POSITION OVERVIEW 

The City of Millbrae has an exciting opportunity for a full-time Associate Planner to join our planning team in Millbrae.  The Associate Planner will be responsible for a wide range of current and long-range planning projects, including design review, conditional use permits, specific plan updates, plan checks, inspections, and creating and implementing new zoning ordinances as needed. The position includes both front counter and back-office responsibilities assisting applicants and residents, as well as regular attendance presenting planning projects at public hearings before the City’s various boards and commissions. DEFINITION 

Under general supervision, performs a variety of professional planning work related to current and advanced planning; may assist with project planning and implementation for redevelopment projects; researches and analyzes a variety of planning-related data and information; and performs related work as assigned. 

DISTINGUISHING CHARACTERISTICS

Associate Planner is the journey-level in the Planner class series.  Incumbents perform a wide range of the more complex planning functions, including current and advanced planning.  This class is distinguished from the Assistant Planner by the level and scope of work performed. 

SUPERVISION EXERCISED AND RECEIVED

Receives general supervision from supervisory or management staff in Community Development Department. May provide lead direction, work coordination, and training for lower-level staff.

DUTIES AND RESPONSIBILITIES

• Conducts assigned planning projects involving land use, populations, structures, economic activities, housing, transportation, environmental and related subjects; conducts research, and confers with applicants, interested parties, and agency representatives to identify problems and opportunities; processes use permits, business licenses, and re-zoning and subdivision variances;
• Conducts studies and prepare reports and plans related to mid-range and long-range planning;
• Participates in revising and updating the General Plan, Parks Master Plan, and other planning-related laws, ordinances, and regulations; participates in regional planning initiatives as assigned; provides review and feedback on a variety of City plans and projects;
• Participates in drafting and implementing checklists, design guidelines, applicant guides/primers, policies, procedures, and other documents related to short-term and long-term planning, including obtaining required approvals;
• Analyzes data with respect to relevant laws, ordinances, regulations, and policies; determines methods to reconcile project conflicts with local and State law;
• Prepares professional staff reports of summarized data, conclusions, and recommendations; prepares staff analysis and reports regarding land use applications;
• Attends and makes presentations to the Planning Commission, City Council, Agency Board, other commissions, and the public;
• Receives and reviews planning applications; coordinates review with various City and outside agencies; assists with the creation and revision of plans and related documents; may lead a team on complex applications and long-range planning projects; responds to inquiries both orally and in writing; interprets planning policies, State laws and local ordinances within established parameters; explains City procedures in person, over the phone, and in writing;
• Drafts resolutions, findings, ordinances, and amendments to plans and related documents; prepares and oversees the preparation of graphs, charts, and other displays;
• Ensures that all public and private development proposals have been properly reviewed and noticed under California Environmental Quality Act (CEQA) and State Law; 
• Provides information on City, regional, and State environmental, zoning, land use, development standards, and subdivision requirements to consultants, developers, property owners, and the general public;
• Works extensively on the computer to manage current planning caseloads, produce written documents, prepare maps and graphics, analyze data, create graphics, research on the internet, and communicate with others through email;
• May administer contracts and oversee the work of consultants; may coordinate staff assigned to planning projects as assigned; may serve as a liaison with other City departments on large development projects;
• May provide a variety of support to the department, other City agencies, commissions, or ad-hoc advisory groups; and
• Performs related duties as assigned.

Knowledge of: Mapping and drafting techniques involved in planning; design and plan review techniques; principles, practices, and purpose of municipal planning; laws and regulations related to city planning, including CEQA, State planning law, and subdivision map act; site and project design review techniques and requirements; nomenclature, symbols, methods, practices, techniques, and instruments used in planning, drafting, and mapping; statistics and statistical analysis as applied to land use, transportation, zoning, and master plan studies; principles and techniques of developing and maintaining a master plan; site planning, and architectural design; laws and other regulations relating to municipal planning; geographic information system (GIS) software, database software, word processing software, spreadsheets, and graphics software.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education:  Graduation from a four-year college or university with major course work in city or regional planning, urban planning, public policy, or a closely related field.  Master’s degree in a related field is highly desirable.

