Receives general supervision from Recreation Supervisors and Recreation Coordinators.  Leads and directs part-time evening and weekend facility attendant staff.

 

Essential Duties

• Maintain the kitchen to health department standards by cleaning daily and ensuring proper food storage.
• Wash dishes daily using a commercial dishwasher.
• Set up and break down all necessary equipment and furniture, including tables, chairs, podiums, and A/V equipment, for daily programs, activities, and events.
• Perform maintenance to keep furniture, equipment, rooms, and the facility's overall appearance in good condition.
• Prepare, open, and close facilities for reservations, programs, special events and public use.
• Keep accurate and timely records of building maintenance activities.
• Submit work orders for maintenance issues or problems to Public Works.
• Demonstrate a cheerful, courteous and cooperative behavior when interacting with visitors, the public and City staff.
• Provide direction, assistance and training to part-time staff who work in the facilities during the evening and weekend hours.
• Handle routine facility problems such as bathroom clogs/overflows and lighting issues.
• Perform custodial duties as assigned (sweep, sanitize common areas, clean windows).
• Decorate the building for holiday themes.

Under general supervision, the Fraud Investigator conducts investigations of suspected welfare fraud and violations of law in connection with various County programs; serve as liaison between the department and other County offices and departments and outside law enforcement agencies in the preparation of charges; and provide high-level investigative support.

The Fraud Investigator I is the entry-level class of the fraud investigation series conducting investigations of suspected welfare fraud and violations of law in connection with various County programs. As proficiency is gained more complex duties are assigned.

The Fraud Investigator II is the journey-level class performing a full range of work in conducting investigations of suspected welfare fraud and violations of law in connection with programs. This series differs from the District Attorney's Inspectors who investigate all types of crimes; and the Benefit Analysts who determine qualifications for various aid programs. Additionally, fluency in Spanish is highly desired but not required for this position.

The incumbents will be required to: complete a 16-week Specialized Investigators Basic Course (SIBC) approved by the Commission on Peace Officer Standards and Training (P.O.S.T.) within one year of appointment; and pass a thorough background investigation and psychological examination.

The duties may include, but are not limited to, the following:

• Review, gather, evaluate and analyze evidence and information relating to the investigation of suspected welfare fraud.
• Review a variety of records to secure information concerning suspected welfare violations.
• Maintain records relating to investigations.
• Prepare correspondence and reports of investigation findings; and make recommendations on investigations findings.
• Conduct field investigations and interview clients, witnesses, employers, credit agencies and others to obtain and verify information.
• Refer cases of suspected fraud to appropriate law enforcement agencies.
• Analyze and evaluate testimony and prepare reports to the District Attorney's Office.
• Assemble and prepare evidence for presentation by an attorney in court.
• Cooperate with law enforcement and other government agencies.
• Attend conferences, meetings and training.
• Appear in court as a witness in criminal and civil cases.
• Develop other forms of evidence in accordance with modern investigative techniques.
• Prepare oral and written reports.
• Serve subpoenas and file criminal complaints.
• Generate overpayment referrals.

Qualifications

Knowledge of: 
Principles and procedures of eligibility determination and grant maintenance; functions of public social services and agencies; public assistance laws and regulations; interviewing techniques; modern techniques and practices of criminal investigation with particular reference to Welfare Fraud Investigation; rules of evidence and court procedures; penal, Civil, Welfare and Institutions Codes, and related laws and regulations; laws of arrest, search and seizure, service of legal process and the legal rights of citizens; methods of identifying, preserving and presenting evidence; and bookkeeping and personal and financial credit transactions.

Skill/Ability to: 
Conduct criminal investigations; gather, analyze, correlate and evaluate observed facts and evidence; make recommendations and decisions based on logical conclusions; analyze situations, appraise people and adopt effective courses of action as necessary; act independently and use initiative; keep accurate notes and records; prepare and present clear, concise and comprehensive reports and correspondence; obtain information through interviews effectively; establish and maintain effective work relationships with people contacted during investigations; interview effectively and secure the cooperation of others; secure and present evidence; communicate effectively, orally and in writing; and meet the minimum standards for Peace Officers, including passage of a background check and a psychological evaluation.

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

Fraud Investigator I: Two years of experience performing public assistance eligibility work OR one year of investigative experience.

 

Fraud Investigator II: One year of experience conducting welfare fraud investigations.

