The City of Thousand Oaks is seeking a Purchasing Supervisor to join our team!

We are seeking a collaborative and results-oriented Purchasing Supervisor with excellent communication, strong technical experience, and effective leadership skills to join our Finance Department team. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. With an emphasis on customer service, this position ensures material and service requirements are met in a timely, efficient, effective, and ethical manner. The ideal candidate will be an energetic problem-solver, ready to embrace challenges with creative solutions and advancements in technology.

The ideal Purchasing Supervisor candidate is a flexible and enthusiastic individual who can develop, mentor, and build relationships with team members and across the various departments they serve. The Purchasing Supervisor guides a team of six staff members located at three different City facilities.

The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.
• Establishes schedules and methods for providing Purchasing and warehouse services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Plans, organizes, and supervises the City’s purchasing operations; reviews, monitors, and approves City purchases; approves purchase requisitions, purchase orders, and related documents for completeness, accuracy, and compliance with purchasing and budgetary policies and procedures; ensures effective inventory control and issuance of equipment and supplies.
• Trains other departmental staff on purchasing rules and regulations, meeting with division managers, and one-on-one meetings; conducts procedural research when new issues arise and need to be researched, evaluated, and implemented.
• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

Program Assistant - Receptionist

Salary Range: $17.64 - $29.22/hour, depending on experience.

DEFINITION

Perform a wide variety of general clerical and/or operational support duties at the Danville Community Center and Senior Center, such as serve as a receptionist, operate a telephone system and assist/direct callers and visitors according to established procedures.

• This is a part-time temporary, non-benefitted position.
• 10-20 hours per week; not-to-exceed 950 hours per calendar year.

SUPERVISION

General supervision is received from the Administrative Assistant with indirect supervision from the Program Supervisor. May exercise supervision of part-time personnel and volunteers as assigned.

ESSENTIAL JOB DUTIES

Essential duties are inclusive of, but not limited to the following:

• Deal directly with the public and internal staff.
• Provide information to the walk-in public.
• Register participants and support facility reservations using Active Net software. 
• Assist at the Danville Senior Center front desk as needed.
• Provide administrative support on special projects, as assigned.

• Assist in proofreading the Activity Guide and other marketing materials.

• Communicate with a variety of programming staff to resolve customer inquiries.

QUALIFICATIONS

Must be able to handle multiple tasks, have strong computer skills and excellent customer service skills. Must be able to work a flexible schedule throughout the year.

Knowledge of:

• Correct English usage, spelling, grammar and punctuation.
• Modern office methods, procedures and equipment, including office automation hardware and software.
• File management.
• Word processing (Microsoft Word) and data processing systems, including Microsoft Outlook.

Ability to:

• Have attention to detail and accuracy.
• Maintain a welcoming environment in busy office.
• Complete tasks in a timely fashion.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience:

One (1) year of experience performing standard clerical and secretarial duties. Prior experience as a receptionist in a related field preferred.

Education:

The equivalent of the successful completion of the twelfth grade; some college experience preferred.

The position requires creative ability, knowledge of how to generate graphics using The Adobe Suite, Canva, Microsoft Publisher, Word and Excel and the ability to exercise a reasonable degree of independent judgment. This classification assists with development and implementation of standards for consistency in materials, written and posted on the internet. Additionally, the position requires good written communication skills, public relations, interpersonal, and problem-solving skills and abilities. The Marketing Associate receives direction from program supervisors and management staff.

WORKING CONDITIONS
Position is required to work on the Community Center campus and may not work from home. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination when using a computer keyboard. Additionally, the position requires near and far vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, push and pull files, paper and documents weighing up to 25 pounds also is required. Education and Experience:

• A bachelor's degree from an accredited college or university in marketing, communications, graphic arts or a closely related field; AND

PAL (Police Activities League) Program Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. • Ensure proper safety precautions are observed; maintain and care for supplies, equipment, and the facility;
• Set up daily snack; change diapers and support toilet training;
• Complete assigned paperwork, including time cards and incident and accident reports;
• Communicate with parents and staff to disseminate information and build positive relationships;
• Perform related duties and responsibilities as assigned.

Must be a dependable, responsible, and understanding person who is able to work cooperatively with children, staff and parents.   

Qualifications

Knowledge of:

• Knowledge of child development stages.
• Experience working with young children.
• Early Childhood Education units a plus.

Class Times:

School Year (August-May)

Monday/Wednesday - 9am-11:15pm (2 year olds)

Tuesday/Thursday - 9:15am-11:30am (2 year olds)

Tuesday/Wednesday/Thursday - 9am-12pm (3 year olds)

Monday/Wednesday/Friday - 8:45am-12:15pm (3 year olds)

Tuesday/Thursday - 12:30pm-3:30pm (3 year olds)

Summer Camp (June-August)

Monday- Friday - 9am-12pm (3-4 year olds)

Work Schedule:                    

8-20 Hours a week

Maximum of 960 hours per fiscal year                                                 

Note: These positions are part-time and do NOT have a benefits package. 

Salary:                   

$23.27-$28.82 per hour depending on qualifications and experience.
