The City of Dixon is looking to fill one full-time position of Accounting Manager in the Finance Department. This position performs professional level accounting function such as recording and reporting financial transactions, review of financial records; provides fiscal control for assigned areas of operation, preparation of financial report statements and analyzes.  This is not a remote position and work schedule will be Monday through Friday, onsite.

Exam Process: A limited number of candidates whose applications indicate that they, among those competing, are better qualified in terms of related education, training, and experience will be invited to participate in an interview process & skills exam. Summary:
Under general supervision, plan, conduct, and participate in recreational program activities according to established programs, schedules, and standards, in accordance with District policies and procedures.

Essential Duties and Responsibilities: 

• Develop, conduct, and participate in various athletic, craft, social, cultural, and instructional activities
• Prepare facilities for programming, special events, or rental group usage
• Greet visitors, direct participants to the appropriate location, and respond to general inquiries
• Ensure safety of environment and equipment for staff, volunteers, participants, and visitors
• May open or close and secure facilities in compliance with District policies and procedures
• Issue and collect recreation equipment and supplies used by instructors, participants, or visitors
• Supervise special events, field trips, and other group activities

Other Duties and Responsibilities:

• Coordinate and participate in promotional activities and community events
• Modify and adapt activities specific to specialized programs or populations, as appropriate
• May assist with transportation in specialized programs

Minimum Qualifications:

Education and Experience:
Minimum age of 18 years old with a High School Diploma (or GED). At least 500 hours of experience in recreation with 15 units completed in recreation or a related field preferred, or an equivalent combination of education and experience.

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance. For Therapeutics unit^: ability to obtain a commercial driver license within one year of employment (for a 15-passenger van).
• Department of Justice fingerprint clearance.
• Proof of a negative TB skin test.

THE POSITION

Tri-City is looking for one individual to serve as a Facilities Maintenance Worker for the Facilities Department. The Facilities Maintenance Worker is responsible for independently performing routine and semiskilled maintenance and repair work. This position will report to the Facilities & Safety Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Performs preventative maintenance and repair of Authority and leased properties; responds to work order requests and keeps reports and records of completed job; conducts daily mail runs for Authority staff.

The mission of the Finance Department is to strategically manage the City of San José's financial resources for all stakeholders.

The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City's Strategic Support City Service Area to effectively develop, manage, and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $26.2 million operating budget and 130 budgeted full-time equivalent (FTE) positions. The Investigator Collector I/II provides a significant level of support to the City's Revenue Management utility billing services. This position reports to a Senior Analyst and is responsible for timely collection of revenues due to the city. The essential duties of this position include, but are not limited to:

 

 

• Collect delinquent accounts and other fees related to Muni Water, Recycle Plus and Storm & Sanitary.
• Collect on Environmental Services Department accounts through the City's Revenue Collection system (RevQ)
• Cross reference between data sources to ensure accuracy and completeness.
• Send delinquent accounts to collection agency.
• Ensure payments are received for Homeowner Associations (HOA)s, city owned properties and government accounts.
• Review outstanding debts to issue requests for payment or letters of satisfaction.
• Interpret City policies and procedures, including City Ordinances and other various City municipal codes.
• Prepare and present delinquent invoice cases in Small Claims Court on behalf of the city.
• Participate in Appeals Hearing Board meetings on behalf of the city.
• Conduct internal audits, as needed.
• Produce Quarterly reports.
• Issue, review, and monitor payment arrangement agreements.
• Administer lien process for delinquent solid waste accounts
• Responsible for Special Assessment 0803 Garbage Liens sent to Property Tax
• Collect on active accounts (Muni Water, Recycle Plus, and Storm & Sanitary). This can include, but is not limited to, Commercial Muni Water accounts and HOA's, as these accounts are more complex to terminate or lien.
• Review and approve low income / vulnerable customer registrations.
• Process and review Late Payment Charges (LPC), notices of termination, and water shutoff notices.
• Investigate prior billings Muni Water and Single Family Disposal(SFD)
• Assist internal and external customers on questions and concerns
• Other Investigator Collector duties, as needed

• Education and Experience: Two (2) years of undergraduate course work from an accredited college or university (equivalent to 60 semester units or 90 quarter units) and two (2) years of experience dealing with the public in enforcement, inspection, investigation, or customer service.

Investigator Collector II

 

• Education and Experience: Any combination of training and experience equivalent to two (2) years of undergraduate coursework from an accredited college or university and two (2) years of experience comparable to that of an Investigator Collector I.
• Licensing and Certification Requirements: Certification as a Revenue Collection Officer (CRO) and a Valid California Driver's License (incumbents may be required to use their personal vehicles in performing the job duties).

Description

The Department:
The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activities related to supplies, materials, equipment, and general and professional services. Additionally, the Purchasing Division operates a central warehouse with over 3,000 inventory items, primarily supporting the City's utilities departments. The Purchasing Division is also responsible for the disposition of surplus property and the City mailroom.
 
The Purchasing Division comprises 12 full-time and three as-needed staff: Purchasing Division Manager (1), Contracts Manager (4), As- Needed Contracts Manager (3), Management Analyst (1), Chief Storekeeper (1), Buyer (2), and Materials Handler (3). This position will report directly to the Purchasing Division Manager.
 
The Position:
The Contracts Manager role demands extensive experience in managing major solicitations and contracts, with a significant emphasis on writing. The ideal candidate will be adept at writing detailed scopes of service/statements of work in collaboration with technical teams. This position involves facilitating complex procurements and drafting and negotiating contracts with selected vendors. The ideal candidate will demonstrate independent judgment, excellent problem-solving abilities, and strong contracting and negotiation skills, overseeing the entire process from developing solicitation documents to contract execution.
 
The ideal candidate will have the following:

• Extensive knowledge of modern principles and procedures; 
• In-depth understanding of contract documents, various solicitation methods (RFQs, RFBs, and RFPs), and contract administration;
• Proficiency in mathematics for performing computations and conducting cost and price analysis;
• Experience in preparing technical and complex specifications, investigating supply sources, and analyzing market conditions;

Desirable Qualifications:

LICENSE

DISTINGUISHING CHARACTERISTICS

The Financial Analyst is an advanced journey level class responsible for the full range of assigned duties. The process may include an in-basket exercise, individual interviews, panel interviews and/or other related components.  Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process.
