THE POSITION: As potential Police Sergeants, candidates in these roles will shoulder significant responsibility overseeing law enforcement and patrol duties during designated shifts. Responsibilities extend beyond field supervision, including the enforcement of departmental rules, fostering discipline, resolving subordinate issues, and conducting team performance evaluations. This role requires collaboration with armed personnel, possibly in uniform or plain clothes, requiring a balance of field and office tasks. Regular public engagement, often in high-stress situations, is a key element, necessitating strong interpersonal skills and emotional resilience. Adaptability to rotational scheduling and a variety of role assignments underlines the need for flexibility and versatility.

Reporting to the Building Official, this specialized classification performs the full range of duties related to building inspection and code compliance activities required to ensure compliance with the City’s Municipal Code as well as the full range of routine to complex inspections of residential, commercial, and industrial buildings; investigates citizen complaints of public nuisances and quality of life issues and seeks voluntary compliance or issues citations and initiates abatement procedures; performs inspections at various stages of construction, alteration, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances, including basic zoning, grading, fire, and safety regulations; reviews applications and conducts inspections on a wide range of business licenses and special events permits such as those for massage establishments, special events, and noise exemptions; and performs related work as required.

POSITION

Perform routine non-hazardous police office activities.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate will possess an in-depth knowledge of Law Enforcement organizational structure. The Ideal Candidate will also possess good communication, customer conflict resolution skills, and writing skills, as well as be competent with computers and related software, e.g., report management, and MS Outlook, and Excel. Knowledge of principles, codes, regulations and laws governing records management of a police department.  Additionally, the Ideal Candidate will have a strong work ethic, ability to multitask, prioritize, knowledge of complex filing systems, and be available for shift work.

Duties may include, but are not limited to the following:  Processes and maintains a variety of police records, files, forms, and manuals. Issues, receives, types, and processes various applications, permits, and other forms; processes warrants, permits, and citations; collects and processes fees and charges. Entries and modifications into a state and nationwide system. Processes police reports including receiving, reviewing, copying, distributing, filing, and making corrections as applicable. Logs subpoenas; collects, posts, and distributes department mail.  Answers a multi-line telephone system, providing information or routing calls to appropriate individuals. Greets the general public, giving information on the department and answering routine questions. Types, proofreads, and processes a variety of documents including general correspondence, memos, and legal documents. Operates standard office equipment including computer remote terminals. Creates and maintains files and databases. Provides fingerprint services for applicants and voluntary bookings. Performs related duties as assigned.

ESSENTIAL JOB FUNCTIONS

File routine reports and correspondence; perform general clerical duties using typewriter and word processor.  Respond to citizen requests for information and assistance.  Complete minor reports as required. Retrieve and input data into computer terminal. Receive calls and take messages. Accumulate data and prepare monthly statistical reports.  Process requests for copies of reports from both citizens and other criminal justice agencies. Inventory supplies and order when necessary.  Process monies and fees via the cash register, prepare licenses and permits, prepare and issue bills, complete citation sign-offs.  Prepare correspondences to victims of crime.  Complete and prepare background and record checks.  Process voluntary bookings and court ordered registrations.  Perform fingerprinting and Live Scan digital printing.  Assist in the transportation of property and evidence. Assist in preparation for the auction of property. Purge files. Provide relief for full-time Community Services Officers.  Regular and consistent attendance.

QUALIFICATIONS

Education:  High School diploma or equivalent.

Experience:  One (1) year of general administrative office work experience OR six (6) months of administrative office work in a law enforcement agency. Prefer experience with substantial public interaction.

License or Certificate:  Possession of a valid California driver’s license required upon hire.

The Position

The current opening is for a regular full-time Police Community Service Officer and is under the direction of the Police Sergeant.  The main focus of this position will be processing, storing, and controlling evidence and other property received or confiscated by the Police Department; maintain property, evidence files, and records.  This is a regular full-time, non-sworn, technical support classification associated with law enforcement in the Town Police Department and may perform a variety of responsible duties not requiring the attention of a sworn officer.

About The Position:

Description

The Department:
The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activities related to supplies, materials, equipment, and general and professional services. Additionally, the Purchasing Division operates a central warehouse with over 3,000 inventory items, primarily supporting the City's utilities departments. The Purchasing Division is also responsible for the disposition of surplus property and the City mailroom.
 