Experience:  Three (3) years of previous professional experience as a current planner.  One (1) year of experience can be substituted by a Master’s degree.

Licenses:  Possession of a valid California Driver’s License and a satisfactory driving record, as determined by the City.

SPECIAL REQUIREMENTS

Speak clearly and understandably; operate standard computer programs. Ability to travel to various locations within and outside the City of Millbrae to meet program needs and fulfill the job responsibilities. When driving on City business, maintenance of a California driver’s license and satisfactory driver’s record is required. Must be able to actively participate in evening meetings.

Other Requirements: Must have the willingness and ability to work the hours necessary to accomplish the assigned duties, including evening and weekend hours; attend evening meetings; travel out of town to attend workshops, conferences, and seminars during work and non-work hours.

ABOUT THE POSITION

Under the direction of Chief Technology Officer, the Technology Portfolio Manager will manage the System Integration for Intelligent Transportation Systems unit and oversee a portfolio of $30M capital projects in the Comm/IT Capital Improvement Program. The Technology Portfolio Manager is responsible for maintaining fiscal, schedule and technical control of the project and maintaining strong working relationships with clients and technicians throughout the project. The Technology Portfolio Manager will be responsible for data solution operations through an in-depth understanding of hardware and software solutions and coordination of project managers and field technicians. Minimum Qualifications:

Professional-level experience in the functional area consists of interpreting laws and regulations, and/or exercising independent judgment in the application of defined principles, practices, and regulations; AND
3. Three (3) years of experience must include supervising professional-level staff that interpret laws and regulations, and/or exercise independent judgment in the application of defined principles, practices, and regulations.

Substitution:

Additional qualifying experience may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

Possession of an advanced degree from an accredited college or university may substitute for one year of the required non-supervisory experience listed above. This substitution may not be applied to the required three (3) years of supervisory experience.

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in city, urban or environmental planning, architecture, or related field to area of assignment, and three (3) years of professional experience in planning, zoning, and related community development activities.

DEFINITION

Manages the Town's transportation program, including engineering, planning, budgeting, construction and maintenance of the Town's traffic network and transportation infrastructure system and a team of professional personnel.  Oversees multi-modal transportation projects, traffic safety and congestion reduction programs, traffic studies, and initiatives.  Provides supervision to assigned staff.  Maintains effective working relationships with Town employees, community members, state and county agencies, and appropriate others in support of assigned duties.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Development Services Director.  General supervision is exercised over professional staff. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Develops and directs the implementation of goals, objectives, policies, procedures and work standards for assigned division; interprets and complies with all applicable local, state and federal regulations (e.g. MUTCD, etc.).
• Develops and monitors the division’s budget; oversees financial well-being of the division by analyzing cost effectiveness and directing cost control activities.
• Oversees the budgeting, planning, engineering, and construction of Town’s transportation capital improvement projects.
• Oversees and directs workflow for multiple programs and functions (e.g. Neighborhood Traffic Management Program, etc.). 
• Evaluates, analyzes, prepares, reviews, and submits routine and specialized technical reports.
• Coordinate interdepartmental responses to transportation and traffic projects; work closely with engineering, maintenance, planning, and police staff on a wide-range of municipal transportation and traffic issues.
• Oversees transportation review of the traffic and transportation requirements for land development projects; prepare scope of work for traffic impact studies; reviews traffic impact studies, makes comments and recommendation for approval.  
• Oversees the operation and maintenance of the Town’s traffic, bicycle and pedestrian signals and related infrastructure, including inspections, troubleshooting, and contracting for major repairs.
• Review accident reports and prepare collision diagrams. 
• Review and comment on new traffic signal plans and assist with field inspection of new traffic signals; monitor traffic signal operations and make proactive field adjustments and enhancements. 
• Apply highway design standards, criteria, and policies; utilize accident and traffic volume records and traffic control device inventory to produce a complete and creative solution to traffic problems.
• Apply for and secure funds for targeted transportation grants.
• Makes presentations to Town Council, boards, commissions, and citizen groups.
• Staff liaison to a number of multi-agency Joint Powers Authorities and Regional Committees to ensure multi-agency collaboration on regional issues and programs are met and that multi-agency services are being provided efficiently and effectively; collaborates closely with Town Council liaison to the Committee(s), as well as other agencies’ elected officials.
• Coordinates, corresponds and interacts directly with citizens, customers, staff, etc., for transportation engineering services (e.g. safety, traffic calming, sight distance, speed management, active transportation, etc.).
• Respond to citizen inquiries, suggestions, and concerns for safety and/or solutions to unique traffic problems by creatively utilizing acceptable traffic engineering standards.
• Represents the Town before boards, commissions, and committees addressing transportation issues in southwest Contra Costa County
• Performs emergency or disaster-related duties as assigned; and
• Performs other duties as assigned.

