The City of Patterson’s Public Works Department is seeking to fill a Full-Time Environmental Compliance Specialist position. 

Under general supervision, assists and coordinate assigned environmental compliance programs including industrial waste pretreatment, Fats Oils and Grease (FOG), storm water, water conservation and/or recycling programs within the department; coordinates assigned activities with other divisions, outside agencies and the general public; and provides staff assistance.

This position may require working flexible or extended hours including evenings and weekends.

The City of Dixon is looking to fill one full-time, regular position of Accountant in the Finance Department. This position performs professional level accounting functions such as recording and reporting financial transactions, review of financial records; provides fiscal control for assigned areas of operation, preparation of financial report statements and analyzes. This is not a remote position and work schedule will be Monday through Friday, onsite.

Accountant - This classification is the entry level, mid-management position in the accounting series. Professional level work is performed, and incumbents are expected to perform the full range of accounting duties with minimal supervision. Successful performance in this position requires a thorough knowledge of governmental accounting procedures and the ability to exercise sound judgement within established guidelines.

The Department: 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

The Position: 

The Chief Storekeeper is a classified position responsible for overseeing day-to-day warehouse operations, including:

• Oversee a wide variety of materials, supplies, and related equipment 
• Receiving, storing, and issuing supplies, tools, and equipment 
• Ensuring accurate inventory tracking and efficient material handling
• Providing direction to departments for orders of materials
• Supervising a team consisting of two Material Handlers and one Senior Materials Handler in the efficient requisition and issue of materials and supplies
• Obtaining quotes, preparing requisitions, and entering purchase orders in PeopleSoft in accordance with the City’s purchasing policies and guidelines.

The ideal candidate will have strong supervisory, communication, and organizational skills to ensure efficient, consistent, and service-oriented warehouse operations.

The County of Glenn is seeking an Assistant Director of Public Works who is a strategic, collaborative, and confident leader with effective communication skills. This role offers a unique opportunity to lead complex engineering projects that provide essential services throughout Glenn County. Reporting directly to the Public Works Director, the Assistant Public Works Director will serve as a project manager for a variety of public works and capital improvement projects, including the design and construction of roads, bridges and storm drainage infrastructure.

DEFINITION

Under the general direction of the Director and City Engineer, the Civil Engineering Associate/Project Manager – Capital Projects leads the delivery of complex capital infrastructure and facility projects for the Town of Danville.  This role focuses on high-value construction and modernization projects, including buildings, utilities, and public infrastructure. The position serves as a critical liaison between Town departments, consultants, contractors, regulatory agencies, and community stakeholders to ensure successful execution of capital projects within scope, schedule, and budget.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Director and City Engineer. Exercises supervision over Public Works Inspectors and contractors.  This is a journeyman-level, first line supervisory position requiring substantial independent judgment, technical expertise, and leadership in managing capital improvement projects. The position reports to the City Engineer and may supervise professional and technical staff. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Train, direct and manage Public Works Inspectors to perform and document daily inspections of construction projects, private development projects, encroachment permits and clean water inspections to ensure compliance with project plans, specifications, permit conditions of approval and Town standards.
• Oversee day-to-day operations for paving construction projects ensuring project is completed safely, on schedule, according to quality specified and within budget.
• Plans, organizes, directs and controls all parts of projects from permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Facilitates work of a multi-disciplinary development team across organizational boundaries, including designers and construction professionals.
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including Town Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress.

The Finance Department administers the financial affairs of the City, including City-owned public utilities. While a Senior Accounting Technician can perform work in all areas of the Accounting Division, the current recruitment is within the Accounts Payable section. The Public Works Department consists of several different Divisions, including the Administrative Division, Business Group, Wastewater Treatment Plant, Clean Water Program, Fleet and Facilities, Data Management, Field Maintenance, Regulatory Compliance, Capital Improvements Program, and Transportation (including Traffic Engineering, Right-of-Way/Private Development, and Transportation Planning) . The Public Works Department has two Deputy Directors for optimal performance and integration, who oversee different Divisions, and the two deputies work together to meet the needs of the community. Currently, the Director of Public Works oversees the Deputy Directors, Administrative Division, Business Group, and Wastewater Treatment Plant. The Deputy Director on staff currently oversees the following divisions: Field Maintenance, Regulatory Compliance, Capital Improvements Program, and Transportation (including Traffic Engineering, Right-of-Way/Private Development, and Transportation Planning). Depending on the City’s operational needs as well as your skillset and experience, the City could adjust the responsibilities of the Deputy Directors within the Public Works Department.

What You’ll Do

The Deputy Director of Public Works is responsible for directing and managing all programs within the Divisions for which they are responsible. This may include capital improvement program development and implementation, traffic engineering, private development review, regulatory compliance, solid waste management, operations and maintenance, asset and data management, construction management, fleet coordination, downtown coordination, and building maintenance; and the position may serve as the City Engineer and/or the Director of Public Works in their absence.

• Utilize your experience and skills to lead a number of divisions within the Public Works Department.
• Engage in a positive manner with City Council, Public Works Department staff, City Departments, and citizens.
• Lead and mentor a dedicated and talented staff featuring many emerging leaders.
• Analyze current processes and procedures to make system improvements for efficiency, updating standards, and improvements to the customer experience.
• Collaborating with other agencies and stakeholders to plan regional solutions on shared items of interest such as traffic and the City’s General Plan.
• Contribute to a collaborative and dynamic Public Works Leadership team.

The Deputy Director receives general direction from the Director of Public Works and exercises direct supervision over management, supervisory, professional, technical, and administrative support staff.

Finance Department

Approx. 40 hours/week

$34.41- $41.82 per hour depending on qualifications

This hourly position is not in Civil Service and does not receive benefits.

DEFINITION

Account Clerk I: Under supervision, perform clerical work of moderate difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.

EXAMPLE OF DUTIES

Cashier

The Cashier receives and receipts cash payments and maintains daily files of validated documents; balances transaction and prepares cash reports daily; does responsible clerical accounting work in maintaining financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; batch balances cash from various City entities; organizes money and sets up daily starting cash drawer; computer posts utility transactions as required; maintains the Petty Cash Fund; answers customer inquiries on account status using computer equipment; issues various parking permits and maintains related files; store, issues, and controls vehicle ignition keys for City pool cars, and records and reports mileage/usage; types routine documents; and assists with various Utility Billing Division activities as required.

Utility Billing Division

Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; interacts with residents through phone, email, and in person; receives and receipts money; prepares records to open, change, maintain or close utility accounts; performs routine arithmetical computations; opening, sorting, and processing mail; operates adding machines; does routine typing of documents and precise computer data entry of financial data.

MINIMUM QUALIFICATIONS

Knowledge of: 

Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices.

Ability to:  

Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers, and complex files; operate adding and calculating machines; perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

Account Clerk I:  One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

Education:  Graduation from high school or equivalent.
