THE DIVISION

The Sustainability Division is a division of the City Manager’s Office and is primarily geared toward addressing climate change through greenhouse gas mitigation and adaptation and resilience efforts. The Division oversees development and implementation of the City’s Climate Change Action Plan, development of plans and programs to respond to sea level rise, and community engagement efforts to ensure communitywide participation. Current projects include an Equitable Low Carbon Economy project, a Sea Level Rise Collaboration and feasibility study, and exploration of long-term climate financing.  THE POSITION

The City’s Sustainability Division is seeking a leader with strong project management skills who is collaborative, adept at building relationships internally and within the community, and who will be successful in planning, overseeing, and reviewing the City’s projects from a climate justice and community engagement lens.

This grant-funded and limited-term position is responsible for planning, developing, organizing, and implementing all activities of the City’s community engagement and project coordination efforts as they support Marin Community Foundation’s Climate Justice Initiative in the Canal neighborhood and other priority areas of the City.

This is an exempt, mid-management level position that will support the City’s Sustainability division and will be expected to coordinate with various other City departments. Under the general direction of the Sustainability Program Manager, the Climate Justice & Engagement Manager exercises independent judgment in the planning, overseeing, and reviewing the City’s projects from a climate justice and community engagement lens.

Major task areas include:

• Auditing plans and projects serving the Canal neighborhood and mapping out synergies and timelines
• Identifying opportunities for collaborative engagement between projects and timelines
• Identifying opportunities to incorporate climate justice - including equity, workforce development, sustainability, and resilience goals – into projects and deliverables of various projects
• Developing a roadmap for community engagement that weaves together these projects, deliverables, and engagement needs, and coaching staff to use it.
  • This would include best practices for engagement, including cultural competency, language access, creating feedback loops to inform community members of progress, and integrating important feedback into plans and projects.
• Supporting departments in their engagement efforts
• Making sure outside agency projects serving the Canal neighborhood are also aligned in terms of engagement, timing, and inclusion of climate justice

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to)

• Audit City plans and projects related to the Canal neighborhood to identify community engagement goals and needs as well as opportunities to elevate climate justice, resiliency, and sustainability.
• Work with various City departments to identify and include climate justice program objectives and work plan activities in current projects and planning efforts affecting the Canal neighborhood.
• Act as a liaison between City departments, the City manager’s Office and the Sustainability division to understand operational needs around engagement with the Canal neighborhood and other priority areas in the city.
• Work with community groups and nonprofits working with and representing constituencies in the Canal neighborhood and in general the City’s priority equity communities to understand the needs of the residents and businesses, and ensure that community engagement is strategic, effective, and non-extractive while also leading to measurable outcomes.
• Support the City’s goal to build engagement practices that provide equitable access to City services and information.
• Develop and helps to implement engagement strategies and plans that are culturally competent and address the needs of persons with access and functional needs and persons that are non-English speaking.
• Oversee Canal neighborhood engagement operations in coordination with the City Manager’s Office and Communications Team.
• Help to develop and execute both strategic and implementation plans for communications and engagement services, programs, and projects to support City departments in projects and planning efforts affecting the Canal neighborhood.
• Performs related duties as assigned.

IDEAL CANDIDATE

The ideal candidate has experience in bridging community and government and a demonstrated ability to connect across organizations to build collaborative partnerships. The candidate should have significant experience with government processes and be able to identify connections between plans. This person should have strong project management expertise, communications skills, and be a flexible, but strong leader. This candidate should also be skilled at communicating with people from different cultures, professional backgrounds, and different languages. Ideally, this person would be fluent in Spanish and English.

EDUCATION/EXPERIENCE

• Bachelor’s Degree from an accredited college or university with a degree in environmental science, public policy, sociology, digital engagement, communications, community engagement, marketing, public relations, public administration, or closely related field.
• Three years of progressively responsible experience in related field, including at least one year in a management capacity.
• A Master's Degree is preferred.
• Ability to communicate in Spanish and/or Vietnamese is preferred.

SALARY AND BENEFITS

The Climate Justice Engagement Manager (Advanced Professional Temp.) position is a two-year, grant funded position, with a salary range of $8,497 - $13,182 per month, *pro-rated for .72 FTE (27-hour work week), and enjoys many of the benefits of the City’s San Rafael Mid-Management Employee Association (SRMMEA), including:

