The total salary range for the Media Relations and Communications Specialist/Manager position (classification could be Council Community Relations Coordinator or Council Community Relations Director – Unclassified commensurate with experience) is $58,631.04 - $109,791.76. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience.

• Day-to-day administration of the office’s communication tools and schedule. 

Employees in this classification are not members of the classified civil service and appointment would be on a contract “at-will” basis and is for a specified period of time to be determined by the appointing elected official and does not extend past the end of the elected official's or appointing authority's term. Candidates must be willing to work evenings and weekends on occasion, and as exempt management employees, are not eligible for overtime compensation. Position:

The Emergency Coordinator classification is an entry-level position into the City Manager’s Office of Emergency Management.  The person fulfilling the job will report to the Director or Deputy Director of the Office of Emergency Management.

We are seeking energetic, well focused, and detailed oriented applicants.   Under general supervision, the applicant is responsible for analytic work in the areas of emergency management, instructional training, adult platform instruction, training scheduling and coordination of instructors, certification management, etc.  The position must be aware of the Office of Emergency Management’s plans and procedures and prepare training to implement the plans and programs. The position will also track available training through Bay Area, state, and federal resources. 

 Position and Duties:

The Training Coordinator position will focus on training and exercise activities.

The range of activities will include, but are not limited to, the following list.

• Support the implementation of a Multi-Year Training and Exercise Plan for the Emergency Operations Center staff.

• Manage a system to track available Urban Area Security Initiative, State, and Federal trainings to enhance delivery of instruction for Emergency Operation Center staff.

• Monitor State and Federal requirements for emergency management training, and be sure staff are aware of training opportunities to meet the requirements

• Facilitate the development of exercises within the City and exercises that engage community partners.

• Coordinate the delivery of designated contract training.

• Coordinate and track training attendance of the Office of Emergency Management, Emergency Operations Center and Department Operations Center staff.

• Coordinate with Office of Emergency Management staff, identify training needed to implement plans and protocols.

• Coordinate presentations and trainings on community preparedness, city preparedness activities, and outreach.

• Coordinate the public education program and requests for public engagement.

• As needed update the public education presentation materials and the employee Disaster Service Worker materials.

Typical Duties and Results

• Participate in the organization, administration, operations, and functions of the Office of Emergency Management

• Assist in coordinating applicable Office of Emergency Management programs with other city departments

• Conduct research on best practice activities of other like organizations

• Assist in developing reports related to how to implement state and federal guidance on emergency planning

• Perform emergency preparedness tasks that requires attention to detail and integration with plans, procedures and training tools

• Administrate the Learning Management System used to track Emergency Management training

• Maintain administrative records, supplies, inventory control and tests of disaster equipment

• Respond to activations of the Emergency Operations Center

• Act as the Office of Emergency Management Duty Officer on a periodic basis

• Perform other emergency management activities as needed

Minimum Knowledge of:

• Principles of effective written communication, including the preparation of clear and concise reports, documents, and revisions to documents

• Principles of administrative process and governmental organization

• Principles of adult learning

• Providing training to a culturally diverse community

Ability to:

• Work both independently and interdependently to ensure work is completed in an accurate, and timely fashion

• Promote and coordinate emergency preparedness messages

• Work with diverse groups, including volunteers

• Be available to report to duty on a 24 hour a day basis, as needed

Preferred Experience in:

• Managing a Learning Management System

• Experience with content creation, graphic design and utilizing creative platforms for presentations/trainings

• Working with executive level managers, elected officials and organization leaders

Distinguishing Characteristics

This is the entry into higher levels of the emergency management classification, where expertise is gathered in a specific field in order to progress into the more specialized class such as Emergency Planner.  Initially, supervision and training are given in detail, but as an incumbent becomes more capable, he/she works with a higher degree of independence.

The Park Assistant III (Class: 180) will perform a variety of skilled park maintenance work. Specific tasks vary with location and include regular maintenance of picnic grounds, restrooms, and developed areas, trash removal, trail maintenance, plant care including mowing and brush removal, irrigation repair, fence repairs, assembly and installation of site furnishings and signs, and delivery of materials and equipment to job sites.

This is skills-based physical labor work, in all weather conditions, for a person at an entry level or intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Park Assistant III positions exist in the Routes, Construction and Developed Resources Divisions and specific duties may include but are not limited to:

Duties for the Developed Resources division also include repairs to utility infrastructure, building repairs, and skilled gardening, and assistance during special events.

Duties for the Construction division also include building renovation (carpentry, electrical, plumbing), utility infrastructure repairs, and new construction of park amenities and irrigation systems.

Depending on the division, the position may report to an Operations Manager, Deputy Division Chief or Division Chief. The position does not supervise other staff but may occasionally direct the work of volunteers, court crews, seasonal workers, volunteers, and youth crews. The employee may work independently or as part of a crew.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Maintain picnic grounds and parking areas, including regular trash removal and pickup and graffiti removal. Regular inspection of park sites to determine maintenance needs.
• Clean and restock restrooms. 
• Inspect irrigation systems and perform repairs and adjustments as needed.
• Maintain landscape and natural areas to reduce fire hazards and perform weed control activities.
• Follow verbal and written directions.
• Apply pesticides and herbicides in accordance with applicable laws and regulations under the supervision of the pesticide manager.
• Make repair to hiking trails, stream crossings, and equestrian trails.
• Operate light equipment such as mowers, edgers, brush cutters and power tools, and perform minor mechanical repairs.
• Install various park amenities including benches, signs, fencing, landscaping, irrigation, and trails.
• Inspect drinking fountains and perform repairs as needed.
• Participate in agency emergency response.
• Assist in preparing and cleaning up for events as needed.
• Maintain good habits of answering and responding to incoming telephone calls and emails, and when communicating and providing customer service to citizens who seek assistance.
• Maintain positive relationships with coworkers and the public at large.
• Perform related duties as required.
