The City of Half Moon Bay is recruiting for a Director of Community Development with strong management skills, visionary leadership, and a passion for community engagement.  The new Director will have a broad knowledge of local, state, and federal laws, rules, and regulations applicable to community development operations.  Coastal planning experience and bilingual skills (Spanish) are desirable.

Scenario: You are a Management Analyst in the City Manager’s Office tasked with researching and analyzing policies relevant to homeless services and mitigation practices.

In March 2024, California passed Proposition 1. Proposition 1 authorizes $6.4 billion in bonds to pay for major projects such as housing for veterans and mental health, drug, and/or alcohol facilities.  Proposition 1 will also shift how revenue from the 1% tax on income above $1 million is spent under the law. Proposition 1 renames the Mental Health Services Act (2004) to the Behavioral Health Services Act and expands its purpose to include substance use disorders, including for persons without a mental illness.

The City of Fremont’s Homelessness Response Team is drafting a Homelessness Response Plan for Fremont. The Team will be presenting the plan to City Council in May 2024 for study and potential adoption.

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. Essential Functions

All Assignments:

• Establishes and maintains a continuum of programs and services for older adults:
o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.

THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Full-Service Partnership (FSP). The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. The Clinical Therapist will report to a Clinical Supervisor.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure;
  completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

This department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division.

This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of megawatts of renewable energy projects.

The selected candidate will have the following duties and responsibilities:

• Evaluate, review, and validate the accuracy of market positions and risk metrics such as mark-to-market, value at risk, gross margin at risk.
• Perform quantitative and analytical data modeling to quantify risks, evaluate risk reduction strategies, aid strategic/ operational decision making and provide insights.
• Update, manage and validate accuracy of Power BI business intelligence dashboards related to energy risk management such as risk limits, forward prices, collateral.
• Execute monthly and ad-hoc data reporting and quantitative modeling tasks.
• Validate and forecast collateral calls from counterparties and the CAISO and verify accuracy of collateral records.
• Collaborate with different divisions and IT department to support the build and implementation of data repository.
• Provide analytical support for power purchase and sale agreements and power supply audits.

Salary Information:

Power Resources Specialist I is $99,503.04 - $121,255.68.

Power Resources Specialist II is $108,282.72-$131,913.60.

This range includes an approximate five (5%) ongoing on-pensionable pay. Actual pay shall be determined by the candidate's qualifications and experience.

Under the general supervision of the designated Police Sergeant, leads and performs a wide variety of law enforcement duties involving crime prevention; protection of life and property and enforcement of all laws; including city ordinances; makes investigations, assists in the preparation of cases and testifies in court; serves in specialized departmental roles as assigned; provides information and assistance to the public. DUTIES:

• Performs all functions of a police officer assigned to patrol, investigations, or administration.

QUALIFICATIONS:

Any combination of education, experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Education: Equivalent to graduation from high school. Additional education at a community college or university level course work in criminal justice and/or a related field is highly desirable.

Experience: Minimum of five (5) years of current full-time sworn police officer experience and successful completion of probation at the time of appointment; and possession of an Intermediate P.O.S.T. Certificate.

Licenses: Must possess a valid California class C driver’s license and have a satisfactory driving record. Must possess a valid Intermediate certificate issued by the California State Commission on Peace Officer Standards and Training (P.O.S.T.) and possess and maintain firearms qualification.

Knowledge of:

• Organization, operation rules and regulations of the Police Department.

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure;
  completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.