Other Requirement: 
Successful completion of Specialized Investigators Basic Course (SIBC) approved by the Commission on Peace Officer Standards and Training (P.O.S.T.) within one year of appointment.

The Department

The Deputy Director oversees the Recreation Division including the Park Rangers, and management of all recreation programs and activities; other department divisions or sections may be assigned.  The incumbent assists in departmental policy development, administrative and budgetary planning, and problem solving for the Community Services Department, and acts as Director in their absence; performs related duties as required.

Job Description:

Definition

Under direction (I) or general (II) supervision, performs a variety of work in the construction, repair, maintenance, and replacement of Town infrastructure including water, sewer, streets, parks, facilities, and drainage facilities and systems; uses and operates a variety of tools and light to heavy equipment; and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives direction (Maintenance Worker I) or general supervision (Maintenance Worker II) from assigned Public Works Supervisor.  Exercises no direct supervision over staff.

Class Characteristics

Maintenance Worker I: This is the entry-level classification in the Maintenance Worker series.  Initially under direction, incumbents learn Town infrastructure and use of tools and equipment.  As experience is gained, assignments become more varied, complex, and difficult; direction and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently.  Positions at this level usually perform most of the duties required of the positions at the Maintenance Worker II level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods.  Work is usually supervised while in progress and fits an established structure or pattern.  Exceptions or changes in procedures are explained in detail as they arise.

Maintenance Worker II: This is the fully qualified journey-level classification in the Maintenance Worker series.  Positions at this level are distinguished from the Maintenance Worker I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative.  Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  This class is distinguished from the Lead Maintenance Worker in that the latter is responsible for providing technical and functional direction to lower-level maintenance staff and performs the most complex duties assigned to the series.

Positions in the Maintenance Worker class series are flexibly staffed; positions at the II-level are normally filled by advancement from the I-level; progression to the II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Maintenance Worker II-level.

Positions at the Maintenance Worker I level may perform some of these duties and responsibilities in a learning capacity.

• Inspects assigned Town infrastructure for safety issues, structural integrity, and possible future work projects and programs, and appropriately marks areas that need to be repaired.
• Operates and maintains hand and power tools, vehicles, and a variety of light, medium, and heavy equipment related to the construction, maintenance, and repair of Town infrastructure.
• Observes safe work methods and makes appropriate use of related safety equipment as required.
• Maintains work areas in a clean and orderly condition, including securing equipment at the close of the workday.
• Installs street barricades and cones and controls traffic around work sites and special events to ensure safe conditions for the general public and Town staff.
• Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
• Maintains accurate logs and records of work performed and materials and equipment used.
• Receives and responds to service calls and resident complaints; investigates resident issues and complaints; resolves or refers issues to supervisor.
• Responds to after-hour emergencies.
• May locate underground utilities as part of Underground Service Alert (USA) to inform contractors, agencies, and Town employees doing construction, excavation, or digging work.
• Performs related duties as assigned.

In addition, when assigned to the Water Division:

• Performs construction, maintenance, and repair activities of Town water utilities systems, including; repairs concrete including sidewalk panels and temporary street patches.
• Performs water valve maintenance, including locating and raising unexposed valves, operating automated machines to exercise valves on an annual basis, and updating records following the installation of new valves.
• Flushes water mains to ensure water quality meets California State Water Resources Control Board standards.
• Performs water meter maintenance, including installing new meters, testing and repairing meters of various sizes, repairing leaks, and replacing meters as necessary; installs service lines for newly developed properties and accounts for the installation of meters for new homes; performs shut-downs of services, as required.
• Collects and tests samples, following established protocols, from sampling stations located throughout water distribution system to measure system performance and to ensure compliance with water quality standards; schedules testing and sampling conducted by external agencies for compliance and reporting purposes.
• Operates and monitors the Supervisory Control and Data Acquisition (SCADA) system; assists with maintaining water flow and levels throughout the system.

In addition, when assigned to the Sewer Division:

• Performs inspection, construction, maintenance, and repair activities of sewer collection systems; inspects and maintains pump stations.
• Cleans sanitary sewer lines in the collection system by means of hydro-cleaning, flushing, vacuuming, and rodding.
• Coordinates the and/or performs the inspection of underground sewer collection pipes, lateral connections, and associated appurtenances using closed-circuit television equipment.

