The Community

Approximately half of the land in this small city is protected open space. More than one thousand acres belong to the famed Golden Gate National Recreation Area. These bountiful parklands give Pacifica a spaciousness rarely found in suburban areas, yet it is only three miles from San Francisco’s southern border and less than 20 minutes to downtown. The natural world of beaches, headlands and hills provides a wide range of recreational opportunities. These include surfing, scuba, fishing, paragliding, hiking, birding, mountain biking, boating and horseback riding. There are also opportunities for golf, tennis, bowling, archery and team sports.  Several miles of coastal and ridgetop trails tie Pacifica to neighboring communities.

The Organization

The City of Pacifica is a general law city and operates under the Council/Manager Form of Government. Legislative authority is vested in a five-member City Council elected at large. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees. 

During the Spring of 2023, the City Council undertook a comprehensive strategic planning process, which resulted in the Pacifica Strategic Plan 2023-2030 establishing strategies to achieve the following five overarching goals during the seven-year period:    

                                      Enhance organizational and fiscal stability.
                                      Improve and steward City infrastructure, streets, and facilities.
                                      Prioritize protection and development of affordable housing.
                                      Pursue climate change adaptation and mitigation.
                                      Broaden public communications and collaboration.

City Manager Kevin Woodhouse has a collaborative and visionary style to complement and enable the Council’s vision. The City Manager’s management style encourages collaboration, innovation, accountability, communication, ethics, transparency and excellence.

Pacifica is a full-service city (approximately 200.75 FTE) with a proposed FY 2024/25 general fund budget of $48.1 million. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources, and IT Divisions); Parks, Beaches, and Recreation; Community Development; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). Employees are represented by eight bargaining units.

The Department

The Parks, Beaches and Recreation (PB&R) Department is made up of support/administrative services and three main program divisions that provide recreation and human services to the community. These divisions are Child Care, Recreation, and Senior Services. The department also has very robust Senior and Youth volunteer programs. The PB&R Department has an adopted budget of approximately $6.3 million, 33.5 full-time positions and approximately 70 part-time staff.

The Department’s Child Care Services is licensed by the State of California Department of Social Services to provide before and after-school care for children ages 5-13 years-old at four elementary school sites and preschool services for children ages 3–5-years-old at five sites in Pacifica. Child Care is funded through participant fees for service and subsidized Child Care grants for income eligible families from the State Department of Education with additional support from the City of Pacifica General Fund, San Mateo County office of Education enrichment grants, fundraising efforts and Pacificans Care grants. 

The Recreation Division administers year-round and special event programs that include youth programming, toddler through adult recreation classes, aquatics programming, and facility reservations. The Division also offers opportunities for participation in community engagement and outreach, including membership in Pacifica’s Youth Advisory Board.  Recreation programs are funded by user fees and the General Fund.

Senior Services operates a multi-purpose senior center Monday through Friday providing a Congregate Nutrition Lunch Program, Meals on Wheels, Transportation, Information and Referral Services, and approximately 40 weekly classes as well as numerous social groups, clubs, activities, and resources for seniors. Senior Services programs are currently funded by Older American Act grants, San Mateo County grants, City of Pacifica General Fund support, Pacificans Care grants, charitable donations, client donations, and in-kind volunteer hours.

The Position

The Parks, Beaches, and Recreation Director provides the Executive Leadership to the department and reports to the City Manager. Under general direction, the Director performs professional and technical work in administering, promoting, organizing, planning, and directing the development and operations of the City’s Parks, Beaches, and Recreation Department programs. The Director plans, directs, and coordinates the work of the Department; implements policies and establishes procedures related to department functions; develops and administers the department budget; drives staff development and culture; and establishes and maintains liaison to the public. 

Minimum Qualifications

Education and Experience

·Equivalent to graduation from an accredited four-year college or university with major course work in recreation administration, business or public administration, or related field.     

·Five (5) years of professional management experience in parks, recreation, cultural services or a closely related field, which included a high-level budget and finance experience, with at least two (2) years of supervisory or administrative experience in recreation management.  

·Possession of an advanced degree in recreation or public administration is desirable.

·Ability to work a flexible schedule including evenings and weekends as needed.
 

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings. Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly $38 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximately $100 million capital program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. 

In the Public Works Department, the Management Analyst will work with the maintenance, engineering and transportation sections, on assignments required to analyze, evaluate and make recommendations on complex matters. The Management Analyst will provide exceptional customer service, be a team player, an effective communicator, and juggle multiple projects. Responsibilities may include implementation of the heritage tree ordinance and permitting requirements; coordination of funding and services for several assessments districts for landscaping, trees, and sidewalk repair services; preparation and administration of grants; preparing request for proposals for maintenance and engineering services; and coordination of the department’s communication and engagement efforts.

The City of Foster City seeks a Deputy City Manager who has a passion for community engagement, economic development, and public administration.  This is an executive management position requiring significant administrative, analytical, and technical skills. The Deputy City Manager will serve as a department head who provides oversight and support of the City Manager's office. 

