San Mateo County Health is excited to be able to offer a full-time, benefited, unique job opportunity to well-qualified individuals for the position of Supervising Nurse Practitioner (Supervising NP) Forensic Medical Unit, as part of San Mateo Medical Center's Keller Center.

 

The Keller Center for Family Violence Intervention is a unique outpatient medical unit affiliated with San Mateo Medical Center Emergency Department. We perform forensic medical exams on victims of assault and abuse and work in a collaborative multidisciplinary team that includes law enforcement, the District Attorney’s office, Child Protective Services, Aging and Adult Services, and several community agencies. We also provide education and serve as a resource for other community hospitals and clinics.

 

The Supervising Nurse Practitioner will collaborate with the Medical Director of Specialty Services and Deputy Director of Ambulatory Nursing in planning, organizing and directing the activities and staff of the Keller Center along with developing standards of practice for forensic exams and reporting. This classification is distinguished from the Nurse Practitioner Series for having full administrative supervisory responsibility over other Nurse Practitioners. The selected individual will spend up to 30% of time in direct patient care at SMMC, which includes performing forensic medical exams for victims of sexual assault, domestic violence, elder abuse and child abuse. Testifying in court will be part of the job responsibilities.

 

The ideal candidate will possess the following qualities:

• At least two years of forensic examination training and experience
• Trauma Informed Care training and experience
• Experience bringing diverse viewpoints and stakeholders together successfully to accomplish goals and commands the trust and respect of others
• Interest in team-based care and creating a positive patient experience, and has demonstrated innovation and initiative in realizing that vision
• Has overseen and led complex projects and coordinated interdisciplinary teams
• Has at least two years of experience in supervising and mentoring others
• At least three years of experience as a Practitioner, and a minimum of six months of lead or supervisory experience overseeing clinical care

 

Qualifications

Licensure/Certification:

• Possession of a California license as a Registered Nurse.
• Possession of a California Board of Registered Nursing (BRN) Nurse Practitioner Certification.
• Possession of a California Board of Registered Nursing (BRN) Furnishing Number.
• Possession of a DEA Number.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. POSITION

Administers the City’s affordable housing programs including homebuyer loans, project funding assistance, housing monitoring, housing portfolio, and inclusionary housing; implements the City’s CDBG and Continuum of Care programs and other federal and state grants; serves as the City’s representative for the Yolo County Homeless and Poverty Action and represents the City at other homeless-related meetings; serves as staff to the City’s Manufactured Home Fair Practices Commission; and performs a variety of highly specialized administrative work. Working closely with Community Development Department staff on the development and implementation of the City’s Housing Element, including annual reporting and related policies, as well as implementation of State housing laws at the local level.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

Explains, interprets and analyzes affordable housing policies and regulations for the public. Implements and interprets the local, state and federal legislation on inclusionary housing policies. Provides information to housing developers regarding compliance with regulatory agreements for residential projects.   Negotiates complex agreements and policies related to affordable housing, effectively soliciting the input of developers, affordable housing advocates, and other stakeholders. Manage housing consultant contracts. Reviews proformas and financial assistance options. Evaluates requests for loans and grant financing and bond issuances for projects leading to funding recommendations. Coordinates and facilitates the development of affordable subsidized and inclusionary housing in the Spring Lake Specific Plan area, as well as infill sites throughout the City. Manages and monitors affordable housing program (all inclusionary units) for rental and for sale properties. Administers the City’s Community Development Block Grant and Continuum of Care programs including funded activities. Prepares state and federal grant applications and assists in locating alternative funding sources for community development activities and completes all related reporting. Administers projects and programs funded by the State HOME Program and other federal and state funding sources, including contract management and long-term compliance monitoring.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks. 

 

OTHER JOB FUNCTIONS

Researches and analyzes technical and statistical data to implement goals, objectives and policies of the Housing Element and makes recommendations to improve program activities. Prepares and presents staff reports to a variety of audiences. Coordinates with the Finance Department in preparation and administration of the Housing Program budget and maintenance of affordable housing program portfolio. Performs related duties as assigned.

 

QUALIFICATIONS

Education:
Housing Analyst I and II

Bachelor’s degree from an accredited college or university with major coursework in community development, planning, public administration, business administration, economics or related field.  

Experience:
Housing Analyst I

One (1) year of responsible work experience in housing, community development, public administration, or a related field is preferred.

Housing Analyst II

Two (2) years of professional work experience in housing, community development, public administration, or a related field.

 

License and Certificate:

Description

 

The Department: 

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Housing and Community Services Division provides strategic leadership for the City’s housing program and facilitates the development and preservation of affordable housing and the delivery of community services for lower income residents.

 

The Housing and Community Services Division is staffed by nine (9) full-time positions. Specific activities within the Division include administration of the City’s inclusionary housing program for rental and ownership units, loans for new affordable housing development and rehabilitation, the long-term compliance of the City’s affordable housing portfolio, and management of the City’s Redevelopment legacy assets. The Division also administers the City’s federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Program (HOME) entitlement grant programs. These grants are used to promote affordable housing, rehabilitate substandard housing, facilitate neighborhood improvements, remove barriers to persons with disabilities, prevent homelessness and reduce its impacts, and to fund public services for low- and moderate-income residents.

