San Mateo County Health is excited to be able to offer a full-time, benefited, unique job opportunity to well-qualified individuals for the position of Supervising Nurse Practitioner (Supervising NP) Forensic Medical Unit, as part of San Mateo Medical Center's Keller Center.

The Keller Center for Family Violence Intervention is a unique outpatient medical unit affiliated with San Mateo Medical Center Emergency Department. We perform forensic medical exams on victims of assault and abuse and work in a collaborative multidisciplinary team that includes law enforcement, the District Attorney’s office, Child Protective Services, Aging and Adult Services, and several community agencies. We also provide education and serve as a resource for other community hospitals and clinics.

The Supervising Nurse Practitioner will collaborate with the Medical Director of Specialty Services and Deputy Director of Ambulatory Nursing in planning, organizing and directing the activities and staff of the Keller Center along with developing standards of practice for forensic exams and reporting. This classification is distinguished from the Nurse Practitioner Series for having full administrative supervisory responsibility over other Nurse Practitioners. The selected individual will spend up to 30% of time in direct patient care at SMMC, which includes performing forensic medical exams for victims of sexual assault, domestic violence, elder abuse and child abuse. Testifying in court will be part of the job responsibilities.

The ideal candidate will possess the following qualities:

• At least two years of forensic examination training and experience
• Trauma Informed Care training and experience
• Experience bringing diverse viewpoints and stakeholders together successfully to accomplish goals and commands the trust and respect of others
• Interest in team-based care and creating a positive patient experience, and has demonstrated innovation and initiative in realizing that vision
• Has overseen and led complex projects and coordinated interdisciplinary teams
• Has at least two years of experience in supervising and mentoring others

The Department:
The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.

Minimum Qualifications

EXPERIENCE
• J.D. or L.L.B. from an accredited law school;

• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

POSITION

Administers the City’s affordable housing programs including homebuyer loans, project funding assistance, housing monitoring, housing portfolio, and inclusionary housing; implements the City’s CDBG and Continuum of Care programs and other federal and state grants; serves as the City’s representative for the Yolo County Homeless and Poverty Action and represents the City at other homeless-related meetings; serves as staff to the City’s Manufactured Home Fair Practices Commission; and performs a variety of highly specialized administrative work. ESSENTIAL JOB FUNCTIONS

Explains, interprets and analyzes affordable housing policies and regulations for the public. Implements and interprets the local, state and federal legislation on inclusionary housing policies. Provides information to housing developers regarding compliance with regulatory agreements for residential projects.   Negotiates complex agreements and policies related to affordable housing, effectively soliciting the input of developers, affordable housing advocates, and other stakeholders. Manage housing consultant contracts. Reviews proformas and financial assistance options. Evaluates requests for loans and grant financing and bond issuances for projects leading to funding recommendations. Coordinates and facilitates the development of affordable subsidized and inclusionary housing in the Spring Lake Specific Plan area, as well as infill sites throughout the City. Manages and monitors affordable housing program (all inclusionary units) for rental and for sale properties. Administers the City’s Community Development Block Grant and Continuum of Care programs including funded activities. Prepares state and federal grant applications and assists in locating alternative funding sources for community development activities and completes all related reporting. Administers projects and programs funded by the State HOME Program and other federal and state funding sources, including contract management and long-term compliance monitoring.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks. 

OTHER JOB FUNCTIONS

Researches and analyzes technical and statistical data to implement goals, objectives and policies of the Housing Element and makes recommendations to improve program activities. Prepares and presents staff reports to a variety of audiences. Coordinates with the Finance Department in preparation and administration of the Housing Program budget and maintenance of affordable housing program portfolio. Performs related duties as assigned.

Planning

The person selected will play an active role in working with planners/project managers and staff on projects that will provide public access and protect some of our most precious and threatened open space resources in Santa Clara and San Mateo Counties. The ideal candidate will assist with meeting scheduling/coordination/note taking, summary preparation, project research and filing, database administration/management, public noticing requirements, community engagement, support for in-person and online meetings, budget preparation and reporting, bidding and contracting process, presentation materials, and interfacing with a variety of stakeholders, including consultants/contractors, the Counties (e.g. official document filings), and members of the public.

Natural Resources

The person selected will play an active role in working with resource management specialists/project managers and staff on stewardship projects and activities that will protect some of our most precious and threatened open space resources in Santa Clara and San Mateo Counties. The ideal candidate will assist with meeting scheduling/coordination, summary preparation, project research and filing, database administration/management, public noticing requirements, community engagement, support for in-person and online meetings, budget preparation and reporting, bidding and contracting requirements, presentation materials, and interfacing with a variety of stakeholders, including consultants/contractors, other governmental agencies (e.g. official document filings), and members of the public. 

Real Property/Engineering & Construction (shared)

In Real Property you will assist with title/escrow transactions, recording documents, database management, and interfacing with the Counties on real estate matters.

In Engineering & Construction, work will include working with project managers and staff on projects that will provide public access and protect some of our most precious and threatened open space resources. The ideal candidate will assist with meeting scheduling/coordination/note taking, summary preparation, project research and filing, database administration/management, public noticing requirements, bidding and contracting process, presentation materials, and interfacing with a variety of stakeholders, including consultants/contractors, the Counties (e.g. official document filings), and members of the public.

Work Environment:  In addition to working in an office environment, the Administrative Assistant in this position may occasionally work evenings or weekends and may occasionally accompany Midpen staff to an open space preserve, traversing uneven terrain. Midpen offers a hybrid office/telecommute work environment for this position.  Our administrative office is in Los Altos, California.

• equivalent to the completion of twelfth (12th) grade and

• a Bachelor’s degree and public sector experience are a plus.

