ADMINISTRATIVE SERVICES ANALYST II/III - Limited Term

SALARY RANGE:
II  – $28.64 - $34.81  Per Hour
III – $31.63 - $38.45  Per Hour
(New employees should anticipate being hired at the beginning of the salary range.)
 
THE POSITION
This position will be under the County Administrative Office and will report to the  Glenn Grows Office in Orland. This person will perform routine to moderately difficult, administrative and analytical work that may involve and/or emphasize the functional areas of: general and administrative support, fiscal, contract management,  and program analysis and compliance, prepare correspondence, grant writing and reporting, and other related duties as required. The Administrative Services Analyst III may be distinguished from the Administrative Services Analyst II class because incumbents in the lower class provide journey-level support usually within a division or segment of a department.  This position is scheduled for forty (40) hours per week. This recruitment may be used to establish a list to fill future vacancies for the next twelve (12) months.

TRAINING AND EXPERIENCE
Experience:        II - Either one (1) year as an Administrative Services Analyst I in Glenn County; or three (3) years of professional analytical journey level experience in any of the functional areas required by the position: general and administrative support, fiscal and contract management, program analysis and compliance or staff development and training. III - One (1) year of experience as an Administrative Services Analyst II in Glenn County; or four (4) years of professional journey level analytical, administrative, professional, managerial, or supervisor experience in any of the functional areas required by the position: general and administrative support, fiscal and contract management, program analysis and compliance, and/or staff development and training.  

Training:        II/III - Possession of a bachelor’s degree from an accredited college or university in business administration, public administration, accounting, finance, organizational development, social work, education, human resources or a closely related field. Substitution:  Additional professional level experience in any of the functional areas noted above may be substituted for the required education on a year-for-year basis up to a maximum of two years.

The Position

Under general direction from the Director of the Human Services Agency, the Director of the Center on Homelessness (COH) leads, plans, develops, organizes, coordinates and evaluates the programs and operations of the Center on Homelessness. This position is responsible for the county’s emergency safety net and homeless services programs with the high-level goal that every person experiencing homelessness in San Mateo County has the opportunity to engage in services and is supported with safe shelter and a pathway to housing. The County’s goal to reach a functional zero level of homelessness incorporates the vision that homelessness will be a rare, brief, and one-time occurrence, and that every unsheltered homeless person in San Mateo County who chooses assistance can be sheltered in an emergency shelter or in temporary or permanent housing.

This position is a member of the leadership team of the Human Services Agency (HSA), and together with the Agency Director, collaborates with the County Executive’s Office, the Board of Supervisors, other County departments, and key community-based organizations to address and respond to issues related to homelessness and housing instability. The Director of COH will provide strategic guidance on policy and program development, organizational and human resource analysis, planning, evaluation, reporting, grant writing and compliance monitoring, and contract management.

COH works collaboratively with stakeholders to ensure that the County has a system to end homelessness in San Mateo County. Through early intervention, stabilization services, and financial assistance for households with housing instability, the goal is to prevent people from experiencing homelessness. Services are in place to engage and support people who are unsheltered to transition to interim housing, permanent housing, or other places where they can access needed services and supports. COH administers contracts with community partners to provide safety net services, homeless prevention and outreach services, interim housing in congregate and non-congregate settings and a continuum of homeless services focused on moving clients into permanent housing, including rapid rehousing programs.

COH serves as the lead for the Homeless Continuum of Care; the Homeless Management Information System (HMIS) System Administrator; grant administrator for the Department of Housing and Urban Development (HUD) Continuum of Care Grant; Community Services Block Grant’s for the Community Action Agency; California Department of Housing and Community Development’s Homeless Housing, Assistance and Prevention (HHAP) and Encampment Resolution Funding (ERF); California Department of Social Services’ (CDSS) Housing Disability and Advocacy Program (HDAP); and homeless programs that are funded by the County of San Mateo’s Measure K sales and use tax revenues. COH is responsible for the federally required One Day Homeless Point-in-Time Count and staffs the County’s Housing Our People Effectively (HOPE) Interagency Council, and the Continuum of Care Steering Committee. Lastly, COH manages operators in County owned facilities, and works closely with other County departments to ensure safe and quality programming.

COH advances equity by identifying and addressing disparities in who experiences homelessness, who accesses the homeless crisis response system, their experiences with the system, and the outcomes of the system. Through a client-centered approach, COH listen and respond to the voices of people with lived experience of homelessness to create solutions.

