About the Position
The AB617 Principal Engineer (AB617 Role) will join a high performing and motivated team of professionals who work in partnership with the communities most impacted by air pollution.  You will have the opportunity to contribute to the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members, partner organizations, local governments, the California Air Resources Board, and other state agencies.  With knowledge of the Air District’s permitting and risk reduction programs, you will lead the division’s participation in internal and external AB617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about stationary sources, emission inventories, permits, and risk reduction; participating in community meetings; proposing and guiding discussions on emission reduction strategies and development of plans and programs to implement environmental justice and civil rights.
 
The Principal Air Quality Engineer for the Engineering Division may perform the other complex and highly specialized air quality engineering work such as, but not limited to, processing permit applications for complex facilities; analyzing air emissions and other metadata; evaluating program effectiveness; and providing project leadership. The Principal Air Quality Engineers review, mentor staff, and provides training. The Principal Air Quality Engineer may also participate or lead complex, sensitive and controversial projects.  The incumbent in this position may provide technical presentations on complex and/or sensitive engineering activities to the Board of Directors, public, industry, or other agencies.  The Principal Air Quality Engineer will also represent the Air District while participating in working groups comprised of public, industry and other agencies. ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time level I or II (depending on qualifications and experience) Civil Engineer to provide technical assistance for Capital Improvement Program (CIP) delivery projects in the Public Works Department. CIP engineering tasks will be the primary focus of this position. However, to appropriately respond to community needs, the Engineer I/II may also provide support to the Land Development and Transportation engineering sections, so adaptability and flexibility are keys to success in this position.

In this exciting opportunity, you will be at the forefront of designing, planning, and overseeing various infrastructure projects that directly impact our community. The Engineer I/II will work under the direct supervision of a Senior Civil Engineer and will perform professional or sub professional engineering work in the field and office. The Public Works Engineering Division is comprised of three engineering sections overseen by the City Engineer: Traffic/Transportation Engineering, Capital Improvement Program (CIP), and Land Development.  
Though the primary focus for this position is CIP, work assignments may vary and may include any of the following:
CIP: prepare plans, specifications and engineering estimates for Capital Improvement Projects, prepare requests for proposal/qualifications and contracts in conformance with the City's Purchasing Policy, oversee the City’s 5-Year Paving Program through the use of StreetSaver, manage consultant led projects and inspection teams, and assist the Senior Engineer with project budgeting and grant writing.
Traffic/Transportation: prepare plans, specifications, and engineering estimates for traffic and transportation related projects, prepare requests for proposal/qualifications and contracts in conformance with the City’s Purchasing Policy, manage various traffic and transportation projects and inspection teams, manage the City’s Sidewalk Replacement Program, work on various traffic studies, participate in regional transportation programs and initiatives, and assist the City Engineer with project budgeting and grant writing.
Land Development: assist in the review and processing of land development projects, plans for conformance to City standards and policies, storm water management plans with City consultants, preparation of City plan check comments, and construction material submittals. The Engineer will engage with developers and construction inspectors to track project review and approval schedules, and provide coordination with City master plan utility consultants.

• Prepare plans, specifications, and estimates (PS&E) for public works capital improvement projects including roadways, trails, facilities-related projects.

Engineering Technician-Inspector -Limited Term Duration - 06/30/2025

The Town of Moraga is a small, family-oriented bedroom community offering a quiet semi-rural lifestyle within easy reach of big city amenities. Located 22 miles east of San Francisco and 10 miles from Oakland, Moraga offers a unique blend of residential areas, two shopping centers and open hillsides. Under general supervision, the Engineering Technician/Construction Inspector position provides a variety of paraprofessional engineering and transportation support; performs a variety of technical and administrative duties relating to the maintenance, plan check, engineering design, development of PS&Es, construction bidding, contract management, construction management, construction quality assurance, inspection, surveying, and ordinance enforcement regarding public infrastructure and private land development under public works review; receives, investigates, and responds to complaints; maintains and updates engineering maps, drawings, records, and files; and performs related duties as required.

Distinguishing Characteristics: Incumbents will provide technical assistance and support to professional staff and construction inspection on encroachment permits, land development and construction projects. The Engineering Technician/Inspector class is distinguished from the Assistant Engineer by more routine tasks and duties received and by less independence with which to perform.

Equipment, Methods and Guidelines

Uses Federal, State, County, and local standard plans, specifications, rules and regulations; personal computer for word processing, spreadsheets, time card entry, and similar applications; motor vehicle, hand levels, pocket scales, engineering tapes, calculators, printer, copier, telephone, personal protective, hand tools, and engineering and survey equipment.

Working Conditions

Office and inspection site environment in all types of weather. Work may involve inconsistent work schedules to accommodate construction activities and may include work during weekends, holidays, and overtime as required.

