The County of San Mateo Registration and Elections Division of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is looking for qualified candidates for the position of Elections Specialist III.

This highly specialized position performs varied coordinative technical duties to ensure that County and local, city, and special district elections are conducted efficiently and in accordance with laws and regulations. Successful performance of the work requires the use of independent judgment and initiative along with the skill to follow through on multiple projects and details.

Additional skills include expertise working with the community and political groups, exceptional report writing skills, and strong project management skills. Prior experience with elections and basic knowledge of California election laws, regulations, and procedures is strongly preferred.

The ideal candidate will be able to "hit the ground running" due to previous or current employment in an Elections Office, providing technical support to the election process. Ideal candidates would also have a bachelor's degree or a higher degree in political science, business, public administration, policy, journalism, information technology, or another related field. At least one year of experience using GIS software is beneficial but not required. This position may provide indirect technical or functional supervision of employees in the Elections Specialist I/II classification.

The San Mateo County Planning and Building Department is seeking well-qualified candidates for the position of Management Analyst who will serve as the Coordinator for the SFO Airport/Community Roundtable.

This position will coordinate, implement and evaluate Roundtable programs and services; assist in the development, implementation and evaluation of goals, objectives, policies and procedures related to the Roundtable; provide staff support to the Roundtable Executive Committee and to the Roundtable, select, train and provide direction to subordinate professional, technical and clerical staff and consultants. This position is 20 hours per week and will work will be performed flexibly to work in-person, remotely or hybrid consistent with the needs of the Roundtable including required daytime and evening meetings and limited travel.

About The SFO Airport/Community Roundtable

Since 1981, the SFO Airport Community Roundtable (Roundtable) has been an independent committee comprised primarily of elected local officials representing the residents of the City and County of San Francisco along with San Mateo County and its twenty incorporated cities. The Roundtable seeks to reduce the impact of aircraft noise on residents through collaboration among the stakeholders – the Roundtable, the Federal Aviation Administration (FAA), SFO Airport management, the airline industry, elected officials and the public.

The Roundtable Management Analyst will oversee a half-time Administrative Secretary and coordinate with the Roundtable Executive Board, Members of the Roundtable, the Roundtable Technical Consultant and other consultants, staff at other agencies including the SFO Airport, the Federal Aviation Administration, and various other agencies. The Management Analyst will also interact with the public.

Distinguishing Characteristics

This position has full supervisory responsibility for a specialized program activity and assists in recommending and developing goals, objectives, policies, and priorities related to a specialized program and is responsible for implementing these objectives. This position is distinguished from the Management Analyst in that this position typically supervises non-supervisory professional, technical or clerical employees and performs work in a defined or specialty area or has responsibility for managing outside contracts within a defined area and assists in developing and implementing specialized program activities.

The ideal candidate will have an equivalent to graduation from an accredited two year college or university with major coursework in transportation planning or services, program management, aviation, or a related field. At least one year experience of managing public meetings / committees /councils or other public entities (preferably a Brown Act entity), that includes preparing meeting agendas, managing public meetings, and managing public meeting records is strongly preferred. At least one year of aviation-related experience strongly preferred with knowledge of aircraft noise analysis or mitigation, airplane piloting, airspace design, air traffic control, airport management, aviation consulting or other aviation operations is preferred.

Supervision Received and Exercised

Exercises direct and indirect supervision over professional, technical and clerical staff, including consultants, and contract service providers.

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field. THE POSITION

The Fiscal Analyst I/II/III position at the Glenn County Health and Human Services Agency performs varied and complex professional accounting and financial analysis work relating to various grants and programs; fiscal and contract management; fiscal program analysis and compliance; prepares analytical, narrative, statistical, accounting and financial reports; develops and monitors budgets; prepares financial statements and reports, and related duties as assigned. Fiscal Analyst II is the journey-level classification in the series and is distinguished from the Fiscal Analyst I by the responsibility and working independently with minimal supervision. Fiscal Analyst III is the advanced level in the series, and is distinguished from Fiscal Analyst I/II by the performance of the most complex accounting and analytical work within the assigned department. This position is full-time and scheduled for forty (40) hours.

WHAT YOU’LL DO

• Provides information for and prepares periodic accounting, fiscal reports, and analysis to internal units, federal, state, and local agencies and/or to private auditing firms as required by governing agencies. 
• Prepares reports and analysis on accounting activities relating to funds, grants and programs. 
• Prepares various financial statements including worksheets, balance sheets, income statements, statements of cash flow, adjusting and closing balance sheets, depreciation schedules, allocation schedules, and cost reports.
• Monitors the status of various grants including analyzing the availability of funds, reviewing expenditures, and ensuring that activities comply with grant regulations.

MINIMUM QUALIFICATIONS

EXPERIENCE:

I - Some professional level accounting or fiscal analytical experience is desirable.

II - At least one (1) year of professional level accounting experience as Fiscal Analyst I in Glenn County, or Two (2) years of professional accounting or fiscal analytical experience in a private or public entity. Incumbents do not automatically promote to Fiscal Analyst II.

III - At least one (1) year of professional level accounting experience as Fiscal Analyst II in Glenn County, or Three (3) years of professional accounting or fiscal analytical experience in a private or public entity. Incumbents do not automatically promote to Fiscal Analyst III. 

EDUCATION:

POSITION

To perform professional accounting and finance work and to assist in the City's budgeting function as assigned.  The Accountant I is an entry-level position and will perform the most basic and routine tasks to assist the department.  The Accountant II is a journey level position and will perform responsible and complex technical assignments in support of the department. The purpose of this recruitment is to fill a current vacancy in the Administrative Services Department, as well as establish an eligibility list for potential vacancies.

Check appropriation balances, recommend transfer of funds to other appropriation funds as necessary. Prepare and manage contracts, as deemed necessary, and monitor and review to determine that expenditures are made in accordance with terms of the contract. Assist with the evaluation of financing options and alternatives, as well as, the analyses, preparation, execution and recording of debt instruments. Prepare external reports to the State Controller and other Agencies as required. Prepare monthly and annual closing and adjusting entries to the City's general ledger. Prepare a variety of comprehensive and complex financial and expenditure reports and financial statements periodically and as assigned. Assist in development and implementation of internal control functions and appropriate procedures to ensure all City assets are properly monitored and maintained. Regular and consistent attendance.

OTHER JOB FUNCTIONS

Make occasional presentations to City Council and other agencies/groups. Participate in the development of guidelines, goals, objectives, and policies for assigned work unit. Respond to difficult citizen complaints and requests for information. Coordinate accounting activities with City department/divisions and with outside agencies. Perform related duties as assigned.

QUALIFICATIONS

Accountant I and II

Education: Bachelor’s degree from an accredited four (4) year college or university with a degree in accounting or a closely related course of study.

License or Certificate

Possession of a valid California Driver’s License. CPA is desirable.

Accountant I

Experience:  One (1) year of professional accounting experience.  Governmental financial management and auditing experience in desirable.

Accountant II

Experience: Three (3) years of professional accounting experience, including one (1) year of governmental financial management.  Auditing experience is highly desirable.

Under general direction of the Finance Director, the Budget Manager administers a variety of complex and professional budget and financial support functions within the Finance Department, including preparation and execution of all budgets, reports, accounting records, financial forecasts.