• City group health, with the City paying a fixed dollar amount toward the cost of the monthly insurance premium. The 2025 monthly flex dollar allowance is (pro-rated based on FTE %):
  • Employee only:         $950.00
  • Employee plus one:  $1,900.00
  • Family:                        $2,400.00
  • Opt-out of City coverage and receive $950 cash-in-lieu (if eligible)
• Dental: Premium fully paid for employee plus eligible dependents
• Vision: Premium fully paid for employee plug eligible dependents
• Vacation: 15 days annual leave Vacation leave (hours accrued each pay period, range increases up to 25 days depending on years of service)
• Administrative leave: 10 days annually (applied every January – pro-rated based on date of hire)
• Sick leave: 12 days annual leave (hours accrued each pay period)
• 12 paid holidays, plus 1 paid floating holiday
• City-paid Life AD&D policy - $300,000
• City-paid LTD policy - $7,500
• Gym membership reimbursement – up to $198 per year
• In lieu of participation in the City’s MCERA pension program, Advance Professional Temp. positions are enrolled in PARS retirement plans, with employer contribution of 3.75% and employee contribution of 3.75% of their salary to the retirement plan.

The Organization

Pleasant Hill is a General Law City operating under the Council-Manager form of government. Currently, the City Council consists of five members who are elected at large for staggered four-year terms, with a rotating mayor. However, the City will transition to a District-based system in the upcoming election cycle, with three of the five new districts up for election in November. Pleasant Hill is widely recognized for being a well-managed, fiscally sound City and for its community focused programs that benefit its citizens as well as providing a dynamic, stimulating work environment for City employees. The City employs 110 regular employees and has a biennial operating budget of $33.7 million for 2024-2025.

The City delivers a range of municipal services including police, finance, building inspection, planning and code enforcement, engineering, economic development, street construction and maintenance, and storm drainage services. Fire protection, recreation and parks, sewage collection and treatment, water, and school services are provided through special districts not subject to City control.

The Division

The Department of Public Works comprises two divisions: Maintenance and Engineering. Working out of the Public Services Center on Civic Drive, the Maintenance Division provides a variety of services to keep the City clean and well maintained. The Division maintains all publicly owned streets and City-owned buildings (City Hall, the Police Department, Public Services Center, and the new City Library). It also manages the solid waste program, including street sweeping, which is contracted out to a private vendor. There are seventeen employees in Maintenance.

The Position

The Maintenance Superintendent reports to the Public Works Director and plans, organizes and manages maintenance operations in the Maintenance Division, including streets, storm drains, equipment maintenance, City buildings, and landscape areas; serves as a member of the City’s management team, and participates in administrative planning and policy development related to maintenance services; and performs related work as required.

Typical areas of responsibility include:

• Oversee and direct the daily operations of the Maintenance Division to provide efficient maintenance service within prescribed budget.
• Develops, implements and coordinates divisional goals and objectives, policies and procedures.
• Prepares, administers, and monitors the maintenance services budget, including submitting budgetary recommendations and anticipating future budgetary needs.
• Develops long-range plans and objectives for the Maintenance Division; conducts a continuing review of activities to address and resolve problem areas and increase efficiency.
• Participates in a variety of personnel actions including selection, promotion, conflict resolution, performance evaluation, discipline, and dismissal.
• Reviews activity reports, monitors maintenance activities and inspects work while in progress and upon completion to ensure compliance with policy and standards.
• Makes written recommendations regarding which projects should be contracted out and which should be performed by City staff; writes bid specifications and negotiates and writes contracts; may review and approve construction plans.
• Investigates public complaints and requests related to maintenance activities and makes determinations on action to be taken. Responds to and resolves user complaints.
• Coordinates activities of the division within the Public Works Department and other City departments and outside agencies.
• Sets work priorities, coordinates and schedules assignments, and establishes goals and objectives. Develops plan for training and cross-training of subordinates.
• Inspects building and field conditions for safety hazards and maintenance needs and considers findings in the development of work plans.
• Supervises and participates in field activities during emergency situations.

This position is open due to the internal promotion of the incumbent.

Education and Experience

This position requires any combination of experience, education and/or training that would likely provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:

• Completion of a bachelor’s degree in construction technology, landscape architecture, engineering, public administration, business administration, or closely related field.
• Five years of progressively responsible experience in facility management, building maintenance, landscape maintenance, street maintenance, construction or related field, including three years in a supervisory or administrative capacity.
• Possession of, or ability to obtain, a valid California driver’s license and a satisfactory driving record.

Compensation

The annual salary for the Maintenance Superintendent is $136,356- $181,344 with an anticipated 3.5% COLA increase effective September 1, 2025. Placement in this range is dependent upon qualifications.

The City of Pleasant Hill’s City Hall closes at 1:00 p.m. every Friday. The City also offers a competitive benefits program that includes:

• Retirement – The City participates in the California Public Employees’ Retirement System (CalPERS) under a 2% @ 60 formula for Classic Members. The City contributes 3% to a 401(a) plan as well as $225/month to an RHS plan. Voluntary Roth IRA & 457 plans available.
• Medical Benefits – The City offers two choices for coverage—Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. Medical In Lieu up to $600/month.

