POSITION

Administers the City’s affordable housing programs including homebuyer loans, project funding assistance, housing monitoring, housing portfolio, and inclusionary housing; implements the City’s CDBG and Continuum of Care programs and other federal and state grants; serves as the City’s representative for the Yolo County Homeless and Poverty Action and represents the City at other homeless-related meetings; serves as staff to the City’s Manufactured Home Fair Practices Commission; and performs a variety of highly specialized administrative work. Working closely with Community Development Department staff on the development and implementation of the City’s Housing Element, including annual reporting and related policies, as well as implementation of State housing laws at the local level.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

Explains, interprets and analyzes affordable housing policies and regulations for the public. Implements and interprets the local, state and federal legislation on inclusionary housing policies. Provides information to housing developers regarding compliance with regulatory agreements for residential projects.   Negotiates complex agreements and policies related to affordable housing, effectively soliciting the input of developers, affordable housing advocates, and other stakeholders. Manage housing consultant contracts. Reviews proformas and financial assistance options. Evaluates requests for loans and grant financing and bond issuances for projects leading to funding recommendations. Coordinates and facilitates the development of affordable subsidized and inclusionary housing in the Spring Lake Specific Plan area, as well as infill sites throughout the City. Manages and monitors affordable housing program (all inclusionary units) for rental and for sale properties. Administers the City’s Community Development Block Grant and Continuum of Care programs including funded activities. Prepares state and federal grant applications and assists in locating alternative funding sources for community development activities and completes all related reporting. Administers projects and programs funded by the State HOME Program and other federal and state funding sources, including contract management and long-term compliance monitoring.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks. 

OTHER JOB FUNCTIONS

Researches and analyzes technical and statistical data to implement goals, objectives and policies of the Housing Element and makes recommendations to improve program activities. Prepares and presents staff reports to a variety of audiences. Coordinates with the Finance Department in preparation and administration of the Housing Program budget and maintenance of affordable housing program portfolio. Performs related duties as assigned.

QUALIFICATIONS

Education:
Housing Analyst I and II

Bachelor’s degree from an accredited college or university with major coursework in community development, planning, public administration, business administration, economics or related field.  

Experience:
Housing Analyst I

One (1) year of responsible work experience in housing, community development, public administration, or a related field is preferred.

Housing Analyst II

Two (2) years of professional work experience in housing, community development, public administration, or a related field.

License and Certificate:

THE POSITION

Under the direction of the Public Works Director, or designee, the Senior Civil Engineer will perform complex professional municipal engineering duties and will lead and control the activities of the Land Development Section and may be responsible for other areas of engineering (secondary duties) as assigned.  The incumbent will exercise a full range of supervisory authority and responsibilities over assigned professional engineering and technical personnel, who may, in turn, direct the work of others.  The Senior Civil Engineer will participate in departmental projects and tasks with the Planning, Building, and Maintenance staff and perform other work as assigned.  The Senior Civil Engineer may occasionally serve as the Acting City Engineer and will also be assigned to serve as the Engineering representative for several commissions.  

EXAMPLES OF DUTIES

The Senior Civil Engineer receives general direction from the Public Works Director, or designee, and exercises direct supervision over professional and technical staff.  Duties may include, but are not limited to, the following: 

• Coordinate, supervise and perform responsible engineering work in connection with municipal public work projects; prepare and supervise the design of engineering plans and specifications for the construction of streets, storm drains, parks, signals and buildings and other improvements; gather data, make calculations, and recommend alternatives.
• As project engineer, perform design work including preparation of preliminary drawings, finished plans, specifications, and estimates.
• Inspect and supervise the checking of structure and/or subdivision plans for conformance to City standards; participate in the final inspection of capital improvement projects for compliance with City specifications; and prepare conditions for land use and development permits.
• Interpret the application of design criteria; check plans and specifications for accuracy of design and completeness; supervise right-of-way engineering work; review subdivision maps, improvement plans, and other engineering designs for compliance with City standards.
• Determine the need for materials, supplies and equipment, and prepare requisitions and requests. Prepare cost estimates for labor, equipment, and material to accomplish various maintenance projects.
• Administer the encroachment permit process, including issuance of permits and inspection of the work for compliance with City standards.
• Make presentations to the City Council, City Commissions, and various public agencies and community groups.
• Assist in budget preparation and administration. Supervise, train and evaluate professional and technical subordinates.
• Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

• Principles and practices of engineering.
• Modern methods and techniques used in; the design and construction of a wide variety of public works engineering projects.
• Modern developments, current literature and sources of information regarding the assigned area of engineering.
• Applicable laws and regulatory codes relevant to design and construction in the area of assignment.

