The City of San Jose invites applicants for the position of Assistant to the City Manager in the Office of Employee Relations (OER), a division of the City Manager's Office. The Office of Employee Relations' primary functions are: labor negotiations; administration of labor contracts; investigation of employee performance, misconduct, and discrimination and harassment issues; employee-related policy development and interpretation; disability accommodation; and training. OER also manages the City of San Jose's Whistleblower Hotline where City employees, customers, and the public can raise concerns about City services. The City of San Jose has more than 7,000 employees, and the primary goals of OER are to encourage effective employee relations, support a positive, respectful and productive work environment, and to enhance the City's ability to deliver efficient, quality customer service.The salary shall be determined by the final candidate's qualifications and experience. The salary range includes an approximate five percent (5%) ongoing non-pensionable compensation pay. In addition to the salary, the incumbent shall also receive a $90 per month non-pensionable technology stipend.

The incumbent in this position will be part of a high performing office of 11 employees and will report to the Director and Assistant Director of OER. OER's duties and responsibilities impact every department within the City and many assignments have visibility among senior and executive staff within the Administration.

Under general direction, the incumbent performs administrative functions of considerable difficulty in executing programs and projects for OER, including policy development and data driven decision-making requiring strong project management experience, planning skills, the ability to manage day-to-day tasks on multiple projects at one time, and the ability to effectively communicate with a broad set of internal and external stakeholders.

The incumbent in this position may supervise professional and/or support staff as assigned. Evening and weekend work is required as needed.

Functional areas of OER include:

Labor Relations:

• Researching, interpreting, and analyzing labor contracts and processing and responding to grievances according to the terms of each labor contract;
• Overseeing classification analysis assigned to staff as part of the labor negotiation process;
• Participating in various aspects of labor negotiations, including attending and/or leading labor negotiation sessions, drafting proposals/correspondence, and overseeing cost analysis of proposals of varying complexity;
• Participating in labor-management committee meetings;
• Responding to PERB complaints; and
• Responding to information requests from the City's bargaining units during and outside of the labor negotiation process.

Employee Relations:

• Consulting with and advising OER staff on employee performance and conduct matters;
• Developing, revising, and interpreting employee-related policies;
• Giving oral presentations to small and large groups of employees and supervisors on employee relations issues;
• Conducting investigations involving potential employee misconduct, writing investigative reports, and assisting departments with the disciplinary process as needed; and
• Administration of the City's reasonable accommodation program.

Retirement-Related Projects:

• Managing retirement board governance issues;
• Serving as the liaison to the Federated Retirement Plan and the Police and Fire Department Retirement Plan;
• Serving as a resource for the Office of Retirement Services as needed; and
• Addressing any issues that may require the City to meet and confer with the City's bargaining units.

The City of San Bruno Public Library is currently recruiting for a part-time, temporary Library Assistant—Homework Center Supervisor. Candidates must be able to commit from September 2024 to June 2025, for 17 hours per week and availability Monday 2-6PM, Tuesday 2-6PM, Wednesday 1-6PM and Thursday 2-6PM (with the exception of Library and San Bruno Park School District holidays). Although this is a ten-month position, the program is ongoing, and the successful candidate would be able to continue in subsequent school years.

Under the direction of the Library Services Manager, the Library Assistant—Homework Center Supervisor is responsible for the daily operations of the Library's after-school Homework Center, including classroom management, homework help, supervising and training volunteers, collaborating with library staff, and maintaining accurate records of homework center attendance. The incumbent will be responsible for maintaining a welcoming place for students to do their homework effectively within the larger context of the library, and for planning weekly activities and training/supervising students in the use of the 3-D printer. The homework center is a free, drop-in, after-school program for children in kindergarten through eighth grade.

THE DEPARTMENT:

THE POSITION:

Under the direction of the department Director, the Assistant Community & Economic Development Director (Assistant Director) will assist the Director in managing, directing, supervising, and coordinating the activities and operations of the department.  Depending on background and experience, the Assistant Director will provide oversight to one or more of the department divisions.  In addition, the Assistant Director will develop and enhance department policies and procedures, support in the development and management of the department budget, engage with the community on various development and/or City projects, support the business and development community, be a thought partner on creation and implementation of City policies and programs, serve in the absence of the Director, prepare reports and conduct presentations to Council, Boards, Commissions, and community groups, work cross-departmentally throughout the City.

COMPENSATION AND BENEFITS:

The annual salary is $159,336 to $193,668.  Placement within this range is dependent upon qualifications.  The Assistant Community & Economic Development Director is a regular position of the Mid-Management employee group, eligible to receive all related benefits to the group, including:

Retirement:  Participation in MCERA (Marin County Employee Retirement Association) plan, which offers reciprocity between agencies in CalPERS.

Medical Insurance:  EE Only - $735.86; Employee + 1 l- $1,471.71; Employee + Family - $1,913.24; Waive coverage - $735.86.

The Santa Clara County Housing Authority (SCCHA) is the county’s largest provider of affordable housing, helping make rental housing safe and affordable for approximately 20,000 low-income households. 

How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking an Asset Manager to provide professional, technical and administrative asset management duties in support of a portfolio of Agency owned assets. The Asset Manager ensures compliance with programmatic and financial regulations, oversees property operations, and works with property management to ensure the physical, financial and social well-being of affordable housing assets.  The Asset Management Division, along with the Real Estate Development Division, are part of SCCHA’s Real Estate Department.  The team working in Real Estate is mission oriented, dynamic and collaborative. The team works closely together to creatively develop new affordable housing as well as preserve existing assets.

This position requires extensive knowledge of property maintenance, construction project management, capital planning and systems management, budget preparation and financial modeling to analyze portfolio performance. 

 

What Our Team Is Looking For: 

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, civil engineering, architecture, or a related field; and

• Low Income Housing Tax Credit (LIHTC) experience is desirable.

About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services. Midpen aims to recruit and retain employees who embody professionalism, accountability, and respect, who value working in a purpose-driven agency that aspires to contribute to an inclusive, diverse and equitable community.

The Grants Program identifies and secures external funding and manages a small Grantmaking Program. In this role, the Senior Technician supports the entirety of the grant lifecycle, including identifying funding opportunities, application review and editing, and, once awarded, developing funding agreements, monitoring compliance with the grant agreements, and working with Midpen departments to submit reimbursement requests, reports, and project deliverables. Additionally, the Senior Technician supports the administration of a small grantmaking program. Other duties include administrative and record-keeping functions, including editing board reports, meeting scheduling, contract management, invoice processing, and data management.  This is an advanced journey-level classification, where you will be asked to perform detailed and technical work accurately and in a timely manner.

Work Environment:  This position is part of Administrative Services at Midpen’s office in Los Altos, California.  Midpen offers a hybrid office/telecommute work schedule for this position.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:  equivalent to the completion of twelfth (12th) grade supplemented by college-level coursework in accounting or finance and five (5) years of experience in the maintenance of financial and accounting records, budgeting, grants support, procurement support, or financial support experience.  Prior experience in the public sector is highly desired.

Licenses & Certifications Required:   Possession of a valid California Driver’s License.
