The salary range for Community Programs Administrator is: $113,327.76 - $138,072.48 Annually.

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

This Community Programs Administrator (CPA) will be part of the Education and Learning Pathways Division of the Library Department and will be housed at the Seven Trees Branch Library.

This position will provide oversight of the Seven Trees Branch Library as well as coordinate with other City departments to provide wrap around services in the Santee neighborhood, a Children and Youth Services Master Plan (CYSMP) demonstration site. This position will function across the department to support early education, adult literacy, ESL, Citizenship, and other library services for families in the Seven Trees/Santee neighborhood. The CPA will analyze available data and work with City departments to identify service priorities, partnerships, and opportunities related to support for educational and employment attainment of community members in the Santee neighborhood.

This position will:

• Develop strategies to monitor and evaluate programs and services in alignment with adopted quality standards and ensure that all programs at Seven Trees are executed against those standards.
• Identify gaps in service and programs and develop a strategic plan to address issues.

The ideal candidate will:

• Have current knowledge of the CYSMP, collaboration models, data collection, and analysis methodology as well as the ability to lead development of enhanced service models.
• Be a self-starter who takes initiative yet seek approvals and keep leadership informed as appropriate

The Department of Public Works is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating and regulating development activities, and providing animal care and services. The Department is committed to high-quality service, partnering with the community, and providing an excellent environment in which to work.The City of San Jose, Animal Care and Services Division is seeking Veterinarians to work at the Animal Care Center, including one Full-time, part-time, and/or relief in either/or, shelter medicine and/or the shelter's public high quality, high volume spay/neuter clinic. The Animal Shelter Veterinarian may perform all aspects of shelter medicine in a large animal shelter. Duties may include routine spay/neuter surgeries on cats, dogs, and other animals as indicated. This position provides direct care and treatment of homeless animals entering the City of San Jose's Animal Care Center.

In addition, this position is required to diagnose, treat, and/or recommend euthanasia. Registered Veterinary Technicians will be assigned to assist this position with the preparation and post-surgery processes of spay/neuter and other surgical procedures. This is a position reporting to the Shelter Manager of Animal Care and Services. This classification is represented by City Association of Management Personnel (CAMP).
Duties may include, but are not limited to the following:

• Directs, coordinates and performs the screening, diagnosis, and basic and emergency medical treatment of animals in the shelter.
• Performs or supervises the visual monitoring of impounded animals, including those that may be isolated or quarantined for signs of illness or unusual behavior.
• Performs surgical procedures, including spay/neuters and vaccinates animals to prevent diseases.
• Maintains accurate medical records of animals.
• Effectively communicates the condition and status of animals with staff, public and animal groups.
• Advises staff on matters within the veterinary field.
• Orders, maintains and controls the drugs used at the shelter and in the field.
• Trains appropriate staff in administering first aide and vaccinations to animals, the performance of euthanasia and other paramedical duties.
• Performs and directs staff to perform euthanasia of animals that are irremediably suffering from serious illness or severe injury, as necessary
• Ensures that shelter staff participates in a comprehensive disease prevention program for the animal shelter.
• Participates in special spay/neuter or vaccination clinics.
• Supervises staff to include: prioritizing and assigning work; providing technical guidance to staff; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
• Ensures compliance of activities to codes and all legal regulations.

Physical Requirements
Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds while handling animals and equipment. Employees may be exposed to cold and hot temperatures, loud noises, odors, dust, air contaminants, blood borne pathogens while using hypodermic needles on animals and may be exposed to animal scratches and bites.

The focus of this Sr. SAP position is to actively engage in creating and maintaining technical solutions that enhance data processes and system efficiency. This role is entirely focused on individual contribution in developing solutions, resolving technical challenges , and collaborating across teams to support the Department and c itywide operations, ensuring seamless system integration across applications .

