DEFINITION

Under the general direction of the Director and City Engineer, the Civil Engineering Associate/Project Manager – Capital Projects leads the delivery of complex capital infrastructure and facility projects for the Town of Danville.  This role focuses on high-value construction and modernization projects, including buildings, utilities, and public infrastructure. The position serves as a critical liaison between Town departments, consultants, contractors, regulatory agencies, and community stakeholders to ensure successful execution of capital projects within scope, schedule, and budget.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Director and City Engineer. Exercises supervision over Public Works Inspectors and contractors.  This is a journeyman-level, first line supervisory position requiring substantial independent judgment, technical expertise, and leadership in managing capital improvement projects. The position reports to the City Engineer and may supervise professional and technical staff. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Train, direct and manage Public Works Inspectors to perform and document daily inspections of construction projects, private development projects, encroachment permits and clean water inspections to ensure compliance with project plans, specifications, permit conditions of approval and Town standards.
• Oversee day-to-day operations for paving construction projects ensuring project is completed safely, on schedule, according to quality specified and within budget.
• Plans, organizes, directs and controls all parts of projects from permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Facilitates work of a multi-disciplinary development team across organizational boundaries, including designers and construction professionals.
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including Town Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress.

QUALIFICATIONS

Knowledge of:

• Financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs.  General knowledge of various funding sources and restrictions.
• Regulations and regulatory agencies and commissions affecting planning, zoning, design and construction.
• Requirements of final bid packages.
• Construction management techniques and practices.
• Americans with Disabilities Act Accessibilities Guidelines (ADAAG), and California accessibility requirements that are in Title 24 of California Code of Regulations.
• Principles and practices of capital project delivery, including public procurement and contract management.
• Public works design and construction standards, codes, regulations, and funding programs.
• Construction methods and materials across civil, structural, electrical, and mechanical disciplines.
• CEQA and permitting processes at local and state levels.
• Knowledge of planning and building department review process for capital improvement projects.

Ability to:

• Schedule and budget capital projects; monitor and track project progress and expenditures and implement cost controls.
• Use computer-based scheduling software, documentation management, and project management systems.

LICENSE(S) AND CERTIFICATION(S)

Possession of a California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.

This position performs a variety of para-professional, case management duties, and performs related duties as assigned in the adult and youth and family Mental Health Units, along with providing crisis services. The HHSA Case Manager II is distinguished from the HHSA Case Manager I by the performance of the full range of duties as assigned and is responsible for the provision of case management including complex cases. DISTINGUISHING CHARACTERISTICS

Permit Technician I is an entry-level class in the Permit Technician series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks.  The Permit Technician I call is distinguished from the II level by the performance of less than the full range of duties assigned to the II level.

ESSENTIAL FUNCTIONS

• Responds to routine permitting inquiries and provides customer service to the public at the permit counter and via telephone, email and/or facsimile.
• Provides general information to the public regarding permitting processes.
• Receives and processes various types of permit applications; reviews application for accuracy and completeness.
• Researches and communicates the status of permits to applicants.
• Ensures that all permit records are kept and maintained as required in hard copy and electronic formats.
• Schedules inspections and pulls related permits for the Building Official.
• Calculates permit fees and provides fee estimates as requested.
• Routes plans to various City departments and/or divisions for review and sign-off; tracks plans and ensures their return in a timely manner.

KNOWLEDGE/SKILLS/ABILITIES

Knowledge of:  Permitting process, policies and procedures; pertinent local, state and federal building, zoning, engineering, planning codes and regulations as it relates to the permit process; City permit and plan check procedures, rules, regulations and guidelines; plan review and inspection procedures; principles and practices used in building and planning processes; land use planning and related construction permitting; organization and operation of the City and outside agencies involved with development approval and coordination; customer service standards and protocol.

Skills: Performing a variety of technical and administrative permitting functions; responding to routine permitting inquiries and providing customer service to the public; processing permit applications and monitoring for compliance; communicate effectively verbally and in writing.

Abilities: Perform detailed, technical and specialized permit support work; make sound, independent decisions with established policy and procedural guidelines; respond to and effectively prioritize multiple phone calls, walk-up traffic and other requests/interruptions; represent the department and the City effectively in meetings with other departments, public and private organizations and individuals; organize and maintain a variety of files and records including those pertaining to permit approvals; coordinate and monitor the progress of permit approvals through City departments and outside agencies; assist customers with obtaining permits; establish and maintain effective working relationships with employees and those contacted in the course of the work.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination preparing permits using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

What You’ll Do

The Deputy Director of Public Works is responsible for directing and managing all programs within the Divisions for which they are responsible. This may include capital improvement program development and implementation, traffic engineering, private development review, regulatory compliance, solid waste management, operations and maintenance, asset and data management, construction management, fleet coordination, downtown coordination, and building maintenance; and the position may serve as the City Engineer and/or the Director of Public Works in their absence.

License and Certificate:

What You’ll Do

The Engineering Technician I/II performs a variety of technical drafting, office and field engineering work. The position receives immediate supervision from higher engineering personnel.

The Engineering Technician I/II position is flexibly staffed based on experience and may be filled at either level. Depending upon assignment, duties may include, but are not limited to, the following:

• Locate utilities, easements, property lines and other information on plans.
• Prepare topographical plan and profile maps of property and pertinent features from survey notes and legal descriptions.
• Check parcel maps, subdivisions and various other drawings.
• Participate in the preparation, filing, and retrieval of a variety of engineering maps, documents and records.
• Ink, pencil, trace and letter charts, graphs, maps, plans and other drawings; prepare miscellaneous illustrative materials such as charts and graphs on blueprint machine; monitor blueprint machine and blueprint paper supply.
• Prepare final drawings of existing improvements, rights-of-way, and other utilities using field notes, maps and photographs; check calculations used in designs and estimates.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Assist in measuring accurate distances to be used in the determination of locations of boundaries, easements, improvements, structures and topographic features; keep notes on measurements made.
• Write technical specifications for various maintenance contracts; inspect work on maintenance contracts; verify quantities for payment on maintenance contracts.
• Answer questions and provide information to the public concerning engineering activities; issue permits and accept permit fees over the counter; answer questions related to maintenance projects as applicable.
• Make and check mathematical calculations related to surveying and basic engineering.
• Inspect streets, sidewalks, sewers, drains and other public works areas for maintenance needs; prepare cost estimates of labor, materials equipment necessary for maintenance projects; assist in developing work schedules.
• Prepare and maintain production and related records regarding maintenance activities.
• Maintain various technical files and departmental logs.
• Manage and respond to resident service requests.