In addition, when assigned to the Streets and Storm Division:

• Performs construction, maintenance, and repair activities of Town streets, roadways, curbs, sidewalks, and drainage infrastructure; maintains and repairs asphalt pavement, concrete, traffic and street signs, and pavement markings.
• Inspects, cleans, maintains, and repairs storm drains and catch basins.
• Trims and prunes bushes, trees, and shrubs and removes weeds to provide clearance of roadways, easements, sidewalks, and signs.
• Performs street sweeping duties and other cleaning activities on public sidewalks, streets, parking lots, roadways, parks, Town Hall, and town-owned facilities.

Maintenance Worker I/II: Equivalent to completion of the twelfth (12th) grade.

Maintenance Worker I: No previous work experience is required.  Previous experience in the field of maintenance or construction is highly desirable.

Maintenance Worker II: Two (2) years of experience in construction, maintenance, and/or repair of utilities, streets and roadways, traffic signs, and/or related facilities, systems, and appurtenances equivalent to that of a Maintenance Worker I with the Town.

Licenses and Certifications:

Maintenance Worker I/II:

• Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
• Possession of, or ability to obtain, a valid Grade I (D1) Water Distribution Operator Certificate issued by California State Water Resources Control Board or Grade I Collections System Maintenance certificate issued by California Water Environment Association (CWEA) within twelve (12) months of appointment.
• Possession of, or ability to obtain, a valid Class A California Driver’s License with Tanker Endorsement is highly desirable within 24 months of hire.

 

Physical Demands

Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; possible entry into confined spaces and the use of confined entry equipment, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various Town sites; and vision to inspect and operate equipment.  The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards.  Finger dexterity is needed to operate and repair tools and equipment.  Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.

Candidates selected to move forward with the selection process will take a practical exam where they will be evaluated on a series of physical activities held at the Public Works Corporation Yard at 1320 La Honda Road, Hillsborough, CA 94010 

 

Stage II: First Interview on Tuesday, September 24, 2024

Candidates that successfully completed Stage I: Practical Exam and pass will move onto the First Interview stage. The First Interview will consist of a 30 minute Outside Oral Board interview with a panel held in Town Hall at 1600 Floribunda Avenue, Hillsborough, CA 94010

 

Stage III: Second Interview on Wednesday, October 2, 2024

The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Position
Utility Workers perform a variety of manual tasks such as building and grounds maintenance, minor equipment repair, and transportation of materials, and supplies in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers. Other duties include, but are not limited to: operating and maintaining equipment or hand tools used in the maintenance of buildings, grounds, and facilities; assembling, maintaining, and repairing equipment and furniture; providing complete custodial services to areas such as medical examination rooms, public restrooms, and lobbies; utilizing the assistance of and instructing incarcerated individuals, clients, or other staff to perform work; ordering and receiving supplies, tools, and equipment; delivering supplies to appropriate areas; digging holes, cleaning-out gutters or storm drains, and disposing of debris; operating a car, van, or light delivery vehicle to transport materials; operating and maintaining power tools, hand tools, and specialized equipment; and performing related duties as assigned.

The ideal candidate will be:

• Knowledgeable and able to assist skilled trade workers including painters, carpenters, and engineers.

Qualifications

 

Utility Worker I ($27.00 - $33.76/Hourly) is the entry or trainee level class in this series. Initially, under close supervision, incumbents perform the more routine duties while receiving on-the-job instruction and gaining practical experience. As experience is gained, there is greater independence of action within established guidelines. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Utility Worker II ($28.48 - $35.60/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Incumbents should demonstrate a thorough knowledge of operations and procedures and the ability to independently accomplish day-to-day tasks under normal conditions and to instruct others.

 

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: One year of experience providing building and facility maintenance and minor equipment repair.

Open and Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination. 

 

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a performance exam. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in County of San Mateo, California and applicants must participate at their own expense.

Position Summary

The District processes payroll and processes 64 pay periods in the year.  This equates to payroll processing every other week and once a month.  Upon general supervision, this position is responsible for documenting, calculating analyzing and processing payroll for District employees each pay period.  It imports data into the general Ledger each week from various timekeeping sources (Kronos, HASTUS).   It also ensures adherence to District policy and union agreements by making certain personnel are appropriately compensated for time worked, special pay assignments, holidays, various leaves, etc. It also handles trust & pension reporting, compliance and payment; as well as processing adjustments for any corrections.   The position also performs additional work as assigned.