• Holidays – City recognizes 14 paid holidays per year.

This position is located in the Clerk-Recorder Office and performs a wide variety of specialized technical duties including providing information and assistance to the public regarding departmental policies, procedures and laws. The Office Technician II position is distinguished from the class of Office Technician I by the responsibility to perform the most complex technical duties in the program to which assigned. THE POSITION:

The Community & Economic Development Department is recruiting for two full-time Permit Technicians.  Appointment will be made at the appropriate level depending upon qualifications.  Under general supervision, the Permit Technician will perform a variety of technical permitting and administrative support work associated with front counter, virtual counter, and other office tasks related to department operations.

Permit Technician I: This is the journey-level class in the Permit Technician series.  Employees at this level are not expected to perform with the same independence and judgment on matters allocated to the Permit Technician II.  Since this class is typically used as a training class, employees may have limited or no directly related work experience.  Employees work under immediate supervision while learning job tasks.   

Permit Technician II:   This is the journey-level class in the Permit Technician series.  Employees at this level are expected to perform with more independence and receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Depending on expertise and certifications, incumbents may perform

minor over-the-counter planning and building plan check reviews.  Positions in this class are flexibly staffed and may be filled by advancement from the Permit Technician I class.

This position performs the following essential job duties (including but not limited to):

• Reviews and intakes planning and building permit applications.
• Determines and collects fees for permits and other review and regulatory services.
• Routes all application submittals to the appropriate departments/agencies for processing.
• Maintains files for all applications after checking for general completeness and accuracy.
• Provides written and verbal information to the public regarding departmental policies and procedures pertaining to topics such as permits, building code requirements, zoning, application procedures, and current projects.
• Reads and interprets blueprints, maps, planning regulations, and a variety of other information while responding to general inquiries.
• Processes minor planning applications and reviews business licenses and building permits for compliance with zoning regulations.
• Provides public information in support of the building, planning, housing, and code enforcement programs.
• Enter invoices, prepares refunds, and reconciles web payments.
• Provides administrative support for public meetings, including preparation, distribution, and posting of agendas and minutes.
• Assists in setting up rooms and virtual webinars for department and/or public meetings.
• Operates a variety of office equipment and uses a variety of software programs, including word processing, spreadsheet, permit tracking software, digital archiving software, and visual presentation equipment as appropriate.
• Maintains and manages an inventory of forms, applications, and office supplies.
• Builds and maintains positive working relationships with co-workers, other City employees, the public using principles of good customer service.
• Performs a variety of other tasks related to office administration and permit services as assigned.

To be eligible for this position, you must have knowledge of/ability to:

Permit Technician I:

• Basic office and clerical procedures.
• Modern office methods, procedures, and computer equipment and various software applications.
• Simple accounting procedures.
• Basic applied mathematics.
• Communicate clearly and concisely, orally and in writing with the general public and customers involved with development and construction, particularly contractors, architects, developers, engineers, and property owners.
• Learn to read and interpret maps, construction drawings and blueprints.
• Learn and apply a variety of zoning, land use, planning, and building procedures, codes, and ordinances enforced by the city including the Uniform Building, Electrical, Plumbing, Mechanical Codes and zoning codes. 

Permit Technician II (in addition to the requirements for Permit Technician I):

• Basic knowledge of building, electrical, plumbing, and mechanical codes.
• Basic engineering concepts.
• Basic planning and land use concepts.
• Read and interpret maps, construction drawings, and blueprints.
• Interpret and apply a variety of zoning, land use, planning, and building procedures, codes, and ordinances enforced by the city, including the Uniform Building, Electrical, Plumbing, Mechanical Codes and zoning codes.
• Organize and maintain files.
• Operate a variety of office equipment.
• Quickly and accurately review plans for submittal requirements and calculate permit fees in accordance with established laws.
• Research and compile information requested.
• Prepare written zoning research letters and administrative land use entitlements.
• Research, compile, and analyze data for special projects and various reports.

EDUCATION and/or EXPERIENCE (A typical way of gaining the knowledge, skill and ability outlined above is):

Permit Technician I:

• Graduation from high school or equivalent.
• Two (2) years of experience in an office or customer service environment with direct contact with the general public.

 Permit Technician II:

• Graduation from high school or equivalent.
• Completion of two courses in building code, electrical code plumbing code, mechanical code, engineering, planning, or related field.
• One (1) year of experience equivalent to Permit Technician I in the City of San Rafael.

CERTIFICATES/LICENSES/REGISTRATIONS:

• Possession of International Code Council (ICC) Permit Technician certification is desirable for Permit Technician I and II and is required for Permit Technician III.

