The Office of Racial Equity is hiring two Assistant to the City Manager positions. Each position is described below:

Racial Equity Manager

The Racial Equity Manager (Assistant to the City Manager) is a key position in the City Manager’s Office of Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Leading and managing systems change in an organization;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Developing, implementing, and leading diversity, equity, and inclusion programs, policies and practices with demonstrable outcomes;

• Cross-system collaboration to achieve collective impact;

• Serving as a coalition-builder with the San José community and trusted to be a local leader of racial equity;

• General administration such as budgeting, report writing, and creating mechanisms to track performance and communicate results; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation.

Central abilities key to this position include excellent communication, strategic planning, leadership and interpersonal skills, strategic thinking, a commitment to customer service, and coalition building. The organization is looking for proven leaders, that enjoy working through complex issues to find creative and innovative solutions and process improvements.  Due to the complexity and scope of authority involved, this position requires someone who can work both independently and interdependently.

The Racial Equity Manager responsibilities include the following:

• Develop, manage, implement, and evaluate a comprehensive workplan to achieve the goals and performance measures of the Office of Racial Equity;

• Build coalitions and alliances with community and organizations known for advancing social justice and anti-racism strategies;

• Create and maintain a citywide infrastructure that embeds an equity culture and enables the organization to advance racial equity;

• Support City departments in the development of Racial Equity Action Plans and in evaluating, with a racial equity lens, current City policies, procedures and programs related to (but not limited to) recruiting and hiring, outreach, community engagement, procurement and contracting, permitting, code enforcement, housing development, and workforce development;

• Design and implement a budgeting for equity training, tools, and process;

• Develop and implement dynamic and professional development and skill development opportunities centered on equity, in partnership with training consultants;

• Supervise and manage a Senior Executive Analyst and interns;

• Work collaboratively with the Immigrant Affairs staff to ensure alignment with access and engagement priorities; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity.

Immigrant Affairs Manager

The Immigrant Affairs Manager (Assistant to the City Manager) is a key position in the City Manager’s Office Racial Equity. The ideal candidate will have significant experience and knowledge in:

• Working directly with immigrant and refugee serving organizations and communities;

• Familiarity with legislative process, advocacy towards immigration policy and initiatives;

• Understanding the local context regarding race, gender, and economic disparities and inequities;

• Being a bridge-builder with the San José community and trusted to be a local partner on immigrant and refugee issues;

• Understanding of welcoming and belonging principles;

• Developing programs, policies, or practices that are culturally and linguistically appropriate; and

• Methods and techniques of research, data collection, statistical analysis, report preparation, and presentation

The Immigrant Affairs Manager responsibilities include the following:

• Develop, manage, and implement programs to create a welcoming environment for immigrants and refugees, including the Welcoming San José Plan;

• Develop and implement strategies that support the integration of various immigrant and refugee groups in San José, including civic leadership academies and citizenship campaigns;

• Develop and implement strategies and programs aimed at promoting a greater understanding of immigrant communities by City staff, including increasing translation and language inclusion services Citywide, and facilitating cultural responsiveness training;

• Develop and facilitate ongoing partnerships with other agencies and organizations, including Santa Clara County, Rapid Response Network, Refugee and Immigrant Forum, Cities for Citizenship, and other networks that prioritize immigrants;

• Leverage the work of local non-profits and identify opportunities for partnership;

• Serve as a liaison between the City and the immigrant and refugee community;

• Oversight of Human Services Commission

• Work with the City Manager’s intergovernmental relations team to track local, state, and federal immigration legislation and develop new City policies and programs accordingly;

• Supervise and manage a Senior Executive Analyst and an Executive Analyst; and

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity. Bilingual in Spanish or Vietnamese is preferable but not required.

The City of Redwood City invites you to apply for the position of Casual Maintenance Custodian Assistant. Under the direction of the Custodial Supervisor, the Casual Maintenance Custodian Assistant serves as the worker in the duties of care and cleaning of assigned buildings and related facilities.  The incumbent may be required to travel between several City buildings during their scheduled shift.  This recruitment is to fill a position that has been designated to cover a night shift from 5 p.m. to 1:30 a.m., including weekends.  This recruitment may also be used to fill similar casual positions throughout the City;  shifts and schedules may vary and may include daytime shifts as needed. 

