college course work related to potable water, water distribution, wastewater collection, recycled water distribution, or a science field.  Possession of an Associate's Degree in water distribution, wastewater collection, recycled water distribution, or in a science field may be substituted for the required coursework.  Possession of a bachelor's degree is desirable.  

License or Certificate:Requires possession and maintenance of a valid Water Distribution Operator D4 Certificate issued by the California Department of Health Services,

OR

Possession and maintenance of valid Water Distribution D3 Certification issued by the California Department of Health Services with the ability to obtain and maintain a D4 Certification within eighteen (18) months of appointment to the position. 

AND

Possession and maintenance of a valid Class C California Driver's License.

The City of Hayward is seeking a Senior Utilities Engineer with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Utilities Engineer is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The City of San José is seeking an experienced Deputy Director to oversee Energy Resiliency for the Department. The Deputy Director will report directly to the Director and provide City-wide leadership to explore, develop, coordinate, and deliver a comprehensive package of strategies, programs, and projects to improve energy resiliency. This is a time-limited (overstrength) position - budgeted for two years. At the end of this period, this role maybe converted to a regular position within the City of San Jose, evolve into a position within the management team of Google, or another third party, or be eliminated. This is an exciting new role helping to define the future of microgrids within the economic and political infrastructure of one of America’s most dynamic cities. A key responsibility of this position is to oversee all aspects of the City’s approach to enabling an advanced energy microgrid to serve Google's Downtown West Mixed-Use Plan. A major component of the Downtown West Project is an innovative large microgrid to more efficiently handle some of the utility needs of the development. Google is proposing an advanced microgrid electrical distribution system with renewable energy generation and storage resources distributed throughout the development. One of the main benefits of the microgrid is more resilient, clean, and affordable energy for the community within the Project. The Deputy Director will provide strategic leadership to advance the microgrid and is an integral part of the City’s executive team. Responsibilities include:

•Lead the development of a business plan and draft agreements for the City to provide electric distribution service to the development to enable the microgrid. The business plan would include expected rates, tariffs, operations, and organizational structure and include a detailed analysis of the opportunities and risks including the economic, climate, and resiliency risks and benefits of the City providing this service.

•Collaborate and lead technical work streams with Google to advance the microgrid.•Oversee and provide direction to consulting team(s) to develop the business plan, agreements, and any other technical analysis needed.

•Liaise with PG&E and consulting team(s) to advance the transmission interconnection of the microgrid, including overseeing various engineering studies and construction agreements.

•Oversee technical consultants to the develop the City’s engineering design and construction standards for the microgrid.

•Lead the development of City Council memorandums and other documents needed to advance the project.

This position will also work to advance several Citywide initiatives to improve energy resiliency and lessen the impacts of public safety power shutoff (PSPS) events and other power interruptions. These responsibilities include:

•Collaborate with the Office of Emergency Management and City Manager’s Office to provide technical guidance on the City’s Power Vulnerability Plan and response to PSPS events.

•Lead the development of innovative programs to advance onsite generation resources within the community.

•Identify opportunities and funding resources to improve the energy resiliency of City facilities; including evaluating technical resources, cost impacts, and climate impacts.

The Department

The Community Development Department provides community planning, engineering, code enforcement, and building permit and inspection services. Using the City's General Plan and zoning and subdivision ordinances, the Department acts as the steward of the community by assisting the public through mandated development project reviews, the subdivision of land, and related public improvement plans.
 
To safeguard life, health, property, and the public welfare, the Department is also responsible for ensuring that buildings and public improvements are designed and constructed according to established standards and governing regulations. The Position & Responsibilities

- Performs inspections, plan check, and related duties in the specialized field of mechanical building inspections.

The City of San Jose’s Community Energy Department’s is seeking a Principal Power Resources Specialist to join the Power Supply Team. Successful candidates should have a deep knowledge of California energy markets, relationships, and experience working with a variety of energy market participants, including: large energy trading firms,
independent power producers, investor owned and municipal utilities, and CCAs. Experience successfully managing and improving power portfolio performance for a large utility or power trading firm is highly preferred. The ideal candidates have strong analytical skills with extensive experience related to power trading and origination, and contract negotiations in California energy markets. The positions will be part of a fast-paced team, often working on multiple high-priority projects and short deadlines. This position will report to the Deputy Director of the Power Resources Division. Successful candidates should possess the following:

• Extensive knowledge of energy market indices, pricing trends, seasonal market dynamics, and experience using this knowledge to improve power portfolio performance.
• Extensive experience in contract negotiations with large energy trading firms, utilities, and renewable developers.
• Extensive experience with energy contracts including energy and capacity transactions, the Edison Electric Institute (EEI) agreement, and short-term Western Systems Power Pool (WSSP) transactions, tolling agreements, and long-term power purchase agreements.
• Strong data analytics skills, experience implementing strategies, data driven in order to improve power portfolio performance.
• Experience in managing power bids and requests for proposals.
• Knowledge related to power generation technologies, major asset owners, risks and benefits of various power sources and contract structures.
• Knowledge and experience working with regulatory compliance agencies such as: the California Public Utilities
Commission (CPUC), the California Independent System Operator (CAISO) , CEC, FERC
• Experience with CAISO markets, or another RTO, power scheduling and settlement functions to ensure compliance and reduce market risks and costs.
• Experience developing long and short-term resource plans; including utility integrated resource planning to develop an electric utility’s resource needs to cost effectively meet expected electricity demand over a long-term planning horizon.

Education and Experience Requirements

-Education: A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business. A Master’s degree is highly desirable.

-Experience: Six (6) years of progressively responsible related experience overseeing and administering energy resources operations, planning, purchasing, scheduling, or contract negotiations.

-Acceptable Substitution: A Master’s degree in a related field, may be substituted for up to two (2) years of the required experience. There is no substitution for the required bachelor’s degree.

Requirements:

- Must possess a minimum of 12 Early Childhood Education Units
   (Child Development Principles, Curriculum and Child/Family/Community)

The City of San Rafael, Child Care Division is accepting applications for Child Care Aides to work in our School-Age Programs.  We are looking for people who are available Monday through Friday from 2:00 - 6:00 p.m.  This is a great part-time position for someone who attends school in the morning.  No weekend work required!

DESIRED CHARACTERISTICS:

• Assist Director and Instructors in planning and implementing activities.
• Assist in the supervision of children at center and on center outings/trips.
• Assist in the cleaning and maintenance of equipment and materials.
• Assist in the preparation and clean-up of snacks.
• Must have a current TB
• Other related duties are assigned.