LANGUAGE/MATHEMATICAL/REASONING SKILLS:

• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
• Ability to write routine reports and correspondence.
• Ability to speak effectively before groups of customers or employees of organization.
• Ability to speak Spanish is desirable but not required.
• Ability to work with mathematical concepts.
• Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Ability to solve practical problems and deal with a variety of concrete variables in situations where standardization exists.

What You’ll Do

The Senior Management Analyst will perform complex, professional, and sensitive administrative and technical duties in providing staff assistance to the City Manager’s Office, including conducting special studies, surveys, and research assignments in a variety of administrative and operational procedures and topics, often with City‑wide and/or major financial impact. The emphasis of the work may be upon supporting City Council priorities, grant and contract administration, and/or policy development. Successful performance of the work requires a good knowledge of municipal operations and functions in addition to well‑developed communication and analytical skills.  Duties may include, but are not limited to, the following:

• Compile and analyze data; prepare reports and make recommendations on the formulation of policy and procedure, and staffing and organization changes, often with City‑wide impact.

• Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems.

• Conduct financial analyses; prepare reports and make recommendations regarding rate structures, bonding, budgeting and other financial matters.

• Prepare contracts, proposals, grant applications and similar documents; prepare reports and monitor grants and contracts for program compliance.

What You’ll Do

The Communications Manager will develop and execute the City of San Mateo’s communication plan, which will include key actions to enhance community engagement and participation, increase community awareness about City activities and initiatives, foster cross-departmental coordination and unity, standardize media response procedures, improve the website user experience, and standardize training and onboarding for new communications staff. You will also lead the City’s efforts to strengthen and expand its online and social media presence and work with community leaders and partners to help enhance San Mateo’s positive reputation. The Communications Manager receives general direction from the City Manager and/or Assistant City Manager, has direct supervisory responsibilities, and will lead collaborative teams.

Some duties may include: 
•    Lead the City’s social media efforts and cross departmental social media team; develop and coordinate implementation of the City’s social media strategy, policies and presence and monitor the City’s online reputation

DEFINITION

Under general supervision, to do general building and facilities maintenance work and other related duties as required.

Building Maintenance Worker I is the entry-level class and Building Maintenance Worker II is the journey level class in the series. Incumbents in the Building Maintenance Worker I class will progressively perform most of the duties required in the Building Maintenance Worker series but are not expected to function at the same skill level and will usually exercise less independent direction and judgement on matters related to work procedures and methods. Work is usually supervised while in progress and fits an established pattern that has been explained before the work is started. Generally, changes in procedures or exceptions are explained in detail as they arise. Under the flexible staffing concept, Building Maintenance Worker II positions that may become vacant may reasonably be filled at the Building Maintenance Worker I or Utility Maintenance Worker level for training purposes.

Positions in the Building Maintenance Worker II class are flexibly staffed and normally filled by advancement from the Building Maintenance Worker I class, or when filled from the outside, require prior specific experience in building-related construction and maintenance. Appointment to this class requires the employee to be performing substantially the full range of building maintenance duties and to meet the qualification standards for the class. This class requires the ability to work independently exercising judgement and initiative. Duties will normally require the ability to operate the full range of mechanical equipment related to building maintenance.

EXAMPLES OF DUTIES

Assists in, and at the journey level, performs such functions as painting, glazing, repairing plumbing, installing locks, windows, doors, or lighting fixtures; cleaning, waxing, or refinishing floors, walls, and furniture; cleaning and repairing toilet fixtures; sweeping and cleaning interior and exterior of buildings as needed. Makes routine inspection of proper operation and safe conditions of park and playground equipment, walks, roads, and courts; assists in repair or installation of playground equipment of facilities. Assists in the adjustment, and minor repair of heating and air conditioning units; building and finishing cabinets, countertops, and office furniture and staining and varnishing various wood furniture and surfaces. Performs remodeling and renovation tasks for municipal facilities, paints interior and exterior of City buildings as required, and safely operates various power and hand tools.

MINIMUM QUALIFICATIONS

Knowledge of: Use and care of general carpentry and maintenance tools; general techniques of carpentry, concrete work, painting, glazing and plumbing.

Ability to: Follow oral and written directions; learn and use skilled tasks and apply current practices and procedures; maintain an appropriate public service demeanor; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical Capability to: Perform sustained, strenuous manual labor; climb, lift, crawl, stoop and bend to reach work; may work outdoors in temperature extremes and inclement weather.

Experience: Building Maintenance Worker II: two (2) years full-time experience in general building maintenance, carpentry, plumbing, or painting.

Education: Building Maintenance Worker II: High school graduation or the equivalent.

License: Possession of a valid Class C California Driver's License.