The Position: 

The Staff Analyst II will be essential in administering and monitoring compliance of the City's Affordable Housing Programs. This position ensures that multifamily housing projects comply with local, state, and federal regulations. The Staff Analyst II will review, interpret, and apply these regulations, as well as the City’s affordable housing agreements. Responsibilities include overseeing compliance for the affordable rental portfolio, monitoring both existing and new inclusionary units, collaborating with developers on initial marketing and lease-ups, and assisting with complex issues related to rental compliance and reporting requirements. Additionally, the Staff Analyst II will report directly to the Housing Development Officer and provide administrative and clerical support.

THE POSITION:

The City of San Rafael Fire Department and Office of Emergency Services (OES) is seeking to fill the full-time exempt position of Emergency Management Coordinator.  This is a three (3) year fixed-term position, with the potential to be extended dependent on available funding and job performance.  This is an “at will” position with benefits available. The Coordinator will be required to work occasional nights and/or weekends for planned community engagement events or unplanned emergencies. This position is partially funded through the Marin Wildfire Prevention Authority (MPWA). 

Under the supervision of the Deputy Director of Emergency Management, the Emergency Management Coordinator will coordinate and execute activities associated with disaster preparedness, emergency management, and the San Rafael Office of Emergency Services (OES).  OES leads the City’s internal and external efforts to improve the ability of staff, residents, and businesses to prepare for, respond to, and recover from emergencies and disasters.  The Coordinator will work to improve community disaster preparedness and resiliency through outreach, education, engagement, and empowerment; support Emergency Operation Center (EOC) functions; draft, improve, train, and drill City emergency plans; and augment designated fire-prevention and emergency management staff on strategic projects and programs.

The successful candidate will demonstrate the ability to engage and influence others, an interest in training and educating others, an interest in training and educating others, a commitment to equity and inclusion, and public service.  The Coordinator is expected to be a strategic problem-solver with the ability to nimbly jump in and between a variety of tasks or duties that help enhance planning, preparedness, prevention, and safety.  The Coordinator will need to work independently and as part of small and large teams, coordinate volunteers such as the Community Emergency Response Team (CERT), have strong event planning and organizational skills, and be truly passionate about emergency management and public safety.  Off-hour work, including evenings and weekends, for disaster response, community engagement and trainings, and volunteer events is required.

Essential Duties and Responsibilities:

• Assist in the development and implantation of public awareness programs and drills regarding disaster preparedness and wildfire safety.

For additional information visit .The San José Fire Department is recruiting for two (2) Hazardous Materials Inspectors positions in the Bureau of Fire Prevention Division. Hazardous Materials Inspectors perform annual inspections to verify compliance with the California Fire Code, San José Municipal Code, and applicable standards at facilities that use, store, and handle hazardous materials within San Jose. Inspectors evaluate Hazardous Materials Management Plans, closure plans, and hazardous materials system installation plans during the facility inspection process. Facility chemical inventory submittals are evaluated for chemical classification and quantity range calculations. Experienced inspectors may be assigned to participate in installation plan reviews and inspections for the Hazardous Materials Development Services group. Hazardous Materials inspectors routinely provide crossover services as required for backup and customer service needs. Inspectors are cross-trained for customer service enhancement, as needed.

Duties for this position include, but may not be limited to:

• Knowledge of principles and practices of chemistry, biology, physics, industrial hygiene, or geology as applied to the management of hazardous materials, hazardous wastes, and industrial wastes.
• Knowledge of quality assurance programs and procedures, sampling techniques, statistical analysis, laboratory equipment, and its uses.
• Knowledge of methods of inspection.
• Ability to prepare routine reports.
• Evaluation of applicable codes and standards for compliance determination
• Customer education and code enforcement regarding applicable codes and standards.
• Providing technical assistance to facilities, consultants, architects, engineers, contractors, department officers/staff, and Fire Operations staff on the application and/or interpretation of fire safety codes/regulations and on resolution of fire safety and hazardous materials issues identified in the design, construction or operations of buildings and integrated systems;
• Review and analyze hazardous materials inventory statements for chemical classification;
• Review and analyze hazardous materials management plans, construction documents, monitoring, and treatment system plans for compliance with codes and regulations;
• Assisting outside agencies and other City Departments including, Code Enforcement, Building Department, Planning Department, Public Works, and Environmental Services-Wastewater Pretreatment.
• Assist with training of staff as requested.

Salary range for this classification is:
Hazardous Materials Inspector I: $106,950.48 - $129,926.16 annually
Hazardous Materials Inspector II: $117,914.16 - $143,248.56 annually

This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates' qualifications and experience.

How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking an Asset Manager to provide professional, technical and administrative asset management duties in support of a portfolio of Agency owned assets. The Asset Manager ensures compliance with programmatic and financial regulations, oversees property operations, and works with property management to ensure the physical, financial and social well-being of affordable housing assets.  The Asset Management Division, along with the Real Estate Development Division, are part of SCCHA’s Real Estate Department.  The team working in Real Estate is mission oriented, dynamic and collaborative. The team works closely together to creatively develop new affordable housing as well as preserve existing assets.

This position requires extensive knowledge of property maintenance, construction project management, capital planning and systems management, budget preparation and financial modeling to analyze portfolio performance. 

 

What Our Team Is Looking For: 

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, civil engineering, architecture, or a related field; and
• A minimum of four (4) years of progressively responsible experience performing asset management, real estate development, property management, and/or construction management functions.
• Low Income Housing Tax Credit (LIHTC) experience is desirable.
• Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee's ability to get to/from various work locations in a timely manner, is necessary to perform the essential functions of the position.
