This position reports directly to the Engineering Manager and performs a variety of field and project management work with some direction and oversight. You will participate in design and construction administration of projects in the City’s Capital Improvement Program that includes work on major projects involving wastewater collection systems, wastewater pump stations and the Calera Creek Water Recycling Plant; manage construction inspection firms for public and private construction; and prepare construction project progress payments. Writes City Council staff reports and prepares constructions contract agreements and amendments. In addition to the above duties, individual will provide assistance in the review of improvement plans for private development projects and may make oral presentations before the City Council and various commissions and committees.

The Project Manager shall review utility construction, perform construction management, manage the design and construction management work provided by consulting engineering firms, and provide professional staff assistance to the Public Works Wastewater Division.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. Monitor and approve capital improvement expenditures and implement mid-year budget adjustments.
• Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.

The Yuba County Sheriff’s Department is currently accepting applications to establish an eligibility list for the classification of Correctional Officer.  Under continuing supervision incumbents perform a wide variety of support in two areas: corrections, in which incumbents ensure the security, safety and care of individuals in custody; and bailiff, in which incumbents ensure the safety and security of the courts and their personnel during court proceedings; and perform related work as assigned. The Yuba County Sheriff's Department is responsible for the administration of the Yuba County Jail and Jail staff. The Mission of the Yuba County Jail is to provide safe, efficient, humane and secure custody of all persons incarcerated. The county prisoner population is made up of those who are sentenced to county jail, those serving state prison sentences in the county jail under AB109, and those who are pre-trial and who have not yet been sentenced. The jail provides a necessary link in the criminal justice system. There are numerous programs operating within the facility including medical, kitchen, exercise, commissary, visiting, law library, inmate education, work programs, work furlough program, and inmate classification.

The Organization: 

The Town is a general law city operating with a Council-Manager form of government. Policy-making and legislative authority are vested in the governing City Council which consists of a Mayor, a Vice Mayor, and three Councilmembers. Council members are elected to overlapping four-year terms in even-numbered years and the members select the Mayor and Vice Mayor annually. Among other things, the City Council is responsible for passing ordinances, adopting the budget, appointing committee and board members, and hiring the City Manager and the City Attorney (on contract). The City Manager is responsible for carrying out the policies and ordinances of the City Council, overseeing the day-to-day operations, and appointing department heads. The Town’s Fiscal Year 2024-25 Adopted Budget is $75.9 million with a General Fund Reserve of $30.7 million. The Department: 

The Finance Department is responsible for the overall financial management of the Town. The Department’s core mission is to maintain a sound and secure financial position by providing administrative and technical support to the Town’s management, City Council, staff, and the public. The Finance Department provides support services to the Town departments and citizens.  Support services include budgeting, accounting and financial reporting, treasury, and revenue management, purchasing and accounts payable, payroll, debt management, financial analysis, and other administrative functions.  Services provided to customers include water, sewer and storm drain utility billing and customer support, alarm billing, business licensing, Town main phone line reception and other services.

The Position: 

Under general supervision, plans, organizes, and performs professional accounting duties in the preparation, maintenance, and processing of accounting and financial transactions, general accounting, budgeting, and financial reporting in accordance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards; develops and implements fiscal policies, procedures, and internal controls; and performs related duties as assigned.

Receives general supervision from the Assistant Director of Finance or Director of Finance.  Exercises technical and functional direction over and provides training to lower-level staff.

This is an entry level position under general supervision to perform semi-skilled tasks in the maintenance of the sewage collection system, flow equalization facility, lift stations, buildings and grounds maintenance and to perform related work as required.

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a Management Analyst in the Administration Department reporting to the Assistant to the City Administrator. As a Management Analyst, you’ll be a vital part of our team, working at the intersection of strategic management and community enhancement. The City of Orinda is searching for a motivated individual to perform a variety of semi-skilled and skilled duties in the maintenance, repair, and construction of City streets and drainage facilities, sign and striping repair and replacement, graffiti removal, and vegetation trimming and clearing. All full time maintenance personnel in the City are responsible for after-hours emergency call-outs, including weekends and holidays, on a rotational basis.  Special and holiday event (including 4th of July) coverage may also be required.    This position is the entry level in the Maintenance Worker series, reporting to the Public Works Supervisor.