The Purchasing Division comprises 12 full-time and three as-needed staff: Purchasing Division Manager (1), Contracts Manager (4), As- Needed Contracts Manager (3), Management Analyst (1), Chief Storekeeper (1), Buyer (2), and Materials Handler (3). This position will report directly to the Purchasing Division Manager.
 
The Position:
The Contracts Manager role demands extensive experience in managing major solicitations and contracts, with a significant emphasis on writing. The ideal candidate will be adept at writing detailed scopes of service/statements of work in collaboration with technical teams. This position involves facilitating complex procurements and drafting and negotiating contracts with selected vendors. The ideal candidate will demonstrate independent judgment, excellent problem-solving abilities, and strong contracting and negotiation skills, overseeing the entire process from developing solicitation documents to contract execution.
 
The ideal candidate will have the following:

• Extensive knowledge of modern principles and procedures; 
• In-depth understanding of contract documents, various solicitation methods (RFQs, RFBs, and RFPs), and contract administration;
• Proficiency in mathematics for performing computations and conducting cost and price analysis;
• Experience in preparing technical and complex specifications, investigating supply sources, and analyzing market conditions;
• Ability to read, interpret, explain and apply relevant rules, regulations, laws, policies and procedures accurately;
• Use judgment and initiative to make recommendations and resolve complex and sensitive issues; and
• Excellent communication skills to engage in procurement planning with client departments and effectively communicate purchasing policies and procedures to all City staff.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Bachelor's degree from an accredited college or university in Public or Business Administration, Economics, Accounting, Finance, Material or Supply Chain Management or closely related field; and
• Three (3) years of increasingly responsible experience facilitating large and complex procurements and negotiating, writing, and managing large and complex contracts.

Desirable Qualifications:
• Designation as a Certified Purchasing Manager (CPM), Certified Professional Public Buyer (CPPB), or Certified Public Purchasing Officer (CPPO);
• Master's degree in a closely related field; and
• Experience in the public sector.

LICENSE

POSITION SUMMARY

DISTINGUISHING CHARACTERISTICS

Dispatcher I is the entry level class in the Dispatcher class series, which is typically used as a training class. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Dispatcher II level and initially exercise less independent discretion and judgment in matters related to work procedures and methods. While in training, work is usually supervised while in progress and fits an established structure or pattern. After initial training period, only occasional instruction or assistance is provided as new or unusual situations arise, with exceptions or changes in procedures explained in detail as they arise. Advancement to the “II” level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Dispatcher II is the full journey level class in the Dispatcher class series performing the full range of dispatcher duties. Positions at this level are distinguished from the Dispatcher I level by independent performance of the range of duties, applying well developed program area knowledge, training new employees, and implementing new procedures. Positions at this level are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed only on completion and for overall results. Positions in this class series are flexibly staffed and positions at the Dispatcher II level are normally filled by advancement from the Dispatcher I level.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Receive, classify, and prioritize all incoming calls to the dispatch center including 911 calls and business line class received from citizens requesting service or information; operate a variety of public safety communications equipment including a 911 emergency telephone equipment, computer aided dispatch systems, and multi-channel radio system.
• Evaluate response necessary as dictated by a given request for service; determine nature, location, and priority of calls; operate computer aided dispatch system to create calls for service within response criteria guidelines; assign and dispatch appropriate emergency vehicles, equipment, and personnel in accordance with policies and procedures; transfer calls to other appropriate agency in accordance with established procedures; obtain and dispatch other support services as necessary.
• Maintain contact with all units on assignment through computer aided dispatch; maintain status and location of police field units; maintain computer records of traffic stops and other officer initiated activity.
• Retrieve information from local, state, and national computer networks regarding wanted persons, stolen property, vehicle registration, stolen vehicles, restraining orders, criminal histories, parolees, and other related information; relay information to officers in the field.
• Operate computer terminals and teletype machine to enter, modify, and retrieve data such as stolen and recovered property, towed and stolen vehicles, missing and unidentified persons, citations, field interviews, driver license and vehicle registration information, and warrants on wanted persons; compose and transmit messages to other agencies.
• Perform a wide variety of specialized clerical duties involved in the preparation, maintenance, and release of materials related to law enforcement activities including to organize, process, maintain, update, and route a variety of departmental reports, records, and files; operate and maintain the departmental centralized record keeping systems; make inquiries; enter reports; update individual files; update codes.
• Perform a variety of general clerical duties in support of the department; compile, maintain, process, and prepare a variety of records and reports; type transcripts from taped interviews; maintain various files; prepare supplemental reports as directed.
• Operate and maintain Teleminder computer messaging system to notify residents of fire conditions; update phone numbers of residents in specified fire zones.
• Control the security of the police building; operate and monitor internal security system.
• As assigned, serve as dispatch and/or records Training Officer for new dispatchers, police officers, and police reserves; train new police officers, police reserves and new dispatchers on communication and records procedures.
• As assigned, process, evaluate, and distribute police reports and records ensuring that information is released in accordance with related laws and departmental policies.

