DEFINITION

• OPERATOR I (COLLECTION)
  Under general supervision or direction, the Operator I (Collection) is responsible for the overall operation of the wastewater collections system, which includes the repair and maintenance of the sewer collection system and pump stations.
   
• OPERATOR II (COLLECTION)
  Under general direction, supervises the operation of the Collections System of the Wastewater Treatment Plant on a designated shift to ensure processing and discharge of wastewater which complies with performance standards of State regulatory agencies; perform any combination of tasks involved with inspection, construction, repair, and preventive, corrective and emergency maintenance of sanitary personnel; prepares logs and other records; performs maintenance tasks as required and other related duties as required.
   

ESSENTIAL FUNCTION REQUIREMENTS

For the Collections System, ability to locate, detect cause, and correct sewer stoppages; detect and perform minor repairs and adjustments to sewer equipment; maintain pumps and related mechanical equipment; and report to work at any time during an emergency.  Perform electrical and mechanical repairs, maintenance work and modification to equipment used in a water quality control plant; use various mechanic’s tools with skill and accuracy; available for standby on sewer calls on a rotation basis; follow oral and written directions; maintain working relationships with other employees.  (See Physical Demands section as it relates to Essential Function Requirements.)

• Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. 
• Positions in this classification require one to bend, stoop, kneel, reach, climb, and stand for long periods of time. 
• Employees must be able to lift, carry, push, and pull materials and objects necessary to perform job functions. 
• Must be able to adapt and workday, swing or graveyard shift.
• Environmental Factors
  • Employees work primarily in the field and are exposed to noise, dust, pollen, grease, smoke, fumes, chemicals, noxious odors, gases, heat, and cold in confined workspaces and in all types of weather conditions.

BASIC EXAMPLE OF DUTIES

• OPERATOR I (COLLECTION)
  Duties may include, but are not limited to the following:
  • Performs operation and maintenance on sanitary sewer pump station.
  • Responds to service requests regarding clogged mainline stoppages, mainline breaks, manholes and related structures.
  • Performs mechanical work in repairing and installing equipment.
  • Operates compressor, air gun tamper, backhoe and other related construction tools.
  • May undertake minor carpentry, plumbing, cement work and electrical.
  • Performs general grounds maintenance work, sweeping, sanding, painting.
  • Maintains routine and daily records.
     
• OPERATOR II (COLLECTION)
  Duties may include, but are not limited to the following:
  • Lead a crew in the safe performance of preventive, corrective, and emergency maintenance of sanitary sewers
  • Respond to service requests, unclog mainline stoppages, and keep records on sewer line cleanings and state of existing problems within the Collections System
  • Repair mainline breaks, replace broken pipe and reconnect pipe sections
  • Operate power rodder, jet truck, backhoe and TV equipment
  • Conduct periodic inspections and perform routine maintenance and minor repairs to wastewater pumping stations and equipment
  • Keep daily logs and records on equipment; makes reports to the supervisor
  • Provide technical assistance and prescribe work methods and safety procedures to maintenance workers and utility workers
  • Inspect installation of new sewer lines, laterals and related structures; may study blueprints and specifications preparatory to inspection of construction project
  • Supervises the work of all operating personnel assigned to shift; trains and evaluates performance of shift employees, enforces safety procedures in conformance with policy of plant’s safety program.

What You’ll Do

The Senior Development Review Technician provides lead direction to technical and support staff; to perform a wide variety of complex and advanced technical duties requiring specialized knowledge related to building permits, planning applications and development; and to provide administrative support to assigned supervisor.  This is the advanced journey level in the Development Review Technician series.  Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing technical and functional supervision (day to day operations) over assigned personnel and performing the most complex duties assigned to the series.  Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

Duties may include, but are not limited to, the following:

• Plan, prioritize, and review the work of staff assigned to a variety of development review support duties.
• Assist the general public with questions regarding building and development review/permit requirements.

This is a unique opportunity for an experienced law enforcement professional to lead with integrity, build community relationships, and help shape the future of public safety in the City of Sebastopol. The City of Sebastopol values its community members and serves them with respect and compassion embracing modern and alternative and community methods of policing.  The Police Chief is responsible for the overall direction, coordination, and evaluation of the Police Department, including planning, organizing, directing, and coordinating the City's law enforcement and crime prevention activities, animal control, and youth services.

QUALIFICATIONS:  Any combination of education and experience that has provided the knowledge, skills, and abilities for a Chief of Police is qualifying.  Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions. The City of San Mateo Public Works Department is looking for

Wastewater Treatment Plant Operators-in-Training and Operators I and II

The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves a population of more than 140,000 with an annual operating budget in excess of $10 million and has a staff of 28 professional and technical personnel.

