THE POSITION

Tri-City is looking for one individual to serve as a Facilities Maintenance Worker for the Facilities Department. The Facilities Maintenance Worker is responsible for independently performing routine and semiskilled maintenance and repair work. This position will report to the Facilities & Safety Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Performs preventative maintenance and repair of Authority and leased properties; responds to work order requests and keeps reports and records of completed job; conducts daily mail runs for Authority staff.

• Performs skilled and semi-skilled labor related to the maintenance, repair, and modification of buildings and facilities; performs minor carpentry, electrical, masonry, and plumbing work.

• Performs routine painting of interior and exterior surfaces; moves and secures furniture, wall fixtures, equipment, and a variety of floor coverings; determines supplies needs and prepares orders for supplies and materials.

• Ensures cleanliness of the Authority’s interior and exteriors premises, cleans windows, cleans, and sanitizes spills and debris.

• Modifies and repairs plumbing fixtures, including toilets, sinks, or related elements.

• Maintains and restocks emergency and sanitation supplies including water, food supplies, batteries, radios, and other related items.

• Performs related duties as required.

POSITION

Perform routine non-hazardous police office activities.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

** These positions work alternate shifts which will cover a 24-hour operation.  Successful applicants may be required to work alternative hours, which may include swing shift, graveyard shift, including weekends and/or holidays. **

IDEAL CANDIDATE

The Ideal Candidate will possess an in-depth knowledge of Law Enforcement organizational structure. The Ideal Candidate will also possess good communication, customer conflict resolution skills, and writing skills, as well as be competent with computers and related software, e.g., report management, and MS Outlook, and Excel. Knowledge of principles, codes, regulations and laws governing records management of a police department.  Additionally, the Ideal Candidate will have a strong work ethic, ability to multitask, prioritize, knowledge of complex filing systems, and be available for shift work.

Duties may include, but are not limited to the following:  Processes and maintains a variety of police records, files, forms, and manuals. Issues, receives, types, and processes various applications, permits, and other forms; processes warrants, permits, and citations; collects and processes fees and charges. Entries and modifications into a state and nationwide system. Processes police reports including receiving, reviewing, copying, distributing, filing, and making corrections as applicable. Logs subpoenas; collects, posts, and distributes department mail.  Answers a multi-line telephone system, providing information or routing calls to appropriate individuals. Greets the general public, giving information on the department and answering routine questions. Types, proofreads, and processes a variety of documents including general correspondence, memos, and legal documents. Operates standard office equipment including computer remote terminals. Creates and maintains files and databases. Provides fingerprint services for applicants and voluntary bookings. Performs related duties as assigned.

ESSENTIAL JOB FUNCTIONS

File routine reports and correspondence; perform general clerical duties using typewriter and word processor.  Respond to citizen requests for information and assistance.  Complete minor reports as required. Retrieve and input data into computer terminal. Receive calls and take messages. Accumulate data and prepare monthly statistical reports.  Process requests for copies of reports from both citizens and other criminal justice agencies. Inventory supplies and order when necessary.  Process monies and fees via the cash register, prepare licenses and permits, prepare and issue bills, complete citation sign-offs.  Prepare correspondences to victims of crime.  Complete and prepare background and record checks.  Process voluntary bookings and court ordered registrations.  Perform fingerprinting and Live Scan digital printing.  Assist in the transportation of property and evidence. Assist in preparation for the auction of property. Purge files. Provide relief for full-time Community Services Officers.  Regular and consistent attendance.

QUALIFICATIONS

Education:  High School diploma or equivalent.

Experience:  One (1) year of general administrative office work experience OR six (6) months of administrative office work in a law enforcement agency. Prefer experience with substantial public interaction.

License or Certificate:  Possession of a valid California driver’s license required upon hire.

The Position

The current opening is for a regular full-time Police Community Service Officer and is under the direction of the Police Sergeant.  The main focus of this position will be processing, storing, and controlling evidence and other property received or confiscated by the Police Department; maintain property, evidence files, and records.  This is a regular full-time, non-sworn, technical support classification associated with law enforcement in the Town Police Department and may perform a variety of responsible duties not requiring the attention of a sworn officer.

The incumbent reports to the City Administrator who also serves as Executive Director of the Successor Agency to the Redevelopment Agency. The incumbent serves as liaison with local, state and federal economic development agencies, and brings various program activities together into a City-wide coordinated and planned economic development strategy. The Community and Economic Development Director acts with a high degree of independence of action in the assigned area of responsibility to attain objectives according to policy guidelines. Except where a deviation in policy is involved, most work is not reviewed directly by supervisor and when work is reviewed, the review is directed toward final outcomes and results

The Director will direct and coordinate the City's economic development efforts that may include financing, site selection, supplemental outreach recruitment and existing business expansion and development entitlement assistance. Prepares and recommends the City's economic development policy goals and implementation plans. Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. Manages permit processing, planning, building plan checking and inspections, code enforcement, historic preservation and development engineering. Directs research and preparation of various reports, proposals, and studies. ESSENTIAL RESPONSIBILITIES: The essential responsibilities of the director are to have knowledge of principles and practices of economic development efforts that may include financing, site selection, business outreach and recruitment, existing business expansion, and development entitlement assistance methods and techniques of permit processing, building inspection and code enforcement; laws, ordinances and regulations governing the operation of municipal government; management theory and practice; spelling, grammar and punctuation; appropriate safety precautions and procedures. 

Have the ability to plan, organize and administer comprehensive economic development programs; coordinate a task force designed to respond to developmental needs of applicants; prepare comprehensive reports, make effective oral presentation and maintain effective public relations; exercise good judgement in the handling of municipal affairs; formulate and administer budget; operate a vehicle observing legal and defensive driving practices; establish and maintain effective relationships with those contacted in the course of work; deal with a wide variety of planning, building and code/zone customers and reaching a satisfactory resolution to difficult and complex problems; maintain confidentiality and determine what information can be dispensed; coordinate with various departments for plans and permits review; manage the performance of others in the department with regards to scheduling inspections, computerized data entry, permit issuance, public relations, complaint, planning and community and economic development conditions and monetary follow-up. 

PHYSICAL DEMANDS & WORKING CONDITIONS: Strength, light work-lifting, carrying and/or pushing 25 pounds maximum; incumbents are required to attend periodic evening meetings; and required to travel within and out of City to attend meetings. 

PREREQUISITES: This position requires equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration, urban planning, economics or a closely related field.

A Master’s degree in one of these fields is desirable.

A minimum of three years of increasingly responsible experience in managerial-level work in economic/business development and municipal services.

Possession of a valid California driver's license and a satisfactory driving record.
