This position reports directly to the Engineering Manager and performs a variety of field and project management work with some direction and oversight. You will participate in design and construction administration of projects in the City’s Capital Improvement Program that includes work on major projects involving wastewater collection systems, wastewater pump stations and the Calera Creek Water Recycling Plant; manage construction inspection firms for public and private construction; and prepare construction project progress payments. Writes City Council staff reports and prepares constructions contract agreements and amendments. In addition to the above duties, individual will provide assistance in the review of improvement plans for private development projects and may make oral presentations before the City Council and various commissions and committees.

The Project Manager shall review utility construction, perform construction management, manage the design and construction management work provided by consulting engineering firms, and provide professional staff assistance to the Public Works Wastewater Division.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. Monitor and approve capital improvement expenditures and implement mid-year budget adjustments.
• Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a Management Analyst in the Administration Department reporting to the Assistant to the City Administrator. As a Management Analyst, you’ll be a vital part of our team, working at the intersection of strategic management and community enhancement. WASTEWATER PLANT OPERATIONS MANAGER

Under the general direction the Wastewater Treatment Plant Operations Manager will supervise all activities of the Operations Division, including operation, maintenance and laboratory services with the ability to plan, organize and direct the activities of the Wastewater Treatment System Division. The Plant Manager will act as the Chief Plant Operator and will perform other duties as assigned. 

Examples of Duties: 

• Schedule, supervise and review the work of operation, maintenance, and laboratory personnel assigned to the Operations Division of the Department of Wastewater.
• Oversee a comprehensive preventive maintenance program of facilities. Ensure that supervisors conduct regular safety training and maintain a safe work environment.
• Develop and maintain a training program for employees; ensure that they maintain required certification.
• Formally evaluate job performance of assigned employees.
• Work to complete Department and Division goals and objectives.
• Prepare and manage the Division budget; propose, develop and manage capital projects and manage contracts for the Division.

The Wastewater Treatment Plant Manager will review and analyze laboratory tests and implement parameter changes; perform technical research work, detailed analyses, and prepare comprehensive reports.  

JOB RELATED AND ESSENTIAL QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Experience:

Five years of increasingly responsible experience in the maintenance /operation of a wastewater treatment plant, with at least two years of supervisory capacity. 

Training & Education:

Equivalent to a Bachelor's Degree from an accredited college or university with major course work in Environmental Science, Civil Engineering, or related field. College coursework in environmental science, civil engineering, or other related discipline can be substituted for experience on the basis that two years of coursework equals one year of experience with a maximum of four years of coursework equaling two years of experience.  Continuing education in related subjects including supervision and project management is desirable.  

Certificates/Licenses:

• Possession and maintenance of a current Grade IV Wastewater Treatment Plant Operators Certificate or higher as issued by the California State Water Resources Control Board.
• Substitution: Grade III certification and proof of eligibility of Grade IV certification exam qualification may be considered. Grade IV Wastewater Treatment Plant Operator Certificate will be required within one-year of appointment.
• Possession a valid Class C California Driver's License.

The Department:
The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. This includes appearing on behalf of the City in legal actions or proceedings, providing the City Council with information and advice on wide range of legal matters including litigation and new legislation, and staffing City Council and City Board and Commission meetings as necessary. The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.

Minimum Qualifications

EXPERIENCE

• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:

Assistant Civil Engineer - Step 1 $8,400.14 to Step 6 $10,720.91

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. Since this class is typically used as a training class, employees may have applicable education but only limited related work experience. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. DEFINITION

Under general supervision, the Plant Operator II during an assigned shift is responsible for operation of the wastewater treatment plant and for maintaining a variety of machinery and equipment.

EXAMPLES OF DUTIES

Monitors the operation of the wastewater treatment plant; operates treatment facility equipment such as settling tanks, pumps, activated sludge process, digesters, centrifuge, chlorinators and valves to control flow and processing of wastewater sludge and effluent; monitors gauges, dials, meters and control panels, and other recording instruments, interpreting results to determine processing requirements, and records data; oils, greases, and cleans equipment; services and maintains a variety of plant equipment; extracts samples and performs laboratory tests and analysis; inspects plant equipment and facilities to locate and report needed repairs; performs general plant maintenance work, such as sweeping, cleaning, sanding, and painting; performs general grounds maintenance work; maintains routine and daily records and shift logs; assists in the training of other plant operators, makes operating decisions in the absence of supervisory personnel; may have to work under adverse conditions.

MINIMUM QUALIFICATIONS

Knowledge of: The operation and routine maintenance of mechanical equipment, including pumps and electrical motors; control procedures for wastewater treatment processes; tools, equipment and methods used in the overhaul, repair, adjustment and modification of stationary power equipment, and of the pumping, piping, and electrical systems used in the water quality control plant; sewage treatment processes and the laboratory tests used to check the effectiveness of such processes.

Ability to: Operate equipment used in a water quality control plant, make standard laboratory tests of sewage, receiving waters and sludge and interpret such tests; read and interpret gauges and recording devices reflecting plant operations; adjust treatment processes as indicated by plant conditions; perform mechanical repairs, maintenance work, and modification to equipment used in a water quality control plant; use various mechanic's tools with skill and accuracy; adapt to day, swing or graveyard work shift; follow oral and written directions; perform heavy manual labor involving lifting, carrying, kneeling, crawling and climbing; work in adverse conditions which require exposure to noise, noxious smells, gases, contact with wastewater, and risk of bodily injury; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience: One year of experience in mechanical maintenance and/or water quality control plant operations.

Physical requirements: Moderate, and sometimes strenuous exertion required, including sustained walking, bending, climbing and lifting.

Education: Graduation from high school or equivalent.

License: Possession of a State Water Resources Control Board Grade I Operator's Certificate; possession of a valid Class C California Driver's License (including acceptable driving record).