The City of San Mateo is building a cross-functional team tasked with upgrading the City’s 15.7 MGD conventional activated sludge plant with new liquids treatment process facilities, including headworks, primary treatment, five-stage biological nutrient removal/membrane bioreactor (BNR/MBR) process, biological and chemically enhanced treatment (BioACTIFLO) process, and other general plant upgrades, including odor control to serve the new facilities. What You’ll Do

• Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine processing requirements.
• Operate valves and gates, start and stop pumps, engines and electric motors to control and adjust flow and treatment processes, operate and maintain boilers, perform routine maintenance work on valves, tanks, related equipment and facilities.
• Monitor, adjust and troubleshoot as needed plant operational processes utilizing data-driven technology, such as the SCADA or PCS system.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Operate treatment plant vehicles and stationary machinery as required.
• Collect samples and perform routine laboratory tests and analyses.

These positions require shift work, nights, weekends, holidays with on-call emergency response 24 hours per day. However, along with this challenge is the benefit of working a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

Who You Are

The WWTP Operator in Training:

• You have graduated from high school or equivalent, and have six educational units of math or science course work, and six months experience in handling mechanical equipment and tools.
• You have up to 18 months to obtain a Grade I WWTP Certificate to promote to WWTP Operator I.

The WWTP Operator I:

• You have graduated from high school or equivalent and have six months experience in handling mechanical equipment tools.
• You possess a Grade I WWTP Certificate and work under direct supervision of the WWTP Shift Supervisor or WWTP Operator II and perform more routine operation work.
• You may be promoted to WWTP Operator II upon obtaining a Grade II WWTP Certificate and completing qualifying training.

The WWTP Operator II

• You possess a Grade II Wastewater Treatment Plant Operator Certificate issued by the State of California.
• You have graduated from High school or equivalent and a minimum of one year of experience in the operation of a wastewater treatment plant.

Sheriff’s Criminal Records Technician are assigned to any of the three following shifts:
 

Day Shift Technicians: Day Shift is responsible for a significant amount of public contact whether in-person, over the phone, or via email. Day Shift is largely responsible for maintaining, processing, and auditing warrant entries and search and seizure orders, in addition to other duties.

 

Swing Shift Technicians: Swings Shift shares an overlap with Day Shift in responsibility with assisting the public, whether in-person, over the phone, or via email. Swing Shift is mainly responsible for maintaining, processing, and auditing restraining/protective orders filed within our county court, in addition to other duties.

 

Night Shift Technicians: Night Shift interacts mostly with other law enforcement agencies, as well as some public contact either via phone or email. Night Shift is mainly in charge of maintaining, processing, and auditing citations and in-custody court packets for arraignment the following business day, in addition to other duties.

 

All 3 Shifts: Technicians in all shifts are assigned to monitor a teletype station, fax machine, and email inbox 24/7 for reviewing and processing requests through these channels in a timely manner, utilizing a variety of different law enforcement systems. In addition, they handle various administrative duties related to obtaining and compiling data from each of these systems based on the specific request.

Work Locations and Available Shifts:
 

Work Locations: The San Mateo County Sheriff’s Office Records Bureau headquarters is located at the Hall of Justice in Redwood City, CA – we also have substations in San Carlos, Half Moon Bay, and Millbrae that we have assigned technicians to work at.

 

Shift Expectations: Selected candidates are expected to work evenings, nights, weekends, holidays and/or other shift work depending on needs of the office.

 

Shift Availability: There are 3 shifts (Days, Swings, and Nights) and we are currently working on a 4-10 Schedule (4 days, 10-hours shifts) split between the days of Sun-Weds and Weds-Sat. Alternative work hour schedules are available (i.e., 9/80 schedule).

 
Other Requirements:
 

Background Check: Selected candidates must successfully pass a detailed background and/or criminal history review conducted by the Sheriff’s Office. Felony and misdemeanor convictions may be disqualifying depending on type, number, severity, and recency. 

 

Uniforms: Hired candidates are required to wear a designated uniform specified to the department while on duty.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

Sheriff's Criminal Records Technician I ($27.97-$34.95 hourly):  One year of general clerical or office assistant experience.

Sheriff's Criminal Records Technician II ($29.59-$37.01 hourly):   One year of experience in the maintenance of various law enforcement records.

  
Knowledge of: Policies and procedures related to law enforcement records maintenance activities; legal documents, forms and terminology; office practices and procedures, including filing and the operation of standard office equipment; business data processing principles and the use of word processing and personal computing equipment; business letter writing and the standard format for typed materials; correct English usage, including spelling, grammar and punctuation; business arithmetic, including percentages and decimals; and record keeping principles and practices.
 
