The Department: The Suisun City Police Department is a progressive and proactive law enforcement agency. ESSENTIAL JOB FUNCTIONS

DUTIES:

• Plans, organizes, assigns, supervises, reviews and participates in the work of assigned staff in Police Department support services functions including dispatch, records, and property/evidence; assists in the development and implementation of new and revised policies and procedures; reviews and approves work schedules including time off and authorizing timecards.

• Receives, classifies, and prioritizes incoming calls to the dispatch center including 911 calls and business line calls received from citizens requesting service or information; operates a variety of public safety communications equipment including 911 emergency telephone equipment, computer aided dispatch systems, and multi-channel radio systems; dispatches police and fire units and personnel.

• Evaluates response necessary as dictated by a given request for service; determines nature, location, and priority of calls; operates computer aided dispatch system to create calls for service within response criteria guidelines; assigns and dispatches appropriate police, fire, or other emergency vehicles, equipment, and personnel in accordance with policies and procedures; transfers calls to other appropriate agency in accordance with established procedures; obtains and dispatches other support services as necessary.

Examples of Duties 

Duties may include, but are not limited to, the following:  

• Prepare plans and specifications and estimates for the more difficult and complex engineering work in public works improvements, including streets, facilities, sewer, water, storm drain, traffic, and land development.  

• Issue and administer utility permits, street use permits, franchise utility permits, etc.  

• Review and interpret plans, calculations, and specifications for accuracy of design and completeness, and for conformance to applicable codes, regulations, and ordinances.  

• Review and check plans and reports submitted by consultants, architects and engineers for conformance to established standards and specifications.  

• Manage projects.

• Perform field surveys, supervise survey crews.  

• Supervise and assist in the preparation of maps, plans, and layouts; designs, lay out and makes functional studies of the sewage collection and treatment system collection and treatment system, of water distribution and treatment system, and of storm drain conveyance system.  

• Inspect structures under construction.  

• Inspects structural plans and specifications, and makes estimates on time and materials, writes memoranda and prepares reports.  

• Support in the preparation of easements and right-of-way descriptions, assessment district calculations.  

• Prepare correspondence, agreements, contracts, staff reports, and engineering reports relating to city infrastructure or city programs.  

• Support in working with public groups and individuals to resolve community concerns regarding city infrastructure and Capital Improvement Projects. Provide technical engineering information to other City Staff, Agencies, Engineers, Consultants, Contractors and the public.  

• Perform site inspections. • Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public.  

• Respect and is sensitive towards the cultural and ethnic diversity of the community.  

• Be an integral team player, which involves flexibility, cooperation, and communication.

In addition to graduation from an accredited four-year college or university with a degree in civil engineering, plus one year of civil engineering experience including fieldwork, the ideal candidate will possess:

SUMMARY DESCRIPTION

Under direct supervision (Assistant Engineer) or general supervision (Associate Engineer), performs professional and technical engineering work in design, land development, or capital improvements.

DISTINGUISHING CHARACTERISTICS

Assistant Engineer - This is the entry level class in the engineering series. Positions in this class possess the applicable educational and training background required of classes in the engineering series, yet typically have only limited or unrelated work experience. The Assistant Engineer class is distinguished from the Engineering Associate by the performance of less than the full range of duties as assigned to the journey level class within this series. This class is typically used as a training class. Incumbents work under direct supervision while learning job tasks.

Associate Engineer - This is the journey level class in the engineering series. Positions in this class possess the applicable educational background and work experience required for classes in the engineering series. Incumbents work independently, seeking assistance only as new or unusual situations arise. REPRESENTATIVE DUTIES

1.       Perform professional and technical engineering work relative to assigned area of responsibility, such as design, land development, and capital improvements.

2.       Design and prepare plans and specifications for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects; research project design requirements; perform calculations and prepare estimates of time and material costs.

3.       Answer inquiries from realtors, developers, engineers, and the general public.

4.       Develop revised design and construction standards for public works structures and appurtenances.

5.       Serve as construction inspector to ensure compliance on City projects, subdivisions, and encroachments.

6.       Investigate field problems affecting property owners, contractors, and maintenance operations; resolve problems or refer as appropriate; coordinate or perform field work associated with infrastructure projects.

THE POSITION

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations.  The purpose of this recruitment is to fill multiple vacancies in the Sanitary Sewer/Storm Drainage Systems Division, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

 

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Sanitary Sewer/Storm Drainage Systems Division.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground sewer/storm drain maintenance and repairs, and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

 

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

 

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbent perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

 

ESSENTIAL JOB FUNCTIONS 

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments in order to perform a variety of routine construction and maintenance operations.  Operate fork lift as assigned and trained.  Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including installation, testing, and backfill of service laterals.  Within the sewer and stormwater collections division, employees will be expected to use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins. Within the water distribution division, employees will be expected to assist in water tap installations, install, remove, and repair water meters, hydrants, service valves, and mainline valves; take water meter and gauge readings; accurately maintain records and reports.  All Utilities Maintenance Worker I/II will operate equipment and vehicles with possession of all necessary licenses and certificates, utilize proper safety precautions related to all performed work and comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP). Regular, predictable, consistent and timely attendance is an essential function of the position, in that employee must be present to work on facilities and equipment impacting the public’s health and safety.

 

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public. Prepare as built sketches, when required to convey information to engineering for graphic documentation. Check water meters for proper operation; troubleshoot registers and repair. Initiate and discontinue water service to customer accounts as directed. Operate telemetering and flow monitoring equipment. Work cooperatively with others. Perform related duties as assigned. Both Assignments will require employees to be “On Call” as needed.