Some of the main responsibilities include developing programs, policies and plans related to all facets of City government. Will assist the City Manager in coordinating municipal and interdepartmental operations; conduct special studies to resolve operational problems and assist in budget preparation and administration, and other duties as assigned. 

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education: Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, public policy, finance, or a related field. A master’s degree in business or public administration is preferred.

Experience: Five (5) years of management or administrative experience in municipal administration, economic development, or real estate. Experience working within a public sector agency is preferred but is not required. 

Licenses and Certifications

• Valid California Class C driver’s license with satisfactory driving record and automobile insurance.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The City Manager's department will make the hiring decision.

The San Mateo County Registration & Elections Division is seeking seasonal Election Worker - Candidate Service Office Assistant to assist in the upcoming November 5, 2024 Presidential General Election. This is an excellent nonpartisan opportunity to be involved in the election process!

Qualifications

Ideal Candidate Service Office Assistants will have a minimum of one year of general clerical, office assistant, phone services, or computer experience. At least one election cycles worth of experience in Candidate Filing is preferred as well.
 
Critical Skills include the ability to prioritize work, coordinate several activities organize, and maintain accurate files and records, and understand and carry out oral and written directions. As an Office Assistant it is also integral to have a positive attitude and demonstrate good leadership to assist other members of the team and help ensure day to day operations run smoothly.
 
Office hours are 8:00 am to 5:00 pm, Monday through Friday. These positions may require weekend and evening work assignments. The selected individuals must be available for the entire employment period until the completion of their assignment.

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking enthusiastic and committed applicants for the position of Elections Specialist II.
 
The current position is a full-time, temporary (extra-help) position. Extra-help positions are at-will assignments, paid on an hourly basis. Examples Of Duties

The Elections Specialist II, under general supervision, provides a broad range of office, technical, and specialized support to the election process. This is a great opportunity for an interpersonally effective, innovative, and hard-working individual to contribute to the elections process by:

• Compiling sample ballots, specialized election documents, and similar materials with accuracy, completeness, and correct English usage.
• Schedule and manage teams of personnel for function testing, operating voting equipment, ballot retrieval, couriers.
• Coordinate the deployment and recovery of Vote Centers between Elections units and vendors.
• Train warehouse and field technicians on warehouse safety, secure equipment setup and usage, etc.
• Researching and assembling various election related information.
• Maintaining files, updating databases, and generating reports.
• Leading temporary workers in performing elections related work.
• Providing clear and accurate information regarding elections, voter registration, and related policies to the public.
• Contributing in the education of voters and training of temporary elections workers through various outreach activities, events, and classes.
• Processing a variety of forms and documents, such as registration affidavits and absentee ballots in a high-speed electronic setting.
• Proofreading sample ballots, specialized election documents, and similar materials for accuracy, completeness, and correct English usage.

Qualifications

Education and Experience:  Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is equivalent to two years of general clerical or office support experience.
 
Knowledge of:

• Basic California election laws, regulations, and procedures.
• Basic inventory control methods and techniques.
• Office administrative practices and procedures, including filing and the operation of current office equipment.
• Basic business data processing principles and the use of office or online computer applications.
• Business arithmetic, including percentages and decimals.
• Recordkeeping principles and procedures.

• Perform technical, specialized, and complex election support work.
• Read, interpret, and apply rules, polices, and procedures.
• Organize, research, and coordinate election files and databases.
• Use initiative and sound independent judgment within established guidelines.
• Operate standard office equipment, including typing with enough speed and accuracy to produce correspondence and enter information into a computer system.
• Establish and maintain effective working relationships with those contracted in the course of the work, which include high-profile candidates, elected officials, temporary workers, and other agency personnel.
• Overseeing testing functions of electronic voting equipment.
• Inventorying and moving voting equipment and Vote Center supplies.
• Overseeing delivery, connection and testing of voting equipment at Vote Centers.

Position Summary

 

Under general supervision, operates a variety of transit vehicles to transport passengers along specific, assigned routes according to the District's requirements.  Provide service in a safe, courteous and reliable manner.   Responsible for written reports and other information as required.  Upon completion of the Golden Gate Transit Training Program, the employee operates regularly scheduled assignments.  All runs will originate in either Santa Rosa, Novato or San Rafael.

Hourly Pay: $30.23/hour to $35.57/hour


 If selected for the position, new hires will need to complete Golden Gate Bridge, Highway & Transportation District’s Bus Operator Apprenticeship Program ($30.23/hr benefits not included) which is approximately twelve (12) weeks, Monday through Friday, 6:30 a.m. to 3:30 p.m.

Upon successful completion of training: $32.01 per hour, plus benefits. All new hires will be required to complete a 120 probationary period upon completion of training.

