Essential Duties

• Maintain the kitchen to health department standards by cleaning daily and ensuring proper food storage.

• Set up and break down all necessary equipment and furniture, including tables, chairs, podiums, and A/V equipment, for daily programs, activities, and events.
• Perform maintenance to keep furniture, equipment, rooms, and the facility's overall appearance in good condition.

San Mateo County Health is seeking a well-qualified individual for the position of IS Data Specialist III to join team.

 

About San Mateo County Health (SMCH)

SMCH is comprised of nine service providing divisions (San Mateo Medical Center & Medical Clinics, Behavioral Health and Recovery Clinics, Aging and Adult Services, Public Health, Environmental Health, Family Health, EMS, Correctional Health, and Healthcare Coverage) and five support divisions (Admin, Communications, Finance, Health IT, and LEAP Institute).

 

The ideal candidate will develop Ad Hoc and Automated/Scheduled reports for San Mateo County Health (SMCH). This position will work on reports for all San Mateo County Health divisions, with a heavy focus on Hospital financial and operational reporting. Reports are primarily written in TSQL and are scheduled using Mirth Connect. The report inputs are primarily MS SQL databases and csv datasets from multiple eHR applications. The reports are primarily output into Excel Pivot Tables, csv data sets, or PowerBI dashboards. This position will be heavily focused on implementing our Regulatory Reporting in our new Data Platform from Innovaccer. and may produce reports for the Epic Build Team.

 

The position will monitor automated jobs for success and respond as necessary. This position could also be working with Health IT staff to automate data engineering ELT (Extract-Load-Transform) tasks, document current data processes, and other duties as assigned. The role involves creating and supporting SQL procedures and job scheduling scripts, requiring knowledge of health and health finance terminology, and a thorough understanding of health privacy regulations such as HIPAA and 42CFR Part II.

 

Preferred experience includes working with eClinical Works (eCW) data structures, Cerner/Soarian/DSS data structures and tools, Envision financial, revenue, and reconciliation reporting, and familiarity with state and federal reporting programs like GPP, UDS, QIP, and FQHC. Additional skills in producing audit and compliance reports, optimizing SQL queries and databases, and interfacing systems using HL7 v2, v3, and FHIR are highly valued. Bonus experience includes programming in C#, R, or Python, working with EPIC data structures and tools, Innovaccer DAP, managing a Master Patient Index (MPI) and a Health Information Exchange (HIE), producing Crystal Reports, performing statistical analytics, and working with Medicare, Medi-Cal, and Health Plan of San Mateo (HPSM). Familiarity with state and federal system data structures such as CAIR2, CalREDDIE, and ARIES is also a plus.

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible experience in database management specific to the specialty area assigned which includes logical and physical database administration; integration; business intelligence, analytics, and report scripting; and/or data quality and integrity. Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

 

Licenses and Certifications:

What You'll Do

The Senior Accounting Assistant supervises and performs responsible technical and clerical accounting work involving the maintenance of financial or statistical records in the Finance Department. This is the advanced journey level class in the Accounting Assistant series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this including supervising and coordinating all of the accounting clerical work of a major department or Citywide functional area and the responsibility for integrating such work with changing accounting practices and electronic data processing capabilities.

Some duties may include: 

• Maintain accounting records or systems such as accounts payable, accounts receivable, payroll, bond accounting, or charge backs.
• Recommend and assist in the implementation of goals and objectives; establish schedules and methods for accounting related functions; implement policies and procedures.
• Open and close accounts; maintain various ledgers, registers and journals according to established account classifications.
• Audit invoices; verify encumbrances; research discrepancies; approve payments and post to the proper account.
• Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
• May operate cash register, reconcile checking accounts, and perform general clerical duties such as typing and filing.
• Initiate accounting transfers.
• Reconcile general ledger accounts with various registers.
• Prepare a variety of financial statements and statistical reports.
• Plan, prioritize, assign, supervise and review the work of staff involved in assigned area; evaluate work of staff and review data input to verify accuracy.

The Senior Accounting Assistant receives general supervision from higher level management staff and may exercise direct supervision over other clerical positions.

Under general supervision, the Fraud Investigator conducts investigations of suspected welfare fraud and violations of law in connection with various County programs; serve as liaison between the department and other County offices and departments and outside law enforcement agencies in the preparation of charges; and provide high-level investigative support.

