About the Position

Receives general supervision from Recreation Supervisors and Recreation Coordinators.  Leads and directs part-time evening and weekend facility attendant staff.

 

Essential Duties

• Maintain the kitchen to health department standards by cleaning daily and ensuring proper food storage.
• Wash dishes daily using a commercial dishwasher.
• Set up and break down all necessary equipment and furniture, including tables, chairs, podiums, and A/V equipment, for daily programs, activities, and events.
• Perform maintenance to keep furniture, equipment, rooms, and the facility's overall appearance in good condition.
• Prepare, open, and close facilities for reservations, programs, special events and public use.
• Keep accurate and timely records of building maintenance activities.
• Submit work orders for maintenance issues or problems to Public Works.
• Demonstrate a cheerful, courteous and cooperative behavior when interacting with visitors, the public and City staff.
• Provide direction, assistance and training to part-time staff who work in the facilities during the evening and weekend hours.
• Handle routine facility problems such as bathroom clogs/overflows and lighting issues.
• Perform custodial duties as assigned (sweep, sanitize common areas, clean windows).
• Decorate the building for holiday themes.

This key role involves coordinating and implementing a variety of recreation and human services programs and events, including sports, fitness, aquatics, and adult and youth development activities. EXPERIENCE AND TRAINING
Any combination of experience and training that would provide the required knowledge, skills and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Education:

• Possession of a high school diploma or equivalent. 
• Additional education may be substituted for experience on a year-for-year basis up to a maximum of one year.

Experience:

• Three (3) years experience in recreation, community services, or related field.

**Completion of two years of college level course work (60 semester units) with an emphasis in recreation, community services, or related field is desirable.

License:

• Possession of a valid driver license and a satisfactory driving record throughout employment.
• Possession of valid certificates in Lifeguarding, CPR for Professional Rescuer, AED and Emergency Oxygen are highly desirable.

Special Requirements:

• Position will require working occasional evenings, weekends, and holidays as assigned.

The Position

The Court Executive Officer is an executive-level position appointed by and serving at the discretion of the judges and under the direction of the Presiding Judge.

In conjunction with the judicial leadership, this position is responsible for providing strategic direction to the Court and has overall management authority of the non-judicial components of the court system.

Reporting to the Building Official, this specialized classification performs the full range of duties related to building inspection and code compliance activities required to ensure compliance with the City’s Municipal Code as well as the full range of routine to complex inspections of residential, commercial, and industrial buildings; investigates citizen complaints of public nuisances and quality of life issues and seeks voluntary compliance or issues citations and initiates abatement procedures; performs inspections at various stages of construction, alteration, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances, including basic zoning, grading, fire, and safety regulations; reviews applications and conducts inspections on a wide range of business licenses and special events permits such as those for massage establishments, special events, and noise exemptions; and performs related work as required.

Under the direction of the Recreation Supervisor, the Recreation Coordinator I – Aquatics is an entry-level position that leads the City's Aquatics personnel and provides assistance to the Recreation Supervisor - Aquatics on all related matters.  This position also works closely with Recreation Coordinator II- Aquatics to support division goals and activities.

The Aquatics & Fitness Center is a 7 day a week operation.

Recreation Coordinator I schedule may include Saturdays and Sundays and is subject to change depending on facility and supervisor needs. 

ESSENTIAL DUTIES (include but are not limited to):

• Recruit, hire, manage, train, schedule, audit, discipline and evaluate staff, contractors, interns and volunteers.
• Schedule and provide regular in-service training for aquatics staff.
• Schedule and provide regular class and certification offerings necessary to staff for the proper operation of a public pool facility.
• Manage and develop the swim lesson program to balance and meet the needs of the community and the goals of the Department.
• Plan, develop and implement programs and events.
• Evaluate the progress and effectiveness of scheduling and programming utilizing measurable outcomes.
• Coordinate with local police and fire agencies for emergency response protocols.
• Assist in the development of policies, procedures, contracts, and manuals for facility users and staff.
• Work with local organizations, businesses, school personnel, parents and community members in developing recreational programs and activities.
• Maintain all personal certifications and be available to lifeguard, teach swim lessons, and otherwise supplement line staff when needed.
• Provide assistance and guidance to facility users, anticipate and resolve problems, provide quality customer service.
• Perform related duties and responsibilities as required.