Records Assignment

• When assigned to Records, perform a variety of duties involved in police records operations including disseminating, maintaining confidentiality, evaluating, copying, and filing police records and reports; process and distribute arrest reports to the District Attorney, juvenile probation offices, and courts in a timely manner; ensure that information is released in accordance with related laws and Police Department policies.
• When assigned to Records, assist the general public and other agencies at the front counter; provide requested forms; issue parking permits and burn permits; collect fees including parking fees and fees for accident or crime reports; release reports as appropriate; make appointments for and process paperwork for sex and narcotic registrants; perform record checks; provide fingerprinting; accept subpoenas and restraining orders; release vehicles; update press board; respond to complaints and inquiries from the general public including to provide directions and variety of information on department policies and functions; refer inquires to appropriate agency or department.
• When assigned to Records, respond to telephone and fax requests from citizens, business, and other agencies; provide assistance and answer questions in response to requests; provide other agencies with criminal history information and reports; transfer calls for service to dispatch as necessary.
• When assigned to Records, respond to mail correspondence; respond to report requests received from insurance agencies and collect fees; respond to various citizen requests that may or may not require a fee; respond to other agency requests including the sealing of juvenile and adult records, subpoenas, and record checks; receive court dispositions of arrests and route to detectives or file with reports; receive evidence dispositions and route to evidence staff member.
• When assigned to Records, prepare, maintain, compile, and compute Uniform Crime Reporting and other statistics; check entries made by other staff for accuracy, make necessary corrections, and notify staff of proper procedure or error.
• When assigned to Records, serve as Agency Coordinator for the Department of Justice on matters pertaining to the use of CLETS, NCIC, and DOJ data bases; train departmental personnel on the policies and procedures of CLETS to ensure compliance with DOJ requirements.

• When assigned to Parking Enforcement, patrol the City to enforce parking laws and regulations; issue parking citations; as necessary, tow and abate vehicles; testify in court as necessary; respond to calls of disabled motorists and assist in moving vehicle; provide the general public with directions and information regarding facilities and services; assist Downtown and Old Town merchants with parking problems including to attend meetings as liaison for the Department; assist Police Officers in providing traffic control including at accidents, road closures, and disabled motorists.

Environment: Office and emergency services dispatch center setting with extensive public contact; incumbents are required to work evening, night, weekend and holiday shifts; incumbents may be called back or held over to maintain staffing levels. When assigned to parking enforcement, field environment; travel from site to site; incumbents may be exposed to noise, dust, inclement weather conditions, and potentially hostile environments; extensive public contact.

Physical: Primary functions require sufficient physical ability to work in an office and emergency dispatch center setting; stand or sit for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; push, pull, lift, and/or carry light to moderate weights; operate office equipment including use of computer keyboard; requires a sense of touch, finger dexterity, and gripping with hands and fingers; ability to speak and hear to exchange information. When assigned to parking enforcement, walk for prolonged periods of time; operate assigned equipment and vehicle.

The County of Yuba is actively recruiting to fill current vacancies and establish an employment list for the position of Public Safety Dispatcher within the Sheriff’s Department.  The incumbent receives 9-1-1 system sheriff, fire, medical emergency and rescue calls; dispatches sheriff, fire and medical personnel following established procedures; maintains communication with officers in the field to ensure safety and provide back-up and information; provides relief coverage for the records unit; and performs related work as assigned. These classifications require shift work and the ability to make decisions and act appropriately in stressful situations. The work also involves interdepartmental cooperation with various public safety agencies located throughout the County to coordinate the most effective response to requests for assistance from the public.