This is a non-benefited casual position.  A casual employee may not work more than 1000 hours per fiscal year.

• Receives emergency and non-emergency calls from the public, private companies and other jurisdictions.
• Dispatches police and fire personnel or other City services in response to such calls.
• Relays emergency and non-emergency information to public safety personnel in the field.
• Relays information to other agencies as required.
• Monitors multiple frequencies.
• Maintains accurate record of location and status of public safety units.
• Operates a manual dispatch system when necessary.
• Assists in relaying information during response to natural disasters.
• Performs related work as necessary.

Lateral Communications Operators may be eligible to receive a hiring bonus of up to $10,000 paid incrementally over three (3) phases during the first three (3) years of employment.

THE POSITION:

 

The City of Hayward is excited to announce its recruitment for the position of Lateral Communications Operator. 

DEFINITION

Under general supervision from the Communications Supervisor, the Communications Operator operates a computer aided dispatch system receiving calls and dispatching police, fire or other City services.

DISTINGUISHING CHARACTERISTICS

This is a journey technical level position in which incumbents are expected to independently perform the full range of duties assigned. This class is distinguished from the Communications Supervisor in that the latter provides technical and functional supervision over assigned communication personnel.

THE DEPARTMENT

The Communications Center in the Support Services Division of the Hayward Police Department is responsible for dispatching both Police and Fire Services throughout the City of Hayward. The Hayward Police Department is one of 18 CALEA (Commission on Accreditation for Law Enforcement) accredited police departments in California and is committed to maintaining CALEA's high standards and broadly recognized excellence.
The Communications Center is frequently the first point of contact that a member of the public will have when requesting assistance from the City of Hayward. The information gathered by the communications operator during this contact is critical to a positive outcome. The Communications Center consists of six (6) stations with each communications operator assigned to a specific job.
 

 

Essential Duties

Duties may include but are not limited to the following: 

JOB RELATED AND ESSENTIAL QUALIFICATIONS

Knowledge of:

• English usage, including comprehension and grammar.

Ability to:

• Read and comprehend information and instructions.
• Learn to operate manual and computer aided radio and telephone equipment in dispatching public safety equipment and personnel.
• Perform several job tasks effectively under pressure for sustained periods of time.
• Memorize and retain information from a variety of sources.
• Interpret information from distraught, incoherent or angry callers and relay critical facts to appropriate emergency or nonemergency personnel.
• Assign priorities both to incoming calls and to the dispatch of calls for service.
• Speak clearly and concisely via radio, telephone and in person.
• Respond to requests for emergency and nonemergency services in a professional and courteous manner.
• Type accurately at a speed of 35 words per minute.
• Work various shifts, including day, swing and graveyard as well as weekends and holidays.
• Establish and maintain effective working relationships with those contacted in the course of work.

Minimum Qualifications

LATERAL REQUIREMENTS:

Experience: Two (2) years of experience as a public safety dispatcher for a Public Safety Answering Point, including heavy public contact while performing multiple tasks and using a computer-aided dispatch system.

Education: Equivalent to the completion of the twelfth (12th) grade.

Licenses and Certificates: Completion of the California Commission on Peace Officer Standards and Training (POST) Basic Public Safety Dispatcher course is highly desirable.

OTHER REQUIREMENTS

Typing Certificate: A typing certificate with 35 net words per minute 

1. Certificates will be accepted from a public school, business school or temporary agency; certificates from Internet testing services and/or home computer CD testing will NOT be accepted.
2. Typing certificate (or signed statement on official letterhead from the testing agency) must be dated no earlier than six (6) months prior to the date of the application filing.
3. Typing certificate (or signed letter) must state all of the following information:

· Five (5)-minute timed typing test.
· Gross typing speed in words per minute.
· Gross number of errors.
· Net words per minute

The mission of the Parks, Recreation and Neighborhood Services Department (PRNS) is to cultivate healthy communities through quality programs and dynamic public spaces.  Through proactive, strategic work plans, the Communications team develops, creates and implements outreach that is creative, articulate and engaging while telling a story of “Building Community Through FUN”. 