Essential Responsibilities

 

• Transports passengers along assigned routes, making designated stops as required or requested.
• Uses the fare box to accurately collect fares, issues transfers and gives general information.
• Completes reports on patron count, non-scheduled mileage, vehicular deficiencies, fare box, accidents and other reports as required.
• Operates automatic lift on buses and assists passengers in wheelchairs, those using crutches or walkers, or who have speech or mental difficulty.
• Ensures that Driver’s license and all other documents required of a commercial licensee are maintained and are current and valid.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned. 
• Regular and reliable attendance and performance are required.

 

Minimum Qualifications

 

• No experience is necessary. 
• Must be a licensed driver for at least seven (7) years prior to the date of this posting. Candidates who are currently enrolled in the Bus Operator Pre-Apprenticeship Program and a licensed driver for at least 3 years are eligible to apply, pending successful completion of the pre-apprenticeship program. 
• Satisfactory Driving Record (as stated below).
• Must pass the Student Bus Driver Training program and Probationary period.

 

REQUIRED LICENSE:  

• Must possess and maintain a current, valid California driver’s license and satisfactory driving record. 
  1. Must be a licensed driver for at least 7 years prior to the date of posting. Candidates who are currently enrolled in the Bus Operator Pre-Apprenticeship Program and a licensed driver for at least 3 years are eligible to apply, pending successful completion of the pre-apprenticeship program. 
  2. No more than 2 moving violations and no "at fault" accidents within the last 3 years. 
  3. No reckless driving and DUI within the last 7 years. 
  4. No license suspension, revocation or probation for a period of 3 years prior to the date of this posting.

Position Summary

Under general direction of the Director of Transit Training and Safety for the Bus Transit division, contributes to the mission of Golden Gate Transit by ensuring that Golden Gate Transit has the best possible trained Bus Operators. This position will monitor Bus Operator instructors, including observing the road operations to ensure adherence to Operating and Safety Policy and Procedures; monitor Bus Operators for safe operations of vehicles, uniform compliance; and enforcement of District rules, regulations, policies, and procedures. It will also monitor and document Bus Operator Students’ performance, responds to and investigate accidents.

Essential Responsibilities

• Oversees training classes for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
• Monitors classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators and for other bus training requirements.
• Oversees the following training: 
  1. Refresher training for bus operators returning to work after extended absence. 
  2. Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain V.T.T. status. 
  3. Re-train bus operators as directed by disciplinary hearings on accidents or rule violations. 
  4. Trains Driver Instructors and Transportation Supervisors on new equipment and provide them with outlines and checklists. 
  5. ADA training for persons with disabilities in partnership with passenger relations and planning department. 
• Acts as designated D.M.V. examiner in the testing and certification of bus operators and/or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
• Ensures maintenance of complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
• Monitors progressive trainees and performs regular individual coaching/counseling and progress evaluations of student operators. 
• Provides training and guidance as well as work assignments to Driver Training Instructors
• Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.
• Works with the Director of Transit Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
• Prepares and/or attends D.M.V. or CHP audits.
• Handles terminations and separations of trainees who fail to meet minimum standards during the program.
• Coordinates local Bus Roadeos, represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo
• Instructs and monitors operations of G.F.I farebox and radio systems.
• Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations. 
• Issues infractions for violations of safety policy and procedures as well as testifies on training or related fields at bus operator hearings, arbitrations, or trials. 
• Ensure employees under their supervision follow established safe work practices and obey all safety rules.
• Assists in collision investigations as required or requested.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance are required.

Minimum Qualifications

Education and Experience equivalent to:

• Bachelor’s degree in transportation studies, public administration, education, or related field. Additional qualifying position-related experience may be substituted on a year-for-year basis in lieu of the education requirement.
• Position requires a minimum of five-years commercial driving experience as an inter-city transit Full Time Bus Operator.
• In addition, must have two-years of classroom training and/or instruction experience and three-years supervisory experience that includes staffing, counseling, coaching, training, motivating and disciplining others. 
• Must have intermediate and proficient computer skills. including, but not limited to, Word, Excel, and Power Point. Computer aided dispatching software experience is preferred.
• Experience in traffic collision investigation and or safety enforcement is preferred. 
• Experience as a Transit Transportation Supervisor is desirable.

• Long periods of standing and walking.
• Must be able to lift 50 pounds. Reach above your head, bend at the waist, stoop and kneel.
• Sit at computer workstation and use the computer to type reports, manuals, etc.
• Must be willing to work shift assignments from Santa Rosa, Novato, San Rafael, or San Francisco Division locations.
• Must be available to work weekends and nights.

Knowledge of: 

• Supervisory principles and practices.

• Comprehensive knowledge of Smith System driver safety principles and procedures.
• Working knowledge of geographic area served and of transit lines and schedules.
• District policies and labor agreement (MOU) provisions.
• Occupational health and safety rules and working practices applicable to this position.

• Motivate new students and operators returning for retraining.

• Analyze emergency situations accurately and reach decisions quickly.

• Write clear, complete, and concise evaluations, operational reports, bulletins, and memos.
• Effectively communicate in English in both verbal and oral form clearly, concisely, and correctly.
• Operate any bus equipment owned and operated by the District.
• Interpret and enforce District policies and labor agreement (MOU) provisions.