QUALIFICATIONS

Knowledge of:

• Principles, practices, and techniques of transportation planning and traffic engineering.
• Fundamentals of traffic engineering, including human and vehicular characteristics, intersection and roadway capacity, transportation impact studies, traffic signal operations, intersection design, residential street design and traffic control, on and off‑street parking, traffic control devices; traffic signal operations at isolated intersections and coordinated signal systems, and site planning.
• Recent developments, current literature and sources of information regarding transportation planning and traffic engineering.

Ability to:

• Prepare clear and concise written reports and correspondence.
• Make presentations before the Town Council and other organizations.
• Apply transportation planning and traffic engineering knowledge to specific technical problems.
• Layout and design a wide variety of traffic implementation plans.
• Deal tactfully and effectively with the general public, civic and community groups, public officials and consultants.

EXPERIENCE AND EDUCATION

Experience:

Five (5) years of progressive experience in civil engineering, traffic engineering, transportation planning, or closely related field including at least two (2) years of supervisory experience.

Education:

A bachelor’s degree in transportation planning, traffic engineering or closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Registration as a Traffic Engineer is desired but not mandatory.

The City of Berkeley invites you to apply for the position of Senior Planner! In this role, you will provide lead direction and conduct complex projects in the area of Transportation, Land Use, or Rent Stabilization. The current vacancy is in the Transportation Division of the Public Works Department.

As a Senior Planner in Transportation, you will lead the Vision Zero Program, aiming to eliminate severe injury and fatality traffic crashes by 2028. With the support of an Associate Planner (Vision Zero Program Coordinator), you will be responsible for managing program elements outlined in the Berkeley Vision Zero Action Plan, including administration, interdepartmental and interagency coordination, capital projects, and public awareness initiatives. You'll serve as project manager for major corridor and "quick build" capital projects on the Vision Zero High Injury Streets, and will lead the conceptual design, public engagement, environmental clearance and Berkeley City Council approval of these projects.

In the Land Use Division of the Planning and Development Department, the Senior Planner is responsible for managing complex and large projects, including General Plan updates, plans focused on Berkeley’s Priority Development Areas, Zoning Ordinance amendments, grant-funded projects, and State-mandated reports and projects.

When assigned to the Rent Stabilization Board, the Senior Planner leads projects and programs associated with Berkeley’s Rent Ordinance, which regulates most residential rents in Berkeley, protects tenants against unwarranted evictions, and is intended to maintain affordable housing and preserve community diversity.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four year college or university with major coursework in city or regional planning, urban planning, or a field related to the work, and four (4) years of professional planning experience, including two (2) years at a level equivalent to that of the Associate Planner.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

Must be able to attend evening meetings as required. A valid California driver's license is desirable.