Interns' skills and talents will contribute to the creation and activation of community-building places, programs and people. Interns will gain experience and build their portfolio as interns provide general support, assist in event production and work on specific programs and projects important to PRNS and the City. 

The Planning Division in the Department of Planning, Building and Code Enforcement (PBCE) is responsible for both long range planning--which involves guiding the City’s future by stewarding Envision San Jose 2040 (the City’s General Plan) and preparing  Urban Village plans and other area plans--as well as current planning through the review of development proposals.  The Planning Division implements policies and plans that determine where and how the City will grow  and how that growth will be balanced with the availability of infrastructure and services.

The PBCE internship program is designed to offer professional learning opportunities to undergraduate and graduate students who are interested in the urban planning field. Interns may be assigned to specific projects in the sub-disciplines of urban village planning, development review, zoning, urban design, transportation, economic development, housing, sustainability, historic preservation, Geographic Information Systems, and data analytics.   Interns will gain exposure to the operations of a planning department and have the opportunity to work on “real life” projects.

Finance Department – The Finance Department has over 100 employees who are dedicated to serve the needs of our customers throughout the City of San Jose. Our mission is to manage, protect, and report on the City of San Jose’s financial resources to enhance the City’s financial condition for our residents, businesses, and investors. Our services are provided to the organization and community through four separate divisions which include Treasury, Revenue Management, Accounting, and Purchasing. The range of services includes debt management, investments/cash management, payment processing, billing, accounts receivable, delinquent tax/revenue collections, payroll, accounts payable, financial reporting, risk management, and procurement services.

The Housing Department's mission is to strengthen and revitalize our community through housing and neighborhood investment. Since the Housing Department was established in 1987, the City has been a leader in affordable housing, creating more than 21,000 new housing opportunities for San José residents.

A major function of the Housing Department is its work as a funder. The Department utilizes numerous financing vehicles to bring new affordable housing to fruition and rehabilitate older affordable housing. The Department also funds grants for nonprofits to develop and provide social services, homeless response programs, and community infrastructure. Additional grants support Fair Housing policies, place-based neighborhood efforts, and meal programs for low-income seniors.

The Department oversees a range of other critical programs and initiatives, including rent control and stabilization programs for apartments and mobilehomes, and the City's Ellis Act Ordinance that protects the City's supply of affordable rental housing. And, working in partnership with other City departments and agencies, the Housing Department works to ensure the City has a variety of housing options in every neighborhood.

Salary Information

Student Intern Salary Range - $12.17- $17.38/hr (unbenefitted)
Graduate Student Intern Salary Range - $15.75 - $23.26/hr (unbenefitted)

DEFINITION

Under general supervision, to perform cleaning duties to maintain city buildings and facilities and perform related work as required.

EXAMPLES OF DUTIES

Sweep, dust, mop, strip, and polish floors; vacuum and shampoo carpets and rugs; dust and polish woodwork fixtures, and equipment; wash windows, walls, and doors; empty and clean waste receptacles; empty recycling containers; clean restrooms and maintain supplies; clean kitchen and lunchroom areas and appliances; dust and clean air vents; Move furniture as required by for cleaning; set up rooms for special events; replace light bulbs and tubes; maintain inventory of equipment and supplies; sweep exterior building entries; secure facilities.

MINIMUM QUALIFICATIONS

Knowledge of:  Methods, materials, and equipment used in custodial maintenance.

Ability to:  Understand and follow written and oral directions; clean and care for assigned facilities in a safe and efficient manner; maintain and appropriate public service demeanor and positive customer service interactions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical capability to:  Perform sustained manual labor; lift, climb, stoop, crawl, and bend to reach work

Experience:  One year of full time custodial maintenance in public buildings or offices.

Education:  Graduation from high school or equivalent.  Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two years.

License:  Possession of a valid Class C California Driver’s License.