Ability to:

• Plan, assign, determine priorities, and supervise work of sub- professional and professional engineering personnel; ability to make independent investigations in the review of engineering problems; ability to determine adherence to engineering specifications on a variety of public works improvement and construction projects.
• Explain technical issues to non-professional people and to deal effectively with developers, civil engineers, consultants, City staff, City Council, Commission members and general public.
• Interpret diagrams, drawings, specifications, contracts, technical journals and other information pertaining to assigned areas of responsibility.

EXPERIENCE AND EDUCATION

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Four years experience in professional engineering work in area of assignment including one year of supervisory experience.

Education: Equivalent to a Bachelor's degree from an accredited college or university with major work in civil engineering or a closely related field.                           

LICENSE OR CERTIFICATE

Possession of a Certificate or Registration as a professional engineer in the state of California.  Possession of, or ability to obtain, an appropriate California driver's license and a satisfactory driving record.

THE POSITION

The City is seeking an Assistant Engineer to perform and assist varied civil engineering work in the design, review, construction, and inspection of a variety of municipal and development projects, and to act as a general assistant to senior level departmental staff.  The ideal candidate is committed to public service and excels in and fosters a team environment.

EXAMPLES OF DUTIES

Under direction of the Public Works Director or designee, duties may include, but are not limited to, the following:

• Coordinate the development of plans, specifications, and estimates (PS&E) for construction and major repair of public works systems.
• Confer with supervisors and staff regarding project priorities and major repair of public works systems.
• Check subdivision plans for conformance to City standards.
• Administer construction contracts by coordinating with consulting engineers'; inspect project sites to assist in solution of difficult problems; and interpret specifications.
• Participate in the preparation of special engineering studies and reports.
• Coordinate public works systems activities with other City departments, divisions, and sections and with outside agencies.
• Assist in the preparation of the division's budget.

• Assist in the preparation of the Capital Improvement Program (CIP).

COMPENSATION AND BENEFITS

• Sign-on Bonus:  One-time $5,000 bonus.  $2,500 on hire and $2,500 after successful completion of 1 year probation. The bonus is subject to taxes and is not reportable to CalPERS.

Description

The Department: 

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Housing and Community Services Division provides strategic leadership for the City’s housing program and facilitates the development and preservation of affordable housing and the delivery of community services for lower income residents.

The Housing and Community Services Division is staffed by nine (9) full-time positions. Specific activities within the Division include administration of the City’s inclusionary housing program for rental and ownership units, loans for new affordable housing development and rehabilitation, the long-term compliance of the City’s affordable housing portfolio, and management of the City’s Redevelopment legacy assets. The Division also administers the City’s federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Program (HOME) entitlement grant programs. These grants are used to promote affordable housing, rehabilitate substandard housing, facilitate neighborhood improvements, remove barriers to persons with disabilities, prevent homelessness and reduce its impacts, and to fund public services for low- and moderate-income residents.

The Position: 

The Staff Analyst II will be essential in administering and monitoring compliance of the City's Affordable Housing Programs. This position ensures that multifamily housing projects comply with local, state, and federal regulations. The Staff Analyst II will review, interpret, and apply these regulations, as well as the City’s affordable housing agreements. Responsibilities include overseeing compliance for the affordable rental portfolio, monitoring both existing and new inclusionary units, collaborating with developers on initial marketing and lease-ups, and assisting with complex issues related to rental compliance and reporting requirements. Additionally, the Staff Analyst II will report directly to the Housing Development Officer and provide administrative and clerical support.

