The City of Sunnyvale is seeking a forward-thinking Superintendent of Public Works Operations for the Department of Public Works.  This position manages a staff of approximately 60 and oversees the City’s Street Operations, Facilities, and Fleet divisions.  The Superintendent works directly for the Director of Public Works, is part of the department’s management team, and maintains collaborative relationships with other departments and divisions in the City.

The Superintendent of Public Works Operations must exhibit the following traits: demonstrated positive leadership, strong management, and administrative expertise. Description

The Department:
The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activities related to supplies, materials, equipment, and general and professional services. Additionally, the Purchasing Division operates a central warehouse with over 3,000 inventory items, primarily supporting the City's utilities departments. The Purchasing Division is also responsible for the disposition of surplus property and the City mailroom.
 
The Purchasing Division comprises 12 full-time and three as-needed staff: Purchasing Division Manager (1), Contracts Manager (4), As- Needed Contracts Manager (3), Management Analyst (1), Chief Storekeeper (1), Buyer (2), and Materials Handler (3). This position will report directly to the Purchasing Division Manager.
 
The Position:
The Contracts Manager role demands extensive experience in managing major solicitations and contracts, with a significant emphasis on writing. The ideal candidate will be adept at writing detailed scopes of service/statements of work in collaboration with technical teams. This position involves facilitating complex procurements and drafting and negotiating contracts with selected vendors. The ideal candidate will demonstrate independent judgment, excellent problem-solving abilities, and strong contracting and negotiation skills, overseeing the entire process from developing solicitation documents to contract execution.
 
The ideal candidate will have the following:

• Extensive knowledge of modern principles and procedures; 
• In-depth understanding of contract documents, various solicitation methods (RFQs, RFBs, and RFPs), and contract administration;
• Proficiency in mathematics for performing computations and conducting cost and price analysis;
• Experience in preparing technical and complex specifications, investigating supply sources, and analyzing market conditions;
• Ability to read, interpret, explain and apply relevant rules, regulations, laws, policies and procedures accurately;
• Use judgment and initiative to make recommendations and resolve complex and sensitive issues; and
• Excellent communication skills to engage in procurement planning with client departments and effectively communicate purchasing policies and procedures to all City staff.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Bachelor's degree from an accredited college or university in Public or Business Administration, Economics, Accounting, Finance, Material or Supply Chain Management or closely related field; and
• Three (3) years of increasingly responsible experience facilitating large and complex procurements and negotiating, writing, and managing large and complex contracts.

Desirable Qualifications:
• Designation as a Certified Purchasing Manager (CPM), Certified Professional Public Buyer (CPPB), or Certified Public Purchasing Officer (CPPO);
• Master's degree in a closely related field; and
• Experience in the public sector.

LICENSE
Possession of a valid California Class C driver's license is required at time of application and for the duration of employment.

SUMMARY DESCRIPTION

Under the general direction of the Assistant City Engineer or City Engineer this is the professional engineer classification responsible to perform complex engineering calculations and to review development maps and plans for compliance with Federal, State and Municipal Codes and specifications.

DISTINGUISHING CHARACTERISTICS

This is position is the advanced journey level class in the engineering series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing direct supervision over assigned personnel including Assistant or Associate Engineers. Positions in this class are flexibly staffed and are normally filled by advancement from the Associate Engineer class.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Participate in the development and implementation of goals and objectives; implement policies and procedures related to the engineering division. 2. Assist City Engineer in the preparation and monitoring of the capital improvement program. 3. May provide direct supervision as assigned by City Engineer to professional and technical engineering staff within the engineering division; assign daily work and monitor work progress; evaluate work in progress and provide training and technical assistance. 4. QUALIFICATIONS The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: Engineering principles, programs, procedures, practices, forms, and techniques pertinent to functions within the Engineering Division. Experience:  Three (3) years of previous professional experience as a current planner.  One (1) year of experience can be substituted by a Master’s degree.

Licenses:  Possession of a valid California Driver’s License and a satisfactory driving record, as determined by the City.

SPECIAL REQUIREMENTS

Speak clearly and understandably; operate standard computer programs. Ability to travel to various locations within and outside the City of Millbrae to meet program needs and fulfill the job responsibilities. When driving on City business, maintenance of a California driver’s license and satisfactory driver’s record is required. Must be able to actively participate in evening meetings.

The incumbent will Assist the Community Development and Services Agency (CDSA) Director in planning, organizing and administering the work in the programs and activities of the Planning Department. Do you have a passion for urban forestry and building healthy communities?  The Town of Los Gatos Department of Parks and Public Works is looking for an individual that wants to develop and grow their experience by supporting the Town’s street tree program.  The individual will support the Town’s restoration of a healthy street tree program and reduction in heat island effect by:
 

• Updating existing mapping of street trees throughout the Town including updating the Town’s GIS to reflect current conditions.
• Working with the Town Arborist to develop a work plan to replace missing street trees throughout the Town and bid the installation of the missing trees.
• Evaluating the Town’s approved street tree list and make recommendations for updating the list.

 

The Position
 
The Ideal Candidate: The ideal candidate loves working with trees and understands their value in urban areas. They will have background in forestry, urban forestry, or horticulture and at least basic knowledge of GIS and mapping principles.  The ideal candidate will have knowledge of various tree species native to the Bay area and their habitat value.  They will also have an understanding of how various trees may impact street infrastructure such as sidewalks, paving and utilities.

Responsibilities of the Candidate:  Essential responsibilities and duties may include, but are not limited to, the following:

• Work independently to review and update existing street tree mapping and tagging, with limited support from the Town Arborist and Parks and Public Works Superintendent.
• Recommend replacement trees for areas where trees are missing and develop mapping and list of trees suitable for contractors to bid on the replacement of trees.
• Oversee the installation of the trees.
• Update GIS layers with trees installed through this program.
• Review the Town’s policies and ordinances related to trees and recommend updates or changes.

 

Work Schedule: The hours and days are flexible with up to 20 hours per week available.  The work location can be flexible depending on the qualifications of the applicant. This position is funded for two years and limited to 936 hours per year. However, employment might end sooner, depending on the needs of the Department. Extra-help positions are paid hourly and are not guaranteed permanent status at the end of the extra-help assignment.

Minimum Qualifications:
Completion of high school or the equivalent supplemented by course work in advanced mathematics or drafting.

Any combination of training and experience that would provide the required knowledge, skills, and ability is qualifying. 

Desired Qualifications:

• Candidates selected for this position must have a valid California driver's license or equivalent and be at least 18 years old on the hire date.
• Knowledge, Skills & Abilities:
  • Native trees of the southern Bay Area, including their habitat values and suitability for various conditions.
  • Urban forestry / street tree management principles.
  • Mapping principles with GIS experience desirable.
  • Strong communication skills (verbal and written).
