About the Engineering Group Manager - Facility
 
The Engineering Group Manager – Facility position reports to the Deputy Director for Transit and Facility Engineering, and manages a diverse, talented team of seasoned staff. This team is well-versed in the delivery of capital projects in the Santa Clara Valley Transportation Authority operation and maintenance responsibility. This position is responsible for directing and leading collaboration on master planning, design development (including technical analysis in support of preliminary engineering and final design), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), and coordination with project stakeholders within VTA and the community.

 Paid intern positions are available within the Environmental Services Department. The positions are an excellent part-time opportunity for an individual with GIS skills wishing to obtain work experience in the Environmental Studies field. Current student enrollment is not required.

WORKING CONDITIONS
 Position requires prolonged sitting, standing, walking on level, uneven, and slippery surfaces, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in using a computer keyboard and certain tools. The position also requires near and far vision when reading written work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag, carry, and push equipment, tools and supplies up to 50 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

DEFINITION

Under general supervision, provides a variety of routine to difficult financial, billing, statistical and accounting office support; may perform general office support duties, including typing, word processing and filing; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

Accounting Assistant I is the entry level class of this accounting support series. Initially under close supervision, incumbents learn financial office and District procedures. As experience is gained, there is greater independence of action within established guidelines. This class is alternately staffed with Accounting Assistant II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.

Accounting Assistant II is the journey level class of this series, fully competent to perform a variety of responsible accounting and financial record-keeping support duties. All positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. This class is distinguished from Senior Accounting Assistant in that the latter assigns, directs and reviews the work of a small accounting support staff.

POSITION INFORMATION

The Finance and Administrative Services Department is responsible for supporting the City’s operations through accounting, budget management, information & technology services, revenue services, payroll, purchasing and utility billing. This position, in coordination with the Administration and Budget team, will support the entire Department with a special emphasis on Citywide budget development and financial analysis.

DEFINITION

Under general direction of the Department Head, performs a wide range of responsible, professional, administrative, staff assignments which include oversight of interdepartmental and City-wide projects and programs; and performs related work as required. As this is a management development position, the incumbent may be assigned temporarily to other departments to gain broad experience in various municipal functions.

EXAMPLES OF DUTIES

THE POSITION

The City of Daly City is seeking a highly skilled, business-oriented Senior Management Analyst with strong accounting, budgeting and financial management background to assist in budget development, projection and implementation of Citywide budgets.  This position reports to the Assistant Director of Finance and plays a critical role on the City’s budget, working in partnership with other departments.

The successful candidate will prepare budget reports, complex financial forecast and analyses, update budget forecasting model, monitor revenues and expenditures, make presentations, and provide staff assistance in support of Citywide activities.

About the Position

The Principal Air Quality Engineer for the Engineering Division may perform the other complex and highly specialized air quality engineering work such as, but not limited to, processing permit applications for complex facilities; analyzing air emissions and other metadata; evaluating program effectiveness; and providing project leadership. The Principal Air Quality Engineers review, mentor staff, and provides training. The Principal Air Quality Engineer may also participate or lead complex, sensitive and controversial projects.  The incumbent in this position may provide technical presentations on complex and/or sensitive engineering activities to the Board of Directors, public, industry, or other agencies.  The Principal Air Quality Engineer will also represent the Air District while participating in working groups comprised of public, industry and other agencies. ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time level I or II (depending on qualifications and experience) Civil Engineer to provide technical assistance for Capital Improvement Program (CIP) delivery projects in the Public Works Department. CIP engineering tasks will be the primary focus of this position. However, to appropriately respond to community needs, the Engineer I/II may also provide support to the Land Development and Transportation engineering sections, so adaptability and flexibility are keys to success in this position.

In this exciting opportunity, you will be at the forefront of designing, planning, and overseeing various infrastructure projects that directly impact our community. The Engineer I/II will work under the direct supervision of a Senior Civil Engineer and will perform professional or sub professional engineering work in the field and office. Assignments will involve investigating, developing, and constructing a wide variety of public works facilities, and engineering projects that are geared towards transforming and modernizing the City of Gilroy.  This is in addition to representing the City in community meetings and hearings, meetings with project stakeholders, and on regional committees as applicable.

The Public Works Engineering Division is comprised of three engineering sections overseen by the City Engineer: Traffic/Transportation Engineering, Capital Improvement Program (CIP), and Land Development.  
Though the primary focus for this position is CIP, work assignments may vary and may include any of the following:
CIP: prepare plans, specifications and engineering estimates for Capital Improvement Projects, prepare requests for proposal/qualifications and contracts in conformance with the City's Purchasing Policy, oversee the City’s 5-Year Paving Program through the use of StreetSaver, manage consultant led projects and inspection teams, and assist the Senior Engineer with project budgeting and grant writing.
Traffic/Transportation: prepare plans, specifications, and engineering estimates for traffic and transportation related projects, prepare requests for proposal/qualifications and contracts in conformance with the City’s Purchasing Policy, manage various traffic and transportation projects and inspection teams, manage the City’s Sidewalk Replacement Program, work on various traffic studies, participate in regional transportation programs and initiatives, and assist the City Engineer with project budgeting and grant writing.
Land Development: assist in the review and processing of land development projects, plans for conformance to City standards and policies, storm water management plans with City consultants, preparation of City plan check comments, and construction material submittals. The Engineer will engage with developers and construction inspectors to track project review and approval schedules, and provide coordination with City master plan utility consultants.

The Department of Public Works is currently seeking to fill a Division Manager position to lead its Engineering Services Division. Reporting to a Deputy Director, the Division Manager of Engineering Services leads its staff members, who are responsible for a variety of professional services provided by five Sections: Land Surveying, Materials Testing Laboratory, Construction Management Services - Capital Projects, Construction Management Services - Permits and U nderground S ervice A lert , and Structural Engineering/Code Inspection.

This position manages professional and technical staff and is the primary decision-maker regarding Division programs and procedures.
