ABOUT THE POSITION
The City of Gilroy is currently recruiting a full-time Senior Civil Engineer for our brand new recently implemented Utilities Department. In this exciting opportunity the Senior Civil Engineer is poised to play a significant role in designing, implementing, and optimizing utility systems to ensure reliability, efficiency, and sustainability. The Senior Civil Engineer will help establish utility engineering standards, protocols, and infrastructure as it relates to water and wastewater for the City of Gilroy. The Senior Civil Engineer will work under the direction of the Utilities Director and will manage, review, and perform duties relative to Utility Engineering and construction activities, supervise assigned employees, will direct and perform complex professional-level field and office engineering assignments, and play an important part in making a real-world difference in the community. ABOUT THE POSITION

The City of Gilroy is currently recruiting for a full-time Senior Civil Engineer or Project Manager (depending on qualifications and experience) for the Engineering Division of the Public Works Department. In this exciting opportunity the incumbent will play a pivotal role in shaping infrastructure and overseeing key projects vital to the growth and development of the City of Gilroy. The Senior Civil Engineer or Project Manager will work under the direction of the City Engineer and/or the Public Works Director and will lead the Capital Improvement Program (CIP) Section. This supervisory position will lead a team of engineers and technicians in the implementation of the City’s CIP, including the planning, design, construction, and inspection of a variety of projects.  Responsibilities include supervising employees, directing complex professional-level field and office engineering assignments, developing strategies and schedules for implementing the CIP, assisting with CIP budgeting, and playing a significant role in making a difference in the community!

Both the Senior Civil Engineer and Project Manager classifications are exempt, mid-management level positions. The Project Manager classification is distinguished from the Senior Civil Engineer in that a professional engineer license is not required.

Public Works CIP projects involve planning, design, coordination with end users, bid package preparation, and construction management.  Therefore, exceptional organizational and project management skills are imperative to achieve department and City goals. Additionally, successful performance requires the ability to independently implement programs, projects, and policies in conformance with generally accepted standards, including possessing thorough knowledge of contract administration, project management principles and supervisory practices.

The Senior Civil Engineer or Project Manager will manage assigned staff and consultants and assist with budgeting tasks within the Engineering Division. Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Projects will consist of adding and editing AD and email accounts and sorting and organizing hardware components. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

Applicants must be college students currently enrolled in and pursuing an undergraduate or graduate degree at an accredited college or university in a related field (e.g. public administration, public policy, business, planning, library science, environmental studies, engineering, sustainability). Undergraduate candidates must have a minimum of 48 semester units or equivalent completed.  Applicants should also be self-motivated, have excellent interpersonal skills, able to use Microsoft Office software, demonstrate good research ability and have the ability to communicate clearly both verbally and in writing. 

SALARY AND HOURS: The salary range for Interns is $20.00 per hour, 15-18 hours per week over a 12-week period.  The start date is flexible depending on the student’s availability.

THE DEPARTMENT

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings.  The Transportation Division promotes the safe movement of people and goods throughout the city by maintaining and enhancing a functional and efficient transportation network.  The division promotes the use of public transit, ride sharing, bicycles, and walking and manages the City’s 40 traffic signals, 2200 streetlights, and overall roadway network. They also coordinate the free shuttles, safety education, and neighborhood traffic calming programs. 

Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has 72 full-time equivalent staff members and a nearly $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximately $100 million capital program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

THE POSITION

The Assistant Public Works Director – Transportation is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Transportation Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to transportation planning and engineering, and/or utilities sections.

In managing and coordinating division service for large and complex transportation projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain procedures, permitting, and transportation impact analyses. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements.  They will also prepare transportation impact analysis reports and transportation sections of environmental impact reports in accordance with local, CEQA and NEPA requirements.

In managing and coordinating division service for large and complex capital projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain plan review as well as permitting and inspection processes. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements. They will also interpret municipal code related to right-of-way permitting and federal, state, and local regulations for utilities including storm water and water quality.

Hours: Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1-June 30). Varying shifts are available including Monday through Friday between 8:30 a.m. and 8 p.m. and Saturdays and Sundays from 8 a.m. to 6 p.m.

Under general supervision, individuals assigned to this classification assist the organization to develop and design reports, websites, social media collateral and other marketing and presentation materials. This classification focuses on the development of written and graphic representation for division or department materials. Individuals in this classification are primarily focused on enhancing the Division’s social media presence, developing all written material, performing administrative tasks, attending fairs and events to promote Recreation Services programs; and perform/ related work as required.

This position is characterized by developing new and innovative marketing collateral with limited structure or routine work. Work assignments are performed in collaboration with various divisions and levels of staff, independently, with responsibility for following through on development. Contacts are regularly made both internally and externally at all levels of the organization involving tact, discretion, good listening and customer service skills. The position requires creative ability, knowledge of how to generate graphics using The Adobe Suite, Canva, Microsoft Publisher, Word and Excel and the ability to exercise a reasonable degree of independent judgment. This classification assists with development and implementation of standards for consistency in materials, written and posted on the internet. Additionally, the position requires good written communication skills, public relations, interpersonal, and problem-solving skills and abilities. The Marketing Associate receives direction from program supervisors and management staff.

Essential Job Functions

• Design and produce effective collateral for digital and print to promote programs, events and services
• Design and produce graphics materials using computer-based and traditional methods to meet organizational standards and deadlines
• Produce highly creative work within an established organizational style
• Edit electronic newsletter articles and blurbs, program descriptions for activity guide/fliers/online descriptions and social media posts
• Follow all City standards related to branding and writing (Associated Press style), or as otherwise directed, and meet deadlines

WORKING CONDITIONS
Position is required to work on the Community Center campus and may not work from home. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination when using a computer keyboard. Additionally, the position requires near and far vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, push and pull files, paper and documents weighing up to 25 pounds also is required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

Education and Experience:
The minimum qualifications for education and experience can be met in the following way:

• A bachelor's degree from an accredited college or university in marketing, communications, graphic arts or a closely related field; AND
• One year of related work experience that provides the required knowledge and abilities.

Knowledge of:

• Computer programs utilized in the production of marketing collateral; specifically, the Adobe Creative Suite, Canva, Microsoft Publisher, Word, Excel and PowerPoint
• Dynamics of development of social media sites
• Basic principles of graphic design
• The Associated Press writing style

Ability to:

• Follow general instructions, directions and procedures;
• Accomplish assigned work and administrative tasks working independently or with a minimum of supervision;

The Assistant/Associate Engineer will help support efforts to accomplish short and long-term project deliveries, while sustaining the City’s mission, vision, and goals. The position is considered for the following field of interest:

• The Capital Improvement Plan (CIP) Division’s key assignments include planning, designing, reviewing, and preparing detailed engineering plans, drawings, specifications, cost estimates, contracts, and related documents for a variety of capital improvement projects. Roles include project manager and construction manager, with duties that include leading coordination meetings, interfacing with construction contractors, outside engineering firms, construction inspectors, and other public agencies.
