The City of San José Information Technology Department (ITD) seeks a Cybersecurity Analyst (Enterprise Supervising Technology Analyst) to support new and existing initiatives in the Cybersecurity Office. The position will focus on Risk Mitigation as well as Identity & Access Management with exposure and support on all aspects of the Cybersecurity practice, including cross-support.

The ideal candidate will be part of one of the largest, most innovative communities in the nation. Led by the City Information Security Officer (CISO), the Cybersecurity Analyst will implement and manage information and system security programs across the City that keep municipal services secure and resilient. The Cybersecurity Analysts will support the CISO and the City by administering risk identification, protection and compliance, threat detection, incident response, and recovery services for all City departments to achieve business resilience.

The City of San José requires Cybersecurity Analysts to be highly skilled and adapt quickly to deal with emerging challenges. The candidate must be able to apply expertise in all aspects of security, interface with vendors, keep their skills current, manage security projects, and provide security services to City departments with strong outcomes.

• Identifying and mitigating threats utilizing existing technologies. Working with other teams to mitigate identified vulnerabilities from identification to closure. Tracking and reporting mitigation efforts. Be familiar with the Plan of Action and Milestones in tracking, remediating, socializing, and getting them to completion.
• Working with other teams preparing, detecting, eradicating, and restoring operations in the event of incidents.
• Managing Plan of Action and Milestones for existing vulnerabilities
• Working with relevant teams to ensure the restoration of systems and technologies in accordance with policy and based on business group needs.
• Interfacing with the Virtual Security Operations Center (V-SOC) and using deployed tools and services to ensure system and network monitoring is taking place in accordance with defined service levels, contracts, and established standards.
• This role requires flexibility and adaptability to meet the Security needs of the ITD. The individual must be able to support other areas of expertise within the security domain, such as but not limited to NIST Cybersecurity Framework implementation, Identity Access Management, Risk Management & Compliance, Risk Assessments, Training, Audit Support, and others.

Please note that the Cybersecurity Analyst (Enterprise Supervising Technology Analyst) position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change.

Salary Information: The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Enterprise Supervising Technology Analyst (ESTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $141,697.92 - $172,645.20

The ESTA classification is represented by the City Association of Management Personnel (CAMP) bargaining unit.

THE POSITION

Under the direction of the Public Works Director, or designee, the Senior Civil Engineer will perform complex professional municipal engineering duties and will lead and control the activities of the Land Development Section and may be responsible for other areas of engineering (secondary duties) as assigned.  The incumbent will exercise a full range of supervisory authority and responsibilities over assigned professional engineering and technical personnel, who may, in turn, direct the work of others.  The Senior Civil Engineer will participate in departmental projects and tasks with the Planning, Building, and Maintenance staff and perform other work as assigned.  The Senior Civil Engineer may occasionally serve as the Acting City Engineer and will also be assigned to serve as the Engineering representative for several commissions.  

EXAMPLES OF DUTIES

The Senior Civil Engineer receives general direction from the Public Works Director, or designee, and exercises direct supervision over professional and technical staff.  Duties may include, but are not limited to, the following: 

• Coordinate, supervise and perform responsible engineering work in connection with municipal public work projects; prepare and supervise the design of engineering plans and specifications for the construction of streets, storm drains, parks, signals and buildings and other improvements; gather data, make calculations, and recommend alternatives.
• As project engineer, perform design work including preparation of preliminary drawings, finished plans, specifications, and estimates.
• Inspect and supervise the checking of structure and/or subdivision plans for conformance to City standards; participate in the final inspection of capital improvement projects for compliance with City specifications; and prepare conditions for land use and development permits.
• Interpret the application of design criteria; check plans and specifications for accuracy of design and completeness; supervise right-of-way engineering work; review subdivision maps, improvement plans, and other engineering designs for compliance with City standards.
• Determine the need for materials, supplies and equipment, and prepare requisitions and requests. Prepare cost estimates for labor, equipment, and material to accomplish various maintenance projects.
• Administer the encroachment permit process, including issuance of permits and inspection of the work for compliance with City standards.
• Make presentations to the City Council, City Commissions, and various public agencies and community groups.
• Assist in budget preparation and administration. Supervise, train and evaluate professional and technical subordinates.
• Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

• Principles and practices of engineering.
• Modern methods and techniques used in; the design and construction of a wide variety of public works engineering projects.
• Modern developments, current literature and sources of information regarding the assigned area of engineering.
• Applicable laws and regulatory codes relevant to design and construction in the area of assignment.