While both positions will emphasize capital project management, one will focus on construction management and the other will focus on design. Capital Project Manager I is an entry-level position.  The incumbent will have acquired capital improvement, open space planning and design, land use, natural resource protection, and/or public administration experience, or equivalent education and training.  Assignments are generally limited in scope and set within procedural frameworks. The CPM I is assigned to manage small-scale projects or in support of larger scale projects managed by experienced Capital Project Managers.

Capital Project Manager II is the first experienced-level class in the Capital Project Manager series.  The incumbent performs the basic range of engineering review and construction management duties and/or conceptual design in the following areas: capital improvement, open space / public access, land use, and natural resource protection. The CPM II typically performs most of the duties required of the CPM III but are not expected to function at the same skill level.  Applicants with construction inspection, civil engineering, landscape architecture, project management, and/or construction management backgrounds are highly desired.

Work Environment/Conditions:  This position is part of the Engineering and Construction Department at the Midpen’s offices in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position.

Capital Project Managers will often work in the field and hike through steep terrain and wildland areas with poison oak and wildlife.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Under general supervision, the Fraud Investigator conducts investigations of suspected welfare fraud and violations of law in connection with various County programs; serve as liaison between the department and other County offices and departments and outside law enforcement agencies in the preparation of charges; and provide high-level investigative support.

The Fraud Investigator I is the entry-level class of the fraud investigation series conducting investigations of suspected welfare fraud and violations of law in connection with various County programs. As proficiency is gained more complex duties are assigned.

The Fraud Investigator II is the journey-level class performing a full range of work in conducting investigations of suspected welfare fraud and violations of law in connection with programs. This series differs from the District Attorney's Inspectors who investigate all types of crimes; and the Benefit Analysts who determine qualifications for various aid programs. Additionally, fluency in Spanish is highly desired but not required for this position.

The incumbents will be required to: complete a 16-week Specialized Investigators Basic Course (SIBC) approved by the Commission on Peace Officer Standards and Training (P.O.S.T.) within one year of appointment; and pass a thorough background investigation and psychological examination.

The duties may include, but are not limited to, the following:

• Review, gather, evaluate and analyze evidence and information relating to the investigation of suspected welfare fraud.
• Review a variety of records to secure information concerning suspected welfare violations.
• Maintain records relating to investigations.
• Prepare correspondence and reports of investigation findings; and make recommendations on investigations findings.
• Conduct field investigations and interview clients, witnesses, employers, credit agencies and others to obtain and verify information.
• Refer cases of suspected fraud to appropriate law enforcement agencies.
• Analyze and evaluate testimony and prepare reports to the District Attorney's Office.
• Assemble and prepare evidence for presentation by an attorney in court.
• Cooperate with law enforcement and other government agencies.
• Attend conferences, meetings and training.
• Appear in court as a witness in criminal and civil cases.
• Develop other forms of evidence in accordance with modern investigative techniques.
• Prepare oral and written reports.
• Serve subpoenas and file criminal complaints.
• Generate overpayment referrals.

Knowledge of: 
Principles and procedures of eligibility determination and grant maintenance; functions of public social services and agencies; public assistance laws and regulations; interviewing techniques; modern techniques and practices of criminal investigation with particular reference to Welfare Fraud Investigation; rules of evidence and court procedures; penal, Civil, Welfare and Institutions Codes, and related laws and regulations; laws of arrest, search and seizure, service of legal process and the legal rights of citizens; methods of identifying, preserving and presenting evidence; and bookkeeping and personal and financial credit transactions.

Skill/Ability to:

Fraud Investigator I: Two years of experience performing public assistance eligibility work OR one year of investigative experience.

The Position
Utility Workers perform a variety of manual tasks such as building and grounds maintenance, minor equipment repair, and transportation of materials, and supplies in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers. Qualifications

Utility Worker I ($27.00 - $33.76/Hourly) is the entry or trainee level class in this series. As experience is gained, there is greater independence of action within established guidelines. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Utility Worker II ($28.48 - $35.60/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Incumbents should demonstrate a thorough knowledge of operations and procedures and the ability to independently accomplish day-to-day tasks under normal conditions and to instruct others.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: One year of experience providing building and facility maintenance and minor equipment repair.