Skill/Ability to: Read and understand law enforcement documents and extract relevant information; perform detailed Sheriff's records support work accurately; use initiative and sound independent judgment within established guidelines; compose routine correspondence from brief instructions; operate standard equipment including a computer; operate non-standard office equipment, including document imaging system and mug shot and photo line-up machine; deal tactfully and effectively with a variety of individuals in person and over the phone, some of whom might be hostile or irate; organize and maintain accurate files and records; make accurate arithmetic calculations, and understand and carry out oral and written directions.

Sergeants are first-line supervisors responsible for overseeing the day-to-day operations and performance of personnel who work in a variety of department units including patrol, investigations, special events, records, parking and traffic, and administration.  Supervisory duties include carrying out and overseeing general law enforcement / public safety functions; setting goals and objectives for the unit; contributing to the fulfillment of objectives; motivating and developing personnel; ensuring that personnel meet performance expectations; providing documentation of performance; and implementing strategies that enhance department operations.  Sergeants are expected to work closely and collaboratively with their peers within the department, to effectively coordinate the day-to-day operations of the various units as well as the department. 

A Stanford Department of Public Safety Sergeant must maintain proficiency and exercise the knowledge, skills and abilities necessary to perform basic law enforcement functions as well as directly supervise personnel assigned to his/her work group.  The knowledge base and skills required for this position include, but are not limited to: an understanding of pertinent federal, state, and local laws, codes and regulations; rules of evidence pertaining to search and seizure and preservation of evidence; techniques and applications of self-defense and proper use of force; use, operation, and maintenance of police equipment, vehicles and tools; department policies and procedures; and institutional policies and procedures (such as the Administrative Guide). 

In addition to their supervisory responsibilities, Sergeants are expected to perform the same basic job duties as line personnel, including, but not limited to: investigating crimes and arresting individuals; issuing citations; and participating in community outreach activities.  Sergeants must balance their administrative responsibilities with in-field supervision, spending considerable time working in the field and directly with the staff in their assigned unit. 
SUDPS personnel are considered “essential” or “required” University personnel and shall respond to campus when directed to do so, even with little advanced notice.  Sergeants are integral to the department’s overall emergency response efforts.  Absent a higher ranking sworn SUDPS member, the responsibility to assure shift operational efficiency shall be the primary responsibility of a Sergeant.
Work is performed primarily on-site; the position is subject to shift work including day, swing, and night shifts.

About the Department

The City of San Jose’s Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards.  This is accomplished by departmental staff in service to customers by: 

• Assisting and guiding land use and development to promote long-term goals and objectives that render safe, beneficial, and more sustainable communities 

• Providing orderly administration and compliance of building codes, as mandated by the various levels of government, to ensure the construction of buildings, homes, and structures meet intended life safety and structural requirements 

• Investigating and resolving citizen complaints of municipal code violations on private property in order to promote, maintain, and improve quality of life issues that better allow for safe and harmonious conditions in all neighborhoods 

The Department is seeking a Deputy Director of Planning who is committed to understanding, executing, and improving the Department’s vision of a well run, professional organization that achieves the above goals and objectives.  This includes providing excellent service and guidance to residents, property and business owners, developers, and other stakeholders throughout the planning processes. Strong management, communication and interpersonal skills are essential, as the department values building positive relationships and fostering collaboration with other departments, agencies, and the community.  

The Department has a staff of approximately 300 employees and includes four divisions: 

• The Planning Division administers current development projects, processes development applications in conformance with City policies and objectives and conducts long-range planning such implementation of the Envision San José 2040 General Plan. The Division provides support to the Planning Commission and the Historic Landmarks Commission. The Deputy Director (Planning Official) manages this Division. 

• The Building Division conducts plan review and field inspection of construction projects to ensure conformance with health and safety requirements. The Division operates the City’s Permit Center. The Building Official manages this Division.  

• The Code Enforcement Division utilizes education and enforcement tools to facilitate compliance with Municipal Codes designed to maintain a healthy, safe and clean environment, carry out land use policy, and preserve the quality-of-life standards that residents and businesses enjoy. The Code Enforcement Official manages this Division. 

• The Administrative Division manages the Department’s administrative activities, including budget, fiscal and human resources. The Administrative Officer manages this Division. 

To provide consistency throughout the planning and entitlement processes, key elements of the Planning and Building Divisions operate on the interdepartmental “Development Services Team” with Public Works Development Review and the Fire Marshal. The Deputy Director for Planning is a direct report to the Director of PBCE and provides leadership of all Planning functions within the Department. The position also contributes to the overall management of the Department through overseeing various interdivisional project teams. 
  