Ability to:

• Plan, assign, determine priorities, and supervise work of sub- professional and professional engineering personnel; ability to make independent investigations in the review of engineering problems; ability to determine adherence to engineering specifications on a variety of public works improvement and construction projects.
• Explain technical issues to non-professional people and to deal effectively with developers, civil engineers, consultants, City staff, City Council, Commission members and general public.
• Interpret diagrams, drawings, specifications, contracts, technical journals and other information pertaining to assigned areas of responsibility.

EXPERIENCE AND EDUCATION

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Four years experience in professional engineering work in area of assignment including one year of supervisory experience.

Education: Equivalent to a Bachelor's degree from an accredited college or university with major work in civil engineering or a closely related field.                           

LICENSE OR CERTIFICATE

Possession of a Certificate or Registration as a professional engineer in the state of California.  Possession of, or ability to obtain, an appropriate California driver's license and a satisfactory driving record.

The Bay Area Air Quality Management District (District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. DEFINITION

Under general supervision, provides a variety of routine to difficult financial, billing, statistical and accounting office support; may perform general office support duties, including typing, word processing and filing; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

Accounting Assistant I is the entry level class of this accounting support series. Initially under close supervision, incumbents learn financial office and District procedures. As experience is gained, there is greater independence of action within established guidelines. This class is alternately staffed with Accounting Assistant II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.

Accounting Assistant II is the journey level class of this series, fully competent to perform a variety of responsible accounting and financial record-keeping support duties. All positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. This class is distinguished from Senior Accounting Assistant in that the latter assigns, directs and reviews the work of a small accounting support staff.

THE POSITION

The City is seeking an Assistant Engineer to perform and assist varied civil engineering work in the design, review, construction, and inspection of a variety of municipal and development projects, and to act as a general assistant to senior level departmental staff.  The ideal candidate is committed to public service and excels in and fosters a team environment.

EXAMPLES OF DUTIES

Under direction of the Public Works Director or designee, duties may include, but are not limited to, the following:

• Coordinate the development of plans, specifications, and estimates (PS&E) for construction and major repair of public works systems.
• Confer with supervisors and staff regarding project priorities and major repair of public works systems.
• Check subdivision plans for conformance to City standards.
• Administer construction contracts by coordinating with consulting engineers'; inspect project sites to assist in solution of difficult problems; and interpret specifications.
• Participate in the preparation of special engineering studies and reports.
• Coordinate public works systems activities with other City departments, divisions, and sections and with outside agencies.
• Assist in the preparation of the division's budget.
• Review and check tentative and final land division and subdivision improvement plans and agreements for accuracy and conformance with City codes, ordinances and policies.
• Participate in the development of Conditions of Approval for private development projects.
• Assist in the preparation of the Capital Improvement Program (CIP).
• Attend City Council meetings and represent division as required.
• Attend engineering meetings and conferences to keep abreast of current municipal engineering techniques.

QUALIFICATIONS

Knowledge of:

• Principles and practices of engineering as applied to public works and construction projects.
• Methods and techniques used in the design and construction of a variety of public works projects.
• Modern developments, current literature and sources of information regarding the assigned area of engineering.
• Applicable federal and state laws and regulations.
• Applicable laws and regulatory codes related to development and construction.

Ability to:

• Plan, direct and coordinate public works engineering projects.
• Communicate clearly and concisely, orally and in writing as an agent of the City with residents, business partners, and elected officials.
• Prepare specifications, cost estimates, work schedules, plans, maps and reports.
• Make complex engineering computations and check, design, and inspect the construction of a wide variety of public and private facilities.

COMPENSATION AND BENEFITS

The City of Pleasant Hill offers a competitive compensation and benefits program. For detailed benefit information, please review the Memorandum of Understanding between the City and Professional & Confidential Employees Association.

• Sign-on Bonus:  One-time $5,000 bonus.  $2,500 on hire and $2,500 after successful completion of 1 year probation. The bonus is subject to taxes and is not reportable to CalPERS.
• Monthly salary: $7,718 to $9,974 and appointment will be based on the qualifications and experience of the selected applicant.  Effective 11/1/2024: 3.25% COLA and Step G added to pay schedule ($7,969 to $10,555/month).  Effective 11/1/2025: 3.5% COLA ($8,248 to $10,924/month).
• Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. In lieu of medical coverage, the employee may elect to receive $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.
• Dental & Vision Coverage: City-paid for employee and eligible dependents.

