The County of San Mateo's Department of Public Works is now accepting applications for the position of Construction Inspector I/II. There is currently one vacancy in the department.

Under general supervision, Construction Inspectors inspect a variety of construction projects associated with the repair and alteration of roads and streets and associated curbs, gutters, sidewalks, and drainage structures being carried out by private contractors to ensure conformance to County specifications. Construction Inspectors investigate and report on complaints of illegal encroachment on roads or associated structures in need of repair or posing a hazard to the public.

The ideal candidate for this position will have

• Experience with concrete/asphalt driveways, drainage ditches, trench backfill, and asphalt paving.
• Technical experience using computers and smartphones in the field or the ability to quickly learn to use this equipment.
• The ability to prioritize and organize work efficiently in order to meet deadlines and manage multiple tasks and assignments at one time.

Construction Inspector I is the trainee level and/or entry level class in the construction inspection series, performing inspections on projects of a smaller size and lower dollar valuation requiring a lower level of technical skills and more direct supervision, and performing complaint investigation work. Employees in this class most often serve as an assistant to a Construction Inspector II or to a professional engineer who is designated as the resident engineer on a project. This class is flexibly staffed with Construction Inspector II and incumbents are expected to advance to the higher level after gaining experience and demonstrating the required proficiency.

Construction Inspector II is the journey level class in this series serving as resident engineers on smaller projects or acting as assistants to the resident engineer on large or complex projects. Construction Inspectors II also perform complaint investigation work, acting independently, determining corrective steps to be taken.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Review plans and specifications and sites for construction projects.
• Inspect and/or supervise others in the inspection and construction of engineering projects such as roads and streets or improvements thereto, sanitary sewers, sidewalks, curbs, and gutters, etc., including the work of grading, preparing subgrade, and paving.
• Inspect work on pipes, culverts, concrete structures, water systems, and other incidental construction work.
• Issue notices of work stoppage as necessary.
• Interpret slope stakes and grade stakes, specifications and plans; keep records and prepare reports.
• Monitor contractor work and issues notices of work stoppage as necessary.
• Assign work to and instruct other inspectors and supervise their work.
• Investigate and resolve citizen complaints and make records of findings.
• Issue encroachment permits.
• Investigate requests for permits in right of way.
• Prepare special reports and other written correspondence; perform soils and materials testing and compaction tests.
• Locate County drainage systems via Underground Service Alert (USA).
• Perform related duties as assigned.

Qualifications

Knowledge of:

• Approved practices and methods and materials used in construction of and improvement of roads, streets, sanitary sewers, sidewalks, curbs, and gutters, and other related projects.
• County specifications covering construction of such items.
• Principles of surveying as related to such construction work.
• Principles relating to right-of-way.

Construction Inspector I: Three years experience which has provided a knowledge of standard construction methods, basic engineering techniques used in construction of roads, streets, sidewalks, curbs, gutters and sewers.

Construction Inspector II: Two years experience in inspection of construction projects associated with the construction of roads, streets, sidewalks, curbs, gutters, and related drainage structures.

Licensure/Certification:

• Possession of a class C California driver license or equivalent.

The City of Hayward is currently looking to fill one (1) Utility Worker-Water vacancy in the Water Division of the Public Works & Utilities Department. The Utility Worker performs a variety of semi-skilled tasks requiring a limited knowledge of water and sewer facility installation and maintenance activities. The duties assigned include physical labor and are frequently routine but are more difficult or skilled than work performed by Laborers. The operation of various types of light and moderately heavy automotive or other power-driven equipment as a regular assignment is characteristic of this class.

5. Participates in the inspection, cleaning and flushing of water lines. 

6. Fills out valve locator cards and makes field maps showing locations. 

7. Uses pipe locator for tracing pipe routes. 

8. Paints pipe location marks on streets for excavation purposes.

9. May perform leak detection as directed. 

10. Operates trucks and uses various hand or pneumatic tools and maintenance equipment including loader.

11. Operates light power equipment such as compressors, jackhammers, tampers and concrete saws.

Minimum Qualifications

You have:

Experience: One (1) year of experience in the construction and maintenance of water facilities, involving the use of dump trucks, loaders, jackhammers, or related equipment.  