Physical Demands

Work is often performed in an outdoor construction environment with year-round exposure to varying weather conditions. Work is subject to construction site noise and environment including exposure to loud equipment and machinery. Work will include exposure to various conditions encountered in a construction environment, such as steep slopes; various plants and natural environments; moving machinery; marked changes or extremes in temperature/humidity; dust, fumes, smoke, gases, odors, mists, or other irritating particles; excessive noise; slippery or uneven walking surfaces; working below ground and in confined spaces; vibrations; radiation or electrical energy; solvents, greases, oils, or chemicals; flames or burning items. Supervision Received and Exercised

Independently applies applicable codes and ordinances to ensure conformance. Control over work methods is general, rather than detailed in nature; makes independent decisions when issuing permit authorizations, approving construction start dates, stopping or rejecting work, or issuing citations for violations. Work assignments, including written reports and communications, are reviewed upon completion but before submission or distribution.

EXAMPLES OF DUTIES

• Performs field, office, and computer-aided basic engineering studies and activities.
• Prepares plans, specifications, and cost estimates under direction of engineer.
• Conduct construction inspections for Capital Improvement Projects, encroachments in public right of way, public facilities improvements, stormwater facilities, and land development projects.
• Performs measurements, staking, topographical work, leveling and other related land surveying duties.

• Provides excellent customer service; responds to routine citizen inquiries and complaints relating to the Town’s infrastructure, including researching archival information from the Town’s files, seeking input from other departments as necessary, and communicating issues to appropriate supervisory or management staff for feedback or direction.
• Processes encroachment permits to ensure compliance with Town policy, codes, and regulations and fee, insurance, and bond requirements; coordinates and communicates with contractors, residents, other agencies, and other Town staff.
• Uses clearly defined practices and procedures to inspect the methods and materials used in encroachment permit work, construction projects, construction surveys, construction safety precautions, traffic control, and erosion and sediment control.
• Coordinates material testing and analyzes material test results including relative compaction tests, graduation of aggregates, slump tests, and resistant value of soils; Inspects producers of construction materials and its sources.
• Reviews and interprets construction plans, specifications, encroachment permits, and other documents affecting assigned projects; maintains daily diary and field records of construction activities, contractor crew, equipment, materials and quantities.
• Participates in meetings to discuss construction details and resolves issues with contractors, other departments, other agencies, and the public; identifies construction problems, monitors the corrections of project deficiencies, and recommends approval of necessary contract change orders and plan adjustments.
• Conducts compliance review of public’s maintenance responsibilities of sidewalk, curb, gutter, private storm drainage conveyance systems, and creeks; posts liens, required repairs, and construction notices.
• Can handle multiple projects and responsibilities simultaneously; has handled a wide variety of assignments in past and/or current position.
• Assists in the administration of public works contracts including contract costs, materials verification, and compliance with State and Federal regulations.
• Assists in preparing documentation related to obtaining and administering Federal and State grants.

The Department of Public Works is currently seeking to fill a Division Manager position to lead its Engineering Services Division. Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

The Human Services Agency (HSA) is seeking qualified candidates for the position of Homeless Encampment Strategies Analyst within the Human Services Agency (HSA) division of Center on Homelessness. to provide a variety of analytical and administrative services related to the Encampment Resolution Funding (ERF) grant.

The County’s $14 Million ERF Grant will fund a wide array of coordinated services to unhoused residents currently living in encampments, with a focus on interim and permanent housing solutions using a multidisciplinary and collaborative approach to services.

The Homeless Encampment Strategies Analyst will conduct a variety of duties such as; conduct program and fiscal planning, contract monitoring and program evaluation; negotiate and write contracts, request for proposals, grants and reports; administer grants; analyze data; coordinate projects; assist in the development and implementation of policies and procedures; provide technical assistance to contractors; and act as a liaison to other County departments and partnering agencies.

Homeless Encampment Strategies Analyst responsibilities generally include the following, but are specialized to each position's focus area: acting as the contract monitor for services such as homeless outreach teams, homeless shelters, rapid rehousing programs, conducting grant administration and grant tracking; working closely with community-based homeless and safety net programs on a variety of projects related to homeless services.

Homeless Encampment Strategies Analyst responsibilities also include data analysis, developing and monitoring contracts for homeless and housing services, reviewing invoices and contractor reports, and working closely with contacted service providers, other County departments, and other community partners. Other duties may include, but are not limited to the following:

• Project management such as creating project documents, tracking status and conducting follow ups to ensure milestones are met.
• Collaborative work with contracted service providers regarding coordination of client services.
• Detailed monitoring of services and outcomes of contracted services.
• Manage and continuously update relevant data in our Homeless Management Information System (HMIS), monitor data quality and clean data as needed.
• This includes maintaining a list and map of all encampments, as well as a list of all clients in the encampments.
• Analyze and interpret data to build reports.
• Build presentations for County leadership and partners.
• Communicate data, reports, and presentations effectively visually, verbally, and in writing.
• Coordinate community committees including agenda setting, note taking and follow up.
• Provide technical assistance to homeless and safety net service providers on service standards, best practice models, and data entry processes.
• Research policies and best practices in homeless and safety net services.
• Complete grant tracking and reporting.
• Write and coordinate Request for Proposal processes when needed.
• Write grant applications when required.
• Track and ensure compliance with grant/s.
• Need more data tasks related to the grant.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify for a Human Services Analyst II is two years of experience performing journey level administrative and analytical duties in a human services or related agency.
