POSITION

To perform professional accounting and finance work and to assist in the City's budgeting function as assigned.  The Accountant I is an entry-level position and will perform the most basic and routine tasks to assist the department.  The Accountant II is a journey level position and will perform responsible and complex technical assignments in support of the department. The purpose of this recruitment is to fill a current vacancy in the Administrative Services Department, as well as establish an eligibility list for potential vacancies.

Provide responsible professional and technical work in the administration and implementation of the City’s financial, auditing, accounting programs; and preparation, administration, and management of the City’s operating and capital budgets. Assist in planning and developing accounting procedures for bookkeeping and processing of claims, expenditures, purchases, budget data, payroll receipts, debt financings, and subventions. Check appropriation balances, recommend transfer of funds to other appropriation funds as necessary. Prepare and manage contracts, as deemed necessary, and monitor and review to determine that expenditures are made in accordance with terms of the contract. Assist with the evaluation of financing options and alternatives, as well as, the analyses, preparation, execution and recording of debt instruments. Prepare external reports to the State Controller and other Agencies as required. Prepare monthly and annual closing and adjusting entries to the City's general ledger. Prepare a variety of comprehensive and complex financial and expenditure reports and financial statements periodically and as assigned. Assist in development and implementation of internal control functions and appropriate procedures to ensure all City assets are properly monitored and maintained. Regular and consistent attendance.

OTHER JOB FUNCTIONS

Make occasional presentations to City Council and other agencies/groups. Participate in the development of guidelines, goals, objectives, and policies for assigned work unit. Respond to difficult citizen complaints and requests for information. Coordinate accounting activities with City department/divisions and with outside agencies. Perform related duties as assigned.

QUALIFICATIONS

Accountant I and II

Education: Bachelor’s degree from an accredited four (4) year college or university with a degree in accounting or a closely related course of study.

License or Certificate

Possession of a valid California Driver’s License. CPA is desirable.

Accountant I

Experience:  One (1) year of professional accounting experience.  Governmental financial management and auditing experience in desirable.

Accountant II

Experience: Three (3) years of professional accounting experience, including one (1) year of governmental financial management.  Auditing experience is highly desirable.

With a city manager focused on supportive environment that grows up and coming leaders and a new Community Development Director and Assistant who have decades of experience in Planning, Building, and Code Enforcement—the divisions that make up the Community Development Department—this position will have no shortage of like-minded professionals focused on transparency and accountability in both long-range and current planning efforts to help guide and support the new senior planner.

This position will focus on long-range planning while existing staff focuses on continuity within current planning. Long-range planning efforts also have the benefit of utilizing consultants and subject matter experts to help develop and refine the town’s programs and initiatives as we work through the implementation of the housing element and other long-range planning efforts like updates to the town’s general plan, zoning and objective design standards, hazard mitigation, and emergency operation plans. Examples of Duties:

• Reviews applications for subdivision and residential development; evaluates alternatives and conformance with Town policies, ordinances, the General Plan, and state and federal laws; prepares and presents staff reports to the Planning Commission and the City Council.
• Serves as project manager for complex planning projects, including analyzing and evaluating site and architectural plans, performing technical reviews for project plans and applications, and making recommendations.

Master’s degree preferred.
• Certification by the American Institute of Certified Planners.
• At the option of the appointing authority or the Town, persons hired into this class may be required either to possess at entry or obtain within specified time limits, designated licenses, professional registration, certification, or specialized education and training related to the area of assignment. The City of Berkeley is now accepting applications for Assistant Inspector in the Building & Safety Division of the Planning Department! This is a temporary, two-year position with an option for a third year upon approval by the Building Official, once certain criteria and milestones are met during the initial two years.

The Assistant Inspector will learn, in phases, every aspect of the building inspection process under the tutelage of the Building Inspection Section and Permit Service Center staff. This training will include learning and understanding the building permit review and issuance process, gaining and cultivating good customer service skills, studying and learning how to enforce the California and City of Berkeley Building Standards Codes, and acquiring proper building inspection techniques.

Upon approval from the Building Official, the Assistant Inspector will have the opportunity to demonstrate their knowledge and skills by performing inspections in the field throughout the City of Berkeley as allowed by State regulations and under the guidance of a Building Inspector as assigned. These inspections will gradually increase in scope and difficulty as new skills and knowledge are acquired and confidence grows. It is expected that the Assistant Inspector will acquire an ICC Residential Building Inspector (ICC B1) certification by the end of year one and an ICC Commercial Building Inspector (ICC B2) certification by the end of the two-year position. At the end of the term and upon Building Official approval, the Assistant Inspector will have the option of promoting into the role of Building Inspector I (certified).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and:

1. Two years of full-time paid experience in one of the following: 
   • Building, civil, or architectural design drafting;
   • Building, housing, or home inspection;

The City of Belmont is looking for an experienced professional for the position of Budget Manager. Under general direction of the Finance Director, the Budget Manager administers a variety of complex and professional budget and financial support functions within the Finance Department, including preparation and execution of all budgets, reports, accounting records, financial forecasts. Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned.

DEFINITION

Under the supervision of the Plant and Equipment Maintenance Manager, does skilled mechanical work in repairing and installing equipment in the Water and Wastewater systems; and performs other duties as assigned.

EXAMPLES OF DUTIES

Installs, replaces and repairs pumps, motors, generators, and auxiliary equipment; levels and aligns equipment to prevent vibration; installs and connects instruments, gauges, tubing, pipes, instrument panels, switches and valves; dismantles pumps, compressors, motors and generators for inspection of worn or broken parts and makes appropriate adjustments, replacements and repairs; keeps written and computerized records of repairs and maintenance services performed; furnishes Plant and Equipment Maintenance Manager with information for parts and inventory control; assists operators and maintenance personnel in the general maintenance of equipment and facilities of the Department of Water and Wastewater Resources; may be required to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of:           The installation, operation and repair of pumps, compressors, motors, generators and related equipment; mechanical ability and skill in the use of tools and materials involved in the installation, maintenance and repair of mechanical and electrical equipment; use of welding equipment and cutting torch; knowledge of pipe and pipe fitting installations; use of appropriate safety equipment and tools and principles of safety and accident prevention.