Examples of essential duties:

• Maintains and/or repairs City streets and catch basins; grade, scrape, and level surfaces in preparation for road paving; performs repair of curbs and gutters and paving of streets and alleys using pneumatic tools, asphalt rakes, and other hand tools;
• Removes and replaces road surface material and debris; load, transport and unload stones, gravel, dirt, supplies, and equipment;
• Installs, repairs and cleans storm drains, pipelines, catch basins, and storm drain grates; cleans and maintains catch basins and right of ways;

• Fills, patches, and resurfaces holes, cracks, ditches, and service laterals; installs and replaces street and traffic signs;
• Performs skilled operation of the bobcat, street sweeper, dump truck, equipment trailer, and other heavy and light equipment;
• Removes and inspects manhole covers and manholes; mixes, pours, and finishes concrete to raise manholes to street surfaces; replaces manhole covers as needed;
• Places traffic control and warning signs; serves as a flagman; sets up lanterns and barricades;
• Operates a chemical sprayer in assigned areas to abate weeds;
• Performs graffiti removal; and
• Performs preventive maintenance procedures and minor maintenance and adjustments on equipment used.

Minimum Requirements:

Candidates with the following qualifications are encouraged to apply:

Education: Equivalent to a high school diploma; and

Experience: One year of experience performing a variety of maintenance, repair, and construction and equipment operation work; and

License and Certificate: Possession of a valid California Driver's License with a satisfactory driving record.  Ability to obtain Confined Space, Traffic Control Flagger, Trench Shoring, and Fork Lift Certificates.

WASTEWATER PLANT OPERATIONS MANAGER

Under the general direction the Wastewater Treatment Plant Operations Manager will supervise all activities of the Operations Division, including operation, maintenance and laboratory services with the ability to plan, organize and direct the activities of the Wastewater Treatment System Division. The Plant Manager will act as the Chief Plant Operator and will perform other duties as assigned. 

Examples of Duties: 

• Schedule, supervise and review the work of operation, maintenance, and laboratory personnel assigned to the Operations Division of the Department of Wastewater.
• Oversee a comprehensive preventive maintenance program of facilities. Ensure that supervisors conduct regular safety training and maintain a safe work environment.
• Develop and maintain a training program for employees; ensure that they maintain required certification.
• Formally evaluate job performance of assigned employees.
• Work to complete Department and Division goals and objectives.
• Prepare and manage the Division budget; propose, develop and manage capital projects and manage contracts for the Division.
• Prepare reports and make presentations to the City Manager, City Council, or others as required.

The Wastewater Treatment Plant Manager will review and analyze laboratory tests and implement parameter changes; perform technical research work, detailed analyses, and prepare comprehensive reports.  

JOB RELATED AND ESSENTIAL QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Experience:

Five years of increasingly responsible experience in the maintenance /operation of a wastewater treatment plant, with at least two years of supervisory capacity. 

Training & Education:

Equivalent to a Bachelor's Degree from an accredited college or university with major course work in Environmental Science, Civil Engineering, or related field. College coursework in environmental science, civil engineering, or other related discipline can be substituted for experience on the basis that two years of coursework equals one year of experience with a maximum of four years of coursework equaling two years of experience.  Continuing education in related subjects including supervision and project management is desirable.  

Certificates/Licenses:

• Possession and maintenance of a current Grade IV Wastewater Treatment Plant Operators Certificate or higher as issued by the California State Water Resources Control Board.
• Substitution: Grade III certification and proof of eligibility of Grade IV certification exam qualification may be considered. Grade IV Wastewater Treatment Plant Operator Certificate will be required within one-year of appointment.
• Possession a valid Class C California Driver's License.