Work Environment:  This position is part of Administrative Services at Midpen’s office in Los Altos, California and reports to the IT Program Administrator.  The focus is on in-person support to our internal customers and therefore this position will work fully onsite, Monday through Friday and occasional evenings to support in-person public meetings The selected individual may work a 9/80 schedule depending on staffing levels and operational needs. The position will also require work at the various District field offices. POSITION INFORMATION

The Finance and Administrative Services Department is responsible for supporting the City’s operations through accounting, budget management, information & technology services, revenue services, payroll, purchasing and utility billing. This position, in coordination with the Administration and Budget team, will support the entire Department with a special emphasis on Citywide budget development and financial analysis.

DEFINITION

Under general direction of the Department Head, performs a wide range of responsible, professional, administrative, staff assignments which include oversight of interdepartmental and City-wide projects and programs; and performs related work as required. As this is a management development position, the incumbent may be assigned temporarily to other departments to gain broad experience in various municipal functions.

EXAMPLES OF DUTIES

Assist in program, policy and budget development, implementation, coordination, revision, review, evaluation and monitoring; participate in interdepartmental task forces and committees; research, compile and analyze financial and other data; prepare recommendations for budget requests, grants, new programs, modification of services and equipment; plan, organize and coordinate assigned City-wide projects and monitor departmental projects; analyze, interpret and explain City policies and procedures.

TYPICAL TASKS

The following tasks are typical for the classification. Any single position may not require all of these tasks and/or may require similar analytical and administrative tasks not listed.

1.Identify and research information from various departments and from outside sources to evaluate proposed programs and projects.

MINIMUM QUALIFICATIONS

Knowledge of: Comprehensive knowledge of the principles, practices and methods of municipal budgeting, finance, public administration and organizational development; modern management of departments and organizations; pertinent legislation; interpersonal behavioral dynamics.

Ability to: Write and present reports and recommendations; speak before groups; properly interpret, explain and act in accordance with laws, regulations and policies; demonstrate competency in research and analysis, decision making, and management skills; and tactfully relate to the public, departmental managers, employees, other organizations and outside agencies. Work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Bachelor's Degree from a four-year college or university, with major course work in Public or Business Administration or related field.

Experience: Two years of full time, paid, responsible work experience in a fiscal or administrative capacity; or an equivalent combination of related training and experience.

License: Possession of a valid Class C California Driver's License.

THE POSITION

The City of Daly City is seeking a highly skilled, business-oriented Senior Management Analyst with strong accounting, budgeting and financial management background to assist in budget development, projection and implementation of Citywide budgets.  This position reports to the Assistant Director of Finance and plays a critical role on the City’s budget, working in partnership with other departments.

The successful candidate will prepare budget reports, complex financial forecast and analyses, update budget forecasting model, monitor revenues and expenditures, make presentations, and provide staff assistance in support of Citywide activities.

The position requires a dedication to customer services, teamwork, excellent communication, interpersonal, presentation and writing skills, ability to effectively prioritize and multi-task while delivering quality results, and a commitment to maintain high level of ethical integrity, timeliness and accuracy.

Under general direction of the Director of Finance & Administrative Services, performs a wide variety of responsible, professional, administrative, staff assignments; administers a wide variety of interdepartmental and City-wide projects and programs; assists Director and Deputy Director of Finance & Administrative Services as needed; and performs related work as required.

EXAMPLES OF DUTIES

Assists in program, policy and budget development, implementation, coordination, revision, review, evaluation and monitoring; provides support services for the City Council meetings and speaking before the City Council; participates in interdepartmental task forces and committees; researches, collects, compiles and analyzes complex financial and other data; prepares recommendations for budget requests, grants, new programs, modification of services and equipment; plans, organizes and coordinates assigned city-wide projects and monitors departmental projects; analyzes, interprets and explains City policies and procedures.

TYPICAL TASKS

            1.  Determines need for and gathers information from various departments and from outside sources in order to research proposed programs and projects.

            2.  Analyzes data in order to assess cost, operational feasibility and other aspects of proposed programs and projects.

            3. Prepares reports and presentations on all pertinent aspects of proposed programs and projects including budget projection.

            4.   Make presentations on assigned projects and programs to the City Council and others.

            5. Monitors and coordinates execution of approved projects and programs including preparing all required reports and supervising all related record keeping.

            6.   Recommends changes in program emphasis or execution.

            7.  Assists in the development and implementation of goals, objectives, policies and procedures.

       8.  Confers with operating staff regarding the implementation of programs and the interpretation and application of policies and procedures.

MINIMUM QUALIFICATIONS

Knowledge of: Comprehensive knowledge of the principles, practices and methods of municipal budgeting, finance, public administration and organizational development; modern management of departments and organizations; pertinent legislation; interpersonal behavior dynamics.

