This position is responsible for performing transactional paralegal duties related to legal transactions for the Housing Department. The ideal candidate will be a Paralegal experienced in preparation and/or review of real estate loan documents, closing of escrows for real estate financing transactions (including review of preliminary title reports and title policies), will be detail-oriented with good organizational and computer skills, and will have good writing and analytical skills. The annual salary range for a Legal Analyst I is $80,676.96 to $98,083.44, and the annual salary range for a Legal Analyst II is $88,058.88 to $107,016.00. The Position 

The San Bruno Police Department is recruiting for Public Safety Dispatchers. The San Bruno Police Department has a long-standing tradition of small-town service with big-city dedication to public safety.  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.   

Essential Duties 

• Receives and transmits emergency telephone and radio traffic.   

• Maintains and processes a variety of communications reports, records and radio logs. 

• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records. 

• Maintains a high level of confidentiality. 

• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.  

• Plans, organizes, and directs dispatching and related activities on an assigned shift. This may include preparing schedules and prioritizing work; observing work performed by Dispatcher I employees to ensure compliance with standards; approving time off; conducting employee evaluations; and providing effective recommendations on personnel matters. 

• Prepares and maintains training and procedure manuals.  As required, prepares special reports, and undertakes projects for Management Staff.  

• May act as Records/Dispatcher Supervisor in their absence. 

• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies. 

• Maintains various C.A.D and Record Management Files. 

• Performs related duties and responsibilities as assigned.

Experience: Equivalent to at least four (4) years of increasingly responsible Analyst level experience in a Human Resources Department. Experience in a supervisory or lead capacity is desired. Additional education, such as a graduate degree in one of the above disciplines from an accredited college or university may be substituted for experience on a year-for-year basis.

Desirable Experience: Experience in high level complex, high volume recruitments, and compensation analysis. Excellent communication skills and presentation skills, ability to develop strong rapport with hiring managers and provide outstanding customer service to internal and external clients. The Department

The Human Resources Department is responsible for the following program activities:
• Recruitment and selection
• Classification and compensation
• Employee and labor relations
• Organizational development
• Employee benefits and payroll administration

The Position

The Human Resources Analyst I/II will perform a wide range of responsibilities in the Human Resources Department. The current vacancy will primarily focus on recruitment and examination responsibilities. This recruitment may also be utilized to fill an additional vacancy to support the benefits function within the Human Resources Department.

Examples of job responsibilities may include, but not limited to the following:
• Compile and analyze HR metrics and data from a variety of sources and HR systems (NEOGOV and PeopleSoft 9.2) to make recommendations.
• Prepares reports with data results, including presenting and explaining findings/recommendations related to human resources policies and processes.
• Assists in the interpretation and application of human resources rules, policies, legislation and MOUs.
• Recruitment & Examination:
− Plan, develop and administer the full cycle recruitment/selection process and activities.
− Provide analytical support with position classification/compensation to support client departments’ hiring/staffing needs.
− Identify and implement industry best practices for hard-to-fill positions.
− Utilize social media and other recruitment marketing sources to attract and increase candidate pools.
− Implement efficiencies that will result in reducing the time to hire.
• Benefits Administration:
− Provide analytical support with the administration of benefits programs, including the City’s retiree medical reimbursement program, deferred compensation governance, leave administration, Affordable Care Act (ACA) and the City’s annual open enrollment process.
− Support HRIS (PeopleSoft 9.2) testing activities to support benefits programs and processes: open enrollment, ACA, CalPERS, including the development and implementation of new functionality (e.g.., onboarding) within PeopleSoft 9.2.