ADMINISTRATIVE SECRETARY 

$3,993 to $4,853 monthly

SUMMARY DESCRIPTION OF POSITION

Under direction, provides high-level administrative assistance to a department head; performs a full range of varied complex, sensitive, highly responsible, and confidential office administrative, secretarial, advanced clerical, and programmatic support functions of a general or specialized nature with only occasional instruction or assistance; exercising judgment and initiative, relieves department head of technical, as well as general administrative details; serves as a liaison with other City departments and staff, outside agencies, and the general public; and may assign and review the work of assigned clerical personnel.

DISTINGUISHING CHARACTERISTICS

The Administrative Secretary classification is the advanced journey level in the administrative support series. The Administrative Secretary classification is distinguished from the Secretary class in that incumbents in the Administrative Secretary class perform more difficult and complex administrative support tasks involving a thorough knowledge of the policies and procedures for their functional areas with a significant degree of independent judgment. Incumbents in the Administrative Secretary class are assigned significant responsibility for carrying out administrative and office secretarial duties, frequently of a complex, highly sensitive, and confidential nature in an assigned functional area, often in a rapidly changing environment. Incumbents may also lead a small number of staff and perform technical duties in support of assigned operations.

REPRESENTATIVE DUTIES 

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.      Perform a wide variety of varied, complex, sensitive, highly responsible, and confidential office administrative, secretarial, advanced clerical, and programmatic support functions in support of assigned department with only occasional instruction or assistance; relieve department head of administrative work including investigating and answering complaints and providing assistance in resolving operational and administrative problems.

2.      Plan and organize work activities; recommend improvements in work flow, procedures, and use of equipment and forms; implement improvements as approved; develop and revise office forms and report formats as required; organize and maintain filing systems.

3.      Draft and/or type, word process, format, edit, revise, and process a variety of documents and forms including reports, correspondence, memoranda, agenda items and reports, agreements, ordinances, resolutions, technical and statistical charts and tables, and other specialized and technical materials from rough drafts, dictation, modified standard formats, and brief verbal instructions.

4.      Proofread, verify, and review materials, applications, records, and reports for accuracy, completeness, and conformance with established standards, regulations, policies, and procedures; ensure materials, reports, and packets for signature are accurate and complete.

5.      Serves as liaison between assigned office and the general public, City staff, and outside groups and agencies; provide general and specialized information and assistance regarding assigned function that may require the use of judgment, tact, and sensitivity and the interpretation of policies, rules, and procedures as appropriate; explain programs, policies, and activities related to specific program area of assignment; receive and screen office and telephone callers; calendar appointments; respond to complaints and requests for information relating to assigned responsibilities; refer callers and/or complaint to appropriate City staff for further assistance as needed and/or take or recommend actions to resolve the complaint.

6.      Develop, revise, and maintain standardized and master documents; compose correspondence, reports and informational materials; assist in designing and producing technical information handouts; copy, disseminate, and post documents and information as appropriate.

7.      Participate in the collection, compilation, and analysis of information from various sources on a variety of specialized topics related to assigned programs; participate in the preparation of reports that present and interpret data, identify alternatives, and make and justify recommendations.

8.      Maintain accurate and up-to-date offices files, records, and logs for assigned areas; develop, prepare, and monitor various logs, accounts, and files for current and accurate information including manual and computer logs other specialized or technical documents processed; maintain and process payroll records.

9.      Compile, prepare, and enter data into a computer from various sources including accounting, statistical, and related documents; create and maintain computer based tracking information and reports including assigned databases, records, and lists; create standard statistical spreadsheets; input corrections and updates; assist in the compilation of reports.

10. Utilize various computer applications and software packages; develop, enter data, maintain, and generate reports from a database or network system; create and administer mailing lists; design, maintain, and utilize data to develop reports using spreadsheet software; create, format, and revise charts, graphs, flowcharts, worksheets, booklets, brochures, and forms using appropriate software.

11. Assist in assembling and preparing the annual budget for assigned area; monitor expenditures against budget; prepare purchase requisitions and requests for payment.

12. Attend to a variety of office administrative details such as ordering supplies, arranging for equipment repair, transmitting information, and keeping reference materials up to date; organize and maintain office and specialized files in accordance with the City’s records management program.

13. Maintain calendar of activities, meetings, and various events for assigned staff; coordinate activities and meetings with other City departments, the public, and outside agencies; coordinate and arrange special events as assigned; schedule meetings; coordinate arrangements and set up meeting rooms; notify participants; prepare and/or assemble meeting materials.

14. Coordinate, make, process, and confirm staff travel arrangements; arrange for transportation and accommodations for travel, check and process expense claims.

15. Prepare special reports and perform special projects that may require researching, gathering, and organizing information from a variety of sources.

16. Serve as secretary at meetings of City boards and committees as assigned; arrange and coordinate meetings for boards, commissions, and outside agencies; assist in preparing and distributing agenda packets and correspondence; attend meetings and take, transcribe, and assure proper distribution of minutes and verbatim transcripts.

17. Maintain departmental personnel files as assigned; prepare and type personnel documents; enter timesheet information in the City’s payroll system; distribute timesheets.

18. Process mail including receiving, sorting, time-stamping, logging, and distributing incoming and outgoing correspondence and packages.

19. Provide lead supervision and direction to assigned clerical and office support staff; prepare work schedules; provide work assignments, instruction, and training; provide information and feedback to appropriate supervisory staff regarding performance of assigned staff.

20. Perform related duties as required.

The Position: Community Services Officers provide a wide variety of non-sworn technical and administrative law enforcement support services in support of Police Department operations and services including in the areas of parking enforcement, responding to assigned calls for service, writing reports, fingerprinting and narcotic offender/sex offender registrations, and provides other support and assistance to other non-sworn functions and activities of the Police Department.