Ability to: Write and present reports and recommendations; speak before groups; properly interpret, explain and act in accordance with laws, regulations and policies; demonstrate competency in research and analysis, decision making, and management skills; and tactfully relate to the public, departmental managers, employees, other organizations and outside agencies; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from a four-year college or university, with major course work in Public or Business Administration.

Experience: Three to five years of responsible work experience in a fiscal or administrative capacity; or an equivalent combination of related training and experience.

License: Possession of a valid Class C California Driver's License.

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, administer Enterprise GIS infrastructure for citywide use , and provide GIS support for various City departments and programs . The GIS Specialist I/II is a data focused position that is responsible for creating, maintaining , and ensuring the integrity of enterprise GIS datasets in support of the Department of Planning, Building, and Code Enforcement (PBCE), as well as providing ongoing support for PBCE GIS projects and applications. The position requires a commitment to building and maintaining quality GIS data, strong cartographic design skills, good attention to detail and customer service , and proficiency with ArcGIS software .

Under the direction of a senior team member, the GIS Specialist I/II will maintain GIS datasets and interface with planners to identify and address mapping and geospatial analysis needs . Key responsibilities and duties may include but are not limited to the following:

• Produce, analyze , and present geographic information utilizing ArcGIS Pro, ArcGIS Online/Portal, and/or related software.
• Create and maintain enterprise GIS datasets using standard spatial editing tools and versioning. Interpret resources such as assessor's maps, discrepancy reports, Council-approved ordinances and resolutions, memorandums, and third-party data sources to enter graphic and attribute data into GIS while maintaining data integrity.

• Perform quality assurance checks on GIS data.
• Produce high-quality print and web maps, demonstrating good design skills and sound cartographic principles.
• Use SQL queries to produce reports on data management work.
• Use ETL (extract, transform, and load), Model Builder, or scripting tools to design and create GIS processes.
• Develop workflows and documentation for various GIS tasks.
• Fulfill requests for GIS data, analysis, maps, or reports using appropriate GIS tools and following City protocol.
• Provide support for departmental GIS users, including workflow automation, data conversion, map production, training, analysis support, and troubleshooting issues.

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time level I or II (depending on qualifications and experience) Civil Engineer to provide technical assistance for Capital Improvement Program (CIP) delivery projects in the Public Works Department. CIP engineering tasks will be the primary focus of this position. However, to appropriately respond to community needs, the Engineer I/II may also provide support to the Land Development and Transportation engineering sections, so adaptability and flexibility are keys to success in this position.

In this exciting opportunity, you will be at the forefront of designing, planning, and overseeing various infrastructure projects that directly impact our community. The Engineer I/II will work under the direct supervision of a Senior Civil Engineer and will perform professional or sub professional engineering work in the field and office. Assignments will involve investigating, developing, and constructing a wide variety of public works facilities, and engineering projects that are geared towards transforming and modernizing the City of Gilroy.  This is in addition to representing the City in community meetings and hearings, meetings with project stakeholders, and on regional committees as applicable.

The Public Works Engineering Division is comprised of three engineering sections overseen by the City Engineer: Traffic/Transportation Engineering, Capital Improvement Program (CIP), and Land Development.  
Though the primary focus for this position is CIP, work assignments may vary and may include any of the following:
CIP: prepare plans, specifications and engineering estimates for Capital Improvement Projects, prepare requests for proposal/qualifications and contracts in conformance with the City's Purchasing Policy, oversee the City’s 5-Year Paving Program through the use of StreetSaver, manage consultant led projects and inspection teams, and assist the Senior Engineer with project budgeting and grant writing.
Traffic/Transportation: prepare plans, specifications, and engineering estimates for traffic and transportation related projects, prepare requests for proposal/qualifications and contracts in conformance with the City’s Purchasing Policy, manage various traffic and transportation projects and inspection teams, manage the City’s Sidewalk Replacement Program, work on various traffic studies, participate in regional transportation programs and initiatives, and assist the City Engineer with project budgeting and grant writing.
Land Development: assist in the review and processing of land development projects, plans for conformance to City standards and policies, storm water management plans with City consultants, preparation of City plan check comments, and construction material submittals. The Engineer will engage with developers and construction inspectors to track project review and approval schedules, and provide coordination with City master plan utility consultants.

EXAMPLES OF FIRST YEAR PROJECTS/ASSIGNMENTS:

• Prepare plans, specifications, and estimates (PS&E) for public works capital improvement projects including roadways, trails, facilities-related projects.
• Annual pavement rehabilitation curb ramps, sidewalk replacement, and traffic calming projects. 
• Assist in administration of the bi-annual Public Works Department budget and Capital Improvement Program.
• Administer consultant contracts.
