The City of Thousand Oaks is seeking a Purchasing Supervisor to join our team!

We are seeking a collaborative and results-oriented Purchasing Supervisor with excellent communication, strong technical experience, and effective leadership skills to join our Finance Department team. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. With an emphasis on customer service, this position ensures material and service requirements are met in a timely, efficient, effective, and ethical manner. The ideal candidate will be an energetic problem-solver, ready to embrace challenges with creative solutions and advancements in technology.

The ideal Purchasing Supervisor candidate is a flexible and enthusiastic individual who can develop, mentor, and build relationships with team members and across the various departments they serve. The Purchasing Supervisor guides a team of six staff members located at three different City facilities.

The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.
• Establishes schedules and methods for providing Purchasing and warehouse services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Plans, organizes, and supervises the City’s purchasing operations; reviews, monitors, and approves City purchases; approves purchase requisitions, purchase orders, and related documents for completeness, accuracy, and compliance with purchasing and budgetary policies and procedures; ensures effective inventory control and issuance of equipment and supplies.
• Trains other departmental staff on purchasing rules and regulations, meeting with division managers, and one-on-one meetings; conducts procedural research when new issues arise and need to be researched, evaluated, and implemented.
• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

This position performs a variety of para-professional, responsible eligibility determination, case management duties, and performs related duties as assigned in the Adult Unit and Adult Drop In Center. The HHSA Case Manager II is distinguished from the HHSA Case Manager I by the performance of the full range of duties as assigned, responsible for direct client contact in the provision of case management including complex cases. The position is located in the Behavioral Health Division at the Glenn County Health and Human Services Agency is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Interview and provides rehabilitation services to clients; develops and implements treatment plans; provides follow-up and assists clients with the resolution of problems.
• Provides information to potential clients, clients, and parents/guardians, if applicable, regarding program requirements and benefits.
• Maintains close, collaborative, and cooperative relationships with community agencies, social workers, local law enforcement, and other public agencies carrying out treatment and educational plans; provides information to other County departments and agencies.
• Assists in coordinating client placement in residential treatment facilities and periodically visits clients to assess progress. Provides referrals to other agencies as appropriate. 
• Performs home visits, school visits, court, or jail visits as appropriate; attends meetings with other departments, government agencies, and local agencies in matters regarding health and human services issues.
• Attends training, workshops, and continuing education classes, as required or appropriate.
• Makes determinations of crisis situations, authorizes 72-holds for hospitalizations.
• Remains on-call evenings and weekends for crisis and emergency situations.

Thousand Oaks Community Center- Bilingual Preschool/Pre-K Program (bilingual preferred)

Part-Time positions: up to 28 hours/week 

Hourly Rate: $23.86-$29.00

Summary:
Under general supervision, develops and executes interactive programing to teach critical language, social and motor skills to preschool-aged or prekindergarten-aged children in a preschool setting; provides feed­back on student performance to parents; and performs other duties as assigned.

Qualifications:

This job entails assisting with planning and leading program activities, supervising youth in arts, crafts, games and sports, performing participant check-in, reception duties, and assisting with equipment set-up, take down and housekeeping, chaperoning participants on field trips, and opening and closing facilities. • Establishes and maintains a wide variety of filing and reporting systems; develops record keeping procedures; provides information to all local and state  oversite agencies.
• Prepares a variety of correspondence; compiles report information; contract administration.
• Prepares a variety of technical, statistical and narrative reports, letters, memos and other written materials. 
• Develops, coordinates, and implements program activities of a technical area of assignment related to department activities; prepares technical documents related to program activities.
• Dispatch all intake calls.  Including operations of the radio communications system.
• Collect and process revenues for pet licenses,  adoption, redemption, etc.

Share your passion by teaching students! Enrichment instructors lead a one hour class on-site after school. Enjoy the freedom to plan a curriculum on your area of expertise and share that knowledge with a class size of 5-15 students.

Must be 18 years of age or older to apply for this position.

DEFINITION: Plan, organize and execute personal curriculum for elementary age children for a one hour onsite outdoor enrichment program. Program hours could include Monday, Tuesday, Thursday, Friday 2pm – 4pm and Wednesday 1:15pm – 3:15pm, preparation hours can be discussed.

EXAMPLES OF DUTIES:

• Demonstrate excellent customer service and communicate effectively with schools, parents, and children.
• Possess strong leadership skills in their chosen area of expertise
• Create and implement your own curriculum within an allocated budget
• Manage the task of checking in and checking out each child to the proper guardian.
• Encourage good behavior and appropriate manners.
• Encourage active participation and provide a safe and nurturing environment.
• Implement and lead appropriate activities for elementary aged children.
• Supervise and ensure the safety of the children during enrichment.
• Motivate participants through example.
• Create and maintain a positive after school environment.
• Accurately maintain attendance records.
• Practice proper hygiene, with self and children, to deter the spread of disease (colds, flu, etc).
• Render first aid in case of minor injuries.
• Ability to communicate clearly both orally and in writing.
• The ability to speak English clearly and understandably.
• Perform related duties as required.
• Must be able to lift 50lbs

TRAINING & EXPERIENCE: Any combination of education, training, and experience, which likely provides the required knowledge and abilities.

PRE-EMPLOYMENT CONDITIONS: Candidates receiving a conditional job offer must pass a pre-placement fingerprint review. Candidates must possess a current CPR/AED and First Aid certificate and be comfortable calling 911 in an emergency.
