The City of Hayward is seeking a Senior Utilities Engineer with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Utilities Engineer is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The ideal candidate will possess in-depth knowledge of wastewater treatment and related water/wastewater infrastructure projects. This position will serve as a key member of the team that will manage and deliver a $100 million treatment system upgrade for the City’s Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.  
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, storm water management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.
 
 

• Principles and practices of civil engineering.

EXPERIENCE AND EDUCATION

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain knowledge and abilities would be:
 
Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.
 
Possession and maintenance of a valid Class C California driver's license.

Senior Electrical Engineer

Position Summary

 

Under direction, perform varied professional and electrical engineering work at an advanced level of difficulty in the field and office. Perform assessments of and prepare written reports documenting the existing electrical systems and loads at existing facilities. Work with other engineers and technicians on design of new facilities and rehabilitation/retrofit of existing facilities. May supervise subordinate engineering personnel engaged in design and construction work. May act as resident engineer on major capital improvement projects and as oversight engineer on in-house maintenance and repair projects. Interpret, explain and carry out electrical engineering design, inspection and construction methods and procedures. Responsibilities include regular contact with other professional engineering personnel, as well as contractors and their representatives, and the general public, obtaining and providing technical electrical engineering data and information, preparing, checking and reviewing detailed and complex electrical engineering plans, specifications and related reports. Essential Responsibilities

 

• Performs assessments of electrical systems and prepare written reports documenting the capacity and limitations of the systems
• Performs detailed engineering calculations and analysis in connection with electrical design of utility systems for transportation facilities 
• Prepares and supervises the preparation of detailed electrical engineering designs, drawings, specifications, cost estimates and quantity estimates for a wide range of electrical construction and maintenance projects
• Works with other in-house and consultant engineering professionals and technicians to develop, prepare and finalize complete sets of construction bid documents for capital improvement and other construction projects 
• Reviews consultants submittals and work products to ensure compliance with required scope of work and deliverables 
• Reviews contractors' work to ensure compliance with plans and specifications
• Plans, schedules and coordinates detailed phases of engineering work either as part of a major project or for an entire project of smaller scope
• Makes investigations of contractual and construction problems that may arise on construction projects
• Inspects and supervises a wide variety of ordinary and complex construction projects to ensure compliance with contract plans and specifications
• Assists in the preparation of complex contract documents
• Conducts correspondence and prepare technical engineering reports in connection with a wide variety of projects
• Knows and follows the safety and health rules and safe working practices applicable to their job
• Ensures that employees under their supervision follow established safe work practices and obey all safety rules
• Meets and consults with department officials, engineers and contractors on technical engineering matters
• Regular and reliable performance and attendance are required 

 

Minimum Qualifications

 

Education and/or Experience: 

• Bachelor's degree in Electrical Engineering
• Five years position-related electrical engineering experience, including design, estimate and specification preparation and the inspection of construction work
• One-year supervisory experience is desirable

 

Required Licenses:  

• Registration (P.E. license) as an Electrical Engineer in the state of California. Must have a PE license as an Electrical Engineer for at least 5 years. 
• Must possess and maintain a current, valid California driver's license and satisfactory driving record. No reckless driving and DUI infractions within the last 7 years. No more than 2 moving violations within the last 3 years. May operate District vehicles.

 

Physical Requirement: 

• Must inspect construction work on the Golden Gate Bridge, other structures and buildings, climb scaffolds, catwalks and ladders
• Carry test, inspection and electrical equipment that may weigh up to 50 pounds

Wastewater System Supervisor

THE POSITION

The City of Chowchilla is seeking a full-time Wastewater System Supervisor who, under general direction, supervises, develops, and directs the work of staff performing difficult and complex technical and administrative support related to all programs and activities of the City’s Treatment Operations and Collection System Maintenance Operations; assists with long- and short-term project planning and overseeing the design, construction, maintenance, and operations of the wastewater collection system and wastewater treatment plant, facilities, and related appurtenances and other programs; works with technical and engineering staff to monitor and maintain water quality in accordance with State requirements; coordinates assigned activities with other City departments and outside agencies for services such as meter reading and repair; provides complex and responsible support to the Public Works Director and others in areas of expertise; and performs other duties as assigned.

Incumbent serves as the Division Manager of the City’s Treatment Operations and Collection System Maintenance Operations system. The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves an estimated 164,545 customers  administering the annual operation and maintenance budget over $12.8 million with a staff of 34 professional and technical personnel.  The City of San Mateo is building a team tasked with the safe and continuous operation of the current expansion of this conventional activated sludge plant by introducing new facilities including; preliminary treatment, primary treatment, enhanced biological nutrient removal/membrane bioreactors (BNR/MBR), biological and chemically enhanced treatment (BioACTIFLO), and additional upgrades to existing process equipment. A vital and instrumental member of this team is the WWTP Operator III.