This is a new position created to provide high-level oversight of the County’s efforts to address homelessness in San Mateo County. This critical role requires a collaborative leader to bring innovative ideas and transform big picture vision and goals into comprehensive plans for implementation focused on long-term solutions to homelessness. The Center on Homelessness unit is comprised of 2 Human Services Managers, 4 Management Analysts, and 12 Human Services Analysts, and one administrative support staff. This includes a blend of permanent and temporary, grant funded positions. This team oversees and administers and implements programs for over $34m of Federal, State, and Local Funding.

Job Title/Classification: Intern/Fellow II Children's Fund
 Pay Rate: Starting at $21.08 hourly (no benefits)
 Part Time Position – Approximately 8-10 weeks
 Location: 1 Davis Drive, Belmont CA 94002 (In-Person Position)

 Job Description:  The Children's Fund of San Mateo County is seeking two Part-Time/Temporary interns. This position would report directly to the Children's Fund Program Coordinator and assist with the Holiday Gift program. Each year over 1,500 gifts are distributed to low income/foster youth living in San Mateo County. This is a fun, fast paced, hands on position that requires dedication and flexibility to the job.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.
 

 

Examples Of Duties

• Manage and stock inventory of toys in the warehouse
• Manage scheduling with donors and establish good working relationships with both internal and external staff
• Work in a fast-paced environment with strict deadlines
• Create working relationships with the community
• Conduct data entry and inventory tracking in Microsoft Excel
• Organizing toys for pick up and manage donations delivered

San Mateo County Parks is currently seeking a full-time extra help Bilingual Community Engagement Intern II.
 

This position would be based out of Flood and Friendship County Parks and primarily working with the communities surrounding these parks. 

 

Friendship County Park is located in North Fair Oaks, an unincorporated area of Redwood City. Through community collaboration, the small urban park was developed to provide outdoor recreation and space to promote community gardening. The park is situated on San Francisco Public Utility Commission land and is managed by the San Mateo County Parks Department. Less than an acre in size, the park features 30 community garden planters, a playground, picnic tables and more. Staff from San Mateo County Health’s Nutrition, Education and Obesity Program provide nutritional education sessions for gardeners and families. Plot use is through an agreement with San Mateo County Parks and requires regular participation in meetings and clean-up days. 

 

Flood County Park is a 21 acre park located in Menlo Park. It is primarily used as a location for family and group picnicking, playground use, and walking by the local community. The park is currently undergoing a planning process to renovate the facilities and encourage use by new sections of the local communities. 

 

An intern at these locations would work on improving the interpretive elements of the park and provide programming and outreach opportunities for the local communities.

 

The Community Engagement intern will report to Flood Park and be able to drive to Friendship Park and other park locations as needed. The intern will be supervised by the Interpretive Division Park Staff. The position will be approximately 60% indoor, desk work/classroom programs and 40% outdoor, event/program work.

Examples Of Duties

A Bilingual Community Engagement Intern would be responsible for:

• Management of Friendship Park Community Garden, including but not limited to:

  • Management of garden plot availability and agreements

  • Primary point of contact for Community Garden participants; maintaining regular communications by County phone, text, and email

  • Work alongside gardeners to identify and address any needs or challenges and maintain garden

  • Lead and facilitate regular on-site educational opportunities for gardeners with staff from San Mateo County Health, Office of Sustainability, and community partners

  • Manage on-site garden tools and supplies; identify additional supplies that may be required

• Community Program Coordination and Outreach, including but not limited to: 

  • Coordinating and leading programs with Community Based Organizations and Partner Organizations within the community near Friendship and Flood Parks (i.e. Libraries, Schools)

  • Leading interpretive programs for the general public at Friendship and Flood Parks 

  • Tabling at local community events, such as Farmer’s Markets

 

Qualifications

The ideal candidate will: 

• Have strong interpersonal skills and possess the ability to effectively communicate in English and Spanish with diverse community members and San Mateo County staff to support gardeners. 

• Be an enthusiastic, outgoing, positive, and energetic person who can work collaboratively or independently with little to no supervision. 

• Have the ability to learn new skills, the willingness to be flexible, and follow directions. 

Qualifications:

• Must be at least 18 years old

• Bilingual in Spanish required

• Experience in food growing and garden management desired

• Knowledge of and ability to teach gardening concepts desired

• Ability to engage with individuals of many demographics and histories – youth, seniors, immigrants, economically diverse

• Strong planning and organizational skills with ability to plan events and organize participants and volunteers

• Must have a valid California Driver’s License

This is a full-time position with flexible and negotiable hours requiring weekend work.
