The City of Sunnyvale is currently recruiting for TWO Permit Technician positions to perform a variety of responsible customer service, clerical and technical assistance duties. 

The Community Development Department has one regular Full-Time Permit Technician position to support the Building Safety Team at the City's One-Stop Permit Center. 

The Department of Public Safety has one Regular Part-Time Permit Technician position to support the Fire Prevention & Hazardous Materials Unit and will report to the Civilian Assistant Fire Marshal. 

Under direction of an assigned manager from Building, Planning, or Fire Prevention performs responsible technical work in one or more specialized divisions which involves researching and responding to customer questions regarding department policies and procedures, the receipt of fees, and assisting with processing permit applications; and performs related work as required.

The Information Technology Department is recruiting for a Business Analyst within the City Products-Projects-Portfolio Office (C3PO).

The Business Analyst will play a crucial role in analyzing and documenting business processes, identifying needs, and providing data-driven recommendations to improve the organization's efficiency and productivity.

The position will also lead and perform usability and accessibility work on digital service delivery analysis and/or improvement. This position will play a key role in ensuring new services are developed to bridge access, language, and ease of use barriers experienced disproportionately by underserved portions of our community.

• Work closely with stakeholders to define, document, and prioritize business requirements.
• Conduct a thorough analysis of current business processes, systems, and workflows.

This position is currently funded through June 30, 2025, with the potential to extend based on resource availability.

Salary Information:The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Senior Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

ABOUT THE POSITION
The City of Gilroy is recruiting a Senior Planner position in the Community Development Department. Under the direction of Chief Technology Officer, the Technology Portfolio Manager will manage the System Integration for Intelligent Transportation Systems unit and oversee a portfolio of $30M capital projects in the Comm/IT Capital Improvement Program. The Technology Portfolio Manager is responsible for maintaining fiscal, schedule and technical control of the project and maintaining strong working relationships with clients and technicians throughout the project. The Technology Portfolio Manager will be responsible for data solution operations through an in-depth understanding of hardware and software solutions and coordination of project managers and field technicians. This role will contribute to the strategic design process to identify more integration opportunities and is accountable for staff performance in managing the workload and quality control of the portfolio of projects.

Substitution:

Additional qualifying experience may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

As an integral member of the Human Resources leadership team, this position will contribute insights and expertise on a broad range of Human Resources disciplines and issues.  This role includes managing a team of Risk, Safety, and Talent Development Analysts to ensure effective risk management, municipal claims processing, worker's compensation, insurance, occupational health and safety (OH&S) and talent development programs and initiatives.

This multi-faceted role includes the primary oversight of the following:

Talent Development

• Successfully lead the design, development, implementation, evaluation and sustainability of talent development programs and onboarding programs.
• Assess and make recommendations on the best learning methods for a diverse range of learning needs, including in-person/virtual instructor-led trainings (ILTs), e-learning videos, and more.
• Collaborate with key stakeholders to evaluate training needs, and recommend, and develop training solutions, such as incorporating/preparing customized and purchased content.
• Increase organization utilization and integration of the employee Learning Management System.
• Coach and support supervisors and managers in employee learning, talent development, and performance management.
• Develop strategies for leadership transitions and work with departments to identify and develop employees for future leadership positions.

Risk & OH&S

• Drive the development and enhancement of risk management strategies, policies, and OH&S programs to minimize financial exposure and foster a safe workplace.
• Collaborate with cross-functional teams to proactively manage and reduce risk.
• Assure appropriate analysis of claims and loss data to identify trends and areas for improvement while maintaining claims databases and records.
• Oversee claims data, loss experience, and OH&S performance.
• Stay current on relevant regulations and coordinate with legal counsel as needed to ensure compliance.
• Manage the risk and OH&S function budgets and programs.

This position is in the Planning & Housing Division of the Community Development Department and reports to the Deputy Community Development Director or their designee.  

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Assistant Planner:

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in city, urban or environmental planning, architecture, or related field to area of assignment, and one (1) year of full-time professional planning experience or related experience.

Associate Planner:

• Possession of a Bachelor’s degree from an accredited college or university with major coursework in city, urban or environmental planning, architecture, or related field to area of assignment, and three (3) years of professional experience in planning, zoning, and related community development activities.

* Possession of a Master’s degree in planning may substitute for one year of professional experience.

License:

• Possession of a valid driver license and a satisfactory driving record throughout employment.
