The Department:
The responsibilities of the City Attorney's Office broadly consist of representing and advising the City Council, City officials, and employees of all City departments in all matters of law pertaining to their offices and departments. This includes appearing on behalf of the City in legal actions or proceedings, providing the City Council with information and advice on wide range of legal matters including litigation and new legislation, and staffing City Council and City Board and Commission meetings as necessary. The City Attorney's Office provides legal advice and support on matters initiated by the City Council, City Manager's Office, and all City departments. Typical work includes research and opinion on various issues; review and negotiation of contracts, leases, or permits; drafting employee policies; review and drafting of resolutions, ordinances, and agenda reports; and preparation of responses to Public Records Act requests.
 
The Position:
The City is recruiting to fill one (1) Assistant City Attorney position. Ideally, the position will be assigned to act as the primary advisor to the City’s Human Resources Department, with additional general municipal areas of work for other departments including but not limited to finance, governance, conflicts of interest, open meetings, and public records.
 
The position is expected to perform a wide variety of legal services ranging from litigation (or litigation management) of  administrative matters (such as internal disciplinary appeals, PERB UPC charges, and CalPERS determinations) to collective bargaining and MOU review/drafting; legal research and drafting opinions; negotiating contracts; drafting disciplinary documents; drafting resolutions and ordinances; providing on-call legal support to all divisions of the Human Resources Department (records, benefits, testing, classification, labor, workers compensation, recruitment, safety, risk management, etc.); and, staffing commission meetings such as the Civil Service Commission and Salary Setting Commission. This position is also expected to perform other duties as assigned.
 
The ideal candidate will have superior legal analytical ability and excellent research, writing and oral communication skills and the ability to deal effectively with City employees, opposing counsel, elected and appointed officials, and members of the public.
 
The ideal candidate will also have experience defending  allegations of misconduct in personnel matters, significant experience advising on human resource issues, including Fair Labor Standards Act, Meyers-Milias-Brown Act, labor negotiations, California Public Employees’ Retirement Law, state and federal benefits/leave laws, state and federal employment-related tax laws, and experience providing training in laws, regulations, policies and best practices in personnel management and workplace misconduct

This is a professional position in the Unclassified Service, is an “at-will” position, and the incumbent serves at the discretion of the City Manager. This position is responsible for performing a broad range of duties, which deal with more complex issues. An incumbent in this classification must exercise independent judgment and discretion; manage, control, and direct employees; and formulate administrative policies for the effective use of assigned personnel. The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Office; with clients, professionals, managers, City’s executive management team and all City Departments and elected and appointed officials from the City and various boards, commissions, and committees. An incumbent in this classification must demonstrate strong ethical, professional, and service-oriented leadership and interpersonal skills, set a good example; and correctly apply and abide by the tenets of the City’s Code of Ethics and Values.

The annual salary range for this position is $213,185.04 - $275,895.96.  This position will be filled at or near the minimum of the salary range.
 

Minimum Qualifications

EXPERIENCE
• J.D. or L.L.B. from an accredited law school;
• Six (6) years recent experience in the general practice of law.  Four (4) years of the qualifying experience must include dealing with municipal, county or state governmental agencies in the State of California;
• One year of supervisory experience is desirable; and
• Trial experience is highly desirable.

CERTIFICATION
• Active member in good standing of the State Bar of California is required;
• Admission to the Federal District Court and Federal Appeals Court Bar is desirable.

LICENSE:
Possession of an appropriate California driver's license is required.

The City of San José Information Technology Department (ITD) seeks a Cybersecurity Analyst (Enterprise Supervising Technology Analyst) to support new and existing initiatives in the Cybersecurity Office. The position will focus on Risk Mitigation as well as Identity & Access Management with exposure and support on all aspects of the Cybersecurity practice, including cross-support.

• This role requires flexibility and adaptability to meet the Security needs of the ITD. The individual must be able to support other areas of expertise within the security domain, such as but not limited to NIST Cybersecurity Framework implementation, Identity Access Management, Risk Management & Compliance, Risk Assessments, Training, Audit Support, and others.

