The duties of the Wastewater Plant Operator II includes conducting regular on-site inspections of plant and system operations making appropriate adjustments to process controls ensuring that operational problems are identified and corrected; ensures that the plant is operating within safety standards established by the City's National Pollutant Discharge Elimination System (NPDES) permit, administered by the Federal Environmental Protection Agency (EPS) and State Water Resources Control Board (SWRCB).

EXPERIENCE AND TRAINING

• Two (2) years of clerical, administrative, or dispatching experience.
• Experience in emergency dispatching, law enforcement or emergency-related services is desirable.

License and Certificate:

• Possession of California Peace Officer Standards and Training (POST) Public Safety Dispatching Certificate is required within the probationary period and throughout employment.
• This classification requires the ability to travel independently within and outside of City limits.

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a Management Analyst in the Administration Department reporting to the Assistant to the City Administrator. As a Management Analyst, you’ll be a vital part of our team, working at the intersection of strategic management and community enhancement. Wastewater Operator II

Wastewater Operator II - A journey level classification in the Wastewater Operator series. The ideal candidate must be skilled in basic principles of mechanical, maintenance, and electrical systems. Must be able to recognize and report unusual, inefficient, or dangerous operating situations. Must have working knowledge of the functions and purpose of wastewater disposal systems; routine cleaning and basic operation of wastewater treatment equipment. Must have knowledge of algebra and geometry as required to perform the responsibilities of the position; basic knowledge of electronics and hydraulics. Must have excellent communication skills, work cooperatively with those contacted in the course of work, and have a dedication to safe working practices. Must be able to work on-call as assigned. Work independently, as needed. 

Requires a High School Diploma or equivalent and two years of full-time experience in a wastewater treatment facility in a position equivalent to a Wastewater Operator I. Possession of a Grade II California Wastewater Treatment Plant Operator certificate issued by the State of California Water Resources Control Board.

Wastewater Operator III-An advanced level classification in the Wastewater Operator series. The ideal candidate  must be skilled in inspecting, operating, and maintaining a wastewater treatment plant and related lift stations including primary, secondary, tertiary and solids treatment processes. Must be able to recognize inefficient, unusual, or dangerous operating conditions. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.

Requires a High School Diploma or equivalent and three years of full-time experience equivalent to a Wastewater Operator II in a  wastewater treatment facility.  Possession of a Grade III California Wastewater Treatment Plant Operator certificate issued by the State of California Water Resources Control Board.   

The Department:
The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. This includes appearing on behalf of the City in legal actions or proceedings, providing the City Council with information and advice on wide range of legal matters including litigation and new legislation, and staffing City Council and City Board and Commission meetings as necessary. The City Attorney's Office provides legal advice and support on matters initiated by the City Council, City Manager's Office, and all City departments. Typical work includes research and opinion on various issues; review and negotiation of contracts, leases, or permits; drafting employee policies; review and drafting of resolutions, ordinances, and agenda reports; and preparation of responses to Public Records Act requests.
 
The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.
 
The position is expected to perform a wide variety of legal services ranging from litigation (or litigation management) of  administrative matters (such as internal disciplinary appeals, PERB UPC charges, and CalPERS determinations) to collective bargaining and MOU review/drafting; legal research and drafting opinions; negotiating contracts; drafting disciplinary documents; drafting resolutions and ordinances; providing on-call legal support to all divisions of the Human Resources Department (records, benefits, testing, classification, labor, workers compensation, recruitment, safety, risk management, etc.); and, staffing commission meetings such as the Civil Service Commission and Salary Setting Commission. This position is also expected to perform other duties as assigned.
 
The ideal candidate will have superior legal analytical ability and excellent research, writing and oral communication skills and the ability to deal effectively with City employees, opposing counsel, elected and appointed officials, and members of the public.
 
The ideal candidate will also have experience defending  allegations of misconduct in personnel matters, significant experience advising on human resource issues, including Fair Labor Standards Act, Meyers-Milias-Brown Act, labor negotiations, California Public Employees’ Retirement Law, state and federal benefits/leave laws, state and federal employment-related tax laws, and experience providing training in laws, regulations, policies and best practices in personnel management and workplace misconduct

This is a professional position in the Unclassified Service, is an “at-will” position, and the incumbent serves at the discretion of the City Manager. This position is responsible for performing a broad range of duties, which deal with more complex issues. An incumbent in this classification must exercise independent judgment and discretion; manage, control, and direct employees; and formulate administrative policies for the effective use of assigned personnel. The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Office; with clients, professionals, managers, City’s executive management team and all City Departments and elected and appointed officials from the City and various boards, commissions, and committees. An incumbent in this classification must demonstrate strong ethical, professional, and service-oriented leadership and interpersonal skills, set a good example; and correctly apply and abide by the tenets of the City’s Code of Ethics and Values.

Minimum Qualifications

EXPERIENCE
• J.D. or L.L.B. from an accredited law school;
• Six (6) years recent experience in the general practice of law.  Four (4) years of the qualifying experience must include dealing with municipal, county or state governmental agencies in the State of California;
• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:
Possession of an appropriate California driver's license is required.

OTHER REQUIREMENTS
Must be able to perform all of the essential functions of the job.

The City of Foster City is looking for an experienced and dedicated Management Assistant to perform a wide variety of responsible, complex, and confidential administrative duties. This position requires considerable confidentiality with sensitive information, initiative, mature and independent judgment, and strong interpersonal and organizational skills. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to completion of high school. Post high school or specialized administrative support training is desirable.

Experience: Four years of increasingly responsible experience providing project management support; at least two years of administrative support to a manager at an executive, division, or department head level. One year of supervisory experience is desirable.

Selection Process
Applications will be reviewed for relevant education, experience, training, and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The City Manager's Department will make the hiring decision.