 

QUALIFICATIONS

Utilities Maintenance Worker I

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience in construction or related field.

License and Certificate:  Requires possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) and a Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association prior to permanent appointment. 

A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

Requires possession of a valid California Driver's License.  A Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire.  Employee must obtain a valid Class B Driver's License, a Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR certifications, Competent Person certification, and Confined Space certification prior to permanent appointment.

 

Utilities Maintenance Worker II

Education:  High School Diploma or equivalent.  Courses in or graduation from the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate:  Requires possession of a California State (DWOCP) Grade I Water Distribution Operator (D1) and a Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon hire.

Requires all of the certifications necessary for a Utilities Maintenance Worker I and possession of a valid Class B California Driver's License with Tank and Air Brake Endorsement upon hire.

The Capital Project Manager I-II (CPM I-II) is part of the Engineering & Construction department at Midpen and we have two vacancies. The Capital Project Managers work on the development and implementation of a wide variety of capital improvement projects to increase public access and enjoyment of Midpen lands. While both positions will emphasize capital project management, one will focus on construction management and the other will focus on design. Capital Project Manager I is an entry-level position.  The incumbent will have acquired capital improvement, open space planning and design, land use, natural resource protection, and/or public administration experience, or equivalent education and training.  Assignments are generally limited in scope and set within procedural frameworks. The CPM I is assigned to manage small-scale projects or in support of larger scale projects managed by experienced Capital Project Managers.

Capital Project Manager II is the first experienced-level class in the Capital Project Manager series.  The incumbent performs the basic range of engineering review and construction management duties and/or conceptual design in the following areas: capital improvement, open space / public access, land use, and natural resource protection. The CPM II typically performs most of the duties required of the CPM III but are not expected to function at the same skill level.  Applicants with construction inspection, civil engineering, landscape architecture, project management, and/or construction management backgrounds are highly desired.

Work Environment/Conditions:  This position is part of the Engineering and Construction Department at the Midpen’s offices in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position.

ABOUT THE POSITION

The City of Gilroy is currently recruiting for a full-time Senior Civil Engineer for the Engineering Division of the Public Works Department. The Senior Civil Engineer will work under the direction of the City Engineer and/or the Public Works Director and will lead the Capital Improvement Program (CIP) Section. This supervisory position will lead a team of engineers and technicians in the implementation of the City’s CIP, including the planning, design, construction, and inspection of a variety of projects.  Responsibilities include supervising employees, directing complex professional-level field and office engineering assignments, developing strategies and schedules for implementing the CIP, assisting with CIP budgeting, and playing a significant role in making a difference in the community! 
 
The Senior Civil Engineer classification is an exempt, mid-management level position.

Public Works CIP projects involve planning, design, coordination with end users, bid package preparation, and construction management. Therefore, exceptional organizational and project management skills are imperative to achieve department and City goals. Additionally, successful performance requires the ability to independently implement programs, projects, and policies in conformance with generally accepted standards, including possessing thorough knowledge of contract administration, project management principles and supervisory practices.

The Senior Civil Engineer will manage assigned staff and consultants and assist with budgeting tasks within the Engineering Division. Furthermore, the Senior Civil Engineer will provide and participate in critical team leadership to ensure that all engineering services, goals, projects, and initiatives meet the high-performance standards of the Department and City.

Description

The Department:
The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activities related to supplies, materials, equipment, and general and professional services. Additionally, the Purchasing Division operates a central warehouse with over 3,000 inventory items, primarily supporting the City's utilities departments. The Purchasing Division is also responsible for the disposition of surplus property and the City mailroom.
 
The Purchasing Division comprises 12 full-time and three as-needed staff: Purchasing Division Manager (1), Contracts Manager (4), As- Needed Contracts Manager (3), Management Analyst (1), Chief Storekeeper (1), Buyer (2), and Materials Handler (3). This position will report directly to the Purchasing Division Manager.
 
The Position:
The Contracts Manager role demands extensive experience in managing major solicitations and contracts, with a significant emphasis on writing. The ideal candidate will be adept at writing detailed scopes of service/statements of work in collaboration with technical teams. This position involves facilitating complex procurements and drafting and negotiating contracts with selected vendors. The ideal candidate will demonstrate independent judgment, excellent problem-solving abilities, and strong contracting and negotiation skills, overseeing the entire process from developing solicitation documents to contract execution.
 
The ideal candidate will have the following:

• Extensive knowledge of modern principles and procedures; 
• In-depth understanding of contract documents, various solicitation methods (RFQs, RFBs, and RFPs), and contract administration;
• Proficiency in mathematics for performing computations and conducting cost and price analysis;
• Experience in preparing technical and complex specifications, investigating supply sources, and analyzing market conditions;
• Ability to read, interpret, explain and apply relevant rules, regulations, laws, policies and procedures accurately;
• Use judgment and initiative to make recommendations and resolve complex and sensitive issues; and
• Excellent communication skills to engage in procurement planning with client departments and effectively communicate purchasing policies and procedures to all City staff.

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Bachelor's degree from an accredited college or university in Public or Business Administration, Economics, Accounting, Finance, Material or Supply Chain Management or closely related field; and
• Three (3) years of increasingly responsible experience facilitating large and complex procurements and negotiating, writing, and managing large and complex contracts.

Desirable Qualifications:
• Designation as a Certified Purchasing Manager (CPM), Certified Professional Public Buyer (CPPB), or Certified Public Purchasing Officer (CPPO);
• Master's degree in a closely related field; and
• Experience in the public sector.

LICENSE
Possession of a valid California Class C driver's license is required at time of application and for the duration of employment.

OTHER REQUIREMENTS
Must be able to perform all of the essential functions of the job assignment.
