THE DEPARTMENT

The City Clerk’s Office in San Rafael is led by a full-time, elected City Clerk who also serves as Department Head, supported by two Deputy City Clerks. IDEAL CANDIDATE AND CORE COMPETENCIES

The City Clerk’s Office is seeking a full-time Deputy City Clerk to join a dedicated team committed to transparency, civic engagement, and exceptional public service. This position provides professional-level support to the City Clerk and other City departments, with responsibilities spanning public records management, legislative support, and compliance with open government laws. • Strong knowledge of the California Public Records Act (CPRA), including experience reviewing, redacting, and releasing public records in compliance with legal requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.
• Ensures adherence to established Council meeting procedures and rules; processes Council actions in the form of resolutions and ordinances; performs research, data gathering and analysis for written reports to the City Clerk.
• Prepares Council Chambers or other rooms for meetings.
• Generates Action Agendas and finalizes official minutes. • Processes and responds to Public Records Act (PRA) requests.
• Plans, organizes, develops, implements and administers the City-wide records management system.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department.
• Participates in the development and administration of the department's budget.
• Maintains current knowledge of new trends and innovations in the field of records management.
• Answers telephone calls, responds to email, researches records and retrieves information for general public, City Council and City staff.
• Prepares agenda packets, hard copy and electronically, for Council meetings.
• Files and indexes official City records as prescribed.
• Maintains other City and departmental records and files.
• In the absence of the City Clerk administers oaths of office, acts as Notary Public and certifies official City records. 
• May be required to work evenings and/or irregular work hours.
• Makes recommendations regarding office procedures and processes, including technology, to improve workflow and implements improvements subsequent to approval.

EDUCATION and/or EXPERIENCE

Deputy City Clerk I: Equivalent to AA degree and three years of progressively responsible experience using state of the art technology in a local government agency, preferably in a City Clerk’s Office.

Deputy City Clerk II: in addition to the requirements for the Deputy City Clerk I, this level requires at least 4 years of experience as a Deputy City Clerk I or demonstrated ability to successfully complete the essential duties and responsibilities at the full journey level with a high degree of autonomy. Bachelor’s Degree preferred. Certified Municipal Clerk designation preferred. 

Both levels: Commission as a Notary Public in the State of California within six months of appointment

PUBLIC SAFETY RESERVE DISPATCHER, Part-Time

SUMMARY DESCRIPTION

To operate a computer aided dispatch (CAD) and radio system, receiving calls and dispatching public safety equipment and personnel, and maintaining public safety records and reports.

DISTINGUISHING CHARACTERISTICS

Serves as a relief Public Safety Dispatcher. The Reserve Dispatcher performs the routine tasks and duties assigned to Public Safety Dispatchers working on-call and subject to various shifts and workday assignments including nights, weekends and holidays.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from sworn or other supervisory personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

·         Receive emergency and non-emergency telephone calls from the public and other jurisdictions.

·         Dispatch police personnel and equipment in response to such calls; transfer fire and medical                communications to appropriate agencies.

·         Relay emergency and non-emergency information to public safety personnel in the field.

·         Relay information to other agencies as required; search and relay warrant information.

·         Monitor multiple radio frequencies; maintain status of public works units, as necessary.

·         Maintain accurate record of location and status of public safety units.

·         Monitor security cameras and monitors for the various city facilities.

·         Assist public safety personnel in data collection or transmission.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Equivalent to the completion of the twelfth grade supplemented by successful completion of the basic dispatcher course within a specified time period.

Experience:

Two years of increasingly responsible clerical experience that includes customer service in an environment with frequent interruptions.

EXAMINATION PROCESS 

Those applicants who meet the employment qualifications will be contacted via email regarding next steps in the recruitment process, a comprehensive multitasking test that assesses memory recall, map reading, spelling, sentence clarity, reading comprehension and data entry. Testing may be limited to the number of seats allowed in the testing center.  Those candidates who achieve a passing score on the multitasking test will be invited for a panel interview.  Successful candidates from the interview will be placed on an eligibility hiring list for hiring consideration.

SELECTION PROCESS

THE DEPARTMENTS & DIVISIONS
 The Utilities Department is a newly formed department focused on delivering exceptional water and wastewater services. The team promotes excellence in operations, integrity in decision-making, and collaborative problem-solving. The Utilities Department manages a combined budget of approximately $30.9 million for FY25, with $16.4 million allocated to sewer services and $14.5 million to water services. EMPLOYMENT STANDARDS

Utilities Business Manager:

• Education: Bachelor’s degree with major coursework in business, public administration, accounting, or other similar field of study. Master’s degree is desirable.
• Experience: 4+ years professional finance or budget experience, including 1 year supervisory.

Utilities Operations Manager:

• Education: Bachelor’s degree in civil engineering, construction management, environmental sciences, public administration, or a related field of study.
• Experience: 3-7+ years of relevant utilities operations and supervisory experience.
• Alternative Minimum Qualifying Education/Experience:  Possess at least 60 semester college units from an accredited college or university (related coursework preferred); and possess and maintain a CA Drinking Water Distribution Grade D5 certification issued by the State of CA Water Resources Control Board.

Senior Environmental Engineer - Wastewater:

• Education: Bachelor’s degree in Civil, Sanitary or Environmental Engineering.
• Experience: 5+ years of professional sanitary, civil, or environmental engineering experience. Significant experience in wastewater engineering and project management is needed.

