The City of Newark is seeking an Assistant Planner or an Associate Planner. The level at which an individual is hired depends on their qualifications.

Our new Assistant/Associate Planner will contribute to the City’s goals by leveraging their knowledge and experience in urban planning, zoning, and environmental review. This position is in the Planning & Housing Division of the Community Development Department and reports to the Deputy Community Development Director or their designee.  

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Assistant Planner:

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in city, urban or environmental planning, architecture, or related field to area of assignment, and one (1) year of full-time professional planning experience or related experience.

Associate Planner:

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in city, urban or environmental planning, architecture, or related field to area of assignment, and three (3) years of professional experience in planning, zoning, and related community development activities.

* Possession of a Master’s degree in planning may substitute for one year of professional experience.

License:

• Possession of a valid driver license and a satisfactory driving record throughout employment.

The Position
Under general or direct supervision, performs a wide variety of law enforcement duties involving crime prevention and investigation, protection of life and property, and enforcement of laws, codes, and ordinances; performs investigation duties, assists in the preparation of cases and testifies in court; cooperates with other law enforcement agencies and City departments; may provide lead direction for subordinate departmental employees and volunteers; provides information and assistance to the public; and performs related duties as assigned.

Community Oriented Policing
The Foster City Police Department is centered on the philosophy of Community Oriented Policing. There is an expectation that all employees will provide excellent service to the public, every call, every contact, every day. As with all employees, the Police Corporal is expected to make non-enforcement contacts with the public in an effort to more clearly identify the needs of the community, and to assist the public in solving community problems. 

Class Characteristics
This is a lead-level class in the sworn officer series responsible for performing a wide variety of law enforcement tasks in support of a municipal police department. Incumbents perform the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Police Sergeant in that the latter exercises technical and functional direction over and provides training to lower-level staff on an assigned shift.

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities
is qualifying. A typical way to obtain the required qualifications would be:

Education: Equivalent to completion of the twelfth (12th) grade; successful completion of 30 semester units of college course work at an accredited institution.  An Associate's degree or higher is desirable. The minimum education requirements may be met by the possession of an Intermediate Post Certificate.

Experience: Possession of a POST Basic Certificate at the time of application. 

Licenses and Certifications:

• Possession of a valid California Driver’s License, and a good driving record, to be maintained
  throughout employment.
• Possession of a valid Basic Certificate issued by the Commission on Peace Officer Standards and Training (POST). 
• Possession and maintenance of firearms qualification.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications and supplemental questionnaires received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of four Oral Panel Interview (Technical - weighted 30%; Tactical - weighted 30%; Community - weighted 30%; and Presentation - weighted 10%). An eligibility list will be established from those who pass the examination process with a score of 80% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Police department will make the hiring decision.

FACILITY MAINTENANCE SPECIALIST
Part-Time Position (20 Hours per Week)

Definition
Under the general direction of the District Manager, performs facility maintenance and safety evaluations on the District’s buildings and surrounding grounds and performs related work and supportive services as required. This position serves as the facility manager for District buildings, coordinating professional repair, maintenance, and housekeeping services, managing security access systems, and ensuring facilities comply with regulatory standards and codes.

This is the working supervisory level in electronic communications installation and maintenance work. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and five (5) years of increasingly responsible experience in the installation, repair and maintenance of electronic communications systems equivalent to a City of Berkeley Communications Technician. Experience in the repair and maintenance of GE or Motorola mobile and portable two-way radio systems and data communications hardware is desirable.

Other requirements include possession of a valid California driver's license and have a satisfactory driving record. Must possess sufficient strength and stamina to lift and carry objects weighing up to 50 pounds. Must be willing to work off-hours, standby, and overtime in emergency situations. Must possess good color vision.

Candidates must possess a valid FCC General Radio-Telephone Operators license at time of appointment.

• Perform critical incident debriefs at the request of a community partner.

• Ability to respond to a mobile crisis in the community catchment area (Pomona, Claremont, and La Verne) within 60 minutes of disposition.

• Follow up with clients who receive mobile crisis services and collaborate with the client's treatment team for warm hand-off.

• Ability to work in a fast-paced environment and respond to calls during assigned shifts including: after regular business hours, late evenings, overnight hours, and on weekends; field work may be required.
