The Department: The Suisun City Police Department is a progressive and proactive law enforcement agency. As a result of its proximity to neighboring jurisdictions, the employees of the Suisun City Police Department remain extremely busy as they address the needs of the community. Candidates interested in testing for this position must be prepared to take on the challenges of a fast-paced work environment serving both the Police and Fire Departments.

The Position: Under the direction of the Police Support Services Manager, acts as working first-line supervisor overseeing and participating in the preparation, processing, storing, retention, and disposition of police records and property and evidence, and the police and fire dispatching functions; supervises, assigns, reviews, and participates in the work of staff responsible for providing assigned Police Department support services and activities; ensures work quality and adherence to established policies and procedures.

ESSENTIAL JOB FUNCTIONS
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

DUTIES:

• Plans, organizes, assigns, supervises, reviews and participates in the work of assigned staff in Police Department support services functions including dispatch, records, and property/evidence; assists in the development and implementation of new and revised policies and procedures; reviews and approves work schedules including time off and authorizing timecards.

• Receives, classifies, and prioritizes incoming calls to the dispatch center including 911 calls and business line calls received from citizens requesting service or information; operates a variety of public safety communications equipment including 911 emergency telephone equipment, computer aided dispatch systems, and multi-channel radio systems; dispatches police and fire units and personnel.

• Evaluates response necessary as dictated by a given request for service; determines nature, location, and priority of calls; operates computer aided dispatch system to create calls for service within response criteria guidelines; assigns and dispatches appropriate police, fire, or other emergency vehicles, equipment, and personnel in accordance with policies and procedures; transfers calls to other appropriate agency in accordance with established procedures; obtains and dispatches other support services as necessary.

Housed within the City Manager's Office, the Office of Economic Development and Cultural Affairs (OEDCA) leads implementation of San Jose's economic strategy. OEDCA and has four integrated divisions: Business Development, Workforce Development (work2Future), Real Estate, and the Office of Cultural Affairs.

OEDCA's Business Development Division is the primary contact for the City's business community. Annually, the team interacts with over 350 of Silicon Valley's most dynamic and innovative companies - large and small, helping them succeed and grow. In addition to proactive outreach with business, the team is responsible for management of the City's economic strategy, business support programs, foreign direct investment strategy, business communications and marketing, and downtown development, as well as providing leadership and support across the City's Community and Economic Development Service Area.

As part of its response to the effects of the COVID19 pandemic, the City established the Small Business team within the Business Development Division.

The Small Business Executive Analyst is one of the 7-member Small Business team within the Business Development Division in OEDCA responsible for small business engagement and support. The position requires spoken and written fluency in Spanish.

The Small Business Executive Analyst is the project manager for the City's support to the vendors located at the Berryessa Flea Market. This requires maintaining an effective working relationship with the members of the Flea Market Advisory Group, working with OEDCA colleagues evaluating potential sites and related property issues, managing consulting contracts and other services, responding to information requests and drafting reports to the relevant City committee and City Council.

In addition, the position will support small business team colleagues on direct business outreach, support neighborhood business associations, manage contracts and grant funded services, provide access to information and services, and be a conduit to partner organizations.

The position will be required to work collaboratively with business professionals, existing team members, senior City staff and elected officials, and will likely be required to speak or present at events and public meetings.

The position also supports the broader work of the Business Development Division including:
 

• Providing connections and information to businesses on local, state, and federal programs,
• Policy development that supports the strengthening the San Jose business ecosystem,
• Development and dissemination of business communications and collateral,
• Implementation of City Council direction on economic-development related policy and programs.

The position reports to either an Assistant to the City Manager or Senior Executive Analyst in the Small Business team. This is a limit-dated/overstrength position that is currently funded through June 30, 2025, subject to further extension as appropriate.
Education and Experience

Executive Analyst I

Bachelor's Degree from an accredited college or university in business or public administration or a closely related field.

Executive Analyst II

Bachelor's Degree from an accredited college or university in business or public administration or a closely related field; and two (2) years of increasingly responsible professional staff analytic or administrative experience at the level of Executive Analyst I with the City of San Jose.

Acceptable Substitution

Experience as a Staff Specialist with the City of San José may be substituted for the education requirement on a year for year basis.

This is a limit-dated/overstrength position that is anticipated to be funded through June 30, 2025, subject to further extension as appropriate. Under the administrative direction of the City Administrator, the Community and Economic Development Director will plan, organize, direct and coordinate the City’s community and economic development program and will represent the City in matters of economic development; and performs related work as required.

The incumbent reports to the City Administrator who also serves as Executive Director of the Successor Agency to the Redevelopment Agency. Prepares and recommends the City's economic development policy goals and implementation plans. Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. ESSENTIAL RESPONSIBILITIES: The essential responsibilities of the director are to have knowledge of principles and practices of economic development efforts that may include financing, site selection, business outreach and recruitment, existing business expansion, and development entitlement assistance methods and techniques of permit processing, building inspection and code enforcement; laws, ordinances and regulations governing the operation of municipal government; management theory and practice; spelling, grammar and punctuation; appropriate safety precautions and procedures. 

Have the ability to plan, organize and administer comprehensive economic development programs; coordinate a task force designed to respond to developmental needs of applicants; prepare comprehensive reports, make effective oral presentation and maintain effective public relations; exercise good judgement in the handling of municipal affairs; formulate and administer budget; operate a vehicle observing legal and defensive driving practices; establish and maintain effective relationships with those contacted in the course of work; deal with a wide variety of planning, building and code/zone customers and reaching a satisfactory resolution to difficult and complex problems; maintain confidentiality and determine what information can be dispensed; coordinate with various departments for plans and permits review; manage the performance of others in the department with regards to scheduling inspections, computerized data entry, permit issuance, public relations, complaint, planning and community and economic development conditions and monetary follow-up. 

PHYSICAL DEMANDS & WORKING CONDITIONS: Strength, light work-lifting, carrying and/or pushing 25 pounds maximum; incumbents are required to attend periodic evening meetings; and required to travel within and out of City to attend meetings. 

PREREQUISITES: This position requires equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration, urban planning, economics or a closely related field.

A Master’s degree in one of these fields is desirable.

A minimum of three years of increasingly responsible experience in managerial-level work in economic/business development and municipal services.

Possession of a valid California driver's license and a satisfactory driving record.
