THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 200.75 FTE) with a proposed FY 2024/25 general fund budget of $48.1 million. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources, and IT Divisions); Parks, Beaches, and Recreation; Community Development; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). Employees are represented by eight bargaining units.

The City Administration and Community Development services are located in a newly renovated City Hall located just two blocks from the Pacific Ocean. THE DEPARTMENT

The Community Development Department provides timely, public-facing, and internal services related to the review of applications for development and building permits, as well as code enforcement of the City’s development regulations. The Department has primary responsibility for the maintenance and implementation of the City’s General Plan, Local Coastal Program, Zoning Regulations, and Building Code, as well as environmental review of City and private development projects in accordance with CEQA regulations. The Department provides staff support to the City’s Planning Commission, Open Space and Parkland Advisory Committee, and Climate Action Adaptation Task Force.

The Community Development Department is staffed by 14 full-time staff along with the use of outside consulting agencies support as required. The Department is organized into three (3) divisions: Planning, Building, and Code Enforcement, and prides itself on providing a high level of services with a lean but talented team.

This position will serve as the primary contact for all applicants applying for housing assistance programs and the administration of rental assistance programs. The incumbent will perform technical and programmatic aspects, requiring the interpretation and application of regulations, policies, and procedures to determine the eligibility of program services, ensuring accurate processing of data, and compliance with federal, state, and local regulations. 

What our Team is looking for:
Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include:
• An associate degree with coursework in liberal arts, humanities, social work, business, public administration, or a related field.
• Two (2) years of responsible experience providing direct client services including caseload management functions with an assisted housing or other social services program and customer service.
• A bachelor’s degree is desirable.
• Bilingual skills are desired, but not required.

THE POSITION:

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

This position is a flexibly staffed position and may be filled at any level in the series, dependent upon the candidate’s experience and qualifications.  The distinguishing characteristics between each level is as follows:

Code Enforcement Official I:  This class is distinguished from the Code Enforcement Officer II by the performance of the more routine tasks and duties assigned to positions within the series including field investigations and field inspections.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Code Enforcement Official II:  This is the full journey level class.  Employees at this level are distinguished from the Code Enforcement Officer I by the performance of the full range of duties as assigned.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work. 

This position performs the following essential job duties (including but not limited to):

• Exercises enforcement and abatement responsibilities under the land use regulations of the City’s Municipal Codes.
• Conducts field investigations of reported complaints of municipal code, ordinance and resolution violations.
• Advises individuals of violations and methods of abatement.
• Seeks abatement (remedies) through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Conducts field inspections to uncover violations, gathers supporting evidence, inform individuals of code provisions and encourage compliance.
• Issue warnings and violation notices and see remedies through voluntary compliance or informal administrative process or administrative hearings or judicial action.
• Explains and interprets municipal codes, ordinances, and resolutions at the counter and in the field to City staff, to property owners and the generic public.
• Confers with other agencies and City departments, verbally and in writing, on the investigation and disposition of related violations.
• Prepares written staff reports and presents evidence at hearings before the Planning Commission, City Council, Hearing Officer, and/or Courts of law related to current code enforcement administrative and judicial proceedings.
• Complete forms, prepare reports, investigation narratives and related correspondence.
• Maintains case records, program statistics, and related materials.
• At the Level III, function as a lead work supervisor over other Code Enforcement Official (I/II) employees.
• Performs related duties as required.

Code Enforcement Official I:

• Graduation from an accredited high school or equivalent.
• Community College coursework in communications, law enforcement, planning, business, or public administration, or a related field preferred.
• One (1) year of full-time experience involving the enforcement and interpretation of administrative rules and regulations and direct public contact.
• Valid driver’s license.

Code Enforcement Official II:

• Graduation from an accredited high school or equivalent.
• Three (3) years of full-time experience involving the enforcement and interpretation of administrative rules and regulations, two (2) years of which must be in a code inspection capacity.
• Valid driver’s license.

Reporting to the Building Official, this specialized classification performs the full range of duties related to building inspection and code compliance activities required to ensure compliance with the City’s Municipal Code as well as the full range of routine to complex inspections of residential, commercial, and industrial buildings; investigates citizen complaints of public nuisances and quality of life issues and seeks voluntary compliance or issues citations and initiates abatement procedures; performs inspections at various stages of construction, alteration, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances, including basic zoning, grading, fire, and safety regulations; reviews applications and conducts inspections on a wide range of business licenses and special events permits such as those for massage establishments, special events, and noise exemptions; and performs related work as required.

The County of Yuba is currently recruiting for a Deputy Director of Community Development and Services Agency - Planning Department. The incumbent will Assist the Community Development and Services Agency (CDSA) Director in planning, organizing and administering the work in the programs and activities of the Planning Department. Implementation and management of the strategic plan and performance management in a manner that supports CDSA program development and decision-making; act as a liaison with other County departments and agencies that have a regulatory or shared interest in service provision with CDSA; and perform related duties as assigned.  

Examples of Duties:

• Provide day-to-day supervision over assigned divisions, programs, and special support functions.  
• Manage, plan, organize, administer, review and evaluate the activities of assigned CDSA staff and contract staff through subordinate levels of supervision; evaluate program effectiveness and modify accordingly.  
• Assist in developing and directing the implementation of goals, objectives, policies, procedures and work standards for assigned functional areas of CDSA; implement policy and procedural changes as required.

In this role, you will provide lead direction and conduct complex projects in the area of Transportation, Land Use, or Rent Stabilization. The current vacancy is in the Transportation Division of the Public Works Department.

As a Senior Planner in Transportation, you will lead the Vision Zero Program, aiming to eliminate severe injury and fatality traffic crashes by 2028. With the support of an Associate Planner (Vision Zero Program Coordinator), you will be responsible for managing program elements outlined in the Berkeley Vision Zero Action Plan, including administration, interdepartmental and interagency coordination, capital projects, and public awareness initiatives. You'll serve as project manager for major corridor and "quick build" capital projects on the Vision Zero High Injury Streets, and will lead the conceptual design, public engagement, environmental clearance and Berkeley City Council approval of these projects.

In the Land Use Division of the Planning and Development Department, the Senior Planner is responsible for managing complex and large projects, including General Plan updates, plans focused on Berkeley’s Priority Development Areas, Zoning Ordinance amendments, grant-funded projects, and State-mandated reports and projects.

When assigned to the Rent Stabilization Board, the Senior Planner leads projects and programs associated with Berkeley’s Rent Ordinance, which regulates most residential rents in Berkeley, protects tenants against unwarranted evictions, and is intended to maintain affordable housing and preserve community diversity.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four year college or university with major coursework in city or regional planning, urban planning, or a field related to the work, and four (4) years of professional planning experience, including two (2) years at a level equivalent to that of the Associate Planner.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

Must be able to attend evening meetings as required. A valid California driver's license is desirable.
