This recruitment is for an hourly/temporary (at-will), non-benefited position limited to 999 hours of employment in a fiscal year (July 1 through June 30) with an approximately 16 hours per work week. Days and hours worked may be flexible, depending on the department's operational needs.

The Town of Los Gatos is recruiting for a temporary/hourly Code Compliance Officer as part of the Town's Code Compliance team in the Community Development Department. Under direction, the Code Compliance Officer performs a variety of duties and assignments including patrol, which is principally the performance of a variety of routine, nonhazardous municipal law enforcement duties for which sworn personnel are not required.

This position reports to and is supervised by the Town's Building Official. The successful candidate will receive appropriate training in the collection of information, the use of noise meters and other equipment, compliance tactics and strategies, and other matters consistent with the Town's high degree of respect and courtesy to all parties.
 
THE IDEAL CANDIDATE
The Code Compliance Officer must be able to communicate clearly and effectively with the public and exercise sound judgment, tact, and integrity. The Code Compliance Officer must possess a calm demeanor and remain alert and coherent while under routine or stressful situations. The successful candidate must understand how to respond appropriately to changing field situations and work well with staff from Police, Community Development, and other Departments.

EXAMPLE OF DUTIES

• Patrols the Town on assigned shifts for the purpose of enforcing and preventing violations of applicable codes and ordinances and reporting unsafe conditions and other related conditions.
• Focuses on public disturbance, or other nuisance behaviors.  Documents field observations and actions accurately.
• Implements Town procedures in collecting information, responding to the public's inquiries or complaints, and reporting of fieldwork.
•  Meets with businesses to understand late night offerings and to assess compliance with Town permits.  Prepares necessary reports using computer databases, word processing, or other tools.
•  Appears in court to present evidence and testimony as required.

REQUIRED EDUCATION, EXPERIENCE AND TRAINING 
Any combination of experience and training that would likely provide the required knowledge, skills and abilities is qualifying. 

• Bachelors Degree in planning or a related field. 
• One year experience in investigation, zoning administration, law enforcement or related field. 
• Additional related experience may be substituted year for year for the education requirement provided the minimum attainment is high school graduation.
• Possession of a valid California Class C driver’s license.
• Desirable experience interpreting policies and ordinances and demonstrated work experience in code compliance and preferably with a municipality.

What You'll Do

The Public Works Supervisor will organize and supervise work crews engaged in the maintenance and repair of streets, traffic markings, signs, signals, street lights, drains, storm pump, stormwater conveyance systems and sanitary pumps, lagoons, dams, creeks and ditches; to provide technical staff assistance, including safety compliance and implementation.  Duties may include, but are not limited to, the following:

• Recommend and assist in the implementation of program goals and objectives; standard operating procedures; establish schedules and methods for street, traffic and stormwater conveyance systems maintenance and repair; safety compliance and implementation; implement policies and procedures.
• Organize and supervise crews of skilled and semi-skilled personnel in the repair and maintenance of streets and stormwater conveyance systems, including street resurfacing, streetlights, traffic signals and street markings and signs, repairing and patching; street cleaning; sidewalk, curb and gutter removal and replacement; sewer cleaning and repair; weed control and storm drain cleaning maintenance.
• Maintain and interpret time, material and equipment use records; determine and implement adjustments to optimize the effectiveness of the maintenance system.
• Investigate complaints and recommend corrective actions as necessary to resolve complaints.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Participate in selecting, training, motivating, counseling and evaluating staff; participate in monitoring employee performance objectives; prepare employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate safety training and support Department safety programs including preparation and updating of City safety practices, standard operating procedures and training materials. May be asked to conduct specific safety trainings depending on training and experience. These activities may be required in both the Engineering & General Services and Environmental Services Divisions as requested by the Director.
• Inspect the work of crews while in progress; provide advice and assistance to subordinate supervisors and lead workers.

DEFINITION

Under direction of the Chief Building Supervisor/Building Official, to assist in inspecting buildings and building construction for conformance with regulations, to perform construction contract management and inspections, and to do related work as required.

EXAMPLES OF DUTIES

Enforces building, electrical, plumbing, mechanical, energy, and fire codes; issues permits for all building activities; does plan checks on all construction, sewer connections, and septic tank installation, to ensure code compliance; investigates violations and checks all complaints regarding building procedures; works closely with Fire Marshall’s office on plan checks and fire code enforcement; enforces zoning code regulations and business licenses; gives information to the public regarding codes and ordinances, and confers with owners, architects, and engineers regarding design construction and filing of records, plans, maps, and similar documents; keeps records and prepares reports.

MINIMUM QUALIFICATIONS

Knowledge of:  State and local building and fire codes and ordinances, provisions of electrical and plumbing regulations, principles and techniques of building construction, principles of structural design and basic engineering mathematics, building materials and accepted safety standards, standard installation procedures for electrical and plumbing facilities, and local zoning regulations.

Ability to:  Analyze, interpret, and check building plans and specifications; understand, interpret and apply laws and regulations; prepare clear and concise written reports; use a computer to record, organize, and monitor all building inspection activities including written reports; maintain cooperative working relationships with engineers, architects contractors, government officials, employees, and the general public.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:  Three years of progressively responsible experience in a variety of building inspection or construction work.

Education:  Graduation from high school or equivalent.

Certification:  Possession of a “International Code Council Building Inspector Certification” , is desirable, or ability to obtain within twelve (12) months  of  hire date.

The following certifications are desirable:

• International Code Council, International Conference of Plumbing and Mechanical Inspectors, or equivalent organization:

The City of Orinda is searching for a motivated individual to perform a variety of semi-skilled and skilled duties in the maintenance, repair, and construction of City streets and drainage facilities, sign and striping repair and replacement, graffiti removal, and vegetation trimming and clearing. All full time maintenance personnel in the City are responsible for after-hours emergency call-outs, including weekends and holidays, on a rotational basis.  Special and holiday event (including 4th of July) coverage may also be required.    This position is the entry level in the Maintenance Worker series, reporting to the Public Works Supervisor.

• Places traffic control and warning signs; serves as a flagman; sets up lanterns and barricades;
• Operates a chemical sprayer in assigned areas to abate weeds;
• Performs graffiti removal; and
• Performs preventive maintenance procedures and minor maintenance and adjustments on equipment used.

Minimum Requirements:

Candidates with the following qualifications are encouraged to apply:

Experience: One year of experience performing a variety of maintenance, repair, and construction and equipment operation work; and

License and Certificate: Possession of a valid California Driver's License with a satisfactory driving record.  Ability to obtain Confined Space, Traffic Control Flagger, Trench Shoring, and Fork Lift Certificates.
