The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. The Purchasing Supervisor guides a team of six staff members located at three different City facilities.

The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.
• Establishes schedules and methods for providing Purchasing and warehouse services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Plans, organizes, and supervises the City’s purchasing operations; reviews, monitors, and approves City purchases; approves purchase requisitions, purchase orders, and related documents for completeness, accuracy, and compliance with purchasing and budgetary policies and procedures; ensures effective inventory control and issuance of equipment and supplies.
• Trains other departmental staff on purchasing rules and regulations, meeting with division managers, and one-on-one meetings; conducts procedural research when new issues arise and need to be researched, evaluated, and implemented.
• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

The City of San Rafael Fire Department is seeking a motivated and enthusiastic individual to join our team as a Fire Cadet.  This opportunity is designed for individuals who are pursuing a career in the fire service and want to gain hands-on experience in a professional firefighting environment.  As a Fire Cadet, you will work closely with our experienced Firefighter-Paramedics, Prevention and Mitigation staff to learn about fire department operations, fire prevention administration, emergency response procedures, and community engagement.

The Combination Building Inspector must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and project a very professional image through in-person, phone, and e-mail interactions at all times. Additionally, this position will plan check in specialized areas such as plumbing and mechanical.

The Senior Combination Building Inspector will lead, oversee, and participate in the more complex inspection duties associated with commercial and residential enforcement of building, zoning, and related codes and regulations governing the construction, alteration, repair, and use of buildings and structures.  Additionally, this position will provide lead supervision to assigned staff as needed.

DEFINITION

Under direction of the Chief Building Supervisor/Building Official, to assist in inspecting buildings and building construction for conformance with regulations, to perform construction contract management and inspections, and to do related work as required.

EXAMPLES OF DUTIES

Enforces building, electrical, plumbing, mechanical, energy, and fire codes; issues permits for all building activities; does plan checks on all construction, sewer connections, and septic tank installation, to ensure code compliance; investigates violations and checks all complaints regarding building procedures; works closely with Fire Marshall’s office on plan checks and fire code enforcement; enforces zoning code regulations and business licenses; gives information to the public regarding codes and ordinances, and confers with owners, architects, and engineers regarding design construction and filing of records, plans, maps, and similar documents; keeps records and prepares reports.

MINIMUM QUALIFICATIONS

Knowledge of:  State and local building and fire codes and ordinances, provisions of electrical and plumbing regulations, principles and techniques of building construction, principles of structural design and basic engineering mathematics, building materials and accepted safety standards, standard installation procedures for electrical and plumbing facilities, and local zoning regulations.

Ability to:  Analyze, interpret, and check building plans and specifications; understand, interpret and apply laws and regulations; prepare clear and concise written reports; use a computer to record, organize, and monitor all building inspection activities including written reports; maintain cooperative working relationships with engineers, architects contractors, government officials, employees, and the general public.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:  Three years of progressively responsible experience in a variety of building inspection or construction work.

Education:  Graduation from high school or equivalent.

Certification:  Possession of a “International Code Council Building Inspector Certification” , is desirable, or ability to obtain within twelve (12) months  of  hire date.

The following certifications are desirable:

• International Code Council, International Conference of Plumbing and Mechanical Inspectors, or equivalent organization:

The San José Fire Department (SJFD) is seeking to fill multiple Senior Public Safety Dispatcher positions in the Communications Division.

Senior Public Safety Dispatchers (Senior PSDs) are responsible for supervising a team of Public Safety Radio Dispatchers (PSRDs) assigned to a shift in the Communications Center. PSRD is the journey-level class for public safety dispatching within the City of San José wherein incumbents are required to handle the full range of telephone answering and dispatch functions.

Responsibilities of the Senior PSD include, but are not limited to the following:

• Supervising PSRDs, including approving time-off and other scheduling requests in accordance with the established guidelines.
• Assigning PSRDs to work the various dispatch positions within the Communications Center.
• Conducting training sessions and drills to maintain the efficiency and coordination of their assigned team.

User Fee Programs and Revenue Management Analyst I/II (Accounts Receivable):

The Bureau of Administrative Services is seeking an enthusiastic and creative candidate interested in the unique opportunity to coordinate and lead the development of the Fire Department's User Fee Programs. The User Fee Program and Revenue Management Analyst position will have the responsibility of designing, developing, implementing, and monitoring the Fire Department's newly established Ambulance Transport Services fee program. This fast-paced and collaborative position will serve as the primary point-of-contact between various key stakeholders such as the Department's Emergency Medical Services (EMS) Division staff members, ambulance transport service providers, third-party billing and collection providers, and external federal organizations such as Medicare/Medi-Cal. This position will also support the Department's Revenue Management functions through generating reports for monitoring and forecasting revenue trends throughout the year. Fiscal Analyst I/II (Accounts Payable):

The Bureau of Administrative Services is seeking a driven innovator looking for an exciting opportunity to play a vital role in supporting the Fire Department's 855 sworn and civilian personnel. This analyst position will have the responsibility of facilitating many critical administrative functions such as serving as the point of contact for all Fire Department travel requests and reimbursements, as well as proving budgetary support to the Bureau of Field Operations and Special Ops Programs. The ideal candidate will bring their creativity in championing efforts to refine and implement an elevated customer experience for the Fire Department through process innovation and streamlining workflows within the Accounts Payable Unit. The Organization: 

The Town is a general law city operating with a Council-Manager form of government. Policy-making and legislative authority are vested in the governing City Council which consists of a Mayor, a Vice Mayor, and three Councilmembers. Council members are elected to overlapping four-year terms in even-numbered years and the members select the Mayor and Vice Mayor annually. Among other things, the City Council is responsible for passing ordinances, adopting the budget, appointing committee and board members, and hiring the City Manager and the City Attorney (on contract). The Department: 

The Finance Department is responsible for the overall financial management of the Town. Central County Fire Department (CCFD) serves the Cities of Burlingame and Millbrae and the Town of Hillsborough.
