POSITION INFORMATION

The Finance and Administrative Services Department is responsible for supporting the City’s operations through accounting, budget management, information & technology services, revenue services, payroll, purchasing and utility billing. This position, in coordination with the Administration and Budget team, will support the entire Department with a special emphasis on Citywide budget development and financial analysis.

DEFINITION

Under general direction of the Department Head, performs a wide range of responsible, professional, administrative, staff assignments which include oversight of interdepartmental and City-wide projects and programs; and performs related work as required. As this is a management development position, the incumbent may be assigned temporarily to other departments to gain broad experience in various municipal functions.

EXAMPLES OF DUTIES

Assist in program, policy and budget development, implementation, coordination, revision, review, evaluation and monitoring; participate in interdepartmental task forces and committees; research, compile and analyze financial and other data; prepare recommendations for budget requests, grants, new programs, modification of services and equipment; plan, organize and coordinate assigned City-wide projects and monitor departmental projects; analyze, interpret and explain City policies and procedures.

THE POSITION

The City of Daly City is seeking a highly skilled, business-oriented Senior Management Analyst with strong accounting, budgeting and financial management background to assist in budget development, projection and implementation of Citywide budgets.  This position reports to the Assistant Director of Finance and plays a critical role on the City’s budget, working in partnership with other departments.

The successful candidate will prepare budget reports, complex financial forecast and analyses, update budget forecasting model, monitor revenues and expenditures, make presentations, and provide staff assistance in support of Citywide activities.

The County of San Mateo's Information Services Department seeks an IS Systems Specialist III to serve in the Security Division. Under general supervision, the individual in this position performs the most complex and varied technical tasks related to the configuration, troubleshooting, maintenance, and monitoring of the County's security infrastructure. This position serves as a technical leader and technical subject matter expert in specific security area(s) and is called upon to analyze existing and future computing environments and ensure that all solutions comply with County policy, frameworks and industry accepted best practices.

As an integral part of the Security team, the IS System Specialist III will be responsible for system administration across a variety of platforms and services such as: Firewalls (Palo Alto); Intrusion Detection and Prevention (Palo Alto Threat Prevention and Wildfire); Endpoint Protection Suite/XDR; Security Orchestration Platform (XSOAR); Cloud Security services; XDR SIEM monitoring and management; Vulnerability identification and mitigation/remediation.

The position also requires support in ancillary systems that support IAM/ARM platforms such as SolarWinds, Active Directory, OKTA. Additionally, this position will perform intrusion event investigative and reporting activities as required. The San Mateo County Sheriff's Office is seeking well-qualified candidates for the position of Criminal Records Supervisor.

The Position

Under direction of the Criminal Records Manager, the incumbent will supervise the maintenance of criminal records and related activities in the Sheriff's Records Bureau and provide difficult or specialized criminal records office support. There are four supervisors within the Records Bureau that oversee staff on: day shifts, swing shifts, night shifts, and at substations.

There is currently one full-time Criminal Records Supervisor vacancy in the San Mateo County Sheriff’s Office. The individual selected for this position will be assigned to the graveyard/night shift. DEFINITION

Senior Programs:

The City of San Bruno Community Services Department is seeking a Recreation Coordinator to coordinate the planning, organizing, coordination, and administration of community recreation programs for age 50-plus adults under the supervision of a Recreation Services Manager.

The successful candidate will be responsible for professional recreation duties, encompassing the planning, organization, coordination, and supervision of programs at the San Bruno Senior Center. We are seeking candidates with substantial experience in recreation programs related to the aging community.

General Programming:

This is an exciting opportunity to join our team at the forthcoming state-of-the-art aquatic and recreation facility set to open in Summer 2024. The brand-new 49,360 sq ft facility will feature indoor and outdoor lap pools, a zero-entry wading pool, fitness amenities, a gymnasium, a walking track, and ample space for programming and rentals.

The successful candidate will be responsible for professional recreation duties, encompassing the planning, organization, coordination, and supervision of recreational programs at the facility.  Candidates with experience in fitness, aquatics, and general recreation programs are desired.

Responsibilities of the Recreation Services Coordinator include, but are not limited to:

Requirements

In addition to graduation from a four-year accredited college or university with major coursework in recreation, physical education, social work, gerontology, public administration or another closely related field of study – the candidate will also have two (2) years of progressively responsible experience in the development and coordination of programs, services, activities and events are required. Experience in recreation programs with the public is highly desirable.

The San Mateo County Parks Department (“Parks Department”) serves approximately three million visitors each year. Visitors have many options when visiting the County’s vast parks system. The successful candidate will have experience negotiating and executing agreements and contracts for services and strategic sourcing for goods. The position will work with cross-functional teams of the organization to coordinate the development, execution and management of all Parks Department agreements while utilizing County of San Mateo systems efficiently and effectively. The position is responsible for purchasing duties in difficult or complex commodity areas of a wide variety of materials, supplies and equipment, and perform a broad scope of purchasing transactions. The position will provide program support and lead the coordination and facilitation of planning, budgeting, forecasting, and reporting activities for departmental agreements and purchases as assigned.

The ideal candidate will possess:

• Solid experience in the development of contracts, negotiation of terms, and contract execution.
• Knowledge of the California Public Contract Code, California Department of Industrial Relations requirements, and other relevant laws, rules, and regulations related to the procurement of goods and services in California and public works projects.
• Knowledge of and experience in governmental policies and practices in relation to procurement.
• Ability to develop and analyze purchasing request and evaluate specifications, proposals, bids and contracts for products and complex commodity areas and purchases.
• Knowledge of sources of supply, marketing practices, and pricing methods and differentials.
• Have a high level of proficient writing and editing skills; experienced in doing research to build scopes of work, setting target levels, and develop performance measures.
• Excellent analytical, verbal and written communication skills.
• Excellent detail-oriented skills and organization skills.
• Skill to establish and maintain effective work relationships with customers and vendors.
• Knowledge of principles, practices, procedures, and applications of purchasing and governmental purchasing including but not limited to informal bidding.
• Knowledge of sources of supply, marketing practices, and pricing methods and differentials and other public agency purchasing.
• Knowledge of office administrative practices and procedures, including records management and the operation of standard office equipment.
• Strong interpersonal skills with proven ability to develop and maintain effective business partner relations at all levels of the organization. Incumbents at this level are typically assigned complex procurements and contracts.
• Ability to work well both independently and in a team environment.
• Ability to work effectively in a high volume and fast-paced environment.
• Ability to manage a large and varied workload with changing and conflicting deadlines.
• Strong skills gathering, analyzing, and presenting on information and data.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Contract Administrator I: Two years of professional level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.
• Contract Administrator II: Four years of professional level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.
