What You'll Do

The Public Works Supervisor will organize and supervise work crews engaged in the maintenance and repair of streets, traffic markings, signs, signals, street lights, drains, storm pump, stormwater conveyance systems and sanitary pumps, lagoons, dams, creeks and ditches; to provide technical staff assistance, including safety compliance and implementation.  Duties may include, but are not limited to, the following:

• Recommend and assist in the implementation of program goals and objectives; standard operating procedures; establish schedules and methods for street, traffic and stormwater conveyance systems maintenance and repair; safety compliance and implementation; implement policies and procedures.
• Organize and supervise crews of skilled and semi-skilled personnel in the repair and maintenance of streets and stormwater conveyance systems, including street resurfacing, streetlights, traffic signals and street markings and signs, repairing and patching; street cleaning; sidewalk, curb and gutter removal and replacement; sewer cleaning and repair; weed control and storm drain cleaning maintenance.
• Maintain and interpret time, material and equipment use records; determine and implement adjustments to optimize the effectiveness of the maintenance system.
• Investigate complaints and recommend corrective actions as necessary to resolve complaints.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Participate in selecting, training, motivating, counseling and evaluating staff; participate in monitoring employee performance objectives; prepare employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate safety training and support Department safety programs including preparation and updating of City safety practices, standard operating procedures and training materials. May be asked to conduct specific safety trainings depending on training and experience. These activities may be required in both the Engineering & General Services and Environmental Services Divisions as requested by the Director.
• Inspect the work of crews while in progress; provide advice and assistance to subordinate supervisors and lead workers.
• Assist in preparing cost estimates for street, sewer, traffic and drainage system maintenance and repair activities; make plans and sketches for minor street maintenance and repair projects.
• Assist in coordinating street, sewer, traffic and drainage system maintenance activities with other City departments, divisions, and sections and with outside agencies.
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for needed equipment and materials; monitor and control expenditures.
• Monitor streets, traffic signs and signals, street lights, sidewalks, curbs, gutters, and drainage facilities for needed maintenance and repairs.
• Issue purchase orders to contractors and vendors; requisition materials and supplies

The Public Works Supervisor receives direction from the Public Works Field Maintenance Manager or other Public Works senior management personnel and exercises direct supervision over crew lead workers, crews, and other staff per program assignment.

This position reports directly to the Engineering Manager and performs a variety of field and project management work with some direction and oversight. You will participate in design and construction administration of projects in the City’s Capital Improvement Program that includes work on major projects involving wastewater collection systems, wastewater pump stations and the Calera Creek Water Recycling Plant; manage construction inspection firms for public and private construction; and prepare construction project progress payments. Writes City Council staff reports and prepares constructions contract agreements and amendments. In addition to the above duties, individual will provide assistance in the review of improvement plans for private development projects and may make oral presentations before the City Council and various commissions and committees.

The Project Manager shall review utility construction, perform construction management, manage the design and construction management work provided by consulting engineering firms, and provide professional staff assistance to the Public Works Wastewater Division.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. Monitor and approve capital improvement expenditures and implement mid-year budget adjustments.
• Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.

The Organization: 

The Town is a general law city operating with a Council-Manager form of government. Policy-making and legislative authority are vested in the governing City Council which consists of a Mayor, a Vice Mayor, and three Councilmembers. Council members are elected to overlapping four-year terms in even-numbered years and the members select the Mayor and Vice Mayor annually. Among other things, the City Council is responsible for passing ordinances, adopting the budget, appointing committee and board members, and hiring the City Manager and the City Attorney (on contract). The Department: 

The Finance Department is responsible for the overall financial management of the Town. The Department’s core mission is to maintain a sound and secure financial position by providing administrative and technical support to the Town’s management, City Council, staff, and the public. The Finance Department provides support services to the Town departments and citizens.  Support services include budgeting, accounting and financial reporting, treasury, and revenue management, purchasing and accounts payable, payroll, debt management, financial analysis, and other administrative functions.  Services provided to customers include water, sewer and storm drain utility billing and customer support, alarm billing, business licensing, Town main phone line reception and other services.

The Position:

After School & Youth Camps Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

The Position: After School & Youth Camps Attendants work behind the scenes making all Recreation and Community Services excel! This job entails assisting with planning and leading program activities, supervising youth in arts, crafts, games and sports, performing participant check-in, reception duties, and assisting with equipment set-up, take down and housekeeping, chaperoning participants on field trips, and opening and closing facilities. We’re looking for highly motivated people with a customer service orientation who genuinely enjoy helping others and who are flexible problem-solvers.

The City of Orinda is searching for a motivated individual to perform a variety of semi-skilled and skilled duties in the maintenance, repair, and construction of City streets and drainage facilities, sign and striping repair and replacement, graffiti removal, and vegetation trimming and clearing. All full time maintenance personnel in the City are responsible for after-hours emergency call-outs, including weekends and holidays, on a rotational basis.  Special and holiday event (including 4th of July) coverage may also be required.    This position is the entry level in the Maintenance Worker series, reporting to the Public Works Supervisor.

Examples of essential duties:

• Maintains and/or repairs City streets and catch basins; grade, scrape, and level surfaces in preparation for road paving; performs repair of curbs and gutters and paving of streets and alleys using pneumatic tools, asphalt rakes, and other hand tools;
• Removes and replaces road surface material and debris; load, transport and unload stones, gravel, dirt, supplies, and equipment;
• Installs, repairs and cleans storm drains, pipelines, catch basins, and storm drain grates; cleans and maintains catch basins and right of ways;
• Trims and removes trees; performs stump grinding and root cutting;
• Fills, patches, and resurfaces holes, cracks, ditches, and service laterals; installs and replaces street and traffic signs;
• Performs skilled operation of the bobcat, street sweeper, dump truck, equipment trailer, and other heavy and light equipment;
• Removes and inspects manhole covers and manholes; mixes, pours, and finishes concrete to raise manholes to street surfaces; replaces manhole covers as needed;
• Places traffic control and warning signs; serves as a flagman; sets up lanterns and barricades;
• Operates a chemical sprayer in assigned areas to abate weeds;
• Performs graffiti removal; and
• Performs preventive maintenance procedures and minor maintenance and adjustments on equipment used.

Minimum Requirements:

Candidates with the following qualifications are encouraged to apply:

Education: Equivalent to a high school diploma; and

Experience: One year of experience performing a variety of maintenance, repair, and construction and equipment operation work; and

License and Certificate: Possession of a valid California Driver's License with a satisfactory driving record.  Ability to obtain Confined Space, Traffic Control Flagger, Trench Shoring, and Fork Lift Certificates.

Special Requirements: Essential duties require the following physical skills and work environment:

Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb and lift 100 lbs.; exposure to heat, noise, outdoors, vibration, confining work spaces, chemicals, explosive materials, mechanical and electrical hazards; ability to travel to different sites and locations; availability for on-call, stand-by, and emergency call.