The Fraud Investigator I is the entry-level class of the fraud investigation series conducting investigations of suspected welfare fraud and violations of law in connection with various County programs. As proficiency is gained more complex duties are assigned.

The Fraud Investigator II is the journey-level class performing a full range of work in conducting investigations of suspected welfare fraud and violations of law in connection with programs. This series differs from the District Attorney's Inspectors who investigate all types of crimes; and the Benefit Analysts who determine qualifications for various aid programs. Additionally, fluency in Spanish is highly desired but not required for this position.

The incumbents will be required to: complete a 16-week Specialized Investigators Basic Course (SIBC) approved by the Commission on Peace Officer Standards and Training (P.O.S.T.) within one year of appointment; and pass a thorough background investigation and psychological examination.

The duties may include, but are not limited to, the following:

• Review, gather, evaluate and analyze evidence and information relating to the investigation of suspected welfare fraud.
• Review a variety of records to secure information concerning suspected welfare violations.
• Maintain records relating to investigations.
• Prepare correspondence and reports of investigation findings; and make recommendations on investigations findings.
• Conduct field investigations and interview clients, witnesses, employers, credit agencies and others to obtain and verify information.
• Refer cases of suspected fraud to appropriate law enforcement agencies.
• Analyze and evaluate testimony and prepare reports to the District Attorney's Office.
• Assemble and prepare evidence for presentation by an attorney in court.
• Cooperate with law enforcement and other government agencies.
• Attend conferences, meetings and training.
• Appear in court as a witness in criminal and civil cases.
• Develop other forms of evidence in accordance with modern investigative techniques.
• Prepare oral and written reports.
• Serve subpoenas and file criminal complaints.
• Generate overpayment referrals.

Knowledge of: 
Principles and procedures of eligibility determination and grant maintenance; functions of public social services and agencies; public assistance laws and regulations; interviewing techniques; modern techniques and practices of criminal investigation with particular reference to Welfare Fraud Investigation; rules of evidence and court procedures; penal, Civil, Welfare and Institutions Codes, and related laws and regulations; laws of arrest, search and seizure, service of legal process and the legal rights of citizens; methods of identifying, preserving and presenting evidence; and bookkeeping and personal and financial credit transactions.

Skill/Ability to: 
Conduct criminal investigations; gather, analyze, correlate and evaluate observed facts and evidence; make recommendations and decisions based on logical conclusions; analyze situations, appraise people and adopt effective courses of action as necessary; act independently and use initiative; keep accurate notes and records; prepare and present clear, concise and comprehensive reports and correspondence; obtain information through interviews effectively; establish and maintain effective work relationships with people contacted during investigations; interview effectively and secure the cooperation of others; secure and present evidence; communicate effectively, orally and in writing; and meet the minimum standards for Peace Officers, including passage of a background check and a psychological evaluation.

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

Fraud Investigator I: Two years of experience performing public assistance eligibility work OR one year of investigative experience.

 

Fraud Investigator II: One year of experience conducting welfare fraud investigations.

Other Requirement:

The County of San Mateo's Information Services Department seeks a qualified IS Manager II to serve on its Applications Team. The candidate will be an integral part in assisting the Division Manager of Applications to maintain, integrate, and support all Countywide applications supported by ISD and applications that departments request ISD to create and/or maintain on their behalf. Examples of these applications include; CJI, Databases, Granicus, ServiceNow, etc.

 

The IS Manager II will plan, coordinate, and implement comprehensive Countywide automation and systems development efforts or Countywide information services security policies and programs; coordinate, direct, and/or evaluate the work of staff and/or County employees engaged in programming and systems analysis work or policy/program implementation; assist in the development, implementation and evaluation of goals, objectives, policies and procedures related to the functions of the department; may select, train and provide direction to the subordinate professional, technical and clerical staff; and provide highly complex staff support to senior level management within assigned area of specialization.

 

The IS Manager II will also have full line and functional management responsibilities for staff involved in programming and systems analysis support for a major application or group of applications, which have County-wide impact. This level is responsible for developing and implementing programs, divisional goals, objectives, policies and priorities. Activities are based on direct consultation with user department staff and management to assess their information processing needs including shortcomings in their current automated systems and opportunities for new automation support.