Education: Equivalent to completion of the twelfth (12th) grade. 

License: Licenses and Certificates: Possess upon appointment a valid Class B California Driver's License with a Tanker Endorsement. Depending upon assignment, a valid Class A Driver's License may be required. Must possess at time of appointment, a California State Water Resources Control Board D-1 Water Distribution Certificate.

The Position

The City of Hayward is seeking a Senior Civil Engineer - Water and Wastewater [Formal Title: Senior Utilities Engineer] with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Civil Engineer - Water and Wastewater  is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. This position will serve as a key member of the team that will manage and deliver a $300 million treatment system upgrade for the City's Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.

DEFINITION

DISTINGUISHING CHARACTERISTICS

DEFINITION 
Under general supervision, the Development Review Specialist performs a variety of technical duties related to the processing of utilities service applications in accordance with related State laws, local ordinances and policies and engineering principles and practices. This position also assists with implementing water conservation programs, communicating with customers regarding water quality issues, and related record keeping. 

DISTINGUISHING CHARACTERISTICS 
Development Review Specialist - This journey level class performs a variety of complex, technical functions in the processing of utilities service applications. This position is distinguished from the Permit Technician by the specialized duties and knowledge of State and local laws and ordinances, engineering principles, and water service installations.
 
Senior Development Review Specialist – Positions in this class are flexibly staffed and may be filled by advancement after at least three (3) years of experience at the lower level of Development Review Specialist or by candidates possessing at least three (3) years of experience equivalent to that of a Development Review Specialist and demonstrating the ability to perform their duties with minimal supervision. This advanced journey level classification is distinguished from the Development Review Specialist position by the level of responsibility assumed, difficulty and complexity of work performed, and independence of action taken. Employees are required to be fully trained in all procedures related to the assigned area of responsibility and perform the most difficult and responsible duties assigned to the classes within this series. Incumbents exercise a high degree of responsibility for coordinating and administering multiple specialized programs.

SENIOR DEVELOPMENT REVIEW SPECIALIST

Experience: Three (3) years of experience comparable to that of a Development Review Specialist in the City of Hayward. One (1) year of lead supervisory experience is desirable.

Education: Equivalent to an Associate of Arts degree in Engineering, business or related field. Equivalent to a Bachelor’s degree from an accredited college with course work in engineering or related field is desirable.

Reporting to the Building Official, this specialized classification performs the full range of duties related to building inspection and code compliance activities required to ensure compliance with the City’s Municipal Code as well as the full range of routine to complex inspections of residential, commercial, and industrial buildings; investigates citizen complaints of public nuisances and quality of life issues and seeks voluntary compliance or issues citations and initiates abatement procedures; performs inspections at various stages of construction, alteration, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances, including basic zoning, grading, fire, and safety regulations; reviews applications and conducts inspections on a wide range of business licenses and special events permits such as those for massage establishments, special events, and noise exemptions; and performs related work as required.

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings. Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly $38 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximately $100 million capital program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. 

In the Public Works Department, the Management Analyst will work with the maintenance, engineering and transportation sections, on assignments required to analyze, evaluate and make recommendations on complex matters. The Department of Public Works is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating and regulating development activities, and providing animal care and services. The Department is committed to high-quality service, partnering with the community, and providing an excellent environment in which to work.The City of San Jose, Animal Care and Services Division is seeking Veterinarians to work at the Animal Care Center, including one Full-time, part-time, and/or relief in either/or, shelter medicine and/or the shelter's public high quality, high volume spay/neuter clinic. The Animal Shelter Veterinarian may perform all aspects of shelter medicine in a large animal shelter. Duties may include routine spay/neuter surgeries on cats, dogs, and other animals as indicated. This position provides direct care and treatment of homeless animals entering the City of San Jose's Animal Care Center.

