DISTINGUISHING CHARACTERISTICS

Psychologist I is the entry-level class in the Psychologist series, providing professional psychological diagnostic and therapeutic services in a county program. Work is generally of a routine nature requiring more direct supervision for the more complex cases. This class is flexibly staffed with Psychologist II and incumbents are expected to advance to the higher level after gaining experience and demonstrating the required proficiency.

Psychologist II is the fully experienced journey level class in the Psychologist series providing a full range of professional psychodiagnostic, psychotherapeutic, consultant, and training and research work in a comprehensive community mental health program with a high degree of skill and independence. Employees also serve as a team leader within regional programs.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Perform professional psychological work involving evaluation and treatment of children and/or adults; make diagnoses and provide psychotherapy and other kinds of psychological treatment in one of the option areas.
• Select and administer psychological tests or observational procedures, interpret their results and prepare psychological evaluation reports.
• Carry out various kinds of treatment work such as individual or group psychotherapy, family therapy, crisis intervention, behavior modification and various types of group process experience.
• Provide mental health consultation appropriate to the needs of various professionals, agencies and community groups.
• Participate in developing preventive mental health procedures in segments of community life.
• Participate in regional or service unit research projects.
• Participate in the training of psychology trainees or other mental health disciplines.
• Provide psychological consultation to other mental health staff or personnel of other community agencies.
• Confer with patients' relatives regarding treatment and case management.
• Consult with psychiatrists, social workers and others in community agencies regarding psychological aspects of their work.
• Maintain mental health records and prepares reports.
• Perform related duties as assigned.

Qualifications

Licensure/Certification:

• Psychologist I: Application for a waiver in lieu of license to the State Department of Mental Health for Psychology. An individual hired in this classification must become licensed within six years from the date of employment.
• Psychologist II: California license in Clinical Psychology.

The Office Assistant position at the Cooperative Extension Department performs a variety of   clerical duties in support of the function to which assigned; to provide word processing and data entry support; and to provide information and assistance to the public regarding departmental   policies and procedures. Incumbent of this class perform the most complex building inspections work requiring the use of considerable independent judgement and initiative. The City of Thousand Oaks has an excellent opportunity for a Combination Building Inspector I/II/Senior!

This position(s) may be filled as Combination Building Inspector I ($36.0157 - $48.2645 per hour), Combination Building Inspector II ($39.7935 - $53.3271 per hour), or Senior Combination Building Inspector ($43.9679 - $58.9212 per hour), depending on candidate experience and qualifications.

The Combination Building Inspector must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and project a very professional image through in-person, phone, and e-mail interactions at all times. Additionally, this position will plan check in specialized areas such as plumbing and mechanical.

The Senior Combination Building Inspector will lead, oversee, and participate in the more complex inspection duties associated with commercial and residential enforcement of building, zoning, and related codes and regulations governing the construction, alteration, repair, and use of buildings and structures.  Additionally, this position will provide lead supervision to assigned staff as needed.

PRIMARY RESPONSIBILITIES

• Performs the more skilled inspection work in the enforcement of building, zoning, fire, mechanical, plumbing, electrical, housing, energy, accessibility, and related codes and regulations governing the construction, alteration, repair and use of buildings and structures
• Reads and interprets plans and specifications for inspection on commercial and residential buildings and related construction on commercial and residential buildings and related construction involving installation, repair, replacement and alterations for compliance with codes and regulations
• Performs the more skilled building inspections on commercial sites before construction to determine validity of permits and compliance with regulations
• Participates in the development of policies and procedures; recommends programs and projects to Building Inspections personnel
• Ensures a high-performance, customer service-oriented work environment that supports the department and City’s mission, objectives, and values
• Confers and coordinates with, and provides information and assistance to owners, architects, engineers, contractors, builders, and the general public in the field and office; explains and interprets applicable codes, ordinances, and zoning regulations

