The City of Sunnyvale is seeking a forward-thinking Superintendent of Public Works Operations for the Department of Public Works.  This position manages a staff of approximately 60 and oversees the City’s Street Operations, Facilities, and Fleet divisions.  The Superintendent works directly for the Director of Public Works, is part of the department’s management team, and maintains collaborative relationships with other departments and divisions in the City.

 

The Superintendent of Public Works Operations must exhibit the following traits: demonstrated positive leadership, strong management, and administrative expertise. Technical, problem-solving, and clear communication skills are a must.  The ideal candidate will have strong organizational skills including a participatory, visible, and hands-on management style. 

 

A focus of this position will be to lead the Operations Division by engaging staff and managing workload through mentorship, training, and innovative approaches to service delivery. The ability to develop and manage budgets is critical to success.   Experience in creating a plan for succession planning is desirable.

Description

The Department:
The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activities related to supplies, materials, equipment, and general and professional services. Additionally, the Purchasing Division operates a central warehouse with over 3,000 inventory items, primarily supporting the City's utilities departments. The Purchasing Division is also responsible for the disposition of surplus property and the City mailroom.
 
The Purchasing Division comprises 12 full-time and three as-needed staff: Purchasing Division Manager (1), Contracts Manager (4), As- Needed Contracts Manager (3), Management Analyst (1), Chief Storekeeper (1), Buyer (2), and Materials Handler (3). This position will report directly to the Purchasing Division Manager.
 
The Position:
The Contracts Manager role demands extensive experience in managing major solicitations and contracts, with a significant emphasis on writing. The ideal candidate will be adept at writing detailed scopes of service/statements of work in collaboration with technical teams. This position involves facilitating complex procurements and drafting and negotiating contracts with selected vendors. The ideal candidate will demonstrate independent judgment, excellent problem-solving abilities, and strong contracting and negotiation skills, overseeing the entire process from developing solicitation documents to contract execution.
 
The ideal candidate will have the following:

• Extensive knowledge of modern principles and procedures; 
• In-depth understanding of contract documents, various solicitation methods (RFQs, RFBs, and RFPs), and contract administration;
• Proficiency in mathematics for performing computations and conducting cost and price analysis;
• Experience in preparing technical and complex specifications, investigating supply sources, and analyzing market conditions;
• Ability to read, interpret, explain and apply relevant rules, regulations, laws, policies and procedures accurately;
• Use judgment and initiative to make recommendations and resolve complex and sensitive issues; and
• Excellent communication skills to engage in procurement planning with client departments and effectively communicate purchasing policies and procedures to all City staff.

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Bachelor's degree from an accredited college or university in Public or Business Administration, Economics, Accounting, Finance, Material or Supply Chain Management or closely related field; and
• Three (3) years of increasingly responsible experience facilitating large and complex procurements and negotiating, writing, and managing large and complex contracts.

Desirable Qualifications:
• Designation as a Certified Purchasing Manager (CPM), Certified Professional Public Buyer (CPPB), or Certified Public Purchasing Officer (CPPO);
• Master's degree in a closely related field; and
• Experience in the public sector.

LICENSE
Possession of a valid California Class C driver's license is required at time of application and for the duration of employment.

OTHER REQUIREMENTS
Must be able to perform all of the essential functions of the job assignment.

The work assignments can vary from field maintenance to the office environment. Incumbents are encouraged to use various software programs and applications for field verification, audits and reports. Our service area is “right sized” for a wide range of field activities. Ideal candidates will be exposed to small maintenance and customer service tasks to complex system improvements and repairs. Water System Operators will be exposed to GIS use and training in addition to regulatory structure and reporting. Water System Operator I

This is the entry-level class in the Water System Operator classification series. This class is responsible for providing support for assigned water operations and programs. Initially under close supervision, incumbents with basic maintenance experience learn City infrastructure, systems and facilities, use of tools and equipment, and a wide variety of practices and procedures. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

 

Water System Operator II

This is the journey-level class in the Water System Operator classification series responsible for performing the full range of technical duties required to ensure that City infrastructure, systems, and facilities to which assigned are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of assigned facilities and systems. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Water System Operator in that the latter is responsible for technical and functional supervision of lower-level maintenance staff and for performing the most complex duties assigned to the series.

 

The Water System Operator class series is flexibly staffed and positions at the II level are normally filled by advancement from the I level; progression to the II level is subject to management approval and is dependent on the incumbent (i) performing the full range of duties assigned to the II level, and (ii) acquiring the knowledge, skill, and experience necessary to meet the minimum qualifications for the II level of the series.

MINIMUM QUALIFICATIONS:

Education and Experience

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

      Water System Operator I

• Equivalent to the completion of the twelfth (12th) grade.
• One (1) year of experience in construction, maintenance, and/or repair of water utilities and/or related facilities, systems and appurtenances, including the use of hand and power tools.

      Water System Operator II

• Equivalent to the completion of the twelfth (12th) grade.
• Two (2) years of increasingly responsible experience in construction, maintenance, and/or repair of water utilities and/or related facilities, systems and appurtenances or one (1) year of experience equivalent to Water Systems Operator I at the City Menlo Park.