The Position

This position will receive general direction from the Chief Plant Operator and instruction from their Shift Supervisor to provide daily guidance to lower level operators and trainees. The WWTP Operator III will be responsible for supporting these efforts to guide, develop and mentor staff on their assigned shift, act in a supervisory capacity in the absence of the Shift Supervisor, and is the assigned lead in getting both scheduled and unscheduled work completed. Those who have prepared themselves and are ready for the challenge to use their skills as a journey-level wastewater professional should seriously consider this opportunity.

This position is assigned rotating shifts working nights, weekends, and holidays with on-call emergency response 24 hours per day.  However, along with this challenge is the benefit of working  a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

The Duties

Depending upon assignment, duties may include, but are not limited to the following.

Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine process requirements.

• Operate valves and gates; start and stop pumps, engines and electric motors to control and adjust flow and treatment processes; operate and maintain boilers; perform routine maintenance work on valves, tanks, related equipment and facilities to optimize performance.
• Maintain appropriate plant records to support water quality goals.
• Perform the duties of the Designated Operator-in-Charge when required in accordance with State regulations.
• Operate rolling vehicles and stationary machinery as required to perform essential job functions.

• Assist in the inventory, requisition, and purchase of supplies and materials.
• Supervise and train less experienced operators on assigned shift.

The City of San Mateo is building a cross-functional team tasked with upgrading the City’s 15.7 MGD conventional activated sludge plant with new liquids treatment process facilities, including headworks, primary treatment, five-stage biological nutrient removal/membrane bioreactor (BNR/MBR) process, biological and chemically enhanced treatment (BioCET) process, and other general plant upgrades, including odor control to serve the new facilities.

DEFINITION

Under direct supervision, performs a variety of manual, semi-skilled and skilled tasks in the construction, maintenance, repair and operation of the City’s streets, sidewalks, signs, sewers, storm drains, pump stations, parks, tot lots, medians, gardens, irrigation systems or municipal buildings. Tasks often require considerable physical strength and stamina and may be performed in inclement weather and/or potentially hazardous conditions. Worker may be called back to work during emergencies. Performs related work as required.

CLASSIFICATION CHARACTERISTICS

Utility Maintenance Worker is the entry level to the following classification series: Building Maintenance Worker I/II, Collection System Maintenance Worker I/II, Groundskeeper/Gardener I/II, Street Maintenance Worker I/II, and Water Maintenance Worker I/II. Candidates from the Utility Maintenance Worker Employment List may be appointed in any one of several City departments. They will initially be under close supervision, performing the least skilled and most repetitive tasks while learning to use and apply the methods, materials, tools and equipment involved. Incumbents normally advance to Level II after at least two years of successful experience and demonstrating proficiency for the Level II work. 

EXAMPLES OF DUTIES

Work assignments may be in any one of the maintenance area programs: building/facility operation and maintenance, water/wastewater system delivery and maintenance, parks, median and grounds maintenance, and streets and sewer maintenance. Sweeps rubbish and leaves from gutters; loads and unloads trucks in a variety of situations; excavates and fills trenches and ditches; does manual work in preparing surfaces for paving, mixing cement, and breaking up paved surfaces using such tools as shovel, rake, jackhammer, tampers, and tar kettle; does manual or the more routine work of laying pipe, backfilling, and installing water meters; acts as a helper to skilled craftsworkers assisting in the more routine aspects of carpentry, plumbing, heating, minor electrical and mechanical repair, and painting including street painting; does manual park work not requiring prior knowledge or skill in gardening.

MINIMUM QUALIFICATIONS

Knowledge of: The purpose, safe use and maintenance of hand tools and small power equipment. General construction and maintenance methods, materials, and terminology. Safe working techniques and requirements.

Ability to: Safely and skillfully use hand tools, operate light mechanical equipment, and perform heavy manual labor. Comprehend and follow oral and written instructions and safety warnings and information. Learn to perform more skilled tasks, such as producing manual and computer-generated reports and schedules and installation and maintenance of current job-related equipment or devices. Work independently. Maintain an appropriate public service demeanor and positive customer service interactions. I: Perform sustained, strenuous manual labor; climb, lift, crawl, stoop and bend to reach work; and work outdoors in temperature extremes and inclement weather

Experience: One year, full-time, paid experience in construction, maintenance or other semi-skilled, physical work.