About the Position
The AB617 Principal Engineer (AB617 Role) will join a high performing and motivated team of professionals who work in partnership with the communities most impacted by air pollution.  You will have the opportunity to contribute to the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members, partner organizations, local governments, the California Air Resources Board, and other state agencies.  With knowledge of the Air District’s permitting and risk reduction programs, you will lead the division’s participation in internal and external AB617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about stationary sources, emission inventories, permits, and risk reduction; participating in community meetings; proposing and guiding discussions on emission reduction strategies and development of plans and programs to implement environmental justice and civil rights.
 
The Principal Air Quality Engineer for the Engineering Division may perform the other complex and highly specialized air quality engineering work such as, but not limited to, processing permit applications for complex facilities; analyzing air emissions and other metadata; evaluating program effectiveness; and providing project leadership. The Principal Air Quality Engineers review, mentor staff, and provides training. The Principal Air Quality Engineer may also participate or lead complex, sensitive and controversial projects.  The incumbent in this position may provide technical presentations on complex and/or sensitive engineering activities to the Board of Directors, public, industry, or other agencies.  The Principal Air Quality Engineer will also represent the Air District while participating in working groups comprised of public, industry and other agencies. ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time level I or II (depending on qualifications and experience) Civil Engineer to provide technical assistance for Capital Improvement Program (CIP) delivery projects in the Public Works Department. CIP engineering tasks will be the primary focus of this position. However, to appropriately respond to community needs, the Engineer I/II may also provide support to the Land Development and Transportation engineering sections, so adaptability and flexibility are keys to success in this position.

In this exciting opportunity, you will be at the forefront of designing, planning, and overseeing various infrastructure projects that directly impact our community. The Engineer I/II will work under the direct supervision of a Senior Civil Engineer and will perform professional or sub professional engineering work in the field and office. Assignments will involve investigating, developing, and constructing a wide variety of public works facilities, and engineering projects that are geared towards transforming and modernizing the City of Gilroy.  This is in addition to representing the City in community meetings and hearings, meetings with project stakeholders, and on regional committees as applicable.

The Public Works Engineering Division is comprised of three engineering sections overseen by the City Engineer: Traffic/Transportation Engineering, Capital Improvement Program (CIP), and Land Development.  
Though the primary focus for this position is CIP, work assignments may vary and may include any of the following:
CIP: prepare plans, specifications and engineering estimates for Capital Improvement Projects, prepare requests for proposal/qualifications and contracts in conformance with the City's Purchasing Policy, oversee the City’s 5-Year Paving Program through the use of StreetSaver, manage consultant led projects and inspection teams, and assist the Senior Engineer with project budgeting and grant writing.
Traffic/Transportation: prepare plans, specifications, and engineering estimates for traffic and transportation related projects, prepare requests for proposal/qualifications and contracts in conformance with the City’s Purchasing Policy, manage various traffic and transportation projects and inspection teams, manage the City’s Sidewalk Replacement Program, work on various traffic studies, participate in regional transportation programs and initiatives, and assist the City Engineer with project budgeting and grant writing.
Land Development: assist in the review and processing of land development projects, plans for conformance to City standards and policies, storm water management plans with City consultants, preparation of City plan check comments, and construction material submittals. The Engineer will engage with developers and construction inspectors to track project review and approval schedules, and provide coordination with City master plan utility consultants.

EXAMPLES OF FIRST YEAR PROJECTS/ASSIGNMENTS:

• Prepare plans, specifications, and estimates (PS&E) for public works capital improvement projects including roadways, trails, facilities-related projects.
• Annual pavement rehabilitation curb ramps, sidewalk replacement, and traffic calming projects. 
• Assist in administration of the bi-annual Public Works Department budget and Capital Improvement Program.
• Administer consultant contracts.
• Assist City Engineer and/or Senior Civil Engineer with high priority capital projects.