Salary Information: The final candidate's qualifications and experience shall determine the actual salary. The Sunnyvale City Attorney's Office seeks a qualified attorney to fill one vacancy. The position will provide complex professional legal services supporting City departments, boards and commissions, and City Council, and may represent the City in administrative and judicial actions.  Significant experience in the practice of general municipal law, including working knowledge in at least one or more of the following areas, is required: environmental regulation and compliance (including CEQA), stormwater regulation, Clean Water Act, election law, Brown Act, the Public Records Act, Conflict of Interest law, public contracting, real estate transactions, land use, housing, public sector labor and employment, law enforcement, code enforcement, and/or municipal litigation. Work Environment:  This position is part of Administrative Services at Midpen’s office in Los Altos, California and reports to the IT Program Administrator.  The focus is on in-person support to our internal customers and therefore this position will work fully onsite, Monday through Friday and occasional evenings to support in-person public meetings The selected individual may work a 9/80 schedule depending on staffing levels and operational needs. The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, administer Enterprise GIS infrastructure for citywide use , and provide GIS support for various City departments and programs . The GIS Specialist I/II is a data focused position that is responsible for creating, maintaining , and ensuring the integrity of enterprise GIS datasets in support of the Department of Planning, Building, and Code Enforcement (PBCE), as well as providing ongoing support for PBCE GIS projects and applications. The position requires a commitment to building and maintaining quality GIS data, strong cartographic design skills, good attention to detail and customer service , and proficiency with ArcGIS software .

Under the direction of a senior team member, the GIS Specialist I/II will maintain GIS datasets and interface with planners to identify and address mapping and geospatial analysis needs . Key responsibilities and duties may include but are not limited to the following:

• Produce, analyze , and present geographic information utilizing ArcGIS Pro, ArcGIS Online/Portal, and/or related software.
• Create and maintain enterprise GIS datasets using standard spatial editing tools and versioning. Interpret resources such as assessor's maps, discrepancy reports, Council-approved ordinances and resolutions, memorandums, and third-party data sources to enter graphic and attribute data into GIS while maintaining data integrity.

• Perform quality assurance checks on GIS data.
• Produce high-quality print and web maps, demonstrating good design skills and sound cartographic principles.
• Use SQL queries to produce reports on data management work.
• Use ETL (extract, transform, and load), Model Builder, or scripting tools to design and create GIS processes.
• Develop workflows and documentation for various GIS tasks.
• Fulfill requests for GIS data, analysis, maps, or reports using appropriate GIS tools and following City protocol.
• Provide support for departmental GIS users, including workflow automation, data conversion, map production, training, analysis support, and troubleshooting issues.

The City of San Jose's Department of Parks, Recreation & Neighborhood Services (PRNS) is seeking qualified candidates for the position of Senior Analyst for BeautifySJ in the Community Services Division of PRNS.

The BeautifySJ is a blight reduction, neighborhood beautification, and encampment management program within the Community Services Division of the Parks, Recreation, and Neighborhood Services Department. BeautifySJ Programs include, the Graffiti Removal Program, Illegal Dumping Program, Neighborhood Dumpster Day Program, Neighborhood Litter Program, Recreational Vehicle Pollution Prevention Program, Encampment Trash Removal Program, Encampment Abatement Program, Clean Gateways, and Cash for Trash Program. These programs work to improve quality of life and neighborhood livability.

This analyst will lead administrative services and functions for the BeautifySJ Program to support our neighborhood blight reduction and encampment management programs. The Senior Analyst will be responsible for leading a team of analyst and administrative support staff, budget and expenditure management, grant writing and fiscal management, hiring and staff personnel functions, contract management, Council memo preparation, report writing, and managing the collection and analysis of program data. The person will report to and support the Division Manager. This person can also expect to work on intra-departmental teams and with interjurisdictional partners. The person selected for the position can expect to work in-person a minimum of four days per week after onboarding and training is completed.

The duties of this position will consist of:

• Supporting the Division Manager and Deputy Director to develop and implement the Annual Division Workplan
• Writing council and committee memos, developing reports, and monitoring program performance
• Developing annual budget proposals and researching and writing grant proposals to diversify program funding
• Leading and managing program analysts and administrative staff
• Monitoring program performance to ensure alignment with program goals and outcomes
• Working with intra-departmental partners on projects
• Program fiscal management and compliance
• Ability to work in a fast-paced team environment with shifting priorities
• Implementing program diversity, equity, and inclusion principles into service delivery

Applicants can also expect at times to work on projects that may include evening and weekend work.

The total range include an approximate five percent (5%) ongoing non-pensionable pay. Actual salary rate shall be determined by the final candidate's qualifications and experience.

The City of Sunnyvale is looking for an Applications Analyst II to join the Information Technology Department (ITD) who is service-oriented and has a passion for meaningful work with enterprise applications (e.g. ERP, EDMS, GIS). The team focuses on strong customer service business-to-technical skills and experience in configuring and maintaining applications for department use and using problem-solving skills to provide the best solutions.

The IT Department manages the enterprise GIS and this position will focus on creation-of and support-of GIS based applications for various City functions along with system configuration and user support of other applications.  Under direction of a Principal Applications Analyst, or Information Technology Manager within the Applications and Analytics Division, performs technical and analytical work in the design, creation, maintenance, and utilization of enterprise applications.