Licenses and Certifications

     Water System Operator I

• Possession of, or ability to obtain, a valid California driver’s license by time of appointment.
• Possession of, or ability to obtain, a valid Grade I Water Distribution Operator Certificate issued by the California State Water Resources Control Board (SWRCB) within one (1) year of employment.

     Water System Operator II

• Possession of a valid California Class B driver’s license with the appropriate endorsements may be required.
• Possession of a valid Grade II Water Distribution Operator Certificate issued by the SWCRB.
• Possession of, or ability to obtain, a valid Backflow Device Tester Certificate issued by the American Water Works Association (AWWA) or an equivalent association.
• Possession of, or ability to obtain, a valid Grade II Water Treatment Operator Certificate issued by the SWRCB may be required if treating water

Physical Demands

Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 80 pounds, or heavier weights with the use of proper equipment.

What You'll Do

The Public Works Supervisor will organize and supervise work crews engaged in the maintenance and repair of streets, traffic markings, signs, signals, street lights, drains, storm pump, stormwater conveyance systems and sanitary pumps, lagoons, dams, creeks and ditches; to provide technical staff assistance, including safety compliance and implementation.  Duties may include, but are not limited to, the following:

• Recommend and assist in the implementation of program goals and objectives; standard operating procedures; establish schedules and methods for street, traffic and stormwater conveyance systems maintenance and repair; safety compliance and implementation; implement policies and procedures.
• Organize and supervise crews of skilled and semi-skilled personnel in the repair and maintenance of streets and stormwater conveyance systems, including street resurfacing, streetlights, traffic signals and street markings and signs, repairing and patching; street cleaning; sidewalk, curb and gutter removal and replacement; sewer cleaning and repair; weed control and storm drain cleaning maintenance.
• Maintain and interpret time, material and equipment use records; determine and implement adjustments to optimize the effectiveness of the maintenance system.
• Investigate complaints and recommend corrective actions as necessary to resolve complaints.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Participate in selecting, training, motivating, counseling and evaluating staff; participate in monitoring employee performance objectives; prepare employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate safety training and support Department safety programs including preparation and updating of City safety practices, standard operating procedures and training materials. May be asked to conduct specific safety trainings depending on training and experience. These activities may be required in both the Engineering & General Services and Environmental Services Divisions as requested by the Director.
• Inspect the work of crews while in progress; provide advice and assistance to subordinate supervisors and lead workers.
• Assist in preparing cost estimates for street, sewer, traffic and drainage system maintenance and repair activities; make plans and sketches for minor street maintenance and repair projects.
• Assist in coordinating street, sewer, traffic and drainage system maintenance activities with other City departments, divisions, and sections and with outside agencies.
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for needed equipment and materials; monitor and control expenditures.
• Monitor streets, traffic signs and signals, street lights, sidewalks, curbs, gutters, and drainage facilities for needed maintenance and repairs.
• Issue purchase orders to contractors and vendors; requisition materials and supplies

The Public Works Supervisor receives direction from the Public Works Field Maintenance Manager or other Public Works senior management personnel and exercises direct supervision over crew lead workers, crews, and other staff per program assignment.

DEFINITION

Under direction of the Chief Building Supervisor/Building Official, to assist in inspecting buildings and building construction for conformance with regulations, to perform construction contract management and inspections, and to do related work as required.

 

 

EXAMPLES OF DUTIES

Enforces building, electrical, plumbing, mechanical, energy, and fire codes; issues permits for all building activities; does plan checks on all construction, sewer connections, and septic tank installation, to ensure code compliance; investigates violations and checks all complaints regarding building procedures; works closely with Fire Marshall’s office on plan checks and fire code enforcement; enforces zoning code regulations and business licenses; gives information to the public regarding codes and ordinances, and confers with owners, architects, and engineers regarding design construction and filing of records, plans, maps, and similar documents; keeps records and prepares reports.

 

MINIMUM QUALIFICATIONS

Knowledge of:  State and local building and fire codes and ordinances, provisions of electrical and plumbing regulations, principles and techniques of building construction, principles of structural design and basic engineering mathematics, building materials and accepted safety standards, standard installation procedures for electrical and plumbing facilities, and local zoning regulations.

 

Ability to:  Analyze, interpret, and check building plans and specifications; understand, interpret and apply laws and regulations; prepare clear and concise written reports; use a computer to record, organize, and monitor all building inspection activities including written reports; maintain cooperative working relationships with engineers, architects contractors, government officials, employees, and the general public.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Experience:  Three years of progressively responsible experience in a variety of building inspection or construction work.

 

Education:  Graduation from high school or equivalent.

 

Certification:  Possession of a “International Code Council Building Inspector Certification” , is desirable, or ability to obtain within twelve (12) months  of  hire date.

 

The following certifications are desirable:

• International Code Council, International Conference of Plumbing and Mechanical Inspectors, or equivalent organization: 
  • Electrical Inspector certification
  • Mechanical Inspector certification
  • Plumbing Inspector certification
     

License:  Possession of a valid Class C California Driver’s License.

This is an entry level position under general supervision to perform semi-skilled tasks in the maintenance of the sewage collection system, flow equalization facility, lift stations, buildings and grounds maintenance and to perform related work as required.