 

The ideal candidate will:

• Possess at least three (3) years of experience performing full line and functional management responsibilities for staff involved in programming and systems analysis support for a major application or group of applications.
• Have a proven track record of developing and implementing programs, divisional goals, objectives, policies and priorities.
• Have extensive experience in Business Process Transformation, Systems Implementation, and Change management.
• Have excellent business and political acumen to successfully execute on objectives.
• Have a proven track record managing multiple priorities and deadlines, teams, and projects.
• Have the ability to manage the intricacies of all phases of the application development lifecycle with finesse, passion, confidence, and an entrepreneur spirit.
• Be a self-starter who is responsible for ensuring all work duties are being assigned, tracked, and completed on time and on budget with error free accuracy while keeping the overall best interest of the organization in mind.
• Be adaptable to change with strong organizational and people skills.
• Possess the ability to establish strong working and interpersonal relationships.
• Possess proven ability to lead, motivate, and develop others.
• Possess a project management institute PMP certification.
• Have excellent written and verbal communication skills.

 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Plan, direct, monitor and evaluate the effectiveness of a comprehensive Countywide information services programs or policy, including needs assessment, program design and planning, implementation, evaluation and regulatory enforcement.
• Direct, supervise, evaluate and counsel assigned staff in the development of programming and systems solutions to customer needs.
• Assist in the preparation, administration, review and evaluation of the Department budget.
• Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures and priorities that balance both customer needs and professional standards and practices.
• Act as liaison between information services management team, senior level management, advisory boards and commissions, regulatory bodies and program staff to ensure that all appropriate policies and guidelines are followed.
• Maintain an effective working relationship with a variety of public and private organizations, including other department staff, County departments and agencies; consult with other managers on relevant program issues, develop alternative strategies for dealing with information system needs and assist in the implementation of solutions as necessary.

• Conduct or participate in negotiating contracts with outside vendors, consultants or organizations; monitor and evaluate fiscal and legal liability of same.

• Coordinate and direct each project phase: feasibility, requirement definition, detail design, programming and testing, implementation and maintenance for medium to large scale projects.
• Confer with Information Services management and departmental user staff regarding project status; provide regular project status reports.
• Assist user departments to formulate automation options and long-term strategies to meet their information processing requirements.
• Assign project work units and follow up to insure completion.
• Develop, maintain and implement project plans.
• Ensure that project issues tracking, issue resolution and change control procedure are defined and implemented.
• Provide highly complex staff assistance to senior level management and other departments.
• Prepare detailed written reports, policies, procedures and contracts.
• Participate and attend committees, meetings and conferences pertaining to supported Applications.
• Setting and tracking individual goals and accomplishments.
• Ensuring performance metrics are met.
• Perform related duties as assigned.

 

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Three years of increasingly responsible experience in systems development or programming including one year in a project lead capacity.

The Recreation Leader I classification is the entry-level position in the Recreation Leader Series. The Recreation Leader II classification is the second-level position in the Recreation Leader Series. Positions in this part-time classification perform routine, basic work under direct supervision, in the planning and conducting of a wide variety of recreation activities. Receives supervision from a Recreation Department staff member; may work under functional supervision of a Recreation Leader II or Program Coordinator as assigned.

 

Work schedule: Monday-Friday shifts ranging from 1:00pm – 9:00pm, Saturday-Sunday 8:00am - 1:00pm. 

Approximate start date would be September 4, 2024.

 

Essential Duties

 

As a Recreation Leader for San Carlos Parks and Recreation you will:

• Directing program participants and managing behavior as appropriate.
• Ensuring a safe and welcoming environment for youth participants
• Supervision and facilitation of Youth Center special events and participants.
• Site maintenance duties and inspection of recreational equipment.

 

As a Recreation Leader working Athletics and Facility Rentals, you will help implement and preform some of the follow activities:

 

 

Athletics & Facility Rentals

• Leadership and supervision of sports camps for children ages 2-17.
• Assists with directing program participants within youth basketball & flag football leagues.
• Directs adult recreation leagues Including softball, basketball, soccer, bocce ball, and cornhole.
• Provides customer service and works directly with the public.
• Performs rental specific set-ups and breakdowns of recreational equipment.
• Uses and maintains recreation equipment.
• Directs program participants as appropriate.
• Performs site maintenance duties.