The City of San Jose's Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards. This is accomplished by departmental staff in service to customers by:

• Assisting and guiding land use and development to promote long-term goals and objectives that render safe, beneficial, and more sustainable communities
• Providing orderly administration and compliance of building codes, as mandated by the various levels of government, to ensure the construction of buildings, homes, and structures meet intended life safety and structural requirements
• Investigating and resolving citizen complaints of municipal code violations on private property in order to promote, maintain, and improve quality of life issues that better allow for safe and harmonious conditions in all neighborhoods

This City's Building Division provides oversight and assistance towards the City's growth and development in relation to construction activity on private property within the City . The goal is to en sure the safety of buildings and to support the health and wellbeing of all persons living and working in San Jose through the implementation of the State of California's current building codes and laws .

The Division is seeking applicants for the Division Manager classification within the Building Inspection section. This is a full-time position and is responsible for the supervision and mentorship of a team of Building Inspectors performing field inspections , plan review s , and over-the-counter review s , as well as the Development Services Support Services (call center) team. Division Managers also provide valuable feedback to the development community and project construction teams by leading on-site pre-construction meetings and helping to resolve conflicts during construction.

The Building Division is divided into the following four sections:

• Permit Center: Plan intake and routing to plan review and Development Services Partners , over the counter permit processing, permit issuance, addressing, assistance desk/ public information , ADU Ally, and Small Business Ally .
• Plan Review : Review of private development project plans and calculations for compliance with the California Building Codes and state laws, coordination with Development Services partners, expedited review, and coordinated review .
• Inspection : Inspects active private construction projects for compliance with the approved plans and adopted building codes and state laws .
• Support Services : Development Services call center, document imaging, records requests, and general support for the building division .

Major Responsibilities

• The Division Manager is responsible for the day-to-day operations of Building Inspection Services as well as the oversight of the section's service delivery, staffing, and budget.
• Oversight of the Development Services Support Services Team
• Develop and implement policies and procedures and streamline existing processes to deliver excellent customer service to the development community.

Duties and Responsibilities

• Monitor the Section's workload and determine the corresponding staffing levels required .
• Make hiring and disciplinary recommendations
• Mentor staff to prepare them for future promotional opportunities .
• Evaluate job performance of subordinate management, supervisory, and professional staff .
• Manage, monitor and analyze revenues and time spent for delivery services to achieve cost-effectiveness and efficiency in the Section's budget.
• Assist the Building Official in facilitating the adoption of state building codes and regulations; develop and implement local amendments to these codes and regulations and the transition of amendments to City Ordinances.
• Forge working relationships with external customers by coordinating public outreach programs and maintaining on-going interaction between the inspection staff and external customers .
• Leads staff in staying current with changing regulatory requirements and implements these as required by the regulatory authorities
• Implement policies and procedures to streamline existing processes to improve results and/or operating costs.

• Develop, direct, and/or implement technical training programs to ensure consistency among the inspection staff

About the Position

Positions in this classification perform work in the organization and implementation of the San Carlos Youth Center After School Drop-In Program and Athletics Programs. Performs thorough and thoughtful customer service with community members.

The Program Coordinator classification is the top-level position in the Recreation Leader Series.  Advancement from Recreation Leader Level II to Program Coordinator requires 500 hours of work experience at Recreation Leader Level II, or equivalent experience.

May provide functional supervision to a Recreation Leader I or II as assigned.  Receives general supervision from full-time Recreation Department staff members.

Work schedule: Monday-Friday between 1:00pm – 9:00pm, may vary as needed. This classification works 20 to 30 hours per week as assigned.

Essential Duties

• Plans, organizes, coordinates and directs specialized recreation programs for primarily youth and athletics as assigned. 
• Works directly with recreation programs for youth, adults, including individuals with special needs. 
• Coordinate and implement program schedules and activities for youth. 
• Drive youth in city vehicle and lead field trips. 
• Oversees adult recreational sports leagues. 
• Supports youth flag football and basketball leagues. 
• Supports youth flag football summer camp. 
• Oversees the work of volunteers, Recreation Leaders I and II as assigned, to ensure effective programs. 
• Maintains required records, including team registrations, program supplies, and program statistics. 
• Oversight of programs, staff, and facilities in the absence of full-time Recreation Department staff member.