The Deputy Director for Planning is responsible for the stewardship and implementation of the City's General Plan and zoning policies, the review of applications for planning permits for consistency with the City’s ordinances and polices including California Environmental Quality Act (CEQA), and for engagement with customers, stakeholders and the community on proposed developments.  

The position is supported by three Division Managers and four Principal Planners who take responsibility for day-to-day operations and decision-making and are split between Development Review, CEQA, and Citywide Planning (longer term policy and plan development). The position manages an interdisciplinary team of planners and provides executive direction for specialized professional planning functions, including development review, land use, zoning, urban design, environmental review, historic preservation, housing, transportation, economic development, and data analytics. The position develops and oversees the organizational structure, the annual work program, and the budget and staffing of the Planning Division and assists in the preparation of the Department’s work program and budget.  
 

The Deputy Director of Planning frequently represents the Department and the Director at City Council, officiates public hearings on the Director’s behalf, and represents the Department and the Director at meetings with the public, elected officials, other departments/agencies and various stakeholders. The position includes attendance at evening meetings.  

Essential areas of responsibility include: 

• Oversee the department's planning budgets, ensuring proper allocation of resources, cost recovery, as well as the development and oversight of the divisions fees and charges  

• Ensure all planning activities comply with local, state, and federal regulations. 

• Develop and implement long-term city planning initiatives. 

• Facilitate public meetings and community outreach to gather input and inform the public about planning projects. 

• Provide leadership and guidance for critical housing related issues/proposals ranging from zoning, permitting, infrastructure improvements, community engagement and sustainability 

• Oversee the review of development proposals, zoning changes, and other land use applications for compliance with city codes and policies.  

• Manage complex planning projects and initiatives, including comprehensive plan updates, area plans, and zoning code revisions.  

• Collaborate with the internal development-services partners, elected officials, developers, community groups, and the general public on planning matters.  

• Prepare reports, presentations, and recommendations for the Planning Commission and City Council  

• Assist in the day-to-day operations of the Division. 

• Advise the Director about important and/or sensitive issues; take appropriate action to address them. 

• Represent the Department and City before other government agencies, community groups, citizens, businesses and professional organizations. 

• Provide positive and constructive leadership and management; mentor and motivate staff. 

• Lead organizational review and strategic planning efforts. 

• Continue to stay on the forefront of nationwide trends and initiative. Introduce and implement creative ideas and processes to help the city achieve 
   its economic development, quality of life, and other goals. 

• Continue implementation of the Envision San José 2040 General Plan. 

With the scale of growth and development anticipated throughout the City, anchored by major transit investment plans, it is critical that the City’s General Plan for current citywide planning policy priorities should include: 

• Housing Crisis Action Plan 

• Transportation/Transit Efforts, including BART Phase 2 

• Urban Village Planning and Implementation 

• Downtown and North San Jose Planning 

• Zoning Code and Ordinance Updates 

• Urban Design and Public Life Initiative 

• Historic Preservation 

• Regional Policy 

DEFINITION:

Under administrative direction, plans, organizes, manages, and provides direction and oversight for all functions and activities of the Planning Department, including current and advanced planning, code enforcement, building permits, economic development, environmental sustainability, open space acquisition and management, and housing; coordinates assigned activities with other Town departments and outside agencies; other assigned duties, and provides complex administrative support to the Town Manager.

DISTINGUISHING CHARACTERISTICS:

This is a department head classification that oversees, directs and participates in all activities of the Planning Department, including short- and long-term planning, development and administration of departmental policies, procedures, and services.  This class serves as the Town’s professional expert on all matters related to the activities of the Planning Department.  Successful performance of the work requires knowledge of the public policy, municipal functions and activities, and the ability to develop, oversee, and implement projects and programs in a variety of areas.  Responsibilities include: coordinating the activities of the department with those of other local departments and agencies, managing and overseeing the complex and varied functions of the department, and ensuring that services provided are of the highest quality. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering Town goals and objectives within general policy guidelines.

SUPERVISION RECEIVED/EXERCISED:

This position works under the general guidance of the Town Manager and exercises general direction and supervision over professional, technical, and administrative support staff.

COMMUNITY SERVICE OFFICER

A Community Service Officer is a non-sworn uniformed police technician who is responsible for basic criminal and traffic collision investigations, issuing parking citations and warnings, towing abandoned vehicles, and basic collection of investigative information and evidence. The duties of Community Service Officers are instrumental in ensuring the availability of sworn police officers to conduct more critical patrol activities. The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. Incumbents may be assigned to either County Jail security or Court security.

The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.