SENIOR RESPONSIBILITIES

• Trains assigned employees in their areas of work including building inspection methods, procedures, and techniques; serves as a resource for staff to ensure consistency and effectiveness in enforcing building codes and carrying out policy
• Leads, plans, trains, and reviews the work of staff responsible for performing skilled inspection work in the enforcement of building, zoning, fire, mechanical, plumbing, electrical, housing, and related codes and regulations governing the construction, alteration, repair, and use of buildings and structures
• Provides leadership and works with staff to ensure a high-performance and customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Assists other building inspection staff, departments, and divisions with questions, inspections, and compliance issues.
• Assists in the preparation of legal documents such as warrants for inspection, citation briefs, and demolition or repair orders; tracks extended cases through the court system and coordinates action with the City Attorney’s office.
• Keeps informed of changes and new legislation pertaining to building codes and regulations that affect the work of the department, and ensures that appropriate staff is informed and current.
• Participates in the development of policies and procedures; recommends programs and projects to higher-level Building Inspections personnel.
• Performs counter plan checks and reviews field revisions and/or as-built plans as necessary; ensures compliance with City, state, and federal construction, maintenance, use, health, safety, electrical, mechanical, and plumbing laws, codes, and standards.

This position performs a variety of para-professional, responsible eligibility determination, case management duties, and performs related duties as assigned in the Adult Unit and Adult Drop In Center. The HHSA Case Manager II is distinguished from the HHSA Case Manager I by the performance of the full range of duties as assigned, responsible for direct client contact in the provision of case management including complex cases. The position is located in the Behavioral Health Division at the Glenn County Health and Human Services Agency is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Interview and provides rehabilitation services to clients; develops and implements treatment plans; provides follow-up and assists clients with the resolution of problems.
• Provides information to potential clients, clients, and parents/guardians, if applicable, regarding program requirements and benefits.
• Maintains close, collaborative, and cooperative relationships with community agencies, social workers, local law enforcement, and other public agencies carrying out treatment and educational plans; provides information to other County departments and agencies.
• Assists in coordinating client placement in residential treatment facilities and periodically visits clients to assess progress. Provides referrals to other agencies as appropriate. 
• Performs home visits, school visits, court, or jail visits as appropriate; attends meetings with other departments, government agencies, and local agencies in matters regarding health and human services issues.
• Attends training, workshops, and continuing education classes, as required or appropriate.
• Makes determinations of crisis situations, authorizes 72-holds for hospitalizations.
• Remains on-call evenings and weekends for crisis and emergency situations.

DEFINITION

Under direction of the Chief Building Supervisor/Building Official, to assist in inspecting buildings and building construction for conformance with regulations, to perform construction contract management and inspections, and to do related work as required.

EXAMPLES OF DUTIES

Enforces building, electrical, plumbing, mechanical, energy, and fire codes; issues permits for all building activities; does plan checks on all construction, sewer connections, and septic tank installation, to ensure code compliance; investigates violations and checks all complaints regarding building procedures; works closely with Fire Marshall’s office on plan checks and fire code enforcement; enforces zoning code regulations and business licenses; gives information to the public regarding codes and ordinances, and confers with owners, architects, and engineers regarding design construction and filing of records, plans, maps, and similar documents; keeps records and prepares reports.

MINIMUM QUALIFICATIONS

Knowledge of:  State and local building and fire codes and ordinances, provisions of electrical and plumbing regulations, principles and techniques of building construction, principles of structural design and basic engineering mathematics, building materials and accepted safety standards, standard installation procedures for electrical and plumbing facilities, and local zoning regulations.

Ability to:  Analyze, interpret, and check building plans and specifications; understand, interpret and apply laws and regulations; prepare clear and concise written reports; use a computer to record, organize, and monitor all building inspection activities including written reports; maintain cooperative working relationships with engineers, architects contractors, government officials, employees, and the general public.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:  Three years of progressively responsible experience in a variety of building inspection or construction work.

Education:  Graduation from high school or equivalent.

Certification:  Possession of a “International Code Council Building Inspector Certification” , is desirable, or ability to obtain within twelve (12) months  of  hire date.

The following certifications are desirable:

• International Code Council, International Conference of Plumbing and Mechanical Inspectors, or equivalent organization: 
  • Electrical Inspector certification
  • Mechanical Inspector certification
  • Plumbing Inspector certification
     

License:  Possession of a valid Class C California Driver’s License.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. • Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.