In addition, this position is required to diagnose, treat, and/or recommend euthanasia. Registered Veterinary Technicians will be assigned to assist this position with the preparation and post-surgery processes of spay/neuter and other surgical procedures. This is a position reporting to the Shelter Manager of Animal Care and Services. This classification is represented by City Association of Management Personnel (CAMP).
Duties may include, but are not limited to the following:

• Directs, coordinates and performs the screening, diagnosis, and basic and emergency medical treatment of animals in the shelter.
• Performs or supervises the visual monitoring of impounded animals, including those that may be isolated or quarantined for signs of illness or unusual behavior.
• Performs surgical procedures, including spay/neuters and vaccinates animals to prevent diseases.
• Maintains accurate medical records of animals.
• Effectively communicates the condition and status of animals with staff, public and animal groups.
• Advises staff on matters within the veterinary field.
• Orders, maintains and controls the drugs used at the shelter and in the field.
• Trains appropriate staff in administering first aide and vaccinations to animals, the performance of euthanasia and other paramedical duties.
• Performs and directs staff to perform euthanasia of animals that are irremediably suffering from serious illness or severe injury, as necessary
• Ensures that shelter staff participates in a comprehensive disease prevention program for the animal shelter.
• Participates in special spay/neuter or vaccination clinics.
• Supervises staff to include: prioritizing and assigning work; providing technical guidance to staff; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
• Ensures compliance of activities to codes and all legal regulations.

Physical Requirements
Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds while handling animals and equipment. Employees may be exposed to cold and hot temperatures, loud noises, odors, dust, air contaminants, blood borne pathogens while using hypodermic needles on animals and may be exposed to animal scratches and bites.
Education

A degree from an accredited college or university in Veterinary Medicine.

Licensing Requirements (such as driver's license, certifications, etc.)

• Valid California license to practice veterinary medicine in the State of California is required.
• Ability to register with the Drug Enforcement Administration for controlled substances.
• Valid California Driver's License and a good driving record. (Must maintain a good driving record.)

The Capital Project Manager I-II (CPM I-II) is part of the Engineering & Construction department at Midpen and we have two vacancies. The Capital Project Managers work on the development and implementation of a wide variety of capital improvement projects to increase public access and enjoyment of Midpen lands. While both positions will emphasize capital project management, one will focus on construction management and the other will focus on design. Ideal applicants are highly organized, creative, energetic, self-starters with excellent oral and written communication skills, who enjoy working in an outdoor open space setting within a collaborative group dynamic. Midpen’s Capital Project Managers foster communication and collaboration with other Midpen departments to coordinate project requirements, work with local jurisdictional agencies to fulfill project permitting requirements, interact with project design consultants and contractors, and maintain project documentation.  Midpen is looking for well-qualified applicants who have demonstrated expertise supporting projects from conceptual design through construction. The first of the two positions will focus on construction project management – evaluating the constructability of a project during design, assisting with bidding, award of contract and managing construction oversight to completion. The second position will focus on supporting senior staff with in-house conceptual design of public access improvements for Midpen.

Capital Project Manager I is an entry-level position.  The incumbent will have acquired capital improvement, open space planning and design, land use, natural resource protection, and/or public administration experience, or equivalent education and training.  Assignments are generally limited in scope and set within procedural frameworks. The CPM I is assigned to manage small-scale projects or in support of larger scale projects managed by experienced Capital Project Managers.

Capital Project Manager II is the first experienced-level class in the Capital Project Manager series.  The incumbent performs the basic range of engineering review and construction management duties and/or conceptual design in the following areas: capital improvement, open space / public access, land use, and natural resource protection. The CPM II typically performs most of the duties required of the CPM III but are not expected to function at the same skill level.  Applicants with construction inspection, civil engineering, landscape architecture, project management, and/or construction management backgrounds are highly desired.

Work Environment/Conditions:  This position is part of the Engineering and Construction Department at the Midpen’s offices in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position.

Capital Project Managers will often work in the field and hike through steep terrain and wildland areas with poison oak and wildlife.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry.