The Department

The Community Services Department strives to improve the health, wellness and quality of life for Fremont residents by offering a wide variety of exceptional educational and recreational programs and services, historic and cultural resources, facilities, unique attractions, special events, park use and urban forestry.

The Position

The Deputy Director oversees the Recreation Division including the Park Rangers, and management of all recreation programs and activities; other department divisions or sections may be assigned.  The incumbent assists in departmental policy development, administrative and budgetary planning, and problem solving for the Community Services Department, and acts as Director in their absence; performs related duties as required.

Examples of Duties

• Assists the Department Director in administration of departmental programs and services.
• Develops and implements strategic vision for the Community Services Department.
• Plans, organizes and manages a comprehensive recreational program and related activities, including special events, special interest classes, park and playground programs, summer day camps, adult sports and events and programs for all segments of the community.
• Formulates and oversees plans for the conduct of recreation programs to maximize the use of recreational areas, facilities and equipment.
• Supervises assigned divisions through subordinate supervisors, and trains and evaluates assigned staff.

Description

The Department:
The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activities related to supplies, materials, equipment, and general and professional services. Additionally, the Purchasing Division operates a central warehouse with over 3,000 inventory items, primarily supporting the City's utilities departments. The Purchasing Division is also responsible for the disposition of surplus property and the City mailroom.
 
The Purchasing Division comprises 12 full-time and three as-needed staff: Purchasing Division Manager (1), Contracts Manager (4), As- Needed Contracts Manager (3), Management Analyst (1), Chief Storekeeper (1), Buyer (2), and Materials Handler (3). This position will report directly to the Purchasing Division Manager.
 
The Position:
The Contracts Manager role demands extensive experience in managing major solicitations and contracts, with a significant emphasis on writing. The ideal candidate will be adept at writing detailed scopes of service/statements of work in collaboration with technical teams. This position involves facilitating complex procurements and drafting and negotiating contracts with selected vendors. The ideal candidate will demonstrate independent judgment, excellent problem-solving abilities, and strong contracting and negotiation skills, overseeing the entire process from developing solicitation documents to contract execution.
 
The ideal candidate will have the following:

• Extensive knowledge of modern principles and procedures; 
• In-depth understanding of contract documents, various solicitation methods (RFQs, RFBs, and RFPs), and contract administration;
• Proficiency in mathematics for performing computations and conducting cost and price analysis;
• Experience in preparing technical and complex specifications, investigating supply sources, and analyzing market conditions;
• Ability to read, interpret, explain and apply relevant rules, regulations, laws, policies and procedures accurately;
• Use judgment and initiative to make recommendations and resolve complex and sensitive issues; and
• Excellent communication skills to engage in procurement planning with client departments and effectively communicate purchasing policies and procedures to all City staff.

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Bachelor's degree from an accredited college or university in Public or Business Administration, Economics, Accounting, Finance, Material or Supply Chain Management or closely related field; and
• Three (3) years of increasingly responsible experience facilitating large and complex procurements and negotiating, writing, and managing large and complex contracts.

Desirable Qualifications:
• Designation as a Certified Purchasing Manager (CPM), Certified Professional Public Buyer (CPPB), or Certified Public Purchasing Officer (CPPO);
• Master's degree in a closely related field; and
• Experience in the public sector.

LICENSE
Possession of a valid California Class C driver's license is required at time of application and for the duration of employment.

OTHER REQUIREMENTS
Must be able to perform all of the essential functions of the job assignment.