Essential Responsibilities

• Process bi-weekly and monthly timekeeping/payroll cycles for all bargaining units.
• Calculate and process rate changes, retroactive adjustments and special pay assignments.
• Apply appropriate payroll taxes and deductions according to state and federal guidelines and procedures. 
• Processes all garnishments and wage assignments. 
• Ensure compliance with District policy and union agreements to ensure that personnel are appropriately paid for time worked, holidays, vacations, sick leave, jury duty, various leaves or other compensatory time off. 
• Reconcile, calculate and balance hours and minutes to correspond with actual time recorded.
• Maintain attendance records. 
• Assist with audits and other internal/external requests. 
• Prepares solutions to timekeeping problems by researching records, files, and various documents for 800+ employees. 
• Perform data entry for direct file transfers into the District’s General Ledger system daily.   
• Adhere to District protocols and internal controls. 

Minimum Qualifications

• Requires a minimum of four years' full-time position-related experience working with payroll and timekeeping responsibilities.
• Demonstrate an advanced proficiency level in Microsoft Office products.  
• Experience reading, understanding and applying Memorandums of Understanding (MOU’s) and other Policies.
• Knowledge of and familiarity with Enterprise Resource Planning (ERP) systems – i.e. Oracle, Tyler, Sunguard, etc. – other than QuickBooks.

Required Knowledge, Skills and Abilities

•   Learn the District’s timekeeping & payroll systems. 
• Learn, interpret and apply detailed rules, regulations, policies, internal controls and Memorandum of Understanding (MOUs).
• Continuously learn, interpret and apply payroll tax requirements, Federal & State Payroll laws and retirement account regulations.
• Consistent maintenance of highly accurate and detailed time and leave records. 
• Ability to handle confidential information in a professional manner with discretion.
• Willingness to work overtime when deemed necessary.
• Establish and maintain effective working relationships with those contacted in the course of the work. 
• Be a self-starter who is dedicated to completing assignments accurately, efficiently, effectively and with great attention to detail.

The Judicial Branch of California is accepting applications for the position of Budget Supervisor (Fiscal Supervisor) for the Budget Services office.  

The Budget Supervisor (Fiscal Supervisor) in the Court Budget Unit (CBU) will plan, organize, supervise, review, and evaluate the work of assigned staff responsible for base and court program allocations and reimbursements of approximately $3 billion annually for the 58 trial courts. The supervisor oversees the compilation of trial court financial documents and required reporting; reviews requests for funds held on behalf of the trial courts, cash advance loans, emergency trial court funding requests, and budget change proposals from trial courts and Judicial Council programs; oversees the preparation of the Court Interpreters Program and Judges Compensation expenditure projections; and directs workload related to new funding methodologies and allocation recommendations to the Trial Court Budget Advisory Committee (TCBAC) and the development of fiscal analysis for legislative bills.

This position also oversees the lead staff to TCBAC ad hoc subcommittees and subcommittees, preparation of annual reports to the Legislature, and other various special assignments for Budget Services management and the Executive Office.

This position works independently with limited supervision and works directly with court leadership including presiding judges, court executive officers, local fiscal court officers, advisory committees and subcommittee members, leadership and management from other Judicial Council offices, and all units within the Budget Services office.

The Judicial Council of California is accepting applications for the position of Senior Budget Analyst (Senior Fiscal Analyst) for the Budget Services Office.   

The Senior Fiscal Analyst will provide advanced, complex, and specialized analytical and technical budget support to the Judicial Council’s Facilities Services Capital Outlay program. The Senior Fiscal Analyst will be responsible for fiscal oversight and budgetary control of several active Capital Projects. This fiscal oversight will include analysis and preparation of statewide budget reports for management, control of capital outlay appropriations, requisition review and coding, preparation for review of Capital Outlay budget change proposals (COBCPs) and five-year capital outlay plan, and project management of the bond sale process. The Senior Fiscal Analyst is responsible for the review, input, and completion of fiscal documentation associated with bond sales, preparation and review of documents submitted to the State Public Works Board (SPWB) for various required actions to ensure successful continuation of capital outlay projects, and interface with the Department of Finance (DOF) on various technical aspects of capital outlay budget.