CERTIFICATION & LICENSING REQUIREMENTS

• Senior Environmental Engineer - Wastewater: Must possess a valid Certificate of Registration as a Professional Engineer (PE) in the State of California. If an applicant possesses all of the minimum qualifications, except registration as a Professional Engineer in the State of California, the applicant may (at city’s sole discretion) be allowed up to one (1) year to obtain registration as a condition of employment.
• Utilities Operations Manager: Must possess a California Drinking Water Distribution Grade D2 certification (or obtain within 12 months of hire), and obtain CWEA Collection System Maintenance Grade I and Water Treatment Grade T1 certifications within the same timeframe.

Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. THE DEPARTMENTS & DIVISIONS
 The Utilities Department is a newly formed department focused on delivering exceptional water and wastewater services. The team promotes excellence in operations, integrity in decision-making, and collaborative problem-solving. The Utilities Department manages a combined budget of approximately $30.9 million for FY25, with $16.4 million allocated to sewer services and $14.5 million to water services. The Utilities Department supports regional wastewater treatment through technical and strategic engineering work at the South County Regional Wastewater Authority (SCRWA). Engineers in this department coordinate multi-jurisdictional projects and ensure regulatory compliance while managing impactful capital projects. The SCRWA serves both Gilroy and Morgan Hill, managing a wastewater treatment facility that processes approximately 2,000 acre-feet of recycled water annually. THE JOBS & IDEAL CANDIDATES

The Utilities Business Manager is an exciting opportunity for a financially savvy, strategic thinker to make a meaningful impact in one of Gilroy’s most vital service areas. The Utilities Business Manager will be responsible for managing multiple enterprise funds, guiding long-range financial planning, and leading rate studies and forecasting that drive decision-making for water, wastewater collection, and wastewater treatment services. This role will supervise two staff, and may supervise more staff as the department grows. They will serve as a critical advisor to the Utilities Director, helping to shape operational strategy. The ideal candidate will bring extensive knowledge of public finance, budgeting, and rate-setting, combined with demonstrated leadership in team management. Experience working with grants, contracts, and municipal systems is highly valued. A collaborative and visionary approach, paired with a customer-service mindset, will set the foundation for success in this impactful leadership role.

The Utilities Operations Manager role is ideal for a mission-driven leader who thrives in fast-paced, hands-on environments and is passionate about delivering top-tier utility services. The Utilities Operations Manager will oversee an Operations Division of 18 staff with two direct reports, and may supervise more staff as the department grows. They will oversee the City’s water distribution and wastewater collection systems, ensuring safe, efficient, and sustainable operations. In addition to supervising day-to-day functions, they will lead the implementation of new technologies, including a Computerized Maintenance Management System (CMMS), while also cultivating a culture of safety and accountability. The ability to navigate regulatory standards, build team capacity, and drive process improvements will be essential. The Senior Environmental Engineer - Wastewater will lead high-profile wastewater treatment initiatives for the South County Regional Wastewater Authority (SCRWA). The Senior Environmental Engineer - Wastewater will oversee one direct report and, working alongside the third-party contractor for the treatment plan, will serve as the technical lead for complex CIP projects, regulatory reporting, consultant oversight, and cross-agency collaboration. The Engineer will play a pivotal role in ensuring long-term environmental sustainability while enhancing infrastructure critical to regional growth. The ideal candidate will have strong expertise in sanitary or environmental engineering and understanding of regional, state, and federal-level regulations. Utilities Business Manager:

• Education: Bachelor’s degree with major coursework in business, public administration, accounting, or other similar field of study. Master’s degree is desirable.
• Experience: 4+ years professional finance or budget experience, including 1 year supervisory.

Utilities Operations Manager:

• Education: Bachelor’s degree in civil engineering, construction management, environmental sciences, public administration, or a related field of study.
• Experience: 3-7+ years of relevant utilities operations and supervisory experience.
• Alternative Minimum Qualifying Education/Experience:  Possess at least 60 semester college units from an accredited college or university (related coursework preferred); and possess and maintain a CA Drinking Water Distribution Grade D5 certification issued by the State of CA Water Resources Control Board.

Senior Environmental Engineer - Wastewater:

• Education: Bachelor’s degree in Civil, Sanitary or Environmental Engineering.

CERTIFICATION & LICENSING REQUIREMENTS

• Senior Environmental Engineer - Wastewater: Must possess a valid Certificate of Registration as a Professional Engineer (PE) in the State of California. If an applicant possesses all of the minimum qualifications, except registration as a Professional Engineer in the State of California, the applicant may (at city’s sole discretion) be allowed up to one (1) year to obtain registration as a condition of employment.

The City of Menlo Park is currently accepting applications to fill a Mechanic vacancy in the Fleet Services Section of the Public Works Department. A Mechanic performs diagnostic, maintenance and repair services on light and heavy city vehicles and equipment, such as automobiles, storm/sewer trucks, aerial bucket trucks, dump trucks shuttle buses, construction equipment, lawn mowers, small equipment and stationary generators; and performs other duties as assigned.

The Mechanic performs a range of skilled tasks requiring journey level mechanical ability and aptitude. Work assignments are performed according to established rules and procedures. Independent judgment is required and is supported by supervisory review and direction.

Equipment Mechanic

Responsible for performing the full range of mechanical, electrical, hydraulic, pneumatic, gasoline and diesel repair and maintenance required for City vehicles, and equipment. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of assigned vehicles and equipment. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from other maintenance class series in that it performs more highly skilled technical and mechanical maintenance activities. This class is distinguished from Senior Equipment Mechanic in that the latter leads, trains, and oversees assigned work and performs the more complex and difficult work in mechanical maintenance and repair of City vehicles and equipment.
