Wastewater Treatment Plant Operations Manager 

 

Under the general direction the Wastewater Treatment Plant Operations Manager will supervise all activities of the Operations Division, including operation, maintenance and laboratory services with the ability to plan, organize and direct the activities of the Wastewater Treatment System Division. The Plant Manager will act as the Chief Plant Operator and will perform other duties as assigned. 

Examples of Duties: 

• Schedule, supervise and review the work of operation, maintenance, and laboratory personnel assigned to the Operations Division of the Department of Wastewater.
• Oversee a comprehensive preventive maintenance program of facilities. Ensure that supervisors conduct regular safety training and maintain a safe work environment.
• Develop and maintain a training program for employees; ensure that they maintain required certification.
• Formally evaluate job performance of assigned employees.
• Work to complete Department and Division goals and objectives.
• Prepare and manage the Division budget; propose, develop and manage capital projects and manage contracts for the Division.

The Wastewater Treatment Plant Manager will review and analyze laboratory tests and implement parameter changes; perform technical research work, detailed analyses, and prepare comprehensive reports.  

JOB RELATED AND ESSENTIAL QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Experience:

Five years of increasingly responsible experience in the maintenance /operation of a wastewater treatment plant, with at least two years of supervisory capacity. 

Training & Education:

Equivalent to a Bachelor's Degree from an accredited college or university with major course work in Environmental Science, Civil Engineering, or related field. College coursework in environmental science, civil engineering, or other related discipline can be substituted for experience on the basis that two years of coursework equals one year of experience with a maximum of four years of coursework equaling two years of experience.  Continuing education in related subjects including supervision and project management is desirable.  

Certificates/Licenses:

• Possession and maintenance of a current Grade IV Wastewater Treatment Plant Operators Certificate or higher as issued by the California State Water Resources Control Board.
• Substitution: Grade III certification and proof of eligibility of Grade IV certification exam qualification may be considered. Grade IV Wastewater Treatment Plant Operator Certificate will be required within on-year of appointment.
• Possession a valid Class C California Driver's License.

THE JOB

The Health Officer will drive the City of Berkeley’s mission to enhance community life and wellness for all residents. Under general supervision, Construction Inspectors inspect a variety of construction projects associated with the repair and alteration of roads and streets and associated curbs, gutters, sidewalks, and drainage structures being carried out by private contractors to ensure conformance to County specifications. Construction Inspectors investigate and report on complaints of illegal encroachment on roads or associated structures in need of repair or posing a hazard to the public.

• Experience with concrete/asphalt driveways, drainage ditches, trench backfill, and asphalt paving.
• Technical experience using computers and smartphones in the field or the ability to quickly learn to use this equipment.

Construction Inspector I is the trainee level and/or entry level class in the construction inspection series, performing inspections on projects of a smaller size and lower dollar valuation requiring a lower level of technical skills and more direct supervision, and performing complaint investigation work. Employees in this class most often serve as an assistant to a Construction Inspector II or to a professional engineer who is designated as the resident engineer on a project. SELECTION PROCEDURE 

 

 

Apply - Candidates must submit a completed City of Hayward job application and responses to the Supplemental Questionnaire which fully describe the nature of their professional experience and qualifications.  Applications submitted without all required materials will not be considered.

Application Review - Based on the information provided, employment applications will be reviewed for minimum qualifications.  

Job Related Testing -Those best qualified may be invited to the next phase of the process, which may include an oral, practical, written examination and/or supplemental questionnaires reviewed by subject matter experts. Written exam is tentatively scheduled for Wednesday, September 4, 2024.

The examination process will result in a ranked eligible register of candidates for hiring consideration by the department derived from any of the exam processes mentioned above. 

Department Interviews - Actual hire depends on success in the departmental selection process. 

Candidates under final consideration for employment with the City should expect to undergo an employment background/reference check that may include, but is not limited to: employment history, confirmation of educational credentials and degrees, licenses including driver's license, registrations, certificates, and other credentials as part of the appointment process. Some positions, depending on the nature of the work, also require a credit check and a review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting.
